PTA fines CM Pak Rs77.8 Million for SIM sales Geo-fencing violation

ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has imposed a fine of Rs77.8 million on China Mobile Pakistan (CM Pak) after determining that the operator failed to ensure compliance with mandatory geo-fencing rules governing biometric verification system (BVS) devices used for SIM sales.

The regulatory action followed a field inspection in which the PTA found that an authorised sales representative linked to CM Pak’s Taxila franchise was selling SIMs from a location in Islamabad that fell outside the approved geographical area of the franchise.

According to the PTA’s enforcement order, the inspection was carried out on March 30, 2026. During the inspection, the regulator discovered that a Data Sales Officer (DSO) associated with the Taxila franchise was conducting SIM sales at I-10 Markaz, Islamabad.

The location was not within the authorised territorial jurisdiction or designated geo-location of the franchise. The PTA also found that the sales activity had been conducted without the required Door-to-Door/Kiosk approval from the regulator.

Geo-fencing requirement

The PTA’s regulatory framework requires BVS devices used for SIM issuance to remain within a prescribed distance of the approved sales location. Under the mandatory geo-fencing mechanism, such devices must operate within 100 metres of the designated geo-location of an authorised sales channel.

The purpose of the requirement is to ensure that biometric devices are not moved to unauthorised locations for SIM issuance. The mechanism is also designed to strengthen oversight of SIM sales, prevent misuse of biometric verification equipment and improve the traceability of subscriber registrations.

The regulator made it clear that SIM sales outside an approved geo-location are not permitted unless prior approval has been obtained from the PTA.

CM Pak challenges regulatory action

CM Pak contested the proposed enforcement proceedings, maintaining that the incident was an isolated operational lapse involving an individual DSO rather than evidence of a broader failure in the company’s compliance system.

The operator argued that the SIMs concerned had been issued only after the required biometric verification process had been successfully completed. It further stated that the transactions were properly recorded and remained traceable through the prescribed systems.

CM Pak also maintained that there had been no issuance of fake or anonymous SIMs, no bypass of biometric verification and no failure in the verification process conducted through the National Database and Registration Authority (NADRA).

The company told the regulator that it had taken disciplinary and corrective measures after being informed of the violation. These measures included issuing a show-cause notice and warning letter to the concerned franchise and terminating the services of the DSO involved in the incident.

CM Pak also said it had circulated compliance instructions across its network and strengthened internal monitoring mechanisms to prevent similar incidents in the future.

PTA rejects defence

The PTA, however, did not accept the company’s argument that successful biometric verification should be treated as sufficient compliance.

The authority ruled that biometric verification and geo-fencing constitute separate regulatory requirements. While biometric verification is intended to establish the identity of a subscriber, geo-fencing controls where the SIM sale and verification process can legally take place.

According to the regulator, compliance with one requirement does not eliminate the obligation to comply with the other.

The PTA observed that allowing BVS devices to operate beyond their authorised locations could weaken the regulatory controls established for SIM issuance, regardless of whether the subscriber’s biometric verification was successfully completed.

The regulator also rejected CM Pak’s position that responsibility for the incident could primarily be attributed to the franchise or individual sales officer.

Under the applicable Subscribers Antecedents Verification Regulations and licence conditions, the PTA maintained that the licensed operator carries direct responsibility for ensuring that its authorised sales network complies with regulatory requirements.

Corrective action not enough to erase violation

The authority further noted that steps taken by an operator after a violation has been detected can potentially serve as mitigating factors but cannot remove the violation itself.

The PTA stressed that geo-fencing is a substantive regulatory safeguard rather than a procedural requirement that can be overlooked if other verification mechanisms are functioning properly.

It said allowing subsequent corrective measures to effectively neutralise an established breach could undermine the purpose of mandatory compliance requirements and weaken regulatory oversight of SIM issuance.

After reviewing the show-cause notice, CM Pak’s written responses, compliance report and submissions made during the hearing, the PTA concluded that the operator had failed to maintain adequate supervision and regulatory control over its authorised sales channel.

Rs77.8m penalty imposed

Based on its findings, the PTA held CM Pak liable under Section 23 of the Pakistan Telecommunication (Re-organization) Act, 1996.

The authority subsequently imposed a penalty of Rs77.8 million (Rs77,800,000) on the company and directed it to deposit the amount within 10 days of receiving the enforcement order.

The PTA warned that failure to pay the penalty within the specified period could result in further proceedings or action under the applicable law.

    MUZAFFARABAD: PML-N candidate Chaudhry Mohsin Aziz has challenged the election result of Azad Jammu and Kashmir’s LA-17 Haveli-Kahuta constituency, alleging irregularities in the compilation of results and seeking a recount of votes. The Azad Jammu and Kashmir Election Commission has accepted the petition for hearing and summoned the relevant parties in Muzaffarabad. Mohsin has alleged that the official result was changed through manipulation of election documents. He claimed that results received from polling stations showed him winning the constituency by a significant margin. According to his claim, the results compiled by presiding officers showed him leading by around 8,600 votes. He alleged that there was a substantial discrepancy between those results and the figures later submitted to the returning officer. The PML-N candidate said he had approached the returning officer and requested a recount but his request was rejected. He has also called on PPP Chairman Bilawal Bhutto-Zardari to support a recount. Mohsin said he would leave politics if a transparent recount showed that he had not won the constituency by a substantial margin. The disputed constituency was won by PPP candidate and AJK Prime Minister Faisal Mumtaz Rathore, according to the officially issued result. Form-27 showed Rathore securing 33,872 votes, while Mohsin Aziz received 32,354 votes. Independent candidate Tariq Saeed stood third with 12,538 votes. Mohsin has disputed these figures and alleged that the result was altered after the polling process. He also alleged that armed individuals intimidated voters at some polling stations during election day. He claimed tensions increased after the rival camp realised that it could face defeat. The PML-N candidate has vowed to pursue the matter through the electoral process and said he would not accept what he described as an attempt to deprive him of his mandate. The election commission’s decision to hear the petition has formally brought the disputed result before the relevant electoral forum. The proceedings will determine whether a recount or any further action is warranted. Political tensions in the constituency have also continued following the election. Several vehicles parked along a roadside in Hoter village were reportedly vandalised. Local residents said the windows of the vehicles were smashed during an alleged attack. The vehicles were reportedly parked outside the residence of senior PPP leader Zahid Hashmi, who is also president of the International Kashmir Peace Forum Europe. According to local sources, individuals associated with the PML-N and an independent candidate were allegedly involved in the incident. The allegations have not been independently verified. Some of the affected vehicles reportedly belonged to people who had travelled from Saudi Arabia to participate in the election. The affected individuals alleged that, besides damaging their vehicles, the attackers took passports and cash from some of them.

    Muhammad Ahmed recalls being humiliated by fellow actor

    Veteran Pakistani actor and writer Muhammad Ahmed has opened up about an upsetting experience in which he says he was repeatedly humiliated by a younger male actor on a drama set. Speaking on Sheeba Khan’s podcast Dareecha, the seasoned artist became emotional as he recalled the incident, saying that some actors behave very differently behind the scenes than they do in public. Muhammad Ahmed began by reflecting on how private interactions often reveal a person’s true nature. He said, “Actors show their true colours in private meetings, as I have experienced multiple times. Most recently, I remained calm when I was bullied because I know everyone has mobile phones, and they can record and post videos online with captions like, ‘See the reality of Muhammad Ahmed.’” He then explained why the remarks hurt him deeply. “I know I am bald, tanned, and short. I know this reality and often make fun of it myself, but what if you are told this by an actor who is 40 years younger than you?” He added that the actor frequently tried to attract attention by making loud comments in front of others. Recalling one such moment, Muhammad Ahmed said the actor mocked him for carrying a leather bag. “He said, ‘Oh Muhammad Ahmad, you are carrying a leather bag with you, it’s pure leather.’ He was shouting in front of everyone so that people would notice him because he was doing the lead role.” He further claimed that the actor also referred to comments Muhammad Ahmed had made years earlier about his performance. “Then he again said, ‘This man, Muhammad Ahmed, rated my acting four or five years ago and judged my future on the basis of it, whether I would survive in the industry or not,’ which is true because I had told the producer that this guy is good, and yes, that drama became a hit.” According to Muhammad Ahmed, he later reunited with the same actor on another project. Although he had expressed concerns to the producer beforehand, he was assured that the actor had changed. However, he said the behaviour continued. He recalled the actor saying, “I don’t know why people cast Muhammad Ahmed. He acts the same and has the same hairstyle.” Describing another incident, Muhammad Ahmed said the actor took a handheld fan from a female co-star, held it over his head like a hairdryer and joked, “Look, I am making his hairstyle.” He said he chose not to respond because he did not want to lower himself to that level or create unnecessary conflict on set. The veteran actor admitted that the experience left him deeply hurt. “I was humiliated, I completed my work and came home. I thought, ‘Am I that weak that I should be humiliated by an actor who joined the industry only eight years ago?’” He added that he remained silent out of respect for the producers and the rest of the team. Muhammad Ahmed concluded by saying that maintaining his composure was a conscious decision. “I didn’t say anything because the producers were so respectful. I maintained my calm because of my team. Nowadays, no one takes a stand for anyone.” His candid remarks have sparked discussion on social media, with many viewers expressing support for the veteran actor and calling for greater respect and professionalism within the entertainment industry.

    Renowned mountaineer Nirmal Purja amongst ten missing after avalanche on Pakistan’s Broad Peak

    A ten-member international climbing expedition led by world-renowned Nepali-born mountaineer Nirmal “Nims” Purja has gone missing after a massive avalanche struck Broad Peak in Pakistan’s Karakoram range. Communication with the group was completely cut off following the impact near the 8,047-metre summit. The missing team comprises five Nepalese guides, Pakistani mountaineer Sohail Sakhi, Omani climber Nadhira Al Harthy, American climber Mallory Geis, Chinese national Wang Zhong, and another foreign national. Search and rescue operations were launched as weather conditions permitted, with the Pakistan Army dispatching helicopters to assist ground crews and rescue teams ascending from nearby mountains. Initial tracking data from Purja’s device registered downhill movement following the slide, offering a faint glimmer of hope as emergency teams race against time in high-altitude conditions. The expedition was part of Purja’s attempt to become the first person in history to summit all fourteen of the world’s 8,000-metre peaks twice without supplemental oxygen.
