KP cabinet approves tax exemptions for merged districts, Malakand

PESHAWAR: The Khyber Pakhtunkhwa government has approved a package of measures aimed at providing tax relief to businesses and industries operating in the province’s merged tribal districts and Malakand Division, while also expanding welfare and education initiatives.

According to Khyber Pakhtunkhwa Information Minister Shafiullah Jan, the provincial cabinet has endorsed exemptions from certain provincial taxes for service providers and industries operating in areas previously covered by the Federally Administered Tribal Areas (FATA), Provincially Administered Tribal Areas (PATA) and Malakand Division.

Under the decision, service providers operating in the former FATA, PATA and Malakand areas will be exempted from provincial sales tax on services. Industries established in these regions will also receive relief from withholding sales tax.

The government said the tax measures were intended to encourage investment, facilitate businesses and support economic activity in areas that have historically faced developmental and infrastructure challenges.

Ehsaas Nawaz funding increased

The cabinet also approved a significant increase in the financial allocation for the Ehsaas Nawaz programme. According to the information minister, the programme’s funding has been raised from Rs3 billion to Rs5 billion.

The increase is expected to provide additional financial support under the government’s welfare initiatives and expand the programme’s reach among deserving segments of the population.

Ashra Rahmat Lil-Aalameen programme approved

The provincial cabinet also approved arrangements for observing Ashra Rahmat Lil-Aalameen (PBUH) across Khyber Pakhtunkhwa.

The celebrations will formally begin from the first day of Rabi-ul-Awwal, with the cabinet approving a schedule for programmes to be organised across the province. The initiative is expected to include a range of activities aimed at highlighting the teachings, life and message of the Holy Prophet Muhammad (PBUH).

Education sector measures

Several decisions concerning education were also approved during the cabinet meeting.

The provincial government sanctioned funds for schools and colleges in various districts to address educational requirements and improve facilities. The cabinet also approved a system for providing textbooks according to the semester system up to Grade 5.

In another major education-related decision, the cabinet approved the provision of 100 percent free textbooks for students from Grade 9 to Grade 12.

The measures are aimed at reducing the financial burden on students and their families while improving access to educational resources, particularly for students enrolled in government institutions.

Public-private partnership legislation

The cabinet further approved the Khyber Pakhtunkhwa Public Private Partnership Authority Bill 2026 for enactment.

The proposed legislation is intended to establish a formal framework for public-private partnerships in the province and facilitate greater participation of the private sector in development projects.

The government believes stronger public-private cooperation can help mobilise investment, improve service delivery and accelerate infrastructure development across Khyber Pakhtunkhwa.

Russian President Vladimir Putin also conveyed his greetings to President Asif Ali Zardari and Prime Minister Shehbaz Sharif. He said relations between Moscow and Islamabad were developing positively, with both sides cooperating in political, economic, trade and humanitarian fields. Putin said Russia and Pakistan were also working together on important regional and international matters. He expressed confidence that the two countries would continue strengthening their partnership in the interests of their peoples and international stability, while wishing Pakistan peace and prosperity. China also extended its traditional goodwill to Pakistan. Chinese Ambassador to Pakistan Jiang Zaidong conveyed congratulations to the Pakistani leadership and people, reaffirming the close and longstanding relationship between the two countries. The European Union congratulated Pakistan on its 79th Independence Day and described the occasion as a celebration of unity, freedom and national solidarity. The bloc also expressed its commitment to further strengthening its friendship and partnership with Islamabad. France similarly conveyed its greetings to the Pakistani people and expressed its desire to deepen bilateral cooperation across areas of mutual interest. Azerbaijan also extended heartfelt wishes to Pakistan, describing the Pakistani people as brothers and reaffirming its friendly ties with the country. The United Kingdom sent Independence Day greetings to Pakistanis living in Pakistan, Britain and around the world, while Gulf countries also joined the celebrations. The United Arab Emirates conveyed congratulations to Pakistan’s leadership, while Qatar’s Amir sent greetings to President Asif Ali Zardari. Oman’s Sultan Haitham bin Tarik also sent a congratulatory message to the Pakistani president. Meanwhile, Pakistan marked the national day with traditional celebrations across the country. A 31-gun salute was held in Islamabad and 21-gun salutes were conducted at provincial headquarters. Special prayers were offered for the country’s peace, unity and prosperity. Flag-hoisting ceremonies were organised at government offices and public institutions, while streets, buildings and markets were decorated with national flags, buntings and lights. Pakistan’s embassies abroad also marked the occasion. The Pakistan Embassy in Tajikistan held a flag-hoisting ceremony where messages from the president, prime minister and deputy prime minister/foreign minister were read out.

    Federal agents arrest armed suspect near Donald Trump’s California golf course

    Federal and local law enforcement officers in California have arrested a 38-year-old man who was observed taking photographs and monitoring security preparations at President Donald Trump’s golf course in Rancho Palos Verdes, two days before the president was scheduled to attend a political fundraising dinner at the venue. The suspect, identified as Jeanine John Taele of Downey, California, was taken into custody on Sunday afternoon by Los Angeles County Sheriff’s deputies and federal agents. Authorities revealed that Taele had initially been spotted on the grounds of Trump National Golf Club on Friday, wearing an earpiece while filming federal personnel carrying out security assessments. Upon returning to the property on Sunday, Taele allegedly approached federal agents, falsely claimed to work for the US Department of State on a security detail, and admitted to possessing a loaded weapon inside his vehicle. Upon searching the suspect, law enforcement officers recovered a 16-round magazine loaded with hollow-point ammunition from his clothing. A subsequent search of his pickup truck parked on the property yielded a loaded 9mm pistol, additional hollow-point rounds, binoculars, and a fake badge reading “security protection agent”. Officers also determined that Taele was actively wanted in connection with an unrelated robbery investigation conducted by the El Segundo Police Department. Following the arrest, agents from the FBI’s Joint Terrorism Task Force and the Sheriff’s Department Major Crimes Bureau executed a search warrant at Taele’s residence in Downey. Investigators seized an illegally modified short-barrelled AR-style rifle, a .45-calibre handgun, body armour, high-capacity magazines, extensive ammunition supplies, and notebooks containing what officials described as “concerning statements”. Taele, a decorated US Marine Corps veteran who served in Iraq and Afghanistan between 2008 and 2016, faces both state and federal charges. State prosecutors in Los Angeles County have charged him with second-degree robbery, possession of a short-barrelled rifle, manufacturing or receiving a large-capacity magazine, and carrying a concealed firearm in a vehicle. He pleaded not guilty to state charges on Tuesday and remains held on $250,000 bail. Federal prosecutors have separately charged Taele with possession of an unregistered short-barrelled rifle, an offence carrying a maximum penalty of 10 years in federal prison. While the Secret Service and the FBI continue to investigate Taele’s motives, officials from the Los Angeles County Sheriff’s Department stated that there is currently no evidence of a direct, ongoing threat to the local community. President Trump proceeded with his planned visit to California, landing at the golf course via helicopter to host the Republican fundraising event.

    Punjab bans manual receipts

    The Punjab Revenue Authority (PRA) has banned the issuance of handwritten or manual receipts by businesses operating in the province, according to a notification issued by the authority. Under the new directive, hotels, restaurants, coffee shops and marriage halls must use the Electronic Invoice Management System (EIMS) for issuing customer receipts. The system aims to ensure that businesses properly record their transactions and comply with provincial sales tax regulations. A PRA spokesperson said businesses covered by the directive must generate receipts through EIMS instead of providing handwritten slips or informal receipts to customers. The authority will monitor compliance and take action against businesses that fail to follow the requirement. Businesses that do not issue receipts through the EIMS may face fines ranging from Rs400,000 to Rs1 million, the spokesperson said. The PRA has also warned that repeated violations could lead to stricter action. Authorities may seal the business premises for up to one month if an establishment continues to disregard the rules despite previous enforcement measures. The move forms part of the Punjab government’s efforts to strengthen digital documentation of commercial transactions, improve tax compliance and reduce the possibility of underreporting sales and tax liabilities. The authority has urged businesses in the affected sectors to ensure that their invoicing systems comply with the new requirements to avoid financial penalties and other enforcement action.

      The Pakistan Medical and Dental Council (PMDC) has announced a series of special measures to ensure that students from Azad Jammu and Kashmir (AJK), who have been affected by prolonged internet disruptions, are able to participate in the Medical and Dental College Admission Test (MDCAT) without facing unnecessary obstacles. As part of these initiatives, the PMDC has established a dedicated examination center in Islamabad and has also reached a preliminary agreement to set up a regional PMDC office in Azad Kashmir. The decisions were made during a meeting between AJK Secretary of Health Brigadier Aamir Raza and Joint Admission Committee Chairman Professor Dr. Faisal Bashir with PMDC President Professor Dr. Rizwan Taj, Registrar Brigadier (Retd.) Rehan Naqvi, and Director of Admission Affairs Dr. Imdad Ali Khushk. The meeting focused on the registration challenges faced by AJK students due to the prolonged internet shutdown and explored practical solutions to ensure that no eligible candidate is deprived of the opportunity to take the MDCAT. During the meeting, the Secretary of Health of the AJK government informed PMDC officials that the ongoing internet suspension in the region had created serious difficulties for students attempting to complete their online registration for the entrance examination. He requested the council to extend every possible facility to affected students so that deserving candidates would not miss the examination because of circumstances beyond their control. Speaking on the occasion, PMDC President Professor Dr. Rizwan Taj stated that the council had already introduced several special measures to facilitate students from Azad Kashmir. He emphasized that the Government of Pakistan remains committed to ensuring equal opportunities for every eligible student seeking admission to medical and dental colleges, regardless of the challenges they face. Dr. Rizwan Taj explained that, considering the extraordinary circumstances in the region, the deadline for MDCAT registration with the regular fee had been extended twice. Initially, the deadline was extended until July 13, and later it was further extended until July 23, 2026, to provide additional time for students affected by the communication disruptions to complete their registration process. The PMDC President further said that students from Azad Kashmir had been given multiple options for submitting their registration applications. In addition to the online process, applications could be sent through WhatsApp, email, postal mail, or submitted in person. He also assured students experiencing registration difficulties that they could contact the PMDC directly, where officials would provide all possible assistance to help them complete the process successfully. To further support students, the PMDC has established a special MDCAT examination center in Islamabad specifically for candidates from Azad Kashmir. A public notice has already been issued regarding the facility, and a dedicated focal person has been appointed to guide students throughout the registration and examination process. The council hopes these measures will reduce confusion and ensure smooth coordination for affected candidates. During the meeting, PMDC President Professor Dr. Rizwan Taj and Registrar Brigadier (Retd.) Rehan Naqvi assured the Government of Azad Jammu and Kashmir of their full cooperation in addressing students’ concerns. Both sides also reached a preliminary agreement to establish a PMDC regional office in Azad Kashmir to improve access to council services for students and healthcare professionals in the region. The proposal will now be presented to the PMDC Governing Body for formal approval. At the conclusion of the meeting, the AJK Secretary of Health and the Chairman of the Joint Admission Committee appreciated the PMDC’s timely response and the special facilities provided for students affected by the internet shutdown. They expressed confidence that these initiatives would ensure that no eligible student from Azad Jammu and Kashmir would be deprived of the opportunity to appear in the MDCAT because of technical or communication-related difficulties.
