Pakistan, US move closer to finalising reciprocal trade framework

Pakistan and the United States have reaffirmed their commitment to finalising a reciprocal trade framework at the earliest, signalling significant progress in negotiations aimed at strengthening bilateral trade, investment, and long-term economic cooperation.

The renewed commitment was expressed during a virtual meeting held on Wednesday between Pakistan’s Finance Minister Muhammad Aurangzeb and United States Trade Representative (USTR) Ambassador Jamieson Greer. The two sides reviewed the progress made by their negotiating teams and discussed the remaining steps required to conclude the proposed agreement.

According to an official statement, both countries acknowledged that negotiations have advanced substantially in recent months and reiterated their shared determination to complete the reciprocal trade framework as soon as possible.

During the meeting, Finance Minister Muhammad Aurangzeb referred to the recent discussions held in Washington, D.C., and appreciated the constructive approach adopted by both negotiating teams. He said the steady progress reflects the mutual commitment of Pakistan and the United States to deepen economic ties and expand commercial cooperation.

The finance minister stressed that maintaining the current momentum in negotiations is crucial for Pakistan’s broader economic agenda. He noted that a stronger trade and investment partnership with the United States would support Pakistan’s export-led growth strategy, improve economic resilience, attract foreign investment, and create new business opportunities for companies in both countries.

Aurangzeb also highlighted the importance of continued collaboration with the US Export-Import Bank (EXIM Bank), saying enhanced financial cooperation could facilitate trade, encourage investment, and strengthen business-to-business engagement between the two countries.

On the US side, Ambassador Jamieson Greer acknowledged Pakistan’s consistent engagement throughout the negotiation process and appreciated the progress achieved on key labour and regulatory reforms. He particularly welcomed Pakistan’s efforts to strengthen compliance with international labour standards, including measures related to preventing forced labour.

The US trade representative reaffirmed Washington’s commitment to advancing bilateral trade discussions and expressed confidence that the remaining issues could be resolved through continued technical-level consultations between the two sides.

Finance Minister Aurangzeb emphasised the need for close coordination between officials from both countries and called for accelerated technical discussions to build on the progress already achieved. He said timely completion of the agreement would open new avenues for economic cooperation and strengthen long-term bilateral relations.

Both delegations expressed satisfaction over the pace of negotiations and agreed to continue regular engagement to finalise the outstanding elements of the reciprocal trade framework. The officials reaffirmed their shared objective of concluding the agreement in the near future, paving the way for stronger trade, investment, and economic collaboration between Pakistan and the United States.

    Chief Election Commissioner of Azad Jammu and Kashmir, retired Justice Ghulam Mustafa Mughal, has said that the law and order situation in Muzaffarabad has improved, following concerns over uncertainty and security challenges in the city. Justice (retd) Ghulam Mustafa Mughal said that while there had been an atmosphere of uncertainty in Muzaffarabad the previous day, the situation had now become more stable and peaceful. He added that additional security personnel had been deployed at the two most sensitive constituencies in the region to ensure peaceful polling. The chief election commissioner said that security arrangements for elections on migrant seats in Pakistan were the responsibility of the relevant provincial governments. He explained that election materials had been dispatched to polling stations and that presiding officers had also left for their assigned areas. “Election equipment has been sent to the polling stations, and presiding officers have moved toward their respective locations,” he said, adding that in some remote areas, the transportation of election materials was continuing gradually due to logistical challenges. Justice Mughal confirmed that polling in Muzaffarabad would take place the following day and identified two constituencies—LA-5 Khawora and LA-3 Lajrat—as highly sensitive areas requiring additional security arrangements. He said extra security forces had been deployed at sensitive polling stations, while Quick Response Force units would also remain available throughout the polling process. In the event of any emergency or disturbance, the quick response teams would immediately intervene to control the situation and maintain peace. The chief election commissioner expressed confidence that the security arrangements would help ensure a smooth and transparent election process. He emphasized that all necessary measures were being taken to protect voters, polling staff, and election officials. Meanwhile, preparations for the second phase of the Azad Jammu and Kashmir elections have been completed. Polling will be held in three districts of the Muzaffarabad division as well as on 12 seats reserved for Kashmiri refugees living in Pakistan. According to the Azad Jammu and Kashmir Election Commission, the Muzaffarabad division consists of three districts: Muzaffarabad, Neelum, and Jhelum Valley. More than 890,000 registered voters are eligible to cast their ballots across these areas. A total of 208 candidates are contesting elections in nine constituencies across the three districts. The voting process will also include refugee seats representing Jammu and Kashmir Valley migrants who are currently residing in Pakistan. The Election Commission stated that six seats representing Jammu and six seats representing the Valley will be contested by Kashmiri refugees living in Pakistan. These seats are part of the legislative structure of Azad Jammu and Kashmir and allow displaced communities to participate in the political process. Authorities have increased security arrangements across polling areas to prevent any disruption and ensure that voters can exercise their right peacefully. Election officials have also directed security agencies and administrative departments to remain alert throughout polling day. The second phase of voting is being closely monitored due to the importance of the constituencies involved and previous concerns regarding security. Officials have assured that all necessary steps have been taken to conduct free, fair, and peaceful elections in the region.

    The Supreme Court of Pakistan has ruled that the widow of a deceased retired employee is the lawful recipient of the employee’s pension and post-retirement benefits, clarifying that siblings cannot claim such benefits solely on the basis of being legal heirs. The ruling was issued in a detailed four-page written judgment authored by Chief Justice Yahya Afridi. The decision provides important legal clarification on the distribution of pension and retirement benefits after the death of a retired government employee. According to the judgment, pension is not treated as inherited property that can automatically be divided among all legal heirs. Instead, the court held that pension payments are governed by the relevant laws, service rules and institutional regulations. The Supreme Court stated that the widow of a deceased retired employee has the primary legal right to receive the pension and related benefits. It further observed that if a person has been legally nominated under the applicable rules, that nominee would also be entitled to receive the benefits. The court made it clear that brothers and sisters cannot claim a deceased employee’s pension merely because they are legal heirs under inheritance laws. It explained that pension rights arise from specific statutory provisions and are separate from the general rules governing inheritance. The judgment emphasised that all pension payments must be made strictly in accordance with the applicable laws and the regulations of the concerned institution. Authorities responsible for disbursing pensions must follow these legal provisions while determining the rightful beneficiary. The case reached the Supreme Court after the siblings of a deceased employee of the Peshawar Electric Supply Company (PESCO) challenged an earlier court ruling and sought a succession certificate to claim pension-related benefits. After reviewing the case, the apex court dismissed the appeal and upheld the decision of the Peshawar High Court, which had ruled that the siblings were not entitled to receive the deceased employee’s pension. The Supreme Court observed that pension is a statutory benefit and cannot be distributed under ordinary inheritance principles unless specifically permitted by the relevant legal framework.
