Thai Army Intelligence Warns Cambodia Stepping Up Weapons Purchases

BANGKOK – Thailand’s army intelligence chief has issued a warning about the possibility of a third round of armed conflict between Thailand and Cambodia, citing Cambodia’s increased purchases of weapons from Eastern European countries and the upcoming general election in Cambodia as key indicators of potential escalation, Thai PBS reported.

Thailand to Begin Construction of Border Fences with Cambodia Next Month

In a Facebook post on Tuesday, Lt Gen Teeranan Nandhakwang said the border situation between the two countries currently appears to have shifted away from immediate military confrontation toward Cambodia’s use of international law to apply pressure on Thailand. However, he noted that these efforts are being overshadowed by the ongoing conflict in the Middle East.

Indicators of Potential Conflict

Lt Gen Teeranan cautioned that Thailand cannot be lulled into a false sense of security, emphasizing that the threat of armed conflict cannot be ruled out for two primary reasons. Firstly, he claimed that Cambodia has purchased a large quantity of weapons from Eastern European countries. Secondly, he pointed to Cambodia’s general election scheduled for next year, suggesting that political considerations could influence cross-border tensions.

While warning of a possible third round of clashes, he said such an escalation would not occur in the immediate future due to the rainy season, which is expected to last four to five months. He advised the Thai military to remain on alert and recommended that troops enhance their training, learn lessons from the two previous rounds of clashes with Cambodian forces, stockpile weapons and maintain combat readiness.

Military Response

Army spokesman Maj Gen Winthai Suvaree offered a more measured assessment, stating that forces from both sides remain deployed near the border but not in as close proximity as in previous periods. He was responding to reports that Cambodian troops are deploying close to the border near Ta Kwai Temple in Surin province.

Maj Gen Winthai explained that Cambodian troops are seeking suitable locations after having to pull back from the Thai border, as many areas are now under Thai control. He acknowledged that in some areas, Cambodian forces have moved closer, but not beyond the assumed boundary or operational line adhered to by Thailand. “This is not a cause for concern,” he said.

Ongoing Operations and Ceasefire Compliance

The Second Army Region’s operations, including surveillance, patrols, area inspections and reinforcement of defensive positions, have continued in preparation for “unexpected incidents.” Maj Gen Winthai stressed that both countries must adhere to the agreement signed following the ceasefire.

He said Thailand has strictly complied with the ceasefire conditions, while Cambodia has engaged in some actions, as seen in news reports, such as provocations, moving closer to Thai operational bases and verbal confrontations or disciplinary issues, which have resulted in some ordnance landing on the Thai side.

Regarding Lt Gen Teeranan’s statement that a third round of clashes is possible, Maj Gen Winthai said Cambodian troop movements are ongoing and certain signals can be observed, but they are not at a worrying level. While the situation could change in the future, he assessed that it is unlikely to happen at this time.

On reports of Cambodian weapons stockpiling, he said Thailand has already made preparations. As for Cambodia’s general election next year and the possibility of creating tensions to gain political advantage, he acknowledged it is possible, but said any clear use of force would depend on additional factors.

    The federal government has announced an increase in the prices of major petroleum products, including petrol, high-speed diesel and kerosene oil. The revised prices came into effect from today and will remain applicable for one day, according to official notifications. The Oil and Gas Regulatory Authority (OGRA) issued a notification confirming the increase in fuel prices. The revised rates were also endorsed through a separate notification issued by the Petroleum Division. Under the new pricing structure, the price of petrol has been increased by Rs6.39 per litre. Following the increase, the new retail price of petrol has been fixed at Rs327.12 per litre. The price of high-speed diesel (HSD) has also been revised upward. It has been increased by Rs7.83 per litre, taking the new price to Rs375.04 per litre. The government has also raised the price of kerosene oil by Rs7.80 per litre. The new price has been set at Rs297.17 per litre. The revised fuel prices became effective immediately after the issuance of the official notifications. According to the government, these rates will remain in force for one day only. The increase is expected to affect transportation costs and fuel expenses for consumers during the period in which the revised prices remain applicable. Petrol is widely used by private vehicles and motorcycles, while high-speed diesel is consumed by heavy transport vehicles, public transport, agriculture and industrial sectors. Kerosene oil is commonly used in remote areas for cooking and heating purposes.

    GUJRAT: The bodies of three females, including a two-year-old girl, who had gone missing from the Dinga area a day earlier, were recovered from a pond in Mohallah Chaar Gah , police said. The deceased were identified as Arooj Fatima, Haleema Sadia and two-year-old Ruku Fatima. According to police, all three had gone missing from the jurisdiction of Dinga police station on August 25. Following their disappearance, a kidnapping case had been registered at Dinga police station on the complaint of the family. A search operation was underway when their bodies were found in a pond in Mohallah Chaar Gah. Police said a heavy contingent was deployed at the scene after the recovery of the bodies. Crime Scene Unit personnel and teams of the Punjab Forensic Science Agency (PFSA) also reached the site and collected evidence for further investigation. The bodies were later shifted to a hospital for post-mortem examinations. According to preliminary police findings, the three victims appeared to have died due to drowning. However, police said the matter was still being investigated from different angles and the final cause and circumstances of their deaths would be determined after the completion of medico-legal and forensic procedures. The recovery of the bodies sent shockwaves through the locality, particularly because a kidnapping case had been registered only a day earlier after the three females went missing. District Police Officer Gujrat Faisal Shehzad visited the scene following the recovery of the bodies. He was briefed by police officers and also gathered information from residents of the area about the circumstances surrounding the incident. The DPO directed the officers concerned to conduct a complete and transparent investigation and examine all possible aspects of the case. He said the legal and investigative process should be completed strictly on merit and no aspect of the incident should be overlooked. Faisal Shehzad also met the bereaved family members and expressed his condolences over the deaths. He assured them that police would complete all legal and investigative formalities in accordance with the law. Police officials said the post-mortem reports and forensic examination of evidence collected from the scene would play an important role in determining whether the deaths resulted solely from drowning or whether any other factor was involved. Investigators are also examining the timeline of the disappearance and other circumstances leading up to the recovery of the bodies from the pond. The Dinga police said further proceedings would be carried out in light of the post-mortem findings, forensic evidence and the results of the ongoing investigation. The bodies were handed over for further medico-legal procedures as police continued their investigation into what officials described as a tragic and sensitive case. No final conclusion regarding the circumstances of the deaths had been announced by police at the time of filing this report, while investigators continued to collect evidence and record statements from relevant persons.

    ISLAMABAD: The Senate witnessed a heated exchange between the opposition and government benches on Tuesday over the medical treatment of PTI founder and former prime minister Imran Khan. The dispute centred on the implementation of an August 18 Supreme Court order concerning Imran Khan’s treatment. The court had directed authorities to shift him to Shifa International Hospital in Islamabad and form a medical board that would include his sister and personal physician. The government, however, took Imran Khan to Pakistan Institute of Medical Sciences (PIMS), citing security concerns. He was later returned to Adiala Jail after doctors declared him medically fit. The opposition accused the government of failing to comply with the Supreme Court’s directions. The government rejected the allegation and maintained that the authorities had acted within the framework of the court order. The issue came up after PTI parliamentary leader Barrister Ali Zafar sought permission to move a resolution regarding the Supreme Court’s directions. Presiding Officer Shahadat Awan did not allow the resolution, ruling that the matter was sub judice. Opposition senators were instead allowed to raise the issue through points of order. Zafar argued that Parliament must uphold the Constitution and ensure compliance with decisions of the Supreme Court. He claimed that Imran Khan had neither been shifted to Shifa International Hospital nor examined by the medical board mentioned in the court’s order. He also alleged that the required facilities for examining the PTI founder were not available at PIMS. Zafar said political differences should not affect a person’s access to medical care. He urged the government to separate Imran Khan’s political status from his health and medical needs. PTI Senator Azam Swati also criticised the government, accusing it of adopting different standards in dealing with political figures. He cited previous instances in which government institutions had facilitated political leaders. The government defended its position through Prime Minister’s Adviser Rana Sanaullah. He said the state had complied with the Supreme Court’s directions while taking security considerations into account. Sanaullah said the court had also allowed the administration to assess security arrangements. He maintained that Imran Khan was therefore taken to a government hospital where qualified doctors were available. According to Sanaullah, a panel of doctors examined Imran Khan and found his condition satisfactory. He said the PTI founder was subsequently returned to jail. The adviser said the matter was already before the Supreme Court and a report would be submitted on September 16. He argued that the court itself should determine whether its order had been properly implemented. Opposition Leader in the Senate Allama Raja Nasir Abbas urged the government to demonstrate political maturity and implement the Supreme Court’s order in letter and spirit. He also proposed forming a Senate committee to visit Imran Khan in jail and assess the situation.
