Pattaya City Advances Towards Net Zero with Second Greenhouse Gas Management Meeting
PATTAYA, Chonburi – On August 5th, 2026, at 9:00 a.m., Deputy Mayor of Pattaya City Manoch Nongyai assigned Deputy Permanent Secretary Theerasak Jatupong to chair the second meeting of 2026 on city-level greenhouse gas management for Pattaya City.
The meeting, held in Meeting Room 221 at Pattaya City Hall, reviewed operational progress and examined the draft greenhouse gas reduction plan after the city completed data collection and calculation of its emissions inventory. Participants included heads of departments from the Office of Natural Resources and Environment, the Sanitation Engineering Office, and representatives from related agencies. Chakraphong Yaemyim, Director of the Low-Carbon City and Society Promotion Office under the Greenhouse Gas Management Organization, and his team presented Pattaya’s city-level greenhouse gas data along with project implementation guidelines.
Pattaya City formally declared its intention to join the project promoting carbon footprint preparation for local administrative organizations for fiscal year 2026 in partnership with the Greenhouse Gas Management Organization (Public Organization) on December 11th, 2025. The city later established a working group on city-level greenhouse gas management under Pattaya City Order No. 2606/2569, dated May 8th, 2026. The working group held its first meeting on June 8th to outline operational guidelines, data collection procedures, and the preparation of a city-level greenhouse gas inventory.
At that initial meeting, participants agreed that the greenhouse gas inventory serves as a critical mechanism for managing climate change at the city level. They stressed the need for cooperation from all agencies in preparing data, given its cross-sector nature, and focused on the transportation sector as a priority area. Recommendations included promoting electric vehicles, developing better public transport systems, reducing vehicle-related pollution, expanding green spaces, and conserving natural resources to enhance long-term carbon dioxide absorption capacity.
The August 5th meeting allowed the multi-agency working group to provide feedback and review data and reduction strategies to align with Thailand’s national greenhouse gas reduction targets planned through 2035. Deputy Permanent Secretary Theerasak Jatupong directed the Office of Natural Resources and Environment and the Sanitation Engineering Office to coordinate further with the Greenhouse Gas Management Organization (Public Organization) to establish a clear operational framework. The framework will be brought back for discussion with relevant agencies to reach suitable conclusions before finalizing an Action Plan. The goal is for Pattaya to advance toward becoming a sustainable low-carbon “Net Zero” city in line with the mayor’s BetterPattayaV2 policy.
