PMDC faces Senate heat over “misleading” MDCAT advertisement that created panic among overseas medical students

Islamabad: A major controversy has erupted over a Pakistan Medical and Dental Council (PMDC) advertisement after a Senate committee accused the council of creating unnecessary fear among students planning to study medicine abroad by publishing unclear and misleading information about the MDCAT examination.

During a meeting of the Sub Committee of the Senate Standing Committee on National Health Services, Regulations and Coordination, Senator Anusha Rahman questioned PMDC officials over a newspaper advertisement that appeared to suggest that every Pakistani student going abroad for medical education must first pass the MDCAT.

The senator said the advertisement created confusion among thousands of students, including those planning to join top international universities in countries such as the United Kingdom, United States, Canada and Australia.

She questioned why students who had already decided to study abroad were being pushed towards the MDCAT exam because of unclear wording in a public advertisement. “Through this advertisement, you told a student who wants to go to Harvard or Cambridge that they must also appear in MDCAT,” Senator Anusha Rahman said while questioning PMDC officials.

She said such a major policy message could not be communicated incorrectly because it directly affects students’ futures. The controversy started after PMDC published a public alert for students planning to study medicine and dentistry abroad.

The advertisement mentioned several requirements for Pakistani students going overseas, including academic qualifications, recognition of foreign institutions, PMDC registration and other conditions.

However, the committee pointed out that the wording of the advertisement gave the impression that MDCAT was compulsory for all students going abroad, while PMDC officials later clarified that this was not the actual intention of the policy.

PMDC President admitted during the meeting that the matter needed to be reviewed and said the requirement was actually meant for specific situations, including certain universities based on rankings or countries placed under special concerns.

Senator Anusha Rahman questioned why the advertisement was not written clearly according to the approved policy. She demanded that PMDC present the original policy approved by the council and publish the correct version for public understanding.

The senator also questioned accountability inside PMDC and asked whether any official was questioned for preparing and releasing the confusing advertisement. She asked officials why no one had been held responsible when everyone agreed that the newspaper advertisement contained an incorrect line.

PMDC President admitted that no such inquiry had been conducted. The committee expressed concern that thousands of students may have suffered unnecessary stress because of the confusion.

Senator Anusha Rahman said students preparing for overseas medical education were already under pressure and the unclear announcement pushed many of them towards MDCAT preparation and private coaching academies.

She said the advertisement may explain why many A Level students were suddenly seen joining local academies for MDCAT preparation. The senator said she personally observed many A Level students in academies and believed the confusion created by the advertisement could be a main reason.

She urged officials to visit academies and listen to students who were facing anxiety because of the uncertainty. The senator said students and parents were receiving late night calls filled with fear and frustration because they did not know whether their future plans would be affected.

The committee directed PMDC to immediately issue a correction advertisement. Senator Anusha Rahman said a simple addendum would not suffice because the original notice was published prominently in newspapers.

She directed PMDC to publish a proper clarification on the front page of newspapers, clearly explaining which students are required to take MDCAT and which students are not.

She said the corrected advertisement should appear in newspapers so students preparing to travel abroad could get immediate clarity.

PMDC officials suggested issuing an addendum, but the senator rejected the idea and said the correction must be given the same importance as the original announcement.

She said students going to countries such as the UK, US, Canada and Australia must clearly know whether the MDCAT requirement applies to them.

According to the PMDC public alert, students going abroad for medical and dental education were informed about requirements including minimum academic marks, foreign institution recognition, PMDC registration before departure, course duration requirements and passing the National Registration Examination after returning to Pakistan.

The notice also stated that students who fail to meet required conditions may not be allowed to appear in the National Registration Examination.

However, the Senate committee said unclear communication created unnecessary confusion among students and demanded that PMDC ensure future announcements are accurate and easy to understand.

The committee warned that policy mistakes involving education can directly affect thousands of young people because admission timelines, travel plans and university opportunities depend on timely decisions.

    Pakistan moves to revive Steel Mills after earlier liquidation decision

    The federal government has revived plans to restore Pakistan Steel Mills (PSM), signaling a major policy shift after previously deciding to wind up the loss-making state-owned enterprise. The development follows renewed interest from international parties in bringing the dormant steel producer back into operation, with Russian company Industrial Engineering LLC emerging as a key potential partner for the revival, modernisation and restructuring of the mill. Well-informed sources said the government has initiated consultations with the Russian firm to assess the technical, financial and operational requirements for restoring PSM’s production capacity. Two protocols have already been signed between Industrial Engineering LLC and Pakistan Steel Mills under the Ministry of Industries and Production. The first agreement was signed in Moscow on July 10, 2025, and provides a framework for cooperation on the revival, modernisation and restructuring of PSM. The second protocol was signed on November 26, 2025, during the 10th session of the Pakistan-Russia Intergovernmental Commission. The second agreement focuses on assessing the operational and capital expenditure required to restart manufacturing activities at the steel mill. Feasibility assessment under way According to sources, the authorities have also carried out an exercise to calculate production costs and evaluate the commercial viability of restarting PSM. The assessment is expected to help determine whether the mill can operate sustainably and compete in the domestic and international steel markets after years of inactivity. The findings will form the basis for recommendations to the government before a final decision is taken on the future structure and operations of the enterprise. Sources said the relevant authority would submit recommendations to the Cabinet Committee on State-Owned Enterprises (CCoSOEs), seeking an end to the liquidation process and approval to pursue the revival option with the participation of international investors. The move represents a reversal of the government’s earlier policy. Government had approved liquidation In May 2024, the Special Investment Facilitation Council (SIFC) had decided to scrap Pakistan Steel Mills after efforts to find a buyer failed to produce a viable offer. The Cabinet Committee on Rightsizing subsequently approved the liquidation of the existing mill in August 2024. However, the government has now shifted its focus towards rehabilitation, apparently encouraged by renewed international interest and the possibility of securing foreign technical and financial support. A formal summary regarding the proposed policy shift has been submitted to the Ministry of Industries and Production for consideration, sources said. A parliamentary secretary also indicated that the government’s policy direction had changed and that efforts were now being made to restore PSM to operational status. He said the timeline agreed upon with the Russian company would be followed, with the relevant departments expected to take further steps after completion of the ongoing assessments. Power minister signals renewed revival efforts Separately, Minister for Power Sardar Awais Leghari said recommendations for reviving Pakistan’s dormant steel giant would soon be presented to policymakers, reinforcing indications that the government is seriously reconsidering the future of PSM. Speaking at a webinar titled “Pakistan-Russia: Strengthening Trade, Education and Energy Collaboration,” jointly organised by the University of World Civilizations Moscow (UWCM) and the Institute of Regional Studies (IRS), Leghari highlighted the growing momentum in Pakistan-Russia relations. He said bilateral ties had strengthened over the past two decades on the basis of mutual trust, respect and a shared interest in regional stability. The minister’s remarks come as Pakistan explores greater Russian involvement in key economic and industrial sectors, including the possible rehabilitation of PSM. Financial burden remains a challenge Pakistan Steel Mills has remained largely dormant for years, creating a continuing financial burden for the government. Following the earlier decision to wind up the enterprise, the government has continued to bear the salaries and other expenses of its remaining employees. Meanwhile, some of the mill’s liabilities and operating costs have been met through proceeds generated from the sale of scrap. The proposed revival could therefore provide an opportunity to turn the idle industrial asset into a productive enterprise while reducing the recurring financial burden on the national exchequer. However, the government is expected to carefully evaluate the mill’s outstanding liabilities, infrastructure requirements, production costs, technology needs and long-term market prospects before committing substantial public resources. If the revival plan moves forward with foreign participation, the project could also open the door to new investment, technology transfer and employment opportunities in Pakistan’s steel and related industrial sectors.

She also drew parallels between the situations in Kashmir and Palestine, urging the international community to fulfil its responsibilities in pursuing a fair and durable solution. Turkish parliamentarian and Deputy Chairman of the Felicity Party, Mustafa Kaya, strongly criticised India’s policies in Indian-administered Kashmir, describing them as “demographic terrorism.” He said efforts to alter the region’s demographic composition, deprive local residents of land rights, and implement settlement policies similar to those seen elsewhere would not suppress the Kashmiri people’s aspirations for freedom. In his concluding remarks, Pakistan’s Ambassador to Türkiye, Dr. Yousaf Junaid, thanked the Turkish government and people for their continued support on the Kashmir issue. He alleged that India was pursuing a policy of demographic change in the region by issuing millions of domicile certificates to non-local residents while maintaining restrictions on independent media and continuing state repression. The ambassador said India’s unilateral constitutional measures could not change the internationally recognised disputed status of Jammu and Kashmir. He stressed that lasting peace, security, and stability in South Asia depended on a just resolution of the Kashmir dispute and reiterated Pakistan’s call for a free, fair, and impartial UN-supervised plebiscite to allow the Kashmiri people to determine their political future.
