Heavy Rain Forecast For Most Of Thailand With Flash Flood Warnings

BANGKOK, Thailand – The Meteorological Department has issued a warning for heavy to very heavy rain across much of the country from Sunday through Wednesday, with officials advising residents in vulnerable areas to prepare for potential flash floods, overflows, and landslides. Director-general Sugunyanee Yavinchan said rainfall would increase during the four-day period as a monsoon trough moves across the North and upper Northeast, while a rather strong southwest monsoon prevails over the Andaman Sea, Thailand, and the Gulf of Thailand.

Heavy Rain Warning Issued for Upper Thailand

The heaviest downpours are expected in the western parts of the North and Central region, the upper and eastern parts of the Northeast, and the East, with authorities urging people living near foothills, waterways, and low-lying areas to remain on high alert for accumulated rainfall that could trigger sudden flooding. Officials have also advised travellers to avoid routes with recurring flood problems, particularly in low-lying locations where temporary waterlogging may occur.

Marine conditions are expected to be hazardous, with waves in the upper Andaman Sea reaching two to three metres and exceeding three metres during thunderstorms. Small boats in the upper Andaman Sea have been advised to remain ashore throughout the warning period, while all vessels in the Andaman Sea and Gulf of Thailand should navigate with caution and avoid areas affected by thunderstorms.

The warning covers the period from August 29 to September 2, with authorities urging the public to plan daily activities and travel carefully to minimise risks and disruption.     SBP appoints 10 primary dealers for FY27

    KARACHI: The State Bank of Pakistan (SBP) has appointed 10 financial institutions as Primary Dealers (PDs) and two institutions as Special Purpose Primary Dealers (SPDs) for the fiscal year 2026-27. The appointments will strengthen the government’s domestic borrowing programme and support the country’s financial market. The government continues to rely heavily on domestic borrowing to finance its fiscal requirements. In this system, primary dealers play an important role by participating in government debt auctions and helping raise funds through Treasury Bills and Pakistan Investment Bonds. According to the central bank, United Bank Limited (UBL), National Bank of Pakistan (NBP), and Bank Alfalah secured the top three positions among primary dealers during the fiscal year 2025-26. Their rankings were based on overall performance in government securities auctions and market activities. The 10 institutions selected as Primary Dealers for FY2026-27 are United Bank Limited, National Bank of Pakistan, Bank Alfalah, Habib Bank Limited, Habib Metropolitan Bank, MCB Bank, The Bank of Punjab, Pak Oman Investment Company, JS Bank, and Citi Bank NA Pakistan Branch. The State Bank has also appointed the Central Depository Company of Pakistan Limited (CDC) and the National Clearing Company of Pakistan Limited (NCCPL) as Special Purpose Primary Dealers for the new fiscal year. The appointments were made after evaluating applications submitted by financial institutions under the eligibility criteria laid down in the Primary Dealer System Rules. The central bank had invited applications for the new fiscal year through a circular issued earlier this year. Primary dealers are responsible for purchasing government securities directly from the central bank during auctions. They then distribute these securities among commercial banks, financial institutions and other investors. Their participation ensures that government borrowing operations continue without disruption. These institutions also play an important role in the secondary market by providing liquidity and facilitating the buying and selling of government securities. Their presence helps improve market efficiency and contributes to transparent price discovery. The role of primary dealers has become increasingly important as Pakistan continues to depend on domestic sources to meet its financing needs. Through their participation in debt auctions, they help the government raise funds while supporting stability in the country’s financial system.

    Voting was suspended at a polling station in Azad Jammu and Kashmir’s Bhimber district after a clash broke out between workers of two political parties during the first phase of the AJK elections. The incident took place at the Darbar Baba Shadi Shaheed polling station in constituency LA-6 Bhimber. Following the confrontation, polling was halted temporarily. Pakistan Muslim League-Nawaz (PML-N) candidate Abdul Razzaq Chaudhry alleged that workers of an opposing political party started the fight at the polling station. District Returning Officer (DRO) confirmed that a clash had taken place at one of the polling stations at Darbar Baba Shadi Shaheed. According to the official, miscreants snatched a ballot box and set it on fire. The DRO said the ballot box contained 232 votes when it was set ablaze. Returning officials and security personnel are currently present at the polling station. The DRO said legal action would be taken against those involved in disrupting the polling process. Officials have yet to decide whether polling will be held again at the affected polling station. The DRO said a decision on re-polling would be taken later in accordance with the relevant election rules. Apart from the affected polling station, polling is continuing normally at all other polling stations across the constituency. Meanwhile, the DRO also said that former AJK prime minister Anwar-ul-Haq had raised a complaint regarding polling arrangements in constituency LA-7. Officials visited the polling stations where complaints had been received and found that the relevant polling agents were present there.

    Pakistan monsoon death toll hits 110

    The death toll from monsoon rains, flash floods and landslides across Pakistan has risen to 110, according to the National Disaster Management Authority (NDMA). The authority said 360 people have been injured in rain-related incidents since June 26. Nearly 800 houses have also been damaged across the country. Most fatalities have been reported in Khyber Pakhtunkhwa, followed by Punjab. Several areas have also faced flooding and damage caused by heavy rainfall. The NDMA briefed Prime Minister Shehbaz Sharif on the latest situation. The authority warned that northern parts of the country could face more flash floods and glacial lake outburst floods in the coming weeks. Rapidly melting glaciers have increased the risk in mountainous areas. Authorities have been asked to remain prepared for sudden flooding and other weather-related emergencies. Prime Minister Shehbaz directed officials to use all available resources to protect lives and property. He also stressed the importance of early warning systems and timely emergency measures. The Pakistan Meteorological Department has forecast another strong monsoon spell from July 29. The system is expected to affect Islamabad, upper Punjab, Khyber Pakhtunkhwa, Azad Kashmir and Gilgit-Baltistan. The upper catchment areas of major rivers may also receive heavy rainfall. The weather system is expected to continue until August 5. The weather department has warned of possible urban flooding. Rising water levels in rivers, hill streams and nullahs are also expected in vulnerable areas. Authorities have urged residents to remain cautious and follow official warnings during the latest spell of rainfall. Meanwhile, the Punjab Home Department has imposed Section 144 across the province for 60 days. The restrictions ban swimming, bathing and unauthorised boating at various water bodies. Pakistan faces heavy monsoon rainfall every year between late June and September. The season frequently causes flooding, landslides, infrastructure damage and loss of life.
