Why Energy Secretary Garin says Pax Silica is ‘too dangerous’ to plug into grid

How much electricity is 3 gigawatts? Enough to give Energy Secretary Sharon Garin pause.

Pax Silica, the planned artificial intelligence, semiconductor, and advanced manufacturing hub in New Clark City, could eventually require 3,000 megawatts.

That’s about 19% of Luzon’s projected 2026 peak demand and nearly equivalent to the entire Visayas grid. It’s also close to the combined capacity of five 620-MW Bataan Nuclear Power Plants, the Philippines’ mothballed nuclear plant that never produced commercial electricity.

Or, as Garin put it: “Malaki siya. Malaki.” (It’s big. Big.)

In an exclusive interview with Rappler, Garin made clear that Pax Silica cannot simply plug its full demand into the Luzon grid without exposing households and businesses to serious risk.

“If you put it on the grid, and then suddenly this 3 gigawatt demand will be lost, the grid will just shut down,” Garin told Rappler.

‘Too dangerous for consumers’

Garin’s concern was that introducing a 3-GW load tied to one industrial area could become a problem of grid stability.

“It’s too dangerous for our usual consumers. So, there are ways to do it. But the primary concern is that we don’t destabilize the grid because that will affect other businesses and households,” she said on Friday, July 24.

To mitigate risks, the energy secretary said that the massive US-led project will likely scale up over the years rather than drawing the full 3 GW at once. In the meantime, the Luzon grid might be able to absorb the project’s early phases. (READ: Pax Silica, El Niño: Environmental issues for SONA 2026)

From 100 or 200 megawatts is still manageable. “But once it scales up, we have to provide them with their own power plant,” Garin said.

The quality of that energy supply matters as much as quantity. A data center will need “cheap power and stable power” with a quality component that demands no red and yellow alerts whatsoever.

Asked whether Pax Silica’s demand could drive up prices in the electricity spot market, Garin said she did not expect it to do so. But she urged caution, pointing to the problems other countries have encountered in their race to build out data centers.

“There are problems in other countries already,” Garin said. “So, for us to avoid that, learning from their mistakes, one is to come up with a system or technology that can cater to their needs,” she added in a mix of English and Filipino.

Her preferred solution is effectively a separate ecosystem with its own power, water, and supporting infrastructure.

“If it’s going to be bigger and bigger, I would rather have it on a stand-alone system where it has its own power plant, whether it’s renewable or gas,” she added.

Can that renewable promise even be met?

The Bases Conversion and Development Authority (BCDA) has said Pax Silica would rely on renewable energy, mainly solar. The first concrete piece is a deal with Saudi Arabia’s ACWA Power, which leased a 500-hectare site in New Clark City for a solar photovoltaic and battery storage project with a capacity of up to 500 MW.

But that is only one-sixth of Pax Silica’s projected requirement.

There’s also a proposed 1,200-MW LNG or liquefied natural gas terminal and power plant, for which the US International Development Finance Corporation has reportedly approved funding for a feasibility study.

Together, that would provide 1,700 MW on paper, still leaving a 1,300 MW gap.

And even this is generous; remember, a solar facility rated at 500 MW does not deliver 500 MW around the clock. Would the mega-investors being courted for Pax Silica really leave the fate of their data centers at the mercy of passing clouds?

The LNG proposal brings its own problems. Clark has an airport, not a seaport. LNG arrives by ship. The fuel would first have to enter through a coastal import terminal, then be transported inland, most plausibly through a new pipeline from Subic or another port. None of that infrastructure is operating yet, while the proposed power plant remains at the feasibility-study stage.

Gas also complicates BCDA’s green sales pitch. The proposed LNG plant alone would cover 40% of Pax Silica’s projected requirement. But LNG is not considered green or renewable. Unless significantly more renewable capacity is added, fossil gas could end up doing much of the heavy lifting.

Energy industry sources have been raising the same questions with Rappler. Their point is not that solar has no place in the project, but that nameplate capacity isn’t the same as round-the-clock, high-quality power. Facilities that cannot tolerate interruptions would still need substantial battery storage and likely grid support.

And best pray that Pax Silica doesn’t destablize the Luzon grid.

Still early, still talking

Asked whether Pax Silica had been planned from the beginning with a complete energy strategy, Garin told Rappler that much is still being firmed up.

“We’re still in the early stages. But we need to be more rational about it, in the sense that we need to plan properly,” she said in a mix of English and Filipino. There’s been close consultation too with the Department of Energy, Department of Information and Communications Technology, and Department of Trade and Industry.

Garin said actual locators must first make firm commitments so generation can be planned around real demand. Such commitments can justify building a power plant. This has all to be in sync, Garin added.

Power plants take time. Garin estimated three to five years for conventional facilities and around a decade for nuclear.

He described the rapid adoption of rooftop solar as one of the country’s biggest energy success stories but cautioned that it has also created new challenges for the national power system. According to Leghari, Pakistan generates significant amounts of electricity from solar energy during daylight hours, yet the absence of sufficient battery storage infrastructure prevents that surplus electricity from being utilised during evening peak demand. He stressed that without modern storage systems, the country would continue to struggle with balancing electricity supply and demand despite having abundant renewable energy resources. Referring to disruptions in Re-gasified Liquefied Natural Gas (RLNG) supplies earlier this year, the minister said the episode exposed Pakistan’s continued dependence on imported fuels. He noted that the interruption in fuel supplies led to electricity shortages and load shedding even though ample solar power was available during the daytime, highlighting the urgent need for large-scale energy storage. “Battery storage is no longer an optional technology—it has become a strategic national asset that is essential for ensuring Pakistan’s energy sovereignty,” Leghari said. He noted that clean energy sources, including hydropower, nuclear, wind and solar, currently contribute approximately 55 percent of Pakistan’s total electricity generation. However, he warned that achieving the government’s renewable energy targets would require significant investment in battery storage systems, transmission infrastructure and power market reforms. The minister emphasised that expanding renewable generation alone would not be sufficient unless supported by a modern electricity network capable of storing and transmitting clean energy efficiently. To support the country’s long-term energy transition, Leghari announced a three-point strategy. The plan includes expanding battery energy storage systems across the national grid, encouraging local battery manufacturing and assembly to reduce reliance on imports while creating employment opportunities, and introducing regulatory reforms aimed at providing long-term certainty and confidence for domestic and foreign investors. During a question-and-answer session following his address, the minister also disclosed that Pakistan’s commitments under the IMF programme currently limit the government’s ability to introduce a fully flexible, market-based electricity tariff system. He explained that the government has been in discussions with the IMF for several months regarding the introduction of a time-of-use tariff, under which electricity prices would vary according to the actual cost of power generation at different hours of the day. Such a system, he said, would encourage consumers to shift electricity consumption to off-peak periods, reduce pressure on the national grid and help integrate renewable energy more efficiently.

    ISLAMABAD: Pakistan expects to receive a response from the United States within the next few months on its request for a proposed $10 billion bilateral exchange stabilisation facility. The proposed arrangement is aimed at strengthening confidence in Pakistan’s currency and foreign exchange market. It could also help the country improve access to international capital markets and attract more private investment. Adviser to the Finance Minister Khurram Schehzad said discussions between Pakistan and the US over the proposed facility had been constructive. He said the facility could act as a financial backstop for Pakistan and send a positive signal to investors about the stability of the country’s currency market. Pakistan formally approached US Treasury Secretary Scott Bessent last month for the proposed Bilateral Exchange Stabilisation Support Facility. The arrangement could have a maturity period of up to five years. Finance Minister Muhammad Aurangzeb has clarified that the proposed $10 billion arrangement should not be viewed as a conventional loan or credit line. He said the main objective was to provide confidence regarding exchange-rate and currency stability. Such a signal, he added, could help Pakistan return to international markets to raise funds. The finance minister said the request was being considered by the US Treasury Department and that progress was expected by September. If approved, the facility could strengthen Pakistan’s foreign exchange reserves and ease pressure on the rupee. It could also reduce the country’s dependence on multilateral financing. The proposed support comes as Pakistan continues efforts to improve its external financial position under an International Monetary Fund programme. The IMF programme has required the government to implement difficult fiscal and monetary measures, including higher taxes, spending controls and structural reforms. Pakistan has also been seeking to improve its economic and diplomatic engagement with Washington.     Oil and Gas Development Company Limited (OGDCL) has announced a major scientific breakthrough by confirming the presence of lithium in underground geothermal formation water, also known as brine. The discovery is the first of its kind in Pakistan and is being seen as an important step towards exploring new sources of critical minerals needed for clean energy technologies. The discovery was made under OGDCL’s pilot geothermal programme. According to officials, advanced geochemical testing was carried out on formation water collected from a successfully tested high-temperature geothermal well. The analysis confirmed the presence of lithium in concentrations comparable to those found in some of the world’s well-known lithium-bearing geothermal brine resources. Senior OGDCL officials said this is the first confirmed lithium discovery from geothermal brine in Pakistan. They described the development as a significant achievement for the country’s energy and mineral exploration sector. The finding places Pakistan among a growing group of countries investigating geothermal resources as a potential source of lithium. Lithium has become one of the world’s most sought-after minerals due to the rapid expansion of clean energy technologies. It is a key component in rechargeable batteries used in electric vehicles, energy storage systems, smartphones, laptops and many other electronic devices. Global demand for lithium has increased sharply as countries move towards renewable energy and low-carbon transportation. Experts say geothermal brine is emerging as an alternative source of lithium in several parts of the world. Unlike traditional mining, lithium extraction from geothermal water has the potential to combine energy production with mineral recovery, although commercial development requires extensive research and investment. Officials stressed that the latest discovery does not mean commercial production will begin immediately. Further geological studies, laboratory testing and feasibility assessments will be required to determine the size of the lithium resource, the concentration of the mineral and whether extraction would be commercially viable. The discovery is expected to encourage more investment in Pakistan’s geothermal and mineral exploration sectors. Researchers believe additional exploration could identify other areas with similar geological conditions and expand the country’s knowledge of its underground mineral resources.

    SECP registers record 5,438 new companies in July

    The Securities and Exchange Commission of Pakistan (SECP) recorded its highest-ever monthly company registrations, with 5,438 new companies incorporated during July, reflecting growing business activity and investor confidence in the country’s corporate sector. According to the SECP, five international companies established offices in Pakistan during the month. The foreign firms are from Malaysia, the United Arab Emirates (UAE), and China, highlighting continued overseas interest in Pakistan’s business environment. The commission said 112 newly registered companies include foreign directors, indicating increasing international participation in the local corporate sector. Of the total registrations, 3,148 were private limited companies, while 2,117 were single-member companies. In addition, 127 limited liability partnerships (LLPs) were incorporated during the month. The SECP also registered 28 non-profit organisations and 18 public companies. Provincially, Punjab accounted for the largest share of registrations, with 2,756 companies, representing 51% of the total. Islamabad followed with 1,053 companies, while Sindh registered 864, Khyber Pakhtunkhwa 450, Gilgit-Baltistan 180, and Balochistan 135 new companies. The information technology (IT) sector recorded the highest number of new incorporations, with 1,008 companies registered during July. Other major sectors included trading with 845 new companies, services with 638, and construction with 348 registrations. The SECP also reported significant growth in other industries, with 256 companies registered in the food and beverages sector, 207 in tourism, 181 in e-commerce, 165 in education, 162 in real estate development, and 145 in corporate agriculture. The record number of company registrations reflects continued expansion across multiple sectors of Pakistan’s economy and increasing formalisation of businesses under the country’s corporate regulatory framework
