Defence Minister Khawaja Asif has said that, in his personal opinion, Karachi and Gwadar should be directly administered as part of the federation, stressing that his remarks are intended to serve the national interest rather than any political or personal agenda.

Speaking in a television interview, Asif clarified that the proposal reflects his own views and has not been discussed or approved by his party. He acknowledged that the Pakistan Muslim League-Nawaz (PML-N) may agree with some of his opinions while differing on others.

“I am expressing my personal opinion. I have not sought my party’s approval for these remarks,” he said. “Some of my views may be supported by the party, while others may not.”

The defence minister stressed that he has no personal interest in either Karachi or Gwadar and that his comments were made solely from the perspective of what he believes is best for the country.

Asif also spoke about the importance of local government systems in modern democracies. He said effective local governments play a key role in governance, public service delivery and political development.

He noted that local government institutions were revived during the 1980s and argued that many leaders currently serving at the provincial and federal levels began their political careers through the local government system.

According to Asif, strengthening local governance remains essential for improving democratic institutions and ensuring better administration across the country.

Commenting on the country’s administrative structure, the defence minister said provinces should not be created on the basis of provincial or ethnic identities. He suggested that national unity and effective governance should remain the guiding principles in discussions on administrative reforms.

    Islamabad: More than 3,182 kanals of federally owned Evacuee Trust Property Board land in Attock still has not been restored in government ownership records even after the transfers were declared invalid. The Ministry of Religious Affairs told a parliamentary committee that local revenue authorities allegedly failed to cooperate despite repeated requests. The Senate Standing Committee on Religious Affairs and Interfaith Harmony reviewed the disputed transfer of ETPB land to private occupants under a Punjab provincial law. The issue was raised through a question by Senator Syed Waqar Mehdi, who sought details about how federally owned trust property was transferred and what action had been taken to restore ownership. The committee was informed that 1,907 kanals of ETPB land in Mouza Neeka had allegedly been transferred to occupants. Another 1,275 kanals and 12 marlas of ETPB land in Mouza Ameer Khan, Tehsil Fateh Jang, District Attock, had also allegedly been transferred. Together, the disputed properties amount to more than 3,182 kanals of land. According to the Ministry of Religious Affairs briefing, the transfers were unauthorised. The ministry alleged that the occupants obtained ownership rights through the connivance of local revenue officials. The briefing did not identify the individual revenue officials allegedly responsible in the material provided to the committee. The committee was also told that the ETPB Chairman had already declared the transfers invalid under the Evacuee Trust Property Management and Disposal Act. That decision was later upheld by the Additional Secretary of the Ministry of Religious Affairs and Interfaith Harmony. However, the land has still not been restored in the revenue record under the name of ETPB or the Federal Government. According to the briefing, ETPB field offices in Hassanabdal and Attock repeatedly contacted the concerned revenue authorities in an effort to restore federal ownership. Despite those written requests, the ownership record had not been corrected. The ministry blamed the delay on alleged non cooperation by local revenue authorities. The ministry also clarified that there was no evidence of internal involvement. It told the committee that no ETPB official was found involved in the disputed transfers. According to the official briefing, the occupants succeeded in obtaining ownership rights through the alleged connivance of local revenue staff rather than ETPB employees. The case has raised questions about how federally owned religious trust property could be transferred through a provincial law and why the land has not been restored even after the transfers were officially declared invalid. The disputed property belongs to the Evacuee Trust Property Board, which manages properties connected with religious trusts and heritage assets. The committee took serious note of the continuing problem and discussed the need to protect federal ownership of ETPB properties. Members were also concerned about the failure to update the official revenue record despite earlier administrative decisions against the transfers. The case now centres on restoration of legal ownership in government records and accountability for officials, if any, found responsible for facilitating the disputed transfers. The committee directed the concerned authorities to continue pursuing the ETPB land matter and bring further clarification before it in subsequent proceedings. The controversy is likely to remain under parliamentary scrutiny until the land is restored to ETPB or the Federal Government and responsibility for the allegedly unauthorised transfers is clearly determined.

    The National Cyber Crime Investigation Agency (NCCIA) Punjab has launched a major crackdown against networks allegedly involved in online financial fraud, identity theft and social media scams, arresting 14 suspects in Lahore and Multan. The operation was carried out under the direction and supervision of NCCIA Punjab Director Muhammad Ali Waseem. Officials said the suspects allegedly defrauded citizens of millions of rupees through various online schemes. In Lahore, the NCCIA arrested four suspects in three separate cases. They were identified as Muhammad Amir, Muhammad Ashfaq, Muhammad Qamar and Ameer Karim. According to initial investigations, the suspects allegedly posed as marriage bureau representatives or close friends to gain victims’ trust. They then allegedly deceived citizens into transferring money. Investigators recovered mobile phones from the suspects and found evidence indicating that victims had been defrauded of significant amounts. In Multan, the NCCIA carried out three separate operations and arrested 10 suspects. They were identified as Muhammad Asghar, Amir Shehzad, Muhammad Kamran, Rizwan Talib, Saqib Ali, Kamran Talib, Iftikhar Manzoor, Muhammad Adnan, Muhammad Sultan and Muhammad Naeem. Investigators said the suspects allegedly used social media platforms and WhatsApp to impersonate officials from customs, police, banks and other government institutions. The suspects allegedly contacted citizens using false claims involving prizes, gifts, donations, bank verification and parcel clearance. They then demanded money from victims under various pretexts. Investigators uncovered one case in which a victim was allegedly defrauded of Rs1 million, while another involved the alleged theft of Rs588,000. The NCCIA said several mobile phones, SIM cards, fake WhatsApp accounts, social media profiles and other digital evidence were recovered during the operations. The seized devices and accounts are being subjected to forensic analysis. Cases have been registered against all 14 suspects under relevant provisions of the Prevention of Electronic Crimes Act (PECA) 2016, as amended in 2025, along with applicable sections of the Pakistan Penal Code.

According to a statement issued by the NCCIA, the operation was carried out on the basis of intelligence information and with a search warrant. During the raid officials seized digital devices and other materials that were allegedly being used for cybercrime-related activities. The agency said that no arrests were made during the operation because the foreign and local suspects allegedly involved in the activities were not present at the call center when the raid was conducted. The seized digital equipment has been sent to a forensic laboratory for detailed examination. Investigators are expected to analyze the devices and other material to determine their connection with the suspected cybercrime activities. The NCCIA said that further details would be shared once the forensic examination and investigation are completed. The agency did not disclose the identities of the individuals allegedly associated with the call center. Authorities have increasingly focused on online fraud, fake call centers and digital networks allegedly involved in financial and cyber-related crimes. The NCCIA stated that action against fraudulent operations, fake call centers and online fraud networks would continue without discrimination. The Islamabad call center raid is part of the agency’s ongoing efforts to identify and investigate networks suspected of using digital platforms for illegal activities. The forensic analysis of the seized devices is expected to provide investigators with additional information about the operation and the individuals potentially connected to it. The agency’s investigation will determine whether the seized equipment was used for cybercrime and what further legal action may be taken against those involved.
