The Chief Minister directed all relevant departments to ensure the timely completion of ongoing KWSSIP projects and to accelerate progress on the K-IV water supply project, which is considered one of the city’s most important infrastructure initiatives. Officials informed the meeting that Sui Southern Gas Company handed over the project site on June 22, 2026. Preparations are currently underway for a joint technical inspection of the 96-inch diameter water pipeline. In addition, rehabilitation work on the NIPA Bridge and other related technical activities is progressing according to schedule, with completion targeted for August 20. The briefing also highlighted that the procurement process for the K-IV expansion project has entered its final phase. The World Bank has already issued its No Objection Certificate (NOC), clearing the way for the next stage of implementation. Authorities stated that the official tender for the K-IV project will be advertised shortly. Before large-scale installation begins, a pilot program will be launched to evaluate technical performance and operational efficiency. The meeting included a detailed review of the appointment of consultants and the technical studies required for the project’s successful implementation. Officials emphasized that these studies are essential to ensure that the infrastructure meets international standards and addresses Karachi’s long-term water management challenges. Karachi Mayor Murtaza Wahab informed the participants that chlorination stations have been relocated to their designated sites and are currently undergoing commissioning. Water quality testing is expected to begin on July 30, marking another significant milestone in the project. He also reported that compensation has been paid to 186 out of the 203 individuals affected by the development works, demonstrating continued progress in addressing social and resettlement obligations. Chief Minister Murad Ali Shah instructed the Karachi Water and Sewerage Corporation (KWSC) to complete the commissioning and testing process without delay. He reiterated that providing safe and clean drinking water to the people of Sindh remains one of the provincial government’s highest priorities.     Delhi court orders removal of objectionable content about Tabu

    NEW DELHI: Bollywood actress Tabu has received relief from the Delhi High Court in a personality rights case, with the court directing several websites and online platforms to remove content deemed objectionable by the actress. According to Indian media reports, Tabu had approached the court, arguing that the material available on various websites and digital platforms violated her personality rights and was defamatory and obscene. Justice Jyoti Singh, while hearing the petition represented by senior advocate Swati Sukumar, directed multiple social media platforms, e-commerce listings and websites to remove the allegedly objectionable content. Various scenes from Tabu’s films were also discussed during the hearing. Tabu’s lawyer told the court that certain video clips were being promoted using search terms that portrayed the actress in an inappropriate manner. Some scenes, the lawyer said, had been slowed down or given altered titles to create a sexualised impression. Sukumar argued that the repeated appearance of such material through new accounts and posts made the issue more serious than an ordinary copyright or content infringement dispute. During the hearing, counsel representing an online platform referred to another personality rights case being heard by the court on the same day. The lawyer suggested that personality rights proceedings could sometimes be used to seek removal of allegedly defamatory material. The court observed that the legal questions raised in Tabu’s case could have wider implications beyond the present matter. Justice Jyoti Singh said that highly harmful material may require a mechanism capable of preventing such content from appearing online in the first place. The court also examined the safeguards currently used by online platforms, including automated content detection systems, in-app complaint mechanisms and grievance redressal procedures under the Information Technology Rules. Justice Singh observed that the key challenge was not simply the formulation or implementation of policy, but the creation of an effective system capable of preventing objectionable material from being uploaded at the initial stage. The court said an amicus curiae would be appointed to assist it in examining the broader legal questions involved in the case. The proceedings will also identify related legal issues that may require detailed consideration at a later stage. The court further indicated that it would consider developing a standard operating procedure (SOP) for dealing with similar cases involving harmful or objectionable online content.

    Senate erupts over Imran Khan’s medical treatmen…

    ISLAMABAD: The Senate witnessed a heated exchange between the opposition and government benches on Tuesday over the medical treatment of PTI founder and former prime minister Imran Khan. The dispute centred on the implementation of an August 18 Supreme Court order concerning Imran Khan’s treatment. The court had directed authorities to shift him to Shifa International Hospital in Islamabad and form a medical board that would include his sister and personal physician. The government, however, took Imran Khan to Pakistan Institute of Medical Sciences (PIMS), citing security concerns. He was later returned to Adiala Jail after doctors declared him medically fit. The opposition accused the government of failing to comply with the Supreme Court’s directions. The government rejected the allegation and maintained that the authorities had acted within the framework of the court order. The issue came up after PTI parliamentary leader Barrister Ali Zafar sought permission to move a resolution regarding the Supreme Court’s directions. Presiding Officer Shahadat Awan did not allow the resolution, ruling that the matter was sub judice. Opposition senators were instead allowed to raise the issue through points of order. Zafar argued that Parliament must uphold the Constitution and ensure compliance with decisions of the Supreme Court. He claimed that Imran Khan had neither been shifted to Shifa International Hospital nor examined by the medical board mentioned in the court’s order. He also alleged that the required facilities for examining the PTI founder were not available at PIMS. Zafar said political differences should not affect a person’s access to medical care. He urged the government to separate Imran Khan’s political status from his health and medical needs. PTI Senator Azam Swati also criticised the government, accusing it of adopting different standards in dealing with political figures. He cited previous instances in which government institutions had facilitated political leaders. The government defended its position through Prime Minister’s Adviser Rana Sanaullah. He said the state had complied with the Supreme Court’s directions while taking security considerations into account. Sanaullah said the court had also allowed the administration to assess security arrangements. He maintained that Imran Khan was therefore taken to a government hospital where qualified doctors were available. According to Sanaullah, a panel of doctors examined Imran Khan and found his condition satisfactory. He said the PTI founder was subsequently returned to jail. The adviser said the matter was already before the Supreme Court and a report would be submitted on September 16. He argued that the court itself should determine whether its order had been properly implemented. Opposition Leader in the Senate Allama Raja Nasir Abbas urged the government to demonstrate political maturity and implement the Supreme Court’s order in letter and spirit. He also proposed forming a Senate committee to visit Imran Khan in jail and assess the situation.

Managed directly by the Specialized Healthcare & Medical Education (SHC&ME) Department, this multi-billion-rupee initiative represents the province’s first centralized framework contract, effectively replacing the long-standing decentralized system under which individual public teaching hospitals and medical institutions conducted their own independent competitive bidding processes. While the primary objective of centralizing such a massive health department exercise was to leverage bulk purchasing power, lower overall market rates and enhance institutional transparency, an analysis of the purchase indicates sharp price increases, significant market distortions, and severely restricted commercial competition. According to documents available with Minute Mirror, out of 125 evaluated medical device categories, a staggering 50 items, representing 40 percent of the entire tender portfolio, attracted only a single responsive bidder. Furthermore, 45 item categories yielded just two responsive bidders, while 22 categories managed to attract three bidders. Procurement specialists and governance experts point out that although provincial procurement rules do not strictly prohibit single-bidder contract awards, relying on sole suppliers for such a vast portion of a multi-billion-rupee contract severely undermines competitive price discovery, weakens public sector bargaining power and risks creating artificial vendor monopolies across public sector healthcare facilities. Rather than securing bulk-buying discounts for taxpayers, the comparative statement demonstrates widespread price inflation when measured against established benchmark prices from the Director General Health Services (DGHS). Out of 23 medical disposables with available DGHS reference rates, 18 items, nearly 80 percent, registered dramatic price escalations. According to documents, the rate increases are most glaring among routine, high-volume surgical supplies used daily across hospital emergency rooms and operating theaters. Surgical blades across sizes 11, 15, 22, and 23 witnessed a steep 470 percent surge, rising from the benchmark rate of Rs 13.67 to Rs 78 per piece. Black braided silk sutures saw price hikes of up to 275 percent, jumping from Rs 77 to Rs 289 per unit. Similarly, essential 24G IV cannulas climbed 154 percent from Rs 96.30 to Rs 245 each, while standard blood transfusion sets increased by 40 percent, escalating from Rs 105 to Rs 147.56 per unit. The financial evaluation has also drawn strong criticism from participating firms for appearing inconsistent with earlier proceedings conducted by the Grievance Redressal Committee (GRC). During those formal hearings, several bidding vendors submitted extensive technical objections regarding bidder qualification criteria, product specification compliance, and regulatory eligibility. Stakeholders argue that the comparative evaluation sheet reflects financial outcomes that directly diverge from the issues debated and documented before the grievance committee. Legal experts contend that any apparent divergence between grievance proceedings and financial outcomes must be clearly explained through detailed, reasoned written orders to maintain public trust, uphold administrative fairness, and withstand prospective judicial scrutiny. Given the immense scale of public spending and the critical reliance of public teaching hospitals on these vital medical supplies, transparency advocates and healthcare commentators urged the provincial authorities to ensure institutional accountability, preserve regulatory compliance, and safeguard the overall integrity of Punjab’s largest public healthcare procurement exercise.
