Meta launches new AI model as Zuckerberg champions open-weight push

Meta CEO Mark Zuckerberg called for lower US barriers for open-source AI models to compete with Chinese rivals as the social media giant released a new open-weight model on Monday, August 10.

The new model, Muse Glimmer, is much smaller than leading AI models from rivals and is instead designed for agentic tasks and can run on a Mac or PC with a single graphics card, aiming to tap demand for AI systems that run directly on people’s devices.

It comes as the social media giant seeks to strengthen its position after forming a costly, new superintelligence team last year to propel itself back into the high-stakes AI race.

Zuckerberg’s statement also marks the latest show of support for open-weight AI, which is gaining traction as businesses grow wary of ballooning AI bills and worry about recent cybersecurity incidents involving models from Anthropic, OpenAI and Meta.

Hugging Face, the AI coding collaboration site that was hacked by a rogue OpenAI model, said last month that it used a Chinese open-weight model to defend against the attack because closed-source models have restrictions on use for cybersecurity work.

Open-weight models are typically cheaper than leading models from so-called frontier labs such as OpenAI and Anthropic. Open-weight models also come with publicly accessible core components for easy customization, unlike closed models that companies keep fully under their control.

Policy rethink needed to propel open-weight

Zuckerberg said in a statement that the US needed to rethink policies if domestic firms were to lead in open-weight models.

Chinese startups are leading the race for open-weight models, with Moonshot’s Kimi K3, alongside Alibaba’s Qwen3.8-Max and DeepSeek’s V4-Flash, delivering performance that rivals top systems by US AI labs. By contrast, the leading models of US developers OpenAI, ​Anthropic and Alphabet’s Google are closed source.

“Foreign labs currently hold several advantages here since American labs have to comply with many additional restrictions on training data,” Zuckerberg said, referring to open-source models.

“US policy must reduce this additional friction if we want American open source models to lead over time,” Zuckerberg said, adding that restricting access to foreign open-source models was not an effective solution.

US President Donald Trump’s administration told AI developers earlier this month that it will not put open-weight AI models through voluntary safety tests, according to two sources familiar with the discussions.

In his statement, Zuckerberg also advocated for AI model distillation, or using a powerful AI system to train a smaller model. He said that Meta would implement a governance structure to give its independent directors the power to approve the safety criteria for releasing models. – Rappler.com

Starlink, the company’s satellite internet division, remained the only profitable business unit. It generated $1.6 billion in revenue during the quarter. Elon Musk told analysts on the earnings call that people were underestimating the company. He pointed directly to Starlink’s rapid growth as proof. Musk suggested Starlink could eventually power a large share of global internet access. Meanwhile, the company’s AI computing division posted a $1.2 billion loss on $2.5 billion in sales. The core space business also posted a loss, at $542 million on $962 million in sales. Musk said SpaceX currently runs 1.4 gigawatts of AI computing capacity. He added that this figure is expected to hit 10 gigawatts within the next year. Chief Financial Officer Bret Johnson said capital spending would stay steady for the rest of the year. Industry voices offered mixed reactions to the results. Carré Partners CEO Wendy Souvannarath noted that heavy AI investment has become the norm across tech firms. Analyst Brady Wang praised Starlink’s strong subscriber growth as a genuine bright spot. However, IG analyst Fabien Yip pushed back on Musk’s framing. He said it was a stretch to call the company underestimated while its AI division kept losing money.

    Lila Ibrahim, Google DeepMind’s Chief AI Readiness Officer, will not put a number on the odds of AI wiping out humanity. She is not dismissing the possibility either. Speaking to Fortune, she said the risk is “not zero,” admitting that anything more specific would just be guesswork on her part. Ibrahim was among those who signed the Center for AI Safety’s 2023 statement, alongside co-founders of Anthropic and OpenAI. That statement argued AI extinction risk deserves the same global priority as nuclear war and pandemics. Three years on, she still believes staying silent on existential risk would be irresponsible. She feels this way especially now, given how far the technology has advanced since then. Some of her peers sound even more alarmed. Geoffrey Hinton, often called the “godfather of AI,” estimates a 10% to 20% chance of extinction within the next three decades. Anthropic’s Dario Amodei has gone further, putting the odds of things going “really, really badly” at around 25%. These warnings are not new either. Physicist Stephen Hawking, who used AI tools himself, raised similar concerns long before ChatGPT even existed. Ibrahim compares the situation to the pandemic, pointing out that the worst risks rarely arrive the way people expect. She noted that entire industries failed to properly weigh risk during earlier tech shifts, including the rise of the internet and social media. She is just as sceptical of the optimistic predictions floating around. Elon Musk recently told The Economist that money will stop mattering by 2036, imagining a future of cheap abundance and universal high income once robots take over most jobs. Jeff Bezos has predicted millions of people living in space by 2045. Sam Altman, meanwhile, envisions new job opportunities specifically for graduates working in space. Ibrahim isn’t convinced by either scenario, arguing that AI simply is not developing fast enough to make these predictions realistic anytime soon. Rather than debating far-off futures, Ibrahim says she is more focused on using AI to tackle problems happening right now. She pointed to climate change and industrial pollution as areas where the technology could make a real difference. She was also clear that AI’s benefits should not be limited to a handful of powerful companies. For her, that is just as important as managing the risks.

Reports reached a massive peak around 7:54 a.m. Eastern Time, as roughly 3,600 users submitted formal issue tickets across both platforms within minutes. The sudden spike highlighted a troubling trend of technical instability across Meta’s digital ecosystem. While both platforms experienced severe connectivity issues, the exact nature of the glitches varied slightly between Facebook and Instagram. For Facebook users, the operational breakdowns were distributed relatively evenly. Roughly 37% of reporting users stated that the dedicated smartphone application failed to launch or froze upon opening. Approximately 32% encountered connection errors while trying to load the desktop or mobile web browser versions. About 23% struggled with account authentication, encountering repeated login failures or session timeouts. Conversely, Instagram’s problems were heavily concentrated within its primary mobile software interface. A substantial 62% of complaints involved total application crashes or non-responsive user interfaces on mobile devices. Around 15% of users reported an inability to establish a stable connection with Instagram’s host servers. About 13% noted that their personal news feeds, stories, and direct messages failed to refresh or update properly. What makes this latest disruption particularly concerning for industry observers and users alike is its timing. Meta’s services suffered a similar widespread failure just three days prior, on Sunday morning. Experiencing two major platform breakdowns within 72 hours points to potential systemic vulnerabilities rather than an isolated, one-off server hiccup. Technology experts note that repeated infrastructure failures cast doubt on the robustness of Meta’s server architecture and automated monitoring systems. For a company that manages global communication channels for billions of daily active users, back-to-back outages raise critical questions about network redundancy and server load management. Despite the mounting complaints and widespread publicity surrounding the outage, Meta has yet to issue an official public statement or detail the underlying root cause of the disruptions. Cyber-security analysts advise users to remain patient during these service interruptions and avoid making repeated attempts to reset account passwords or click unverified account recovery links, as these actions can inadvertently trigger temporary account lockouts. Until Meta provides formal technical updates and permanently stabilizes its server networks, users and businesses relying on Facebook and Instagram will remain on edge to see if additional outages destabilize the platforms in the coming days.
