Thailand Declares 15-day Mourning Period Following Death Of Princess Bajrakitiyabha

BANGKOK, Thailand — The Thai Cabinet has officially ordered a 15-day mourning period across all government agencies, state enterprises, and educational institutions nationwide following the passing of Her Royal Highness Princess Bajrakitiyabha Narendira Debyavati. The directive was issued after an urgent special Cabinet meeting convened by Prime Minister Anutin Charnvirakul at Government House.

Government Spokesperson Rachada Dhnadirek announced that while official mourning protocols have been established for public servants and state officials, the general public may continue their daily lives as normal. Unlike periods of national mourning for more senior members of the royal family, festive events and entertainment activities have not been banned, allowing citizens to observe mourning as they deem appropriate.

Before the Cabinet meeting commenced, the Prime Minister and all Cabinet members observed a moment of silence to pay tribute to and mourn the late Princess. The Cabinet subsequently instructed all relevant agencies to prepare royal funeral rites in a manner befitting the highest traditions of the Thai monarchy.

Under the directives issued by the Prime Minister’s Office and effective June 12, all government offices, state enterprises, public agencies, and educational institutions are required to lower national flags to half-mast. Civil servants, state enterprise employees, and public officials must observe the 15-day mourning period, while members of the general public are invited to participate in mourning activities at their discretion.

To oversee the complex arrangements for the royal funeral, a special committee will be established under the chairmanship of Prime Minister Anutin Charnvirakul. The permanent secretary of the Prime Minister’s Office will serve as both committee member and secretary, while members of the royal family will be invited to act as advisers. Several subcommittees will be formed to manage various critical aspects of the funeral rites, including general administration, the construction of the royal crematorium known as the Phra Merumas, the preparation of royal chariots and palanquins, public relations, and security arrangements.

The Ministry of Culture’s Fine Arts Department has been tasked with overseeing the design of the funeral procession and ceremonies, as well as the construction of the royal crematorium structure. Government agencies have also been instructed to attend daily royal Abhidhamma prayers for a period of 100 days, with the Secretariat of the Cabinet organizing a roster to ensure Cabinet members attend the chanting rites.

To enable the public to pay their respects, the Ministry of Interior and the Bangkok Metropolitan Administration will organize merit-making activities throughout the mourning period. The Public Relations Department will continuously broadcast programs highlighting the late Princess’s royal duties and achievements, coordinating with the Ministry of Foreign Affairs to provide English-language translations for international audiences. Additionally, the Ministry of Public Health will deploy mobile medical units and collaborate with volunteers, foundations, private-sector organizations, and local hospitals to provide round-the-clock medical support during all funeral-related events.

Beginning tomorrow, members of the public will have the opportunity to pay their respects and pour ceremonial water before a portrait of the late Princess Bajrakitiyabha at the Sahathai Samakhom Pavilion inside the Grand Palace. The ceremony will run from 8:30 a.m. until noon, with Prime Minister Anutin Charnvirakul leading the Cabinet in attendance starting at 8:30 a.m.

    UEFA welcomes FIFA investment plan withdrawal

    UEFA has welcomed FIFA’s decision to abandon its controversial private investment proposal, calling the move “a victory for the whole game” while declaring that it has lost confidence in FIFA president Gianni Infantino’s leadership. The governing body for European football made the remarks after FIFA officially scrapped plans to sell stakes in its competitions following widespread opposition from football associations around the world. On August 1, FIFA president Gianni Infantino confirmed that the proposal to bring private investors into FIFA tournaments had been withdrawn after facing intense backlash and threats of a boycott. The plan had sparked strong criticism from UEFA, which argued that football’s global competitions should not be treated as commercial assets. Before the proposal was abandoned, UEFA had firmly opposed the idea, stating: “Football is not FIFA’s to sell.” Following FIFA’s decision to withdraw the proposal, UEFA issued another strongly worded statement welcoming the outcome while criticising Infantino’s leadership. The statement read: “The current FIFA leadership has not only lost UEFA’s confidence but also that of many other members of the football family.” UEFA also reminded members of the promises Infantino made when he first sought election as FIFA president in 2016. Quoting his campaign pledge, the organisation said: “When Gianni Infantino asked for the trust and the votes of FIFA’s member associations to elect him as their president in 2016, he said: ‘Of course we have to be transparent.’” The European governing body accused Infantino of failing to live up to that commitment, claiming he had handled FIFA’s finances without sufficient transparency and had treated the organisation’s money as though it belonged to him personally.     JICA delegation visits Literacy Centres in Lahore

    LAHORE: A high-level delegation from the Japan International Cooperation Agency (JICA) visited Middle-Tech Literacy Centres in Lahore following an invitation from Literacy and Non-Formal Education Secretary Syed Haider Iqbal. The delegation included JICA President Dr. Akihiro Tanaka, Ambassador of Japan to Pakistan Shuichi Akamatsu, and JICA Pakistan Chief Representative Yusuke Shinozaki. During the visit, the officials toured literacy centres in Fatah Garh and Tajpura, reviewed the facilities available to students, and observed the teaching and learning activities. The delegation also interacted with students and distributed gifts among them. JICA representatives further handed over Package E textbooks to students who had completed Package D, enabling them to continue their education and move on to the next stage of their learning journey. During the visit, Secretary Literacy Syed Haider Iqbal briefed the Japanese delegation on the department’s ongoing initiatives for non-formal education. He highlighted projects being implemented with JICA’s support, along with other programmes aimed at improving access to education for children and young people who remain outside the formal schooling system. The secretary also outlined the department’s future plans and targets for expanding literacy, strengthening non-formal education and promoting skills development across Punjab. The JICA delegation appreciated the efforts of the Literacy and Non-Formal Education Department to improve literacy rates and provide educational opportunities to underserved communities across the province. The officials also acknowledged the department’s efforts to equip learners with skills that can contribute to their personal development and future economic opportunities. The meeting also focused on strengthening cooperation between the Literacy Department and JICA to expand educational opportunities for out-of-school children. Both sides discussed ways to enhance their partnership and explore further areas of collaboration to bring more children into the education system. The visit underscored the importance of international cooperation in addressing educational challenges and expanding access to learning opportunities, particularly for children who have been unable to attend mainstream schools.

The UAE Team Emirates-XRG rider pulled more than three minutes back on a breakaway group on the hors category final climb up to the famous ski resort, which was flanked by thousands of spectators from around the world. Pogacar, 27, is aiming to become the joint-most successful rider in the Tour’s history with five wins, alongside legends Jacques Anquetil, Eddy Merckx, Bernard Hinault, and Miguel Indurain. He holds a dominant lead over Belgium’s Remco Evenepoel of seven minutes 11 seconds, despite the Belgian’s improved climbing form this year. Pogacar’s Mexican teammate Isaac del Toro remains third and in the white young riders’ classification leader’s jersey, nine minutes 42 seconds down. The peloton will take on Alpe d’Huez once again on Saturday for the three-week race’s mountainous ‘queen’ stage, which includes an extra 2,000 metres of climbing. “It was very cool to win up here – it was a crazy atmosphere all climb and I’m thankful for the team that I could pull it off,” said Pogacar. “When I heard some of the guys [were] dropped when [teammate] Felix [Grosschartner] set a super good pace at the beginning of the climb, I was already going full gas, as the breakaway was so strong.     PM to decide fate of refinery upgrade policy

    Prime Minister Shehbaz Sharif is expected to address key issues facing Pakistan’s refinery sector today. The Cabinet Committee on Energy (CCoE) will review proposed changes to the Brownfield Refinery Policy.The policy was approved in 2023. It aims to encourage investment in the modernisation of existing refineries. The proposed changes could affect billions of dollars in planned refinery investments.The main dispute is over deemed duty protection. The government has proposed reducing it from 7.5 per cent to 5 per cent. Refinery companies have opposed the proposed cut. They say it could weaken the financial benefits offered under the policy.The industry also disputes the government’s position on delays in signing Upgrade Agreements. Officials say refineries failed to sign the agreements within the required period.Refinery representatives reject the claim. They say they had already accepted the draft agreements in 2024. According to industry officials, the companies were waiting for the government to arrange the formal signing process.They say the industry repeatedly contacted the Petroleum Division and other authorities to complete the process. The companies argue that the delay was caused by administrative issues on the government side.They therefore believe the incentives should not be reduced because of delays beyond their control. Deemed duty protection is a key part of the refinery upgrade package.The incentive is designed to encourage companies to invest in modernisation. The planned upgrades are aimed at increasing production of Euro-V compliant fuels.They are also expected to reduce furnace oil production. The projects could help improve Pakistan’s overall fuel mix.The refining sector has also faced additional financial pressure from changes in the tax system. The Finance Act 2024 moved several petroleum products from the zero-rated sales tax regime to the exempt category.The change affected the ability of refineries to adjust input sales tax. It also increased their unrecoverable tax costs.The Petroleum Division has acknowledged that the tax changes affected the financial viability of refinery upgrade projects. Officials said the prime minister is expected to review the major issues that have delayed the implementation of the policy since August 2023.The Petroleum Division has proposed limited amendments to make the policy operational. It has also recommended a committee to finalise the Upgrade Agreement.The committee would include senior officials from the Petroleum Division, Law Division and OGRA. A representative of the Special Investment Facilitation Council would also be included.OGRA, however, has reservations about signing the agreements. OGRA Chairman Masroor Khan has argued that the regulator should focus on its regulatory role.He believes OGRA should not become a party to commercial agreements. The refinery industry is now hoping for a decision that removes the remaining hurdles.Companies want the government to maintain the existing incentive structure. They say policy consistency is important for attracting investment.They also warn that changes to agreed incentives could discourage investors. A clear decision by the CCoE could help restart delayed refinery upgrade projects.The decision could also influence Pakistan’s fuel supply and long-term energy security.
