HARIPUR: Police have arrested four suspects in connection with the alleged abduction, sexual assault and murder of a five-year-old girl whose body was recovered from a deserted well in Haripur after an extensive search operation.

Haripur District Police Officer Shafiullah Gandapur said the child was reported missing by her father on August 10. Police registered a case under relevant provisions of the Pakistan Penal Code and launched a search operation to trace her.

A special investigation team was subsequently formed, comprising senior police officers, investigators and female police officials. A separate technical team was assigned to examine digital evidence, including CCTV footage, call records and geofencing data.

Police reviewed footage from around 200 cameras and examined the records of 20 suspected telephone numbers. Investigators said footage from 12 cameras proved particularly significant in reconstructing the child’s movements after she left home and identifying individuals allegedly travelling in the area on foot and on a motorcycle.

Three suspects were initially arrested, and police also recovered a motorcycle allegedly used in the incident. According to police, one suspect recorded a statement before a court admitting his involvement in the alleged abduction and sexual assault. The other suspects were produced before the court for further legal proceedings.

Police later arrested a fourth suspect. Information obtained during the investigation led officers to a deep, dry and overgrown well located on a vacant plot near Link Road on University Road, close to a warehouse.

A search team, assisted by Rescue 1122 personnel, recovered the child’s body from the well. The recovery operation was monitored by the DPO and senior members of the investigation team.

The body was shifted to the Rescue 1122 Trauma Centre in Haripur, where a post-mortem examination was conducted. Doctors collected X-rays and samples for DNA and other forensic examinations. The results are awaited.

The investigation has faced additional difficulties because some suspects are reportedly underage and did not possess identity documents. Police said they therefore examined telephone records linked to their family members and other numbers considered relevant to the case.

The search for the missing child involved hundreds of personnel. More than 400 police officials, along with staff from the Tehsil Municipal Administration and Water and Sanitation Agency, participated in searches covering drains, sewerage lines, vegetation, vacant plots and deserted locations around the University of Haripur, Pathan Colony and nearby areas.

Khyber-Pakhtunkhwa Inspector General of Police Zulfiqar Hameed took notice of the case, while Hazara DIG Nasir Mahmood Satti visited Haripur to review the investigation. The DPO briefed him on the evidence collected, CCTV findings and progress in identifying and arresting the suspects.

The DIG also met the victim’s family and assured them that the investigation would be pursued according to law.

Meanwhile, K-P Chief Minister Sohail Afridi condemned the alleged crime and ordered a comprehensive investigation. He directed authorities to ensure that every aspect of the case was examined and that those found responsible were dealt with strictly under the law.

The chief minister expressed condolences to the child’s family and said crimes against children would not be tolerated. He assured the family that the provincial government would support them and that the suspects would face legal consequences if found guilty.

  • Lahore High Court issues landmark fair trial ruling in rent cases

    The Lahore High Court has delivered a significant judgment on ex-parte proceedings in rent disputes, setting aside the Rent Tribunal’s ex-parte order against a petitioner and laying down important legal principles to safeguard the right to a fair hearing in tenancy cases. Justice Justice Muzammil Akhtar Shabbir issued a detailed 14-page judgment, declaring that “delay in justice amounts to denial of justice, while undue haste in dispensing justice is equivalent to burying justice.” The ruling has been declared a judicial precedent for future rent litigation. The High Court held that under the relevant tenancy laws, a Rent Tribunal is legally required to allow a period of 10 days before initiating ex-parte proceedings against the opposite party. During this period, the absent party retains the legal right to appear before the tribunal and seek restoration of its right to contest the proceedings. The court further ruled that if ex-parte proceedings are initiated in violation of the prescribed legal procedure, such proceedings become unlawful, and any judgment passed on their basis is also liable to be declared void. Justice Shabbir observed that Rent Tribunals must ensure proper service of notices on the opposite party before proceeding ex-parte. The judgment noted that the Rent Tribunal in the present case had failed to follow the statutory procedure governing ex-parte proceedings under the rent law. The High Court also held that the tribunal’s decision dismissing the petitioner’s application for restoration of proceedings was contrary to law. Consequently, the court set aside the judgments of both the Rent Tribunal and the appellate court. It ordered that the matter be treated as pending before the trial court and directed the trial court to decide the case strictly on its merits within four months. The High Court further instructed that no applications seeking unnecessary adjournments by either party should be entertained, emphasising the need for the expeditious disposal of the tenancy dispute while ensuring compliance with due process and the principles of natural justice.

    LAHORE: Lahore Police have finalized an extensive security plan for the Chehlum of Hazrat Imam Hussain (AS) and the annual Urs of Hazrat Data Ganj Bakhsh (RA), deploying more than 12,000 officers and personnel across the provincial capital to ensure the safety of mourners and devotees. The arrangements were reviewed during a high-level meeting chaired by Capital City Police Officer (CCPO) Bilal Siddique Kamyana at the Capital City Police Headquarters. Senior police officials briefed the meeting on operational strategies and deployment plans for the two major religious events. According to the security plan, police will provide protection for 73 majalis and 34 mourning processions being held across Lahore to mark the Chehlum of Hazrat Imam Hussain (AS). Security measures have also been strengthened around the shrine of Hazrat Data Ganj Bakhsh (RA), where thousands of devotees are expected to participate in the annual Urs celebrations. CCPO Kamyana directed officers to implement strict security protocols at all entry and exit points, including the installation of walk-through gates, metal detectors, and barbed-wire barricades. He also instructed police personnel to maintain close coordination with procession organisers and the administration of Data Darbar to ensure smooth management of the events. He ordered supervisory officers to personally inspect security arrangements along procession routes, at imambargahs, and around the shrine, while emphasizing that all activities would be monitored in real time through the Punjab Safe Cities Authority surveillance network and central control rooms. The CCPO further instructed the traffic police to introduce a comprehensive traffic management plan with alternative routes to reduce inconvenience for commuters and facilitate the movement of mourners and visitors during the religious gatherings. The meeting was attended by senior police officers, including DIG (Administration) Imran Kishwar, Chief Traffic Officer Abdul Rahim Shirazi, SSP Investigation Muhammad Naveed, SP Security, and divisional SPs, who reviewed the operational readiness for the upcoming events.
