DPWH seeks P644-billion budget for 2027. How does it plan to spend it?

MANILA, Philippines – The Department of Public Works and Highways (DPWH) is seeking a P643.95-billion budget for 2027, President Ferdinand Marcos Jr.’s last full year in office.

Under the Marcos administration, the DPWH’s proposed budgets have often been significantly higher than the amounts ultimately approved by Congress and the President.

But the agency’s funding came under greater scrutiny after the flood control corruption scandal erupted in 2025. The controversy prompted cuts to the DPWH’s proposed flood control projects.

Of the DPWH’s proposed 2027 budget, P572.92 billion or 89% is earmarked for six major programs.

The biggest allocation, at P176.6 billion, is for the Network Development Program, which covers road projects.

This is followed by the Convergence and Special Support Program, with P157.3 billion. It covers projects that support the initiatives of other government agencies like access roads and bridges leading to tourist destinations, airports, seaports, trade centers, and industries, as well as facilities for indigenous communities, evacuation centers, quarantine facilities, water supply systems, flood mitigation structures, and public buildings.

The DPWH is also seeking at least P103.5 billion for its flood management program. In previous years, flood control projects accounted for one of the biggest chunks of the agency’s budget.

The DPWH is seeking P510.03 billion for its central office. A huge portion of this — at least P481.62 billion — is allocated for capital outlay, which covers physical assets such as buildings, roads, and flood control projects.

For personal services or funds used to pay employee salaries and benefits, the DPWH has allocated P4.53 billion for its central office. Another P23.87 billion is earmarked for maintenance and other operating expenses.

Among the DPWH’s regional offices, Central Luzon gets the biggest proposed budget share at P17.42 billion, followed by Calabarzon at P16.09 billion, and Metro Manila at P10.35 billion.
