Hun Sen Denies Reports of Foreign Troops in Cambodia

BANGKOK – Cambodian leader Hun Sen has issued a firm denial of recent Thai media reports alleging that Russian soldiers or other foreign mercenaries are participating in hostilities on Cambodia’s side of the border conflict. In a statement posted on his official Facebook page, Hun Sen called the reports inaccurate and warned they risk damaging Cambodia’s dignity and reputation, as well as that of the foreigners mentioned.

He explicitly stated that there are no Russian soldiers or any other foreign military personnel operating on Cambodian territory, nor are any serving as military advisers to the Cambodian armed forces. Officials emphasized that Cambodia has not permitted foreign troops to operate inside the country since the departure of the United Nations Transitional Authority in Cambodia (UNTAC) in 1993.

“We have no foreign military forces on the ground in Cambodia… Claims suggesting otherwise do not reflect the reality of Cambodia’s national defense policy,” the statement read.

Hun Sen acknowledged that Cambodia has, in the past, engaged in internationally accepted defense cooperation, including hosting multilateral or bilateral military exercises and visits by foreign naval vessels to ports such as those in Sihanouk Province. He characterized these activities as routine forms of defense diplomacy, comparable to practices in other nations.

The government also recognized the presence of many foreign nationals residing in Cambodia as investors, tourists, technicians, and employees, stressing that these civilians are not involved in military operations. Hun Sen reiterated Cambodia’s commitment to sovereignty, peace, and transparency, urging media outlets to verify information carefully to avoid misunderstandings that could harm international relations and public trust.

Former federal minister Fawad Chaudhry has called for the immediate end of Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan’s solitary confinement and urged authorities to shift him to a hospital following recommendations in his latest medical report. In a statement posted on social media platform X, Chaudhry expressed concern over Imran Khan’s health and conditions at Adiala Jail. He said the medical report made it necessary for authorities to end the former prime minister’s solitary confinement and provide him with better medical facilities. Chaudhry criticised the decision to keep Imran Khan in isolation and alleged that denying adequate medical care to a major political leader was unacceptable. He urged the authorities to follow the recommendations of medical experts and ensure that all necessary treatment and facilities were provided without delay. A medical report submitted to the Supreme Court reportedly contains recommendations from a medical board that examined Imran Khan at Adiala Jail. According to the report, the medical board recommended several measures to help manage Imran Khan’s blood pressure and anxiety. The doctors recommended that the former prime minister be allowed to walk for at least one hour every day. The board said some relaxation in the prison environment was necessary in view of his current health condition. The medical team also recommended providing Imran Khan with newspapers, magazines, books and television facilities. The measures are intended to keep him mentally engaged during his imprisonment. The medical board also made recommendations regarding his meetings with family members and his wife. It suggested that meetings with his family and wife should take place more regularly and for longer than the currently prescribed duration, subject to the applicable rules. According to the recommendations, regular physical activity, access to reading material and greater interaction with family members could help reduce Imran Khan’s anxiety and assist in keeping his blood pressure under control. Fawad Chaudhry has called on the authorities to implement the medical recommendations and ensure that Imran Khan receives appropriate treatment and a suitable environment during his imprisonment.

Trump returns to White House correspondents’ din…

United States President Donald Trump will address the White House Correspondents’ Association at a rescheduled gala on Friday, nearly three months after a shooting outside the Washington Hilton forced the cancellation of the April event. The black-tie dinner, now relocated to the Waldorf Astoria hotel, will take place under heightened security. Secret Service Director Sean Curran said an advance team had implemented a comprehensive plan, acknowledging the risk of hostile actors but stressing that the agency was treating the venue with the same rigor as any presidential site. The April 25 incident occurred as Trump and his cabinet were arriving. A man armed with a shotgun attempted to breach a security checkpoint and opened fire. Secret Service officer Victor Gonzales, credited with stopping the attack, was shot but survived thanks to his protective vest. Gonzales will be honored at Friday’s dinner, along with Hilton staff who assisted guests during the chaos. The suspect, Cole Allen, has pleaded not guilty to charges including attempted assassination of the president. Trump has argued the attack underscored the need for a $400 million ballroom under construction at the White House, saying future events held there would enhance presidential security. The correspondents’ dinner, a century-old Washington tradition, raises funds for journalism scholarships and celebrates the First Amendment. Trump is scheduled to deliver remarks, with entertainment provided by mentalist Oz Pearlman. This year’s event carries added weight. Trump has frequently clashed with the press, denouncing coverage as “fake news,” restricting access for outlets such as the Associated Press, and threatening to revoke broadcast licenses. Yet he has also given reporters more direct access than recent presidents, often taking questions in unscripted settings. Several journalism organizations have urged the WHCA to use the dinner to condemn what they describe as Trump’s attacks on press freedom. WHCA President Weijia Jiang said the gala would send a clear message: “Violence has no place in American life and a free press will not be intimidated into silence.”

PM to decide fate of refinery upgrade policy

Prime Minister Shehbaz Sharif is expected to address key issues facing Pakistan’s refinery sector today. The Cabinet Committee on Energy (CCoE) will review proposed changes to the Brownfield Refinery Policy. The policy was approved in 2023. It aims to encourage investment in the modernisation of existing refineries. The proposed changes could affect billions of dollars in planned refinery investments. The main dispute is over deemed duty protection. The government has proposed reducing it from 7.5 per cent to 5 per cent. Refinery companies have opposed the proposed cut. They say it could weaken the financial benefits offered under the policy. The industry also disputes the government’s position on delays in signing Upgrade Agreements. Officials say refineries failed to sign the agreements within the required period.Refinery representatives reject the claim. They say they had already accepted the draft agreements in 2024. According to industry officials, the companies were waiting for the government to arrange the formal signing process. They say the industry repeatedly contacted the Petroleum Division and other authorities to complete the process. The companies argue that the delay was caused by administrative issues on the government side. They therefore believe the incentives should not be reduced because of delays beyond their control. Deemed duty protection is a key part of the refinery upgrade package. The incentive is designed to encourage companies to invest in modernisation. The planned upgrades are aimed at increasing production of Euro-V compliant fuels. They are also expected to reduce furnace oil production. The projects could help improve Pakistan’s overall fuel mix.The refining sector has also faced additional financial pressure from changes in the tax system. The Finance Act 2024 moved several petroleum products from the zero-rated sales tax regime to the exempt category. The change affected the ability of refineries to adjust input sales tax. It also increased their unrecoverable tax costs. The Petroleum Division has acknowledged that the tax changes affected the financial viability of refinery upgrade projects. Officials said the prime minister is expected to review the major issues that have delayed the implementation of the policy since August 2023.The Petroleum Division has proposed limited amendments to make the policy operational. It has also recommended a committee to finalise the Upgrade Agreement. The committee would include senior officials from the Petroleum Division, Law Division and OGRA. A representative of the Special Investment Facilitation Council would also be included.OGRA, however, has reservations about signing the agreements. OGRA Chairman Masroor Khan has argued that the regulator should focus on its regulatory role.He believes OGRA should not become a party to commercial agreements. The refinery industry is now hoping for a decision that removes the remaining hurdles.Companies want the government to maintain the existing incentive structure. They say policy consistency is important for attracting investment. They also warn that changes to agreed incentives could discourage investors. A clear decision by the CCoE could help restart delayed refinery upgrade projects. The decision could also influence Pakistan’s fuel supply and long-term energy security.

PTI must apologise to Fazl, says Kundi

Khyber Pakhtunkhwa Governor Faisal Karim Kundi has urged Pakistan Tehreek-e-Insaf (PTI) to apologise for its past statements and criticism directed at Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman. Speaking to journalists in Nowshera, Kundi said PTI’s current political position appeared different from its earlier stance towards Fazlur Rehman. He said the party should acknowledge its previous remarks and offer an apology. The governor also criticised PTI’s approach towards the judiciary, saying the party had celebrated certain court decisions in the past but later faced adverse verdicts from the same judicial system. Kundi said PTI supporters had previously distributed sweets when courts issued decisions they considered favourable. However, he noted that subsequent decisions by courts resulted in PTI founder Imran Khan being sent to jail. He argued that political parties should maintain a consistent position on state institutions and should not support institutions only when their decisions favour them. Turning to the situation in Khyber Pakhtunkhwa, Kundi strongly criticised the provincial government and accused it of failing to address the province’s major governance and security challenges. He alleged that political activities and what he described as political drama surrounding Adiala Jail and D-Chowk had continued for years, while the province faced serious issues related to law and order. The governor claimed that the security situation had deteriorated and alleged that the province was being left vulnerable to militants. He said restoring peace and ensuring effective governance should be the government’s primary responsibilities. Kundi also pointed to what he described as a significant change in PTI’s political relationships. He said the party now regarded Maulana Fazlur Rehman and Mahmood Khan Achakzai as important political allies or figures, despite its previous criticism of them. He said the change in political positioning made it even more important for PTI to address its past statements against Fazlur Rehman. The governor’s comments come amid continued political disagreements between the federal and provincial governments, with security, governance and political alliances remaining major areas of contention.
