    Pakistan launches virtual asset licensing regime

    Pakistan has formally introduced a licensing system for virtual asset service providers, requiring existing operators to apply for regulatory approval by September 5, 2026, or stop providing services. The Pakistan Virtual Assets Regulatory Authority (PVARA) has notified new licensing regulations and launched its online application portal under the Virtual Assets Act, 2026. The move establishes a formal regulatory structure for the country’s rapidly growing virtual asset sector. The new framework includes 10 licence categories covering major activities such as cryptocurrency exchanges, custody services, broker-dealer operations, advisory services, lending and borrowing, derivatives, asset management, transfer and settlement, asset issuance and mining-related services. Each category will be subject to specific rules covering business conduct, financial safeguards, technology standards and anti-money laundering and counter-terror financing requirements. Existing virtual asset service providers have been given a statutory deadline of September 5. Under Section 70 of the Virtual Assets Act, businesses that were already providing such services before the law came into force must submit an application for a No-Objection Certificate by the deadline. Those failing to submit an application will be required to cease operations, while continuing to operate without applying after the deadline will constitute an offence. PVARA Chairman and Minister of State Bilal Bin Saqib said the regulatory system was designed to bring an already active market into the formal economy. He said young Pakistanis had helped build the virtual asset market before the state had established a regulatory structure for it. The new system, he added, would provide legal protections for customers while creating opportunities for legitimate businesses. Under the regulations, licensed service providers will be required to keep customer assets separate from their own holdings. They will also be prohibited from lending or pledging customer assets without written consent and will face legal obligations regarding the protection of client holdings if a platform encounters financial difficulties. The licensing system follows a public consultation held between June 11 and July 2, 2026. The consultation also included a webinar for stakeholders to provide feedback on the proposed framework. The licensing process will operate in two stages for applicants planning to establish businesses in Pakistan. They can either enter a regulatory sandbox or obtain a No-Objection Certificate under Section 19 before incorporation and subsequently seek a full licence. Existing operators, however, must submit their NOC applications by September 5. The new framework also provides licensed virtual asset businesses with access to Pakistan’s formal banking system. The State Bank of Pakistan’s Circular No. 10 of 2026, issued on April 14, allows regulated financial institutions to open accounts for PVARA-licensed virtual asset service providers, including segregated client money accounts. This replaces the restrictions on banking services for virtual asset businesses that had remained in place since 2018. PVARA was established as a permanent statutory authority through an Act of Parliament in March 2026. Within months, the authority secured a formal banking framework for licensed operators and completed the licensing regulations following public consultation.

Focus on defence and deterrence The agreement has been described as defensive rather than offensive. Its central principle is collective security, under which an armed attack against one member is considered a threat to all three. The arrangement is aimed at strengthening deterrence and reducing the possibility of conflict by demonstrating that aggression against one country could trigger a coordinated response from the other two.     MIRPUR, Azad Jammu and Kashmir: Pakistan Muslim League-N (PML-N) President and former Prime Minister Nawaz Sharif announced a series of major development promises for Azad Jammu and Kashmir (AJK) while addressing a large public gathering in Mirpur. He said the PML-N would focus on improving infrastructure, healthcare, education and public transport if it returned to power in the region. During his speech, Nawaz Sharif also made a light-hearted political remark directed at Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari. He said Bilawal should not take his comments personally, adding that political rivalry should remain limited to healthy debate rather than conflict. Referring to the venue of the rally, he jokingly said Mirpur should not be confused with Kashmore or Mirpur Khas, stressing that it is Mirpur in Kashmir. The former prime minister said Kashmir has always held a special place in his heart and described Azad Kashmir as his “first home” rather than a second home. He said he shared a strong emotional bond with the people of the region and had always worked for their welfare during his time in office. Nawaz Sharif said Mirpur is one of the most beautiful cities in Azad Kashmir but added that its development had slowed after his government left power. He questioned what later governments had done for the people of Azad Kashmir and claimed that most major development projects in the region were initiated during the PML-N government. He said he had come to Mirpur with a clear development agenda and a comprehensive manifesto for Azad Kashmir. According to him, every major project completed in Pakistan and AJK carries the stamp of the PML-N’s performance and commitment. Speaking about future plans, Nawaz Sharif said education would remain the party’s highest priority. He stressed that young people must be provided with quality educational opportunities so they can contribute to the country’s progress. He also announced plans to strengthen the healthcare system in Azad Kashmir. He said more specialised hospitals for cancer treatment and heart diseases should be established to ensure patients receive advanced medical care without travelling to distant cities. Highlighting ongoing initiatives, Nawaz Sharif said Punjab Chief Minister Maryam Nawaz had arranged to provide modern electric buses for the people of Azad Kashmir. He added that 10 mobile hospitals would also be sent to improve healthcare services, especially in remote and underserved areas. The former prime minister promised that if the PML-N formed the government in Azad Kashmir, it would launch large-scale infrastructure projects. These include the construction of new motorways and an expressway linking Murree with Muzaffarabad to improve regional connectivity, boost tourism and support economic growth. Nawaz Sharif also pledged to personally visit every part of Azad Kashmir if his party received the public’s mandate. He promised to expand natural gas facilities to homes across Mirpur, saying better public services were essential for improving the quality of life.

    LAHORE: Senior journalists, defence analysts and experts have described the Makkah Joint Defence Pact between Pakistan, Saudi Arabia and Türkiye as a significant step towards strengthening regional peace, collective security and strategic cooperation. The views were expressed during a panel discussion titled “Makkah Pact: Peace, Security and Stability,” organised by the Press Information Department (PID) Lahore. PID Lahore Director General Shafqat Abbas said the agreement was not directed against any particular country but was intended to strengthen peace, stability, mutual confidence and collective security. He stressed that dialogue, diplomacy and cooperation should remain the preferred means of resolving regional disputes. He said Pakistan, Saudi Arabia and Türkiye brought different strengths and experiences to the partnership, creating opportunities for closer cooperation in defence, diplomacy, economics and strategic affairs. According to him, modern national power extended beyond military strength and depended equally on a strong economy, quality education, scientific advancement, technology, skilled human resources and effective diplomacy. Shafqat Abbas called for greater efforts to convert Pakistan’s defence capabilities and achievements into economic opportunities through investment in education, research, technology, skills development and exports. He said a combination of strong defence and economic stability could enable Pakistan to play a more influential role internationally. Senior journalist and analyst Mujeebur Rehman Shami highlighted Pakistan’s achievements in defence, diplomacy and foreign relations since independence. He praised Pakistani diplomats for enhancing the country’s international standing despite limited resources and stressed the urgent need to improve education, technical skills, research and scientific development. He also called for higher exports, improved productivity and stronger economic policies, saying that Pakistan’s defence successes should ultimately contribute to broader economic progress. Senior journalist Salman Ghani said the pact combined the unique strengths of its three members, describing Pakistan as a country with significant defence capabilities, Saudi Arabia as a major economic power and Türkiye as an important player in defence technology and military production. He said the partnership could open new avenues for investment, economic cooperation and regional stability. Defence analyst Colonel (retd) Abid said Pakistan’s political and military leadership had played an important role in developing the agreement. He noted that the pact carried implications beyond defence and could influence regional diplomacy, economic relations and strategic cooperation. Former Vice Chancellor of Home Economics University Dr Faleha Afzal said the agreement had further demonstrated Pakistan’s potential role in promoting peace and stability and expressed hope that other Muslim countries would eventually participate in similar cooperative initiatives. Columnist Malik Salman stressed the importance of mutual trust and collective security among Muslim countries, while urging Pakistan to maintain a balance between defence preparedness and economic development. Government College University Lahore Urdu literature professor Dr Farzana Riaz said the pact could create new opportunities for unity and cooperation among Muslim countries and encourage joint efforts to address shared regional challenges. Journalist Noorullah said the agreement could contribute to greater peace and stability in the region, but stressed the need for a comprehensive strategy to convert Pakistan’s strategic and defence strengths into tangible economic and diplomatic gains. The participants agreed that closer cooperation among Pakistan, Saudi Arabia and Türkiye could have wider implications for regional peace, defence coordination, diplomacy and economic development. They called on Muslim countries to overcome differences, focus on common interests and pursue peace, development and collective security through dialogue and coordinated efforts. Concluding the session, Shafqat Abbas thanked the participants and said discussions of this nature were important for increasing public understanding of major national and international developments and encouraging informed debate.

    AJK polling underway at 23 atations in Bagh

    BAGH: Voting is underway at 23 polling stations across two constituencies in Azad Jammu and Kashmir’s (AJK) Bagh district, in a closely watched exercise following disputes and allegations of irregularities during the region’s phased elections. Polling began at 8am on Saturday and is scheduled to continue until 5pm, with authorities deploying additional security personnel to ensure voters can cast their ballots without fear or disruption. The polling is being held in LA-15 (Bagh Central) and LA-16 (Eastern Bagh), where voting could not take place at several stations during the third phase of the elections earlier this week. The AJK Election Commission subsequently withheld the results of both constituencies and ordered polling at the remaining stations. In LA-15, PPP candidate Sardar Ziaul Qamar had secured 16,637 votes in the stations where polling was held, followed by PML-N’s Mushtaq Ahmed Minhas with 15,015 votes. Jamaat-i-Islami candidate retired Brig Dr Muhammad Khan stood third with 12,259 votes. Meanwhile, the withheld result in LA-16 involves 14 polling stations with 7,238 registered voters. Results from the remaining stations had placed PML-N’s Sardar Mir Akbar in front with 19,515 votes, giving him a lead of 3,225 votes over PPP’s Sardar Qamaruz Zaman. The contest has remained tense, with candidates from all five parties accusing their rivals of large-scale rigging. Election authorities, however, have stressed that adequate security has been arranged. AJK Chief Election Commissioner retired Justice Ghulam Mustafa Mughal said sufficient police and law-enforcement personnel had been deployed at polling stations to provide voters with a “fear-free environment”. The latest polling is part of an election process conducted in phases amid unrest and law-and-order concerns across the region. The third phase was initially planned for all 11 constituencies of Poonch Division but was limited to Bagh and Haveli districts after security concerns emerged. The Election Commission has already announced the result for LA-14 (Bagh-I), where Jammu Kashmir Awami Dast-o-Bazu Party candidate Sajid Iqbal Abbasi won by a substantial margin. The election in neighbouring LA-17 (Haveli), however, has become the subject of a separate dispute after AJK Prime Minister Faisal Mumtaz Rathore was declared the winner. His PML-N rival, Engineer Mohsin Aziz, challenged the result, prompting the Election Commission to hear arguments from both sides. With voting now underway at the remaining 23 stations, attention is focused on turnout, security and whether the fresh polling will finally settle the disputed contests in Bagh.
