Heavy Rainfall And Flash Flood Warnings Issued For Northern Thailand

BANGKOK, Thailand — The Office of the National Water Resources (ONWR) has issued urgent warnings for heavy to very heavy rainfall across parts of upper Thailand through July 8, raising severe risks of flash floods, forest runoff, and landslides. The deteriorating weather conditions are driven by the combined forces of a persistent monsoon trough and a relatively strong southwest monsoon sweeping across the country.

Tropical Storm Maysak Lashes Thailand with Torrential Rain and Sea Alerts

Meteorological officials explain that the active monsoon trough extends across the upper North and upper Laos, directly linked to the residual effects of severe tropical storm Maysak. Concurrently, a strong southwest monsoon is prevailing over the Andaman Sea, Thailand, and the Gulf of Thailand. While rainfall is expected to gradually ease in parts of the Central, Eastern, and Southern regions, the upper North and upper Northeast are forecast to endure heavy to very heavy rain through July 9.

In response to the severe weather threat, authorities have placed sixteen provinces under strict heavy-rain monitoring through July 8. The affected areas span multiple regions, including Tak, Mae Hong Son, Chiang Rai, Nan, and Phayao in the northern and western zones, alongside Nong Khai and Bueng Kan in the Northeast. Additionally, coastal and southern provinces such as Chanthaburi, Trat, Kanchanaburi, Chumphon, Ranong, Phangnga, Phuket, Trang, and Satun remain on high alert. Residents in these vulnerable areas have been strongly urged to prepare for potential flash floods, forest runoff, landslides, and urban flooding, as local drainage systems may easily become overwhelmed by the intense precipitation.

The relentless rainfall has also pushed the nation’s water infrastructure to critical levels. The ONWR reported that three major northern reservoirs—Mae Ngat, Kiu Lom, and Mae Chang—have already exceeded their maximum storage capacities. Furthermore, 33 medium-sized reservoirs nationwide are currently operating at more than 80 percent capacity or have surpassed their safe operational thresholds, necessitating careful water release management to prevent structural stress and downstream flooding.

Providing broader context regarding the increasingly severe weather patterns, marine and environmental expert Thon Thamrongnawasawat noted that Super Typhoon Bavi, recognized as the strongest storm of the year, exemplifies a disturbing global trend toward more powerful cyclones driven by climate change and El Niño conditions. He explained that unusually warm sea surface temperatures are allowing these storms to intensify with greater ease and speed. Highlighting the impact of rising global temperatures, he pointed out that the most intense typhoons ever recorded have all occurred within the past twelve years.

As the monsoon season continues to batter the region, local authorities and disaster prevention agencies are maintaining a state of high alert, monitoring water levels and preparing emergency response teams for potential evacuations.

    JICA delegation visits Literacy Centres in Lahore

    LAHORE: A high-level delegation from the Japan International Cooperation Agency (JICA) visited Middle-Tech Literacy Centres in Lahore following an invitation from Literacy and Non-Formal Education Secretary Syed Haider Iqbal. The delegation included JICA President Dr. Akihiro Tanaka, Ambassador of Japan to Pakistan Shuichi Akamatsu, and JICA Pakistan Chief Representative Yusuke Shinozaki. During the visit, the officials toured literacy centres in Fatah Garh and Tajpura, reviewed the facilities available to students, and observed the teaching and learning activities. The delegation also interacted with students and distributed gifts among them. JICA representatives further handed over Package E textbooks to students who had completed Package D, enabling them to continue their education and move on to the next stage of their learning journey. During the visit, Secretary Literacy Syed Haider Iqbal briefed the Japanese delegation on the department’s ongoing initiatives for non-formal education. He highlighted projects being implemented with JICA’s support, along with other programmes aimed at improving access to education for children and young people who remain outside the formal schooling system. The secretary also outlined the department’s future plans and targets for expanding literacy, strengthening non-formal education and promoting skills development across Punjab. The JICA delegation appreciated the efforts of the Literacy and Non-Formal Education Department to improve literacy rates and provide educational opportunities to underserved communities across the province. The officials also acknowledged the department’s efforts to equip learners with skills that can contribute to their personal development and future economic opportunities. The meeting also focused on strengthening cooperation between the Literacy Department and JICA to expand educational opportunities for out-of-school children. Both sides discussed ways to enhance their partnership and explore further areas of collaboration to bring more children into the education system. The visit underscored the importance of international cooperation in addressing educational challenges and expanding access to learning opportunities, particularly for children who have been unable to attend mainstream schools.

    AJK officials allege militants among JAAC proteste…

    Authorities in Azad Jammu and Kashmir (AJK) have alleged that militants linked to the banned Tehreek-i-Taliban Pakistan (TTP) were present among protesters associated with the Joint Awami Action Committee (JAAC), amid heightened tensions in the region. AJK Information Secretary Muhammad Rashid Hanif said on Tuesday that the presence of armed individuals and suspected militants had raised serious security concerns as the region prepared for the next phases of its electoral process. Hanif said the government’s primary responsibility was to preserve law and order while ensuring the continuation of the democratic process. He claimed that some individuals involved in the demonstrations were not ordinary protesters but had links with militant groups. During his briefing, the official presented footage showing masked and armed men positioned on the roof of a building. He alleged that militant elements were attempting to exploit ordinary citizens and urged residents to keep away from individuals involved in violence. Hanif further claimed that women and children were being used as human shields. He also rejected social media claims portraying the protests as solely a human rights movement, saying state institutions had information about the alleged presence of militants and other armed groups. AJK police spokesperson and Deputy Inspector General Irfan Kashfi said law enforcement agencies would respond to armed individuals as they would to other militant threats. According to Kashfi, the suspects were carrying sophisticated weapons, including automatic firearms, M-4 rifles, submachine guns and AK-47s. He said initial information also suggested that snipers had been involved in attacks on security personnel. The police official said one police officer had been killed while five others sustained injuries during clashes. He added that authorities had arrested a suspected individual in Rawalakot and recovered a military-grade weapon from his possession. Initial information suggested that the suspect was a foreign national and had allegedly been operating as a sniper. Kashfi maintained that security personnel were responding in self-defence and to protect civilians. Authorities were also investigating individuals suspected of facilitating the alleged militants. AJK Prime Minister Faisal Mumtaz Rathore separately accused armed protesters of deliberately creating unrest and said security personnel had been targeted from strategic positions. He urged residents to avoid the demonstrations, alleging that the unrest was intended to provoke a wider confrontation during the election period. Tensions between the AJK administration and the JAAC have intensified over the past month. The committee has raised several demands, including a proposal to abolish 12 seats in the AJK Legislative Assembly.
