Pakistani passport ranks fourth weakest globally

Pakistan’s passport has been ranked the fourth weakest in the world in the latest Henley Passport Index.

The Pakistani passport stands at 101st place in the global ranking. Its holders can access 29 destinations without obtaining a visa in advance or through visa-on-arrival facilities.

The Henley Passport Index evaluates passports based on the number of destinations their holders can enter without securing a visa before travelling. The index covers 199 passports and 227 travel destinations.

The latest ranking shows that Pakistan’s passport remains ahead of only three passports. These belong to Iraq, Syria and Afghanistan.

The ranking highlights the limited international mobility available to Pakistani passport holders compared with citizens of many other countries.

Pakistan’s neighbouring countries have performed better in the latest index. China ranks 60th globally. India is placed at 81st. Iran stands at 96th.

Despite its low overall ranking, Pakistani citizens can travel to several destinations without obtaining a visa before departure.

Visa-free access is available for Pakistani passport holders to Barbados, the Cook Islands, Dominica, Haiti, Micronesia, Montserrat, Rwanda, St Vincent and the Grenadines, The Gambia, Trinidad and Tobago, and Vanuatu.

Pakistani travellers can also obtain visas upon arrival in a number of countries.

These include Burundi, Cambodia, the Comoro Islands, Djibouti, Guinea-Bissau, Madagascar, the Maldives, Mozambique, Nepal, Niue, Palau, Samoa, Senegal, Sierra Leone, Timor-Leste and Tuvalu.

In addition, Pakistani citizens can obtain electronic travel authorisations for Kenya, Seychelles and Sri Lanka.

The passport ranking is widely used as an indicator of international travel access. A higher position generally means that passport holders can enter more destinations without obtaining a visa in advance.

Singapore continues to hold the strongest passport in the latest ranking. It tops the index with access to 192 destinations.

Japan, South Korea and the United Arab Emirates share second place. Their passport holders can access 188 destinations.

Sweden ranks third, with access to 187 destinations.

The latest figures underline the significant gap between Pakistan and the countries at the top of the global passport ranking.

    Islamabad: The Public Procurement Regulatory Authority (PPRA) came under Senate scrutiny as lawmakers raised concerns over transparency, cybersecurity and accountability in Pakistan’s public procurement system. During a meeting of the Senate Standing Committee on Cabinet Secretariat, members questioned whether the country’s new digital procurement system was strong enough to protect government contracts, public money and sensitive information. The committee, chaired by Senator Rana Mahmood ul Hassan, reviewed PPRA’s performance and examined reforms aimed at improving how government departments purchase goods and services. The Managing Director of PPRA informed the committee that the Electronic Pakistan Acquisition and Disposal System, known as ePADS 2.0, has been introduced to make government procurement more transparent and reduce the chances of irregularities. Officials said the digital system now covers the complete procurement process, starting from planning until the final award of contracts. The committee was informed that Standard Bidding Documents have been added to the system to ensure all government departments follow the same procedures and prevent unauthorised changes in tender documents. Officials also informed lawmakers that payments made outside the ePADS system are no longer accepted, making the process more controlled and financially accountable. However, committee members raised questions about the electronic procurement platform’s cybersecurity, data protection, and overall safety. Lawmakers questioned how the system protects sensitive procurement information and whether Pakistan’s digital procurement framework matches international standards. The committee directed PPRA to provide a detailed briefing on the cybersecurity measures, encryption methods and data protection systems used in ePADS. Members also asked PPRA to compare Pakistan’s cybersecurity practices with leading international procurement systems to identify areas where improvements are needed. The committee stressed that a digital system can only succeed if it remains secure, reliable and protected from possible cyber threats. During the meeting, members also questioned the difference between manual and electronic procurement, the time required to complete procurement processes and the method used to select successful bidders. PPRA officials explained that contracts are awarded through the Most Advantageous Bid evaluation system. Officials said the relevant government departments decide technical requirements and qualification standards according to procurement rules. The committee was informed that complaints related to procurement decisions are handled through a formal grievance system before parties can approach courts or other legal forums. The committee also discussed government procurement during emergency situations, especially the purchase of fuel and essential goods during changing conditions in the Middle East. PPRA officials clarified that no special exemption was provided for emergency purchases. They informed the committee that existing Public Procurement Rule 21A already provides a legal method for urgent procurement during supply shortages or emergency requirements. The committee also reviewed draft regulations for the disposal of public assets. Officials informed members that the Disposal of Public Assets Regulations 2026 have been prepared according to the updated procurement framework and ePADS requirements. A special disposal module has also been developed within ePADS to ensure public assets are disposed of through a transparent process. The committee directed PPRA to continue improving procurement standards, expand vendor training across Pakistan and strengthen the overall digital procurement system. Members said better procurement management is important because government spending directly affects public services and national development. The committee also expressed concern over the Islamabad Club Administrator’s absence during the meeting despite the session being held at the club. Members recommended that Islamabad Club elections should be conducted according to rules and decided to raise the matter with the Prime Minister’s Office. The committee further expressed dissatisfaction over the National Vocational and Technical Training Commission’s failure to follow previous committee directives. Members recommended referring the matter to the Privileges Committee and informing the Prime Minister about the issue.

    Punjab PMS officers oppose plan to create 101 AAC …

    LAHORE: The Provincial Management Service (PMS) Officers Association has strongly opposed the Punjab government’s proposal to create 101 new Additional Assistant Commissioner (AAC) posts, describing the move as unnecessary and harmful to the existing administrative structure. The association argued that the AAC posts had been abolished years ago and their revival was not justified, particularly after the establishment of the Punjab Enforcement and Regulatory Authority (PERA), which was created to strengthen enforcement and regulatory functions across the province. During an executive committee meeting chaired by Association President Qamar Zaman Qaisrani, members unanimously decided to raise their concerns with senior government officials. A delegation of the association is expected to meet the Punjab services secretary and the additional chief secretary to seek a review of the proposed decision. The association warned that if its concerns remain unaddressed, PMS officers across Punjab will begin a province-wide protest campaign. As part of the first phase, officers plan to wear black armbands while performing official duties to register their protest against the government’s decision. PMS officers believe the creation of the new posts would place a significant financial burden on the provincial treasury. According to the association’s estimates, establishing one Additional Assistant Commissioner post, including official facilities, office infrastructure, staff, transport and operational expenses, would cost approximately Rs46.8 million. They claim that creating all 101 posts would require nearly Rs4.73 billion initially, in addition to recurring expenditures on salaries, allowances and other administrative costs. The association further expressed concerns over what it described as long-standing issues within the provincial bureaucracy. These include delays in promotion boards, alleged discrimination in transfers and postings, and the appointment of junior officers to positions traditionally reserved for senior officials. Former administrative secretary Yawar Mehdi also commented on the proposal, saying that efforts to improve public service delivery were welcome if they genuinely strengthened governance. However, he stressed that introducing additional administrative positions should not weaken the existing civil service structure or negatively affect the career progression of Provincial Management Service officers.

    RAWALPINDI: Punjab Chief Minister Maryam Nawaz has ordered authorities to ensure complete fire safety arrangements at all government hospitals in Rawalpindi. The chief minister has also sought a detailed report from Rawalpindi Deputy Commissioner Nadeem Nasir about the safety arrangements at government hospitals across the city. The directive comes amid growing concerns over fire safety at healthcare facilities following the deadly fire at the Pakistan Institute of Medical Sciences (PIMS) in Islamabad. Deputy Commissioner Nadeem Nasir said authorities would ensure the installation of proper fire safety systems in all government hospitals. He said work had already started on the installation of fire hydrants at hospitals. The facilities will also be checked to ensure that emergency arrangements are functional and accessible. On the deputy commissioner’s instructions, the Additional Deputy Commissioner visited government hospitals along with Rescue teams. The teams inspected the hospitals and reviewed their existing fire safety arrangements. They also examined the facilities required to respond to an emergency. Officials are focusing on three key areas. These include fire alarms, fire hydrants and emergency exits. The administration has been directed to ensure that fire alarms are operational and that hydrants are available at appropriate locations. Emergency exits are also being checked to ensure that patients, attendants and hospital staff can leave buildings quickly during an emergency. The deputy commissioner said the safety of patients was the administration’s top priority. He warned that no negligence would be tolerated in implementing fire safety measures. The inspection campaign is aimed at identifying weaknesses before they lead to a major incident. Authorities are also expected to take corrective measures wherever deficiencies are found. Government hospitals handle large numbers of patients every day. Many patients are also critically ill and cannot be moved quickly during an emergency. Officials therefore consider functional fire prevention and evacuation systems essential for protecting patients and medical staff.
