Ghazi University, PMD and World Bank strengthen Hi…

Dera Ghazi Khan: PMD, World Bank and Ghazi University Join Hands to Strengthen Hill Torrent Monitoring and Disaster Preparedness in Dera Ghazi Khan by establishment of State-of-the-Art Automatic Weather Station.

A Major Milestone Towards Strengthening Weather Forecasting, Hill Torrent Monitoring and Community Resilience in Dera Ghazi Khan

Ghazi University, Dera Ghazi Khan, has taken a significant step towards strengthening weather monitoring, disaster preparedness and climate resilience in the region through the establishment of a state-of-the-art Automatic Weather Station (AWS) under the World Bank-supported Modernization of Hydromet Services of PMD in Pakistan Project (MHSP).

The initiative, being implemented by the Pakistan Meteorological Department (PMD) with support from the World Bank, aims to modernize Pakistan’s hydrometeorological observation network, enhance forecasting capabilities and improve climate service delivery. The project is expected to play a vital role in strengthening early warning systems and disaster preparedness, particularly in areas vulnerable to extreme weather events and climate-related hazards.

The proposed Automatic Weather Station at Ghazi University will provide real-time, high-resolution meteorological data, significantly contributing to weather forecasting and the monitoring of weather conditions associated with hill torrents in Dera Ghazi Khan. Given the region’s vulnerability to flash floods and hill torrents, the installation represents an important step towards improving early warning capabilities and protecting communities, livelihoods and infrastructure.

Under Phase-I of the MHSP, a total of 110 Automatic Weather Stations are being installed across Pakistan, including 25 stations in Punjab. These stations will expand the country’s real-time weather observation network and provide reliable meteorological data to support forecasting, research, disaster risk reduction and climate-resilience planning.

A project team recently visited Ghazi University, Dera Ghazi Khan, where it held a meeting with the Vice Chancellor, Prof. Dr. Ashfaq Ahmad. During the visit, the team conducted a comprehensive assessment of the proposed site, finalized the location for installation of the Automatic Weather Station, and signed a Memorandum of Understanding (MoU), formally designating Ghazi University as an AWS installation site.

The visiting delegation comprised Mr. Hassan Shafiq, Environment & Social Safeguards Consultant, World Bank; Dr. M. Yasir, Hydrology Consultant; Mr. Abdul Aziz, Director, Regional Meteorological Centre Lahore, Pakistan Meteorological Department; and Mr. Sajid Hussain, Meteorologist, PMD. The delegation was accompanied by Dr. Sagheer Atta, Director ORIC, Ghazi University.

Speaking on the occasion, Vice Chancellor Prof. Dr. Ashfaq Ahmad expressed the university’s strong commitment to supporting the initiative and emphasized the importance of establishing an Automatic Weather Station at Ghazi University. He stated that the facility would not only strengthen real-time weather monitoring and forecasting in Dera Ghazi Khan but would also significantly enhance the monitoring and early warning of hill torrents, helping improve disaster preparedness and protect local communities from potential hazards. He described this contribution as an important form of community service, particularly for vulnerable populations in the hill-torrent-prone areas of the region. The station will also create valuable opportunities for research, academic collaboration, student training and practical learning in meteorology, hydrology, climate science and related disciplines.

Sabalenka storms into Toronto third round, eyes US Open hat-trick

TORONTO: World No. 1 Aryna Sabalenka made an emphatic return to hard-court tennis with a straight-sets victory over Japan’s Moyuka Uchijima at the WTA 1000 Toronto Open, reinforcing her status as one of the favourites heading into the North American swing. The Belarusian star defeated qualifier Uchijima 6-3, 6-3 in her opening match on Tuesday, bouncing back strongly after disappointing exits at both the French Open and Wimbledon. The convincing win marked another milestone in Sabalenka’s remarkable hard-court campaign, where she has now won 24 of her last 25 matches on the surface. Her only defeat on hard courts this season came against Elena Rybakina in the Australian Open final, highlighting just how dominant Sabalenka has been throughout the year. Despite the comfortable scoreline, the match was far from straightforward. Uchijima stunned the top seed early by breaking serve in the opening game after recovering from a 40-15 deficit, quickly taking a 2-0 lead. However, Sabalenka responded like a champion, winning the next five games to seize complete control and eventually close out the opening set with authority. The second set proved equally competitive, with both players exchanging five service breaks in an entertaining battle. Sabalenka eventually established a crucial 3-2 advantage before tightening her game at the right moment. She held serve confidently to move ahead 4-2 and later sealed victory on her second match point with a powerful overhead winner. Speaking after the match, Sabalenka expressed satisfaction with both her physical condition and mental approach following a short break from competition. “I’m happy with the performance and the fight. I expected some challenges after the break, but I felt mentally and physically ready,” she said. The victory keeps Sabalenka’s momentum alive as she targets another successful North American campaign, including a possible third consecutive US Open title later this month. Awaiting her in the third round is experienced Chinese player Zhang Shuai, who advanced after Jelena Ostapenko retired while trailing 6-0, 4-0. With confidence growing and hard-court form peaking once again, Sabalenka has sent an early warning to the rest of the field that she is ready to challenge for another major title as the road to New York gathers pace.

Trump targets birthright citizenship again after c…

WASHINGTON: US President Donald Trump has signed two executive orders seeking to restrict birthright citizenship, renewing his administration’s challenge to a constitutional provision just weeks after the Supreme Court rejected his earlier attempt. The new orders, signed on Thursday, take a narrower approach than Trump’s previous directive and focus on specific categories of children born in the United States. The administration argues that the measures fall outside the scope of the Supreme Court’s June 30 ruling. Birthright citizenship has been a central issue in Trump’s immigration agenda, with the White House particularly targeting what it describes as “birth tourism” — a practice in which pregnant foreign nationals travel to the US to give birth so their children can obtain American citizenship. At the signing ceremony in the Oval Office, White House aide Stephen Miller said the administration was formally moving to end the practice, declaring that “birth tourism” was banned under the new orders. The executive orders also seek to restrict citizenship rights for children born to certain foreign government employees and children of people classified as “alien enemies.” They could potentially have implications for people born in US territories if Congress approves proposed legislation seeking to end automatic citizenship there. Trump’s latest move comes only weeks after the Supreme Court ruled 6-3 against his earlier attempt to restrict birthright citizenship. His first executive order, issued in 2025, instructed federal agencies not to recognise citizenship for children born in the US when neither parent was an American citizen or lawful permanent resident. The 14th Amendment has traditionally been interpreted as guaranteeing citizenship to people born on US soil, with limited exceptions including children of foreign diplomats and members of an enemy occupying force. Trump criticised the Supreme Court ruling, calling it a “very unfortunate decision” and arguing that businesses and individuals were exploiting the citizenship system through birth tourism. However, legal experts and immigrant rights groups have questioned whether the new orders can withstand judicial scrutiny. The American Civil Liberties Union predicted that the administration’s latest effort would fail in court, while advocates accused Trump of attempting to bypass the Supreme Court. Deborah Fleischaker of UnidosUS said the high court had recently reaffirmed that birthright citizenship was a constitutional guarantee and argued that presidents could not alter it through executive action. The 14th Amendment’s Citizenship Clause states that all persons born or naturalised in the United States and subject to its jurisdiction are US citizens. The Supreme Court’s June ruling, Chief Justice John Roberts wrote, reaffirmed the principle that citizenship represents the right to participate fully in the country’s political community. The latest orders are therefore expected to trigger another legal battle, potentially putting Trump’s immigration policies and the constitutional interpretation of birthright citizenship back before the courts.
