Moroccan migrants return home after failed bid to reach Europe

Thousands of Moroccan migrants who entered Spain’s North African enclave of Ceuta this week have begun returning home after their hopes of reaching mainland Europe faded. Many said they were driven back by hunger, exhaustion and difficult living conditions, while others claimed they faced hostility after arriving in the Spanish territory.

Several returnees said they had decided to cross into Ceuta after watching viral social media videos and receiving messages from friends claiming the heavily guarded border could be breached. Believing they had a chance to build a better future in Europe, many left their jobs and travelled to the border.

However, after reaching Ceuta, migrants discovered there was no clear route to mainland Spain. Many said they became stranded in the enclave with limited access to food, water and shelter.

One migrant said he survived for three days by drinking only water because he could not afford food. He described the cost of basic meals as extremely high and said life in Ceuta was far more difficult than he had expected.

Returning migrants also claimed that many supermarkets and shops remained closed, making it difficult to buy essential supplies. Some spent days in wet clothes after swimming across the border and struggled to find safe places to rest.

Several migrants alleged they were forced to leave certain neighbourhoods by local residents, although those claims could not be independently verified. Spanish authorities confirmed that two people suffered minor injuries in separate knife attacks and said one suspect had been arrested. Officials added that no deaths linked to the incidents had been reported.

The large influx also affected businesses on both sides of the border. In the Moroccan border city of Fnideq, hotels and restaurants faced staff shortages after several workers crossed into Ceuta. Some employers have already begun looking for replacement workers as many employees remain missing.

Meanwhile, daily life in Ceuta has gradually started returning to normal. Cafes have reopened in parts of the city, while police continue to maintain a strong security presence. Many businesses, however, remain closed as authorities monitor the situation.

Aid workers said migrant reception facilities are operating at full capacity, with thousands of people still believed to be inside the enclave awaiting assistance or decisions on their future.

Local residents expressed mixed emotions over the crisis. While many admitted the sudden arrival of thousands of migrants created fear and uncertainty, others said they sympathised with the young people, arguing they had been misled by false hopes of an easier route into Europe.

    LAHORE: The Pakistan Cricket Board (PCB) has imposed a two-year ban on domestic cricketer Hamza Nazar and fined him Rs1 million following disciplinary proceedings related to information submitted during a visa application process. In an official statement issued on Thursday, the PCB said Hamza Nazar has been barred from participating in all domestic and international cricket activities for the duration of the suspension. According to the board, the disciplinary action was taken after a three-member inquiry committee investigated the matter and submitted its findings. The investigation focused on the information provided by the player during a visa application. The PCB stated that Hamza failed to provide complete and accurate information, submitted misleading details and concealed material facts during the application process. The board added that the player was given a full opportunity to present his explanation before the committee reached its decision. Reaffirming its commitment to integrity and transparency, the PCB said it treats cases involving misrepresentation, concealment of facts and misleading information with the utmost seriousness. “The PCB will not allow any individual to damage the reputation of the board, Pakistan cricket or its fans,” the statement said. The decision underscores the board’s emphasis on maintaining high professional and ethical standards among players representing Pakistan’s domestic cricket system.     PESHAWAR: Khyber Pakhtunkhwa Inspector General of Police Zulfiqar Hamid is likely to be replaced, according to official sources. The provincial government has reportedly initiated the process of appointing a new police chief. Three names have been forwarded to the federal government for consideration. The federal government will review the proposed names before making a final decision. Sources said the appointment of the new IG is expected within the next few days. The change, if approved, would bring a new leadership at the top of the Khyber Pakhtunkhwa Police. The provincial police chief is responsible for overseeing law enforcement operations across the province. The federal government has the authority to make the final appointment after considering the names forwarded by the provincial government. Officials have not yet publicly announced the names of the three candidates. No formal notification regarding the replacement of Zulfiqar Hamid has been issued so far. The development comes amid continued security and law-and-order challenges in Khyber Pakhtunkhwa. The new police chief, once appointed, will be responsible for strengthening policing, improving security measures and coordinating operations across the province.

    Government cuts petrol price by Rs3.19, diesel by …

    The federal government has announced a reduction in petrol and high-speed diesel (HSD) prices for August 7, providing limited relief to consumers amid continued fluctuations in international oil markets. According to a notification issued by the Ministry of Petroleum, petrol prices have been reduced by Rs3.19 per litre, bringing the new price to Rs329.82 per litre. Meanwhile, the price of high-speed diesel has been lowered by Rs1.50 per litre and will now be available at Rs382.36 per litre. The latest adjustment comes just one day after the government increased petrol prices by Rs4.45 per litre while reducing HSD prices by Rs2 per litre for August 6. The frequent revisions reflect the country’s newly introduced fuel pricing mechanism, which allows daily adjustments based on international market movements. The government introduced the daily fuel price review system on July 17 in response to volatility in global oil prices following renewed tensions in the Middle East. Under the new mechanism, domestic fuel prices are calculated using a seven-day average of international petroleum rates in line with global pricing practices. Pakistan remains highly dependent on imported petroleum products, making domestic fuel prices vulnerable to changes in international crude oil markets. According to the Pakistan Economic Survey 2024-25, petroleum products represent one of the country’s largest import categories. Any rise in global oil prices increases Pakistan’s import bill, puts pressure on foreign exchange reserves, and contributes to inflation. In previous years, fuel prices were managed through government subsidies and administrative controls. While such measures provided short-term relief for consumers, they also increased financial pressure on the national budget, oil marketing companies, and refineries. Higher subsidies contributed to fiscal challenges and increased public borrowing. Global factors continue to influence oil prices, including decisions by oil-producing nations, conflicts in energy-producing regions, sanctions, and disruptions in major shipping routes such as the Strait of Hormuz and the Red Sea. International crude prices recently moved higher after reports that an Iranian parliamentary committee was considering measures affecting shipping through the Strait of Hormuz. Brent crude futures increased by more than $3 per barrel, while US West Texas Intermediate (WTI) futures also recorded gains. Market analysts said traders remain focused on geopolitical developments and negotiations involving major oil-producing countries. Since a significant portion of global energy supplies previously moved through the Strait of Hormuz, any disruption in the route could immediately affect crude prices and fuel costs worldwide. The latest reduction in Pakistan’s fuel prices is expected to offer temporary relief to motorists and businesses, although future adjustments will continue to depend on international oil market trends.

    Nepra approves Rs21.4bn investment plan for SEPCO, sets loss targets

    The National Electric Power Regulatory Authority (Nepra) has approved a Rs21.436 billion Distribution Investment Plan (DIP) for Sukkur Electric Power Company Limited (SEPCO), covering its transmission and distribution operations for the five-year Multi-Year Tariff (MYT) period from fiscal year 2025-26 through FY2029-30. Along with the investment plan, the regulator has also set provisional targets for transmission and distribution (T&D) losses, while directing SEPCO to improve project execution, digitalise operational data and strengthen its planning and monitoring mechanisms. SEPCO had originally requested approval for an investment programme worth Rs90.563 billion. However, after Nepra raised several questions regarding the proposed projects, costs, utilisation of existing assets and investment requirements, the power utility submitted revised details. Following the revisions, SEPCO reduced its proposed investment to Rs40.191 billion in information submitted to Nepra on June 19, 2026. The revised proposal included changes in investment priorities and network development requirements based on updated demand projections. The company also revised project costs in light of the latest Purchase Orders (POs). Nepra, however, found substantial weaknesses in SEPCO’s original investment submission. According to the regulator, the initial proposal did not adequately reflect actual field conditions and lacked a comprehensive assessment of the utility’s requirements. It also contained gaps in cost calculations and information concerning the utilisation of existing assets. The regulator stressed that future investment planning should be based on reliable data, realistic demand assessments and proper evaluation of existing infrastructure rather than relying solely on projected requirements. Low utilisation of previous investments raises concerns Nepra also raised concerns over SEPCO’s ability to execute projects and utilise approved investment funds effectively. During the previous control period, SEPCO had been allowed investment of Rs39.509 billion. However, the company utilised only Rs14.231 billion, representing around 36% of the approved amount. The regulator said the low utilisation rate raised questions about SEPCO’s project implementation capacity and the efficiency with which approved investments were being converted into infrastructure and operational improvements. Delays were particularly noted in projects falling under the STG head. Nepra attributed the slow progress to difficulties in acquiring land, procurement-related problems and inadequate coordination between relevant departments. The regulator indicated that these issues point towards weaknesses in project planning, monitoring of milestones and implementation. SEPCO asked to improve network performance Nepra has also expressed concern over SEPCO’s technical and operational performance, particularly its transmission and distribution losses and reliability indicators, including the System Average Interruption Frequency Index (SAIFI) and System Average Interruption Duration Index (SAIDI). The authority directed the company to strengthen preventive maintenance programmes, improve energy accounting and introduce stronger system controls. These measures, Nepra said, are necessary to reduce losses, improve reliability and ensure consumers receive a more stable electricity supply. SEPCO’s approved investment priorities include expansion and strengthening of its 132-kilovolt network, augmentation of the existing system to accommodate future electricity demand and the deployment of modern technologies. The proposed technological improvements include Advanced Metering Infrastructure (AMI), Supervisory Control and Data Acquisition (SCADA) systems and Geographic Information System (GIS)-based mapping. These technologies are expected to support better monitoring of the electricity network, improve operational efficiency and enhance safety and service quality. Independent consultant made mandatory In a significant condition attached to the investment approval, Nepra has required SEPCO to engage an independent third-party consultant to review and validate its future investment plans before they are submitted to the regulator. SEPCO has also been instructed to prepare detailed Terms of Reference (ToRs) for the consultant and obtain Nepra’s approval before beginning the procurement process. The regulator said independent validation would help ensure that future investment proposals are based on actual requirements and that proposed projects are properly justified. Nepra pushes digitalisation of SEPCO operations Nepra has further directed SEPCO to move away from manual data-management practices and establish a comprehensive digital system for its operational information. The authority noted that dependence on manual systems can result in errors, delays and inefficient decision-making. A fully integrated digital platform, according to Nepra, would allow the company to monitor its network in real time, improve demand forecasting and make investment decisions based on reliable data. The regulator has also adopted a dynamic approach to the approved investment programme, allowing adjustments on an annual basis as well as a mid-term review. SEPCO has been directed to submit its mid-term review by December 2027. The review will include updated electricity demand forecasts, progress on approved projects and the company’s financial performance. Provisional T&D loss target set at 16.31% For FY2025-26 and FY2026-27, Nepra has approved a provisional T&D loss target of 16.31% for SEPCO. The target includes a 1% allowance related to law-and-order conditions. The regulator has also ordered SEPCO to commission an independent third-party assessment of its T&D losses through an international consultant or consortium. The study is required to be completed within nine months, with the timeline taking effect from January 7, 2026, in accordance with the tariff rebasing decision. Nepra warned that failure to submit the required independent study within the prescribed period could result in the regulator applying benchmark loss levels. Under the benchmark framework, the applicable levels would include 5.32% high-tension (HT) losses and 1.85% low-tension (LT) losses, resulting in total distribution losses of 7.17%. Transmission losses would be set at 1%, while the overall technical loss ceiling would remain within the range of 8% to 10%.
