Punjab steps up Urban flood management

FAISALABAD: The Punjab Water and Sanitation Authority (PWASA) has stepped up its monsoon preparedness by deploying advanced machinery, completing large-scale desilting operations, and launching a modern command and control system aimed at improving flood management and emergency response across the province.

Speaking to reporters, PWASA Director General Tayyab Fareed said the authority has cleared nearly 650,000 tonnes of solid waste while completing the cleaning of drains, sewer lines, and manholes before the peak monsoon season. He added that a state-of-the-art Central Command and Control Room equipped with 13 digital dashboards is now providing real-time monitoring of rainfall and drainage conditions across Punjab.

Fareed said PWASA was established under the Punjab Water and Sanitation Act in June 2024, initially taking over the province’s five existing Water and Sanitation Agencies (WASAs). Since then, the Punjab government has expanded the network in phases, bringing the total number of district-level WASAs to 41.

He noted that this year’s monsoon arrived nearly two weeks later than usual, with heavy rainfall recorded during the second half of July across central and northern Punjab, including Lahore, Gujranwala, Gujrat, Sialkot, Sheikhupura, Okara, and Nankana Sahib.

According to the PWASA chief, a province-wide 45-day desilting campaign was completed ahead of the rainy season, with all activities digitally tracked to improve transparency and operational efficiency.

To strengthen sanitation services, the Punjab government has invested heavily in new equipment. Machinery worth Rs6.5 billion has been procured for 15 major cities, while an additional Rs7.5 billion has been allocated to equip smaller WASAs established during the latest expansion phase.

In total, around 950 machinery units, including dewatering pumps, cranes, tractor-trolleys, backhoe loaders, and other specialized equipment, are planned for deployment across Punjab. More than 300 units have already been delivered to field teams.

Fareed said the central control room coordinates directly with field staff while working closely with the Punjab Safe Cities Authority, Rescue 1122, and the Provincial Disaster Management Authority (PDMA) to ensure a faster and more effective response during heavy rainfall.

He also highlighted several long-term infrastructure projects designed to improve water management. These include a proposed Rs55 billion wastewater treatment project in Lahore and another project of similar value that will treat water from the BRB Canal to provide a sustainable surface water supply, reducing dependence on groundwater.

In addition, PWASA has constructed 18 underground rainwater storage tanks in Lahore and 10 more in Faisalabad, Gujranwala, Sheikhupura, Nankana Sahib, Okara, and Sahiwal. The tanks are currently being used to collect rainwater during the monsoon and are emptied after rainfall to prepare for future weather events, helping improve urban flood management across the province.

The disciplinary actions, covering the period from August 2024 to mid-2026, represent one of the largest internal crackdowns in the history of the FBR. The institution, responsible for collecting taxes and customs duties, has often faced criticism over allegations of corruption, misuse of authority, and lack of accountability. According to the official data, 211 officers belonging to grades 16 to 21 of the Inland Revenue Service (IRS), the FBR’s domestic tax collection wing, were suspended during the two-year period. Officials noted that previous annual averages for suspensions stood at around 33 cases, highlighting the significant increase in disciplinary measures under the current leadership. The number of major penalties imposed on officers also showed a steady rise. Cases increased from 38 during the 2023-24 fiscal year to 49 in 2024-25, before reaching 75 in 2025-26. Authorities say the increase reflects stricter monitoring and a stronger commitment to enforcing accountability rather than a rise in misconduct alone. In addition to suspensions, the FBR identified 32 officers as being of “questionable integrity” by April 2026. These included 14 officials from the Inland Revenue Service and 18 from Pakistan Customs. Most of the officers held senior positions in grade 20 or above and were removed from operational assignments to ensure greater transparency in tax administration. The accountability drive has coincided with investigations by the Federal Investigation Agency (FIA), which has arrested several senior tax and customs officials in separate corruption-related cases. These actions have reinforced the government’s broader efforts to strengthen oversight and address misconduct within public institutions. Official figures indicate a significant improvement in integrity levels among officers serving in sensitive positions. In the Inland Revenue Service, the proportion of officers considered to have low integrity dropped from 74 percent in July 2023 to just 11 percent by June 2026. Similarly, in Pakistan Customs, the figure declined from 71 percent to 9 percent over the same period. The FBR has also tightened its promotion process by introducing more rigorous screening measures. The number of officials placed on a performance watch list increased from around 2 percent in 2023 to nearly 40 percent by 2025, reflecting greater emphasis on ethical conduct, financial transparency, and professional performance. Officials say these reforms are part of a long-term institutional strategy rather than isolated disciplinary actions. Regular peer-review mechanisms have achieved completion rates of more than 97 percent, demonstrating improved compliance with internal evaluation procedures. As part of its modernization efforts, the FBR has also introduced a faceless income tax assessment system designed to reduce direct interaction between taxpayers and tax officials, thereby minimizing opportunities for corruption. Additionally, the board has implemented an integrity-based rating system that ranks officers from “A” to “D” based on their ethical standards and professional conduct. By June 2026, officers rated “A” or “B” occupied nearly 90 percent of critical positions in both Inland Revenue and Customs departments. Officials believe these reforms will help improve tax collection, strengthen governance, enhance investor confidence, and support Pakistan’s ongoing fiscal reform agenda.

    Punjab Chief Minister Maryam Nawaz has given in-principle approval for a major shrimp farming project covering 30,000 acres across the province. Maryam Nawaz directed officials to gradually involve the private sector in the shrimp farming programme. The project is also expected to create new employment opportunities in farming, processing, transportation and related businesses. Officials will work on developing the necessary infrastructure and facilities as the programme expands. The chief minister stressed the need for a modern and commercially viable fisheries sector in Punjab. She directed the relevant departments to ensure that the project moves forward according to a clear and practical plan.     The Pakistan Peoples Party has accused the Pakistan Muslim League-Nawaz of electoral irregularities during the Azad Kashmir elections. PPP leaders made the allegations during a press conference in Islamabad on Monday. PPP leader Sharmila Faruqui alleged that the PML-N was attempting to form a government in Azad Kashmir through rigging. She questioned claims that migrant seats had already been secured by the ruling party. Faruqui also criticised the Punjab government over its spending priorities. She questioned the concentration of development funds in Lahore and asked what had been done for other parts of the province. She said the PPP had avoided politicising incidents involving collapsed roofs in Punjab. However, she called for stronger measures to protect women and children. Faruqui also raised concerns about crime and law enforcement in Punjab. She referred to an alleged incident involving a girl with a mental disability in Lahore and criticised the police response. She further alleged that the Crime Control Department had carried out hundreds of encounters. According to her, the department had conducted around 670 encounters. Faruqui questioned whether the government was giving sufficient importance to courts and due process. She also claimed that a large majority of reported child abuse cases had occurred in Punjab. The PPP leader questioned the effectiveness of governance in cities where children and vulnerable citizens do not feel safe. Another PPP leader, Shahla Raza, also accused the PML-N of manipulating the Azad Kashmir election process. Raza claimed that the PML-N had entered the elections expecting to secure around 12 seats. She also alleged that election-related material was taken from police personnel and that gunfire occurred during the incidents. Raza further claimed that a PPP member of the National Assembly was shot. The PPP leaders called for greater transparency in the electoral process. They also urged authorities to investigate complaints submitted during polling. PPP leader Palwasha Khan said her party remains an ally of the PML-N at the federal level. However, she stressed that the PPP would not remain silent if it believed that the government was taking an incorrect step. Khan said the president has constitutional powers regarding official summaries and can act according to the law. She made it clear that the PPP considers itself a political partner rather than a subordinate of the PML-N. She warned that the government could face difficulties in achieving its political objectives if it ignored concerns raised by its allies. The allegations have added to political tensions surrounding the Azad Kashmir elections. The PPP and PML-N are coalition partners at the federal level. However, differences between the two parties have emerged over the election process and political developments in Azad Kashmir. The allegations made by PPP leaders have not, by themselves, established that electoral fraud occurred. The claims are expected to be examined by the relevant electoral and legal authorities.
