ISLAMABAD: Prime Minister Shehbaz Sharif has directed a comprehensive technical audit of the billing systems of electricity distribution companies (Discos), reaffirming that reforming Pakistan’s power sector remains one of the government’s top priorities.

Chairing a high-level meeting on the performance of the Power Division, the prime minister acknowledged that distribution companies had shown noticeable improvement but stressed that further reforms were essential to enhance efficiency and service delivery. He described the nationwide installation of smart electricity meters as a key step toward modernising the sector and improving transparency.

Shehbaz Sharif also called for strict action against electricity theft, instructing authorities to strengthen enforcement mechanisms at every level. He ordered the Power Division to establish clear performance benchmarks for distribution companies, supported by measurable targets and specific implementation timelines.

To encourage better performance, the prime minister announced that the country’s best-performing distribution company would receive formal recognition and awards, promoting healthy competition among power utilities.

Addressing the issue of prolonged electricity shortages in rural areas, he directed officials to prepare village-level solarisation projects, saying decentralised solar energy systems could reduce pressure on the national electricity grid while improving access to reliable power.

During the meeting, officials informed the prime minister that technical and commercial losses across distribution companies had continued to decline. Islamabad, Lahore and Gujranwala electricity companies recorded the lowest transmission and distribution losses during the last fiscal year, while power utilities in Islamabad, Lahore, Gujranwala, Faisalabad and Multan achieved full recovery of billed electricity dues in the 2025–26 fiscal year.

The meeting was also told that specialised Disco Support Units have been established in Hyderabad, Sukkur, Lahore, Multan and Hazara to combat electricity theft, improve bill recovery and resolve technical challenges more effectively.

Officials further briefed the prime minister that the first phase of the Asset Performance Management System (APMS) at the transformer level is expected to be completed by the end of September. The system is designed to improve monitoring of transformers, helping reduce both power theft and load-shedding.

In addition, the government is considering the installation of 16.2 million Advanced Metering Infrastructure (AMI) single-phase smart meters across the Multan, Lahore, Peshawar, Hazara and Quetta regions as part of its broader strategy to modernise Pakistan’s electricity distribution network.

    Ferozewala submerged as monsoon rains intensify

    Flooding has intensified in several parts of Ferozewala as hundreds of families remain stranded in submerged areas. The situation has become more concerning with another spell of monsoon rain expected across Punjab. The Pakistan Meteorological Department has forecast widespread rain and thunderstorms across Punjab and other parts of the country from July 29 to August 5. Several districts could receive heavy to very heavy rainfall during this period. The new weather system may increase the risk of urban flooding, flash floods and landslides. Weather officials said monsoon currents from the Arabian Sea and Bay of Bengal are likely to enter upper and central parts of Pakistan. A westerly weather system affecting northern areas is also expected to strengthen from August 1. Several areas of northern and central Punjab are likely to receive rain with breaks until August 4. These include Lahore, Rawalpindi, Islamabad, Gujranwala, Gujrat, Sialkot, Faisalabad, Sargodha, Sahiwal and surrounding districts. Southern Punjab is also expected to receive rainfall from July 31 to August 3. Bahawalpur, Bahawalnagar, Rahim Yar Khan, Multan, Vehari, Khanewal, Lodhran, Muzaffargarh, Kot Addu, Dera Ghazi Khan and Rajanpur are among the areas likely to receive rain. The Punjab Disaster Management Authority has directed provincial departments and district administrations to remain on high alert. Authorities have been warned about possible urban flooding in Lahore, Rawalpindi, Gujranwala, Gujrat, Sialkot, Faisalabad and Multan. Mountainous areas could face additional risks. Murree, Galliyat and nearby regions may experience landslides. Flash floods are also possible in local streams and nullahs. The threat extends to Kashmir, northeastern Punjab, Islamabad, Khyber-Pakhtunkhwa and Gilgit-Baltistan. Hill torrents may also affect Dera Ghazi Khan and northeastern parts of Balochistan. Officials have been instructed to complete preparations before the next spell of rain. District administrations have also been asked to closely monitor rivers, streams and other vulnerable locations. Authorities warned that additional rainfall could increase water levels in eastern rivers and adjoining nullahs. Residents have been advised to avoid unnecessary travel during heavy rain. People have also been asked to stay away from damaged buildings, mud houses, standing water and exposed electrical wires and poles. Parents have been urged to keep children away from flooded and low-lying areas. People have also been advised to move to safer places during thunderstorms. Water and sanitation authorities across Punjab have been directed to remain ready throughout the forecast period. Officials have been asked to keep drainage stations, pumps and machinery fully operational. Field teams are also expected to remain deployed during rainfall. Construction sites have been ordered to take additional safety measures. Open pits should be covered or properly cordoned off. Warning signs and barriers should also be installed. The weather warning comes as Ferozewala is already facing serious flooding. Dozens of villages and settlements have been submerged after an embankment along the seasonal Bhir Nullah was breached. The flooding has affected several residential communities. Water levels have continued to rise in some areas after further rainfall.

    China launches Arctic route to bypass global shipping chokepoints

    China is preparing to open a regular container shipping route through the Arctic as disruptions at major maritime chokepoints continue to affect global trade. The new service will operate through Russia’s Northern Sea Route along the Arctic coast. It is being presented as an alternative route between Asia and Europe. Chinese shipping company Sea Legend is expected to launch its first regular service on the route. The service will connect Ningbo in China with Felixstowe in the United Kingdom. The route has been described as the “Ice Silk Road”. It is designed to provide faster access to European markets. It could also improve trade links with Turkey and North Africa. The Arctic route could significantly reduce sailing times between China and Europe. The journey between Ningbo and Felixstowe normally takes around 40 days by traditional routes. The Northern Sea Route could cut the travel time by roughly half under suitable conditions. The route has gained attention as shipping companies look for alternatives to heavily congested and politically sensitive waterways. The Strait of Hormuz and the Bab al-Mandab have become major areas of concern for international shipping. Rising tensions in these regions have increased risks for vessels and raised costs for shipping companies. Marine risk experts say the Arctic is attracting greater interest from shipowners because it can offer shorter journeys and reduce exposure to geopolitical conflict zones. The Northern Sea Route is divided into 28 sections. Different rules and operating requirements apply along the route. Ships generally need permission from the Northern Sea Route administration, which is controlled by Russia’s state nuclear energy company Rosatom. Interest in the Arctic route is not new. Several international shipping companies have previously tested the Northern Sea Route. However, many European operators later avoided regular use of the route because of worsening relations with Russia. The changing climate has added another dimension to the debate. Shrinking sea ice has made some Arctic routes more accessible during parts of the year. The Arctic is now becoming an increasingly important area of competition among major powers. Russia considers the region strategically important for its economy and national security. It also views the Northern Sea Route as a major trade corridor. China has described itself as a “near-Arctic state” and has promoted the concept of a “Polar Silk Road”. Beijing sees greater Arctic access as an opportunity to expand trade and strengthen its global supply chains. The United States, meanwhile, has opposed efforts that could give Russia and China excessive control over Arctic routes. Washington has repeatedly supported freedom of navigation and greater international access to the region. The growing use of the Arctic shipping corridor could therefore have implications beyond commercial trade. For China, the route offers a potential way to reduce dependence on traditional maritime passages. For Russia, it could strengthen the economic importance of its Arctic coastline.
