WASHINGTON: Pakistan needs to strengthen parliamentary oversight of its public finances by improving the timely disclosure of budget proposals, government debt and other fiscal information, according to a new US State Department assessment.

The findings were published in the department’s 2026 Fiscal Transparency Report, an annual review examining how governments make financial information available to citizens and whether public institutions have adequate oversight mechanisms.

The report acknowledged several positive aspects of Pakistan’s fiscal system but highlighted important gaps that could make it harder for Parliament and the public to fully assess government spending plans and financial risks.

One of the key concerns was the delayed publication of the executive budget proposal. The report said Pakistan did not release the proposal within a reasonable period, limiting the opportunity for lawmakers and citizens to examine spending and revenue priorities before the budget was formally approved.

The State Department recommended that the government publish its proposed budget in a timely manner to allow greater public scrutiny and parliamentary debate.

The report also raised concerns over the limited disclosure of government debt obligations, particularly liabilities linked to major state-owned enterprises. More comprehensive information, it said, would provide a clearer picture of Pakistan’s overall financial position and help identify potential fiscal risks.

Despite these shortcomings, the assessment offered credit for several areas of Pakistan’s financial transparency. It said enacted budgets and year-end reports were widely and easily accessible, including online.

Publicly available budget documents were also found to provide a substantially complete picture of most planned government expenditures and revenues, including income from natural resources.

Pakistan’s auditing arrangements received a broadly favourable assessment. The report said budget information was generally reliable and subject to scrutiny by the country’s supreme audit institution. It further noted that the institution met international standards of independence and made its findings public within a reasonable period.

The assessment also examined natural resource contracts and public procurement. It found that Pakistan had established legal procedures for awarding natural resource extraction licences and appeared to follow them in practice. Information on public procurement contracts was also considered accessible.

However, the report identified a particularly sensitive area requiring greater oversight: military and intelligence spending.

According to the assessment, the budgets of military and intelligence agencies were not subject to adequate parliamentary or civilian public oversight. The State Department included stronger scrutiny of these expenditures among its principal recommendations.

Overall, the report presented a mixed picture rather than describing Pakistan’s fiscal system as broadly opaque. It recognised progress in publishing budgets, audit findings and procurement information while urging authorities to close key transparency gaps.

The recommendations underline the importance of timely financial disclosure and stronger parliamentary scrutiny in improving accountability, public confidence and the management of Pakistan’s fiscal risks.

According to Nicaragua, the ongoing conflict, which began in October 2023, has created what it describes as a recognized risk of genocide against the Palestinian population in Gaza, making all states party to the Genocide Convention responsible for taking preventive measures. Germany formally challenged the case on October 21, 2025, filing preliminary objections that argue the ICJ does not have jurisdiction to hear the dispute. Berlin also contends that several of Nicaragua’s claims are legally inadmissible. Under ICJ procedures, consideration of the main case has been suspended until the court decides whether it has the authority to proceed. The hearing schedule provides Germany with the first opportunity to present oral arguments on September 7, followed by Nicaragua on September 8. Germany will return for a second round on September 9, while Nicaragua will deliver its final submissions on September 10. The case is being closely watched by governments, legal experts and international human rights organizations, as the court’s eventual ruling on jurisdiction could determine whether one of the most closely followed legal disputes arising from the Gaza conflict proceeds to a full hearing on its merits.

Mandviwalla warned that the prolonged absence of leadership threatens compliance with Pakistan’s commitments under the IMF Extended Fund Facility (EFF), particularly the phase-out of incentives and restrictions on EPZ sales to the domestic market. Industry representatives attending the committee highlighted growing discontent over the draft Auto Policy 2026–31. While the policy aims to boost New Energy Vehicles (NEVs), increase domestic value addition, and expand exports, local manufacturers face crippling challenges. High tariffs on raw materials, steep duties, and overall cost disadvantages were flagged as severe obstacles that could prevent the policy’s objectives from materializing. “The government’s plan is ambitious, but without resolving operational bottlenecks, domestic producers will be left behind while international competitors gain an advantage,” said a senior industry official. The committee directed all stakeholders to submit formal grievances and scheduled a follow-up joint session with the Ministry of Commerce and the Ministry of Industries and Production to ensure these issues are addressed before the next IMF review. Officials confirmed that EPZ incentives and operational rules require immediate reform, warning that failure to act decisively could deter foreign and domestic investment, compromise manufacturing growth, and slow Pakistan’s economic recovery. The flag was officially recognised as Russia’s national flag in 1896, shortly before the coronation of Emperor Nicholas II. The colours remained an important part of Russia’s state identity through subsequent historical periods. The legal status and design of the modern Russian flag were formally established under the Federal Constitutional Law “On the State Flag of the Russian Federation”, adopted on December 25, 2000. Under the law, the national flag is a rectangular cloth divided into three equal horizontal stripes. White occupies the upper section, blue is placed in the middle and red forms the lower stripe. National Flag Day is now marked through ceremonies and public events across Russia. Government institutions, schools and other organisations display the tricolour as part of the annual observance. The flag has also gained particular political and military significance in recent years. Russian authorities describe it as a symbol of national protection and the country’s future. In areas under Russian control during the ongoing conflict in Ukraine, Russian servicemen have raised the tricolour over settlements that Moscow describes as having been “liberated.” Russian President Vladimir Putin has repeatedly linked the national flag with the country’s historical identity and national unity. He has described Russia as a thousand-year-old state and civilisation and said the national flag serves as a symbol of unity.
