PPRA probes Punjab health procurement

LAHORE: The Punjab Procurement Regulatory Authority (PPRA) has questioned the procurement practices of the Specialized Healthcare and Medical Education Department (SHC&MED) after allegations that tender specifications for cardiac consumables unfairly restricted competition and significantly increased procurement costs for the financial year 2026–27.

The matter came before the PPRA after M/s 4S International filed a representation challenging the department’s decision to make United States Food and Drug Administration (US FDA) approval mandatory for several high-volume cardiac consumables. The company argued that the exclusion of European CE Mark-certified products, which had previously been accepted, created discriminatory conditions and led to an unjustified increase in prices.

According to an order issued by PPRA Managing Director Sahibzadi Wasimah Umer, the complainant stated that balloon catheters (Item C3) bearing European CE certification had been procured during FY 2025–26 at a unit price of Rs6,985. Under the revised tender conditions requiring US FDA approval, the estimated unit price for the same item increased to Rs9,800.

The company further alleged that the department selectively applied the US FDA requirement to certain high-volume items, including C3, C4, C7, C19 and C20, while continuing to accept European CE Mark-certified products for other comparable items such as C5, C6 and C8.

The representation also claimed that objections to the revised tender conditions were formally raised during a pre-bid meeting held on June 30, 2026, but the official minutes did not reflect or address the concerns raised by prospective bidders. The complainant maintained that its CE Mark-certified products are registered with the Drug Regulatory Authority of Pakistan (DRAP) and are widely used in leading cardiology centres across Punjab with an established performance record.

During a hearing before the PPRA on July 8, 2026, SHC&MED Contract Manager Shafique Hussain stated that the US FDA requirement had been introduced on the advice of medical experts to ensure higher quality standards. However, after the proceedings, the department’s representative requested that the matter be referred back for reconsideration by the department.

In its ruling, the PPRA observed that public procurement laws require fairness, transparency and value for money, and noted that the distinction between accepted certifications warranted careful examination to determine whether it was based on clinical necessity, patient safety or other objective criteria, or whether it unnecessarily restricted competition without adequate justification.

The authority directed the health department to constitute an independent technical committee comprising impartial experts and departmental officials to conduct an evidence-based review of whether restricting procurement exclusively to US FDA-approved products is clinically essential.

The committee has also been asked to assess whether DRAP-registered products carrying European CE certification meet the required safety and performance standards and to provide M/s 4S International with an opportunity to present its case before a final decision is taken.

The PPRA also ordered the immediate refund of the Rs50,000 security deposit submitted by M/s 4S International.

According to the written order, investigators should have collected digital and documentary evidence, including WhatsApp chats, call records, bank records, travel documents and other electronic data. The court stressed that such evidence is necessary to establish the active role of an accused in an alleged trafficking network. The judgment further stated that the standard of investigation must be strong enough to legally prove an accused person’s involvement rather than relying on assumptions or incomplete evidence. The court also highlighted the need for reforms to effectively combat human trafficking. It said stronger legislation, improved investigative methods and better law enforcement mechanisms are essential to tackle organised trafficking networks. The LHC ruled that the transfer of money into a person’s bank account alone cannot be treated as proof of involvement in human trafficking. It added that suspicion, speculation or banking transactions by themselves are insufficient to establish criminal liability in such cases. The court ordered the release of Muhammad Tahir on post-arrest bail against surety bonds of Rs500,000, subject to the conditions set by the court. The case will continue in accordance with the law while further investigation proceeds.

She said that green buses are now operating on the streets of Muzaffarabad, providing improved transportation facilities for residents. She further claimed that within 18 months, the Punjab government provided housing opportunities to around 200,000 people under the “Apni Chhat Apna Ghar” initiative. According to her, educational support programs have also been expanded, including the distribution of laptops to 100,000 students and Honhaar scholarships for 50,000 students. Maryam Aurangzeb emphasized that PML-N’s approach is based on development, education, and public welfare. She called on party supporters to actively participate in political activities and strengthen the party’s position. Her remarks came during ongoing political activities, where parties are presenting their development plans and seeking public support. The issue of development and addressing regional challenges remains a key focus in political discussions across Pakistan.     AJK election polling ends, counting underway

    Polling for the second phase of the 2026 general elections to the Azad Jammu and Kashmir (AJK) Legislative Assembly concluded on Sunday, with vote counting now underway across the contested constituencies. The election was held for eight constituencies in the Muzaffarabad Division and 12 seats reserved for Kashmiri refugees residing in different cities of Pakistan. Polling in LA-27 Muzaffarabad was postponed due to bad weather and landslides, while clashes in LA-31 left a Pakistan Peoples Party (PPP) worker dead. In Khawra, Member of the National Assembly (MNA) Salahuddin Junejo and two party workers were injured in a firing incident. Voting began at 8:00 a.m. and was originally scheduled to end at 5:00 p.m. However, the AJK Election Commission extended polling by one hour in the Muzaffarabad Division due to a high voter turnout, allowing voters to cast their ballots until 6:00 p.m. More than 1.2 million registered voters were eligible to vote in the second phase of the elections. A total of 208 candidates contested nine constituencies in the Muzaffarabad Division, which has 809,621 registered voters, while 143 candidates competed for the 12 refugee seats. Authorities established 1,483 polling stations across the Muzaffarabad region, with heavy security deployed at highly sensitive locations. Polling Postponed in LA-27 Although elections were scheduled in nine constituencies of Muzaffarabad Division, polling was held in only eight. The Election Commission postponed voting in LA-27 Muzaffarabad-II (Lachhrat) after severe weather and landslides disrupted access to several polling stations. Fresh polling in the constituency has been scheduled for August 4. Voting in some constituencies began late, while the PPP accused the Pakistan Muslim League-Nawaz (PML-N) of electoral irregularities. The party’s election cell submitted formal complaints to the Chief Election Commissioner. Clashes and Violence A PPP worker, identified as Mushtaq Shah, was killed during clashes in LA-31. In Khawra, PPP MNA Salahuddin Junejo, who represents NA-210 Sanghar-II, suffered a gunshot wound to his arm during a firing incident. Two party workers were also injured and all three were shifted to hospital for treatment. In LA-29 (Muzaffarabad-III), polling was temporarily suspended after clashes erupted between supporters of the PML-N and the PPP. In LA-43 (Rawalpindi Valley-IV), PPP candidate Javed Butt reportedly entered the Millat Colony polling station accompanied by an armed guard. According to reports, the guard was not stopped by police personnel. Security and Key Contests Constituencies LA-28, LA-29, and LA-31 were declared highly sensitive due to security concerns. Closely watched contests included prominent political figures such as Shah Ghulam Qadir of the PML-N, Sardar Tanveer Ilyas of the Istehkam-e-Pakistan Party (IPP), former Prime Minister Raja Farooq Haider, and AJK Legislative Assembly Speaker Chaudhry Latif Akbar. In the Rawalpindi Division, 35 candidates contested three refugee seats, representing 27,907 registered voters. Voting also took place in Karachi for two refugee constituencies representing Kashmir and Jammu. For security, around 4,000 police personnel were deployed. Out of 175 polling stations, 31 were declared sensitive. In Khyber Pakhtunkhwa, 41 polling stations were established across 21 districts for LA-45 Kashmir Valley-VI, where 7,655 registered voters were eligible to cast their ballots.

Investors also expect the easing of tensions to support shipping activity through the Strait of Hormuz. The waterway is important for global energy supplies. Any prolonged disruption can push oil prices higher and increase pressure on economies that depend on imported fuel. The latest development also affected global oil markets. Crude prices fell sharply as investors reacted to the temporary halt in hostilities. Brent crude briefly dropped below $90 per barrel. It fell more than 7% at one stage during early trading. US West Texas Intermediate crude also declined. The fall in international oil prices could provide some relief to Pakistan’s economy. Pakistan spends a significant amount on energy imports.
