Inquiry report finds CCD constable responsible for…

CHAKWAL: A departmental inquiry into the June 10-11 firing incident in Chakwal, in which nine-year-old Australian-Pakistani national Hania Ahmed was killed and her father and brother were seriously injured, has held a Crime Control Department (CCD) constable responsible for opening indiscriminate fire at the family’s car without authorisation.

The 200-page inquiry report, submitted to the court of Magistrate Rehana Kausar, states that the accused constable allegedly opened fire on the vehicle “with the intention to kill” innocent civilians, without the permission of his superior officer and beyond the scope of his assigned duty.

Hania was killed while her father, Adil Ahmed, and 10-year-old brother, Affan Ahmed, sustained serious bullet injuries in the incident.

The incident occurred during the night between June 10 and 11 near the CCD police station in Chakwal. According to police, two armed men were allegedly attempting to rob the Australian-Pakistani family when the CCD constable mistakenly opened fire on their vehicle, believing the suspects were fleeing in it.

The inquiry report, however, rejected the constable’s claim that he had fired in self-defence against the alleged robbers.

According to the inquiry report, the accused constable told investigators that he was standing near the main gate of the CCD police station when he heard a commotion and came outside. He claimed that he saw a white car parked in the street and two armed men allegedly involved in a robbery.

He said one of the suspects fired at him, prompting him to return fire. He further claimed that he took cover behind a wall and that the vehicle then sped towards Islamia Chowk. He allegedly followed the car after taking a lift on a private motorcycle.

The inquiry report said Duty Officer Inspector Jahanzeb Khan rejected this account. According to the inspector, the constable fired the official rifle without seeking permission from him or any other senior officer and subsequently pursued the vehicle on a private motorcycle without authorisation.

Three other police officials present at the station at the time also reportedly corroborated the inspector’s statement.

The inquiry team concluded that the constable’s claim that he had fired at the alleged robbers in self-defence was contrary to the facts established during the investigation.

According to the report, investigators recovered 14 pistol bullet casings and 13 casings from a Kalashnikov-type weapon from the scene.

Statements of 34 witnesses have been incorporated into the inquiry report, including that of eyewitness Ahmed Nawaz, a resident of Chakwal’s Circular Road area, where the incident took place.

Nawaz told investigators that he was returning after attending a funeral prayer when, upon reaching the CCD police station, he saw an armed constable carrying a Kalashnikov fire repeatedly at a car travelling ahead.

He later learned that the family travelling in the vehicle was related to him.

The inquiry report also states that the final opinion of the Punjab Forensic Science Agency regarding the bullets fired from the weapons, the bullets recovered from Hania, Adil and Affan, and the blood samples is still awaited.

A police officer said the formal trial in the case is expected to commence in September following the August judicial recess.

The inquiry report identifies the two alleged robbers as Muhammad Abbas and Muhammad Fayyaz. Police said both were previously involved in criminal cases, with Abbas facing 15 cases and Fayyaz 12.

According to the CCD, both men were killed on the night of June 11 in an alleged police encounter in Chakwal. Police claimed they were killed by firing from their own accomplices. Post-mortem reports, however, showed that both men had sustained gunshot wounds to the head.

A CCD official said Abbas had also been arrested in connection with two robbery cases in Chakwal in 2021.

The inquiry report states that before allegedly targeting the Australian-Pakistani family, the two suspects had robbed two shops. Following their deaths, the shop owners and a woman who had allegedly been robbed of her gold earrings identified them from photographs, according to the report.

Adil Ahmed, a resident of Dhudial village in Chakwal, has been living in Perth, Australia, with his family for several years. He is an engineer, while his wife is a dentist.

Hania was a Year 4 student at the Australian Islamic College in Perth.

The family had arrived in Pakistan in May. Adil and his wife subsequently travelled to Saudi Arabia to perform Hajj, leaving their children with their grandparents. They returned from Saudi Arabia on June 10.

On the same day, the family rented a car from a rent-a-car business in Dhudial for 10 days to travel during their stay in Pakistan.

That night, Adil’s father-in-law, retired Colonel Muhammad Khan, hosted a dinner at his residence. The family left for home in the rented vehicle after attending the gathering, after which the firing incident occurred.

According to Hania’s post-mortem report, the nine-year-old suffered 11 injury marks on different parts of her body, including bullet wounds.

Doctors who conducted the post-mortem examination concluded that she died from massive blood loss caused by deep firearm injuries.

    Punjab shifts Journalists’ Colony Phase-II to Charbagh

    Lahore: In a significant move to provide residential facilities to the journalist community, the Government of Punjab has decided to relocate Journalists’ Colony Phase-II from Katar Band Road to J Block of the Charbagh Scheme. The project will be developed in accordance with the previously approved master plan. A high-level meeting was held at the Ravi Urban Development Authority (RUDA), jointly chaired by RUDA Chief Executive Officer Imran Amin and Secretary Information Punjab Tahir Raza Hamdani. The meeting reviewed the relocation of Journalists’ Colony Phase-II, the progress made so far, and the future roadmap to ensure the timely completion of the project. The meeting was attended by Lahore Press Club President Arshad Ansari, General Secretary Afzal Talib, Punjab Journalists Housing Foundation (PJHF) Deputy Managing Director Adnan Rashid, Assistant Director (Administration) Asad Hussain, RUDA Director Public Relations Colonel Abid Latif, and other senior officials. It was decided that, in order to expedite the project, the Punjab Journalists Housing Foundation would immediately provide RUDA with the list of eligible journalists for Phase-II plots. Upon receipt of the list, RUDA will issue formal allotment/intimation letters to the eligible applicants so that the remaining stages of the project can proceed without delay. The meeting further decided that the Charbagh Scheme (J Block) project will be implemented under the previously approved master plan. Advance payments and installment schedules will remain unchanged and will be collected in accordance with the original agreement. Development charges will be collected directly by RUDA, while all the rules and regulations applicable to Journalists’ Colony Phase-II will continue to apply to the eligible allottees. Speaking on the occasion, Secretary Information Punjab Tahir Raza Hamdani thanked RUDA CEO Imran Amin and appreciated his efforts in line with the vision of Punjab Chief Minister Maryam Nawaz Sharif to provide housing facilities to journalists. He expressed confidence that RUDA would complete the development work, hand over possession of the plots, and finalize all remaining stages of the project within the stipulated timeframe, enabling journalists to construct their homes. Lahore Press Club President Arshad Ansari thanked Chief Minister Punjab Maryam Nawaz Sharif, Provincial Minister for Information Azma Bukhari, Secretary Information Tahir Raza Hamdani, and RUDA CEO Imran Amin for their commitment to fulfilling the government’s promise to the journalist community. He said that the relocation of Journalists’ Colony Phase-II to the prime location of Charbagh reflects the Punjab Government’s dedication to the welfare of journalists.     Delhi pushes electric vehicle drive to tackle worsening air pollution

    Delhi has launched one of India’s boldest electric vehicle plans as authorities step up efforts to reduce dangerous air pollution in the capital. The new policy, introduced on July 1, aims to ensure that most newly registered vehicles in the city are electric by 2027. Officials believe the move will improve air quality and reduce harmful emissions, although experts say its success will depend on expanding charging facilities and strengthening the electricity network. Across several parts of Delhi, electric vehicle charging stations are becoming increasingly busy as more residents switch to battery powered scooters, cars and commercial vehicles. Even so, many drivers say the city still lacks enough charging points to support widespread use. Shyam Singh, who uses an electric scooter for work, said the existing infrastructure is not sufficient, especially for people who travel long distances. He explained that limited battery range and the shortage of charging stations remain major concerns for potential buyers. Under the new policy, existing petrol and diesel vehicles will not be banned, but the government expects their numbers to decline over time as electric vehicles become more common. Buyers will receive financial incentives including subsidies, exemptions from registration fees and some road taxes. People who scrap older fuel powered vehicles will also qualify for additional cash rewards. Authorities estimate the policy will cost around 150 billion rupees and is designed to encourage faster adoption of cleaner transport across the city. The plan focuses heavily on two and three wheelers, which make up nearly 70 percent of vehicles on Delhi’s roads. From 2027, all newly registered three wheelers and small commercial trucks must be electric. The same requirement will apply to newly registered two wheelers from the following year. Larger passenger cars and heavy vehicles running on conventional fuels will still be allowed for now. Electric vehicles currently account for only about five percent of the nearly 8.7 million vehicles registered in Delhi. However, registrations have grown steadily over the past year, with more than 100,000 new electric vehicles added, most of them scooters and auto rickshaws. Experts say the latest policy sends a clear signal that the city is committed to reducing dependence on fossil fuel powered transport. Energy specialists have described Delhi’s strategy as one of the most ambitious electric vehicle policies introduced by any Indian state. Jaideep Saraswat of the Vasudha Foundation said the firm deadlines make it clear that the transition to electric transport is unavoidable. He believes the policy will encourage both manufacturers and consumers to prepare for a future where electric vehicles dominate the market. Delhi has struggled with severe air pollution for years, particularly during winter when smog often reaches hazardous levels. The city regularly experiences school closures, restrictions on construction and emergency health measures because of poor air quality. Vehicles contribute around one quarter of pollution across the National Capital Region, while two and three wheelers alone account for almost half of transport related emissions within the city. Analysts say Delhi has already taken important steps toward cleaner transport in the past, including shifting many public vehicles to compressed natural gas. According to energy experts, electric vehicles represented around 12.7 percent of new vehicle sales in Delhi during the 2026 financial year, compared with the national average of 8.3 percent. They believe the latest policy builds on that progress by linking financial incentives with strict registration deadlines for conventional vehicles. Despite the optimism, several challenges remain. Some residents are still hesitant to switch because they worry about battery life, charging convenience and the effect of seasonal flooding on electric vehicles. Others believe more advanced and affordable models will become available in the coming years, making it worthwhile to delay their purchase. Experts also stress that expanding charging infrastructure is only part of the solution. Delhi must increase the use of renewable energy to power electric vehicles and modernize its electricity grid to handle rising demand. Fast charging stations, battery storage systems and better electricity management will all be necessary to support large scale adoption. Specialists also believe cooperation with neighboring states will be essential to reduce emissions from the wider power network and create a cleaner transport system for the entire region.
