Punjab steps up Urban flood management

FAISALABAD: The Punjab Water and Sanitation Authority (PWASA) has stepped up its monsoon preparedness by deploying advanced machinery, completing large-scale desilting operations, and launching a modern command and control system aimed at improving flood management and emergency response across the province.

Speaking to reporters, PWASA Director General Tayyab Fareed said the authority has cleared nearly 650,000 tonnes of solid waste while completing the cleaning of drains, sewer lines, and manholes before the peak monsoon season. He added that a state-of-the-art Central Command and Control Room equipped with 13 digital dashboards is now providing real-time monitoring of rainfall and drainage conditions across Punjab.

Fareed said PWASA was established under the Punjab Water and Sanitation Act in June 2024, initially taking over the province’s five existing Water and Sanitation Agencies (WASAs). Since then, the Punjab government has expanded the network in phases, bringing the total number of district-level WASAs to 41.

He noted that this year’s monsoon arrived nearly two weeks later than usual, with heavy rainfall recorded during the second half of July across central and northern Punjab, including Lahore, Gujranwala, Gujrat, Sialkot, Sheikhupura, Okara, and Nankana Sahib.

According to the PWASA chief, a province-wide 45-day desilting campaign was completed ahead of the rainy season, with all activities digitally tracked to improve transparency and operational efficiency.

To strengthen sanitation services, the Punjab government has invested heavily in new equipment. Machinery worth Rs6.5 billion has been procured for 15 major cities, while an additional Rs7.5 billion has been allocated to equip smaller WASAs established during the latest expansion phase.

In total, around 950 machinery units, including dewatering pumps, cranes, tractor-trolleys, backhoe loaders, and other specialized equipment, are planned for deployment across Punjab. More than 300 units have already been delivered to field teams.

Fareed said the central control room coordinates directly with field staff while working closely with the Punjab Safe Cities Authority, Rescue 1122, and the Provincial Disaster Management Authority (PDMA) to ensure a faster and more effective response during heavy rainfall.

He also highlighted several long-term infrastructure projects designed to improve water management. These include a proposed Rs55 billion wastewater treatment project in Lahore and another project of similar value that will treat water from the BRB Canal to provide a sustainable surface water supply, reducing dependence on groundwater.

In addition, PWASA has constructed 18 underground rainwater storage tanks in Lahore and 10 more in Faisalabad, Gujranwala, Sheikhupura, Nankana Sahib, Okara, and Sahiwal. The tanks are currently being used to collect rainwater during the monsoon and are emptied after rainfall to prepare for future weather events, helping improve urban flood management across the province.

    Chief Justice of Pakistan Justice Yahya Afridi arrived in Karachi on Monday to preside over a two-day sitting of the Supreme Court’s Karachi Registry. Following his arrival, the Supreme Court issued the official cause list outlining the benches that will hear a wide range of civil and criminal cases during the proceedings. Bench No. 2 will comprise Justice Muneeb Akhtar and Justice Jamal Khan Mandokhail. The judges will hear cases assigned to them under the published schedule and dispose of pending matters brought before the court. Bench No. 3 will consist of Justice Muhammad Ali Mazhar, Justice Irfan Saadat Khan and Justice Aqeel Ahmed Abbasi. The three-member bench is also expected to hear a number of civil and constitutional cases during the two-day session. The Karachi Registry is scheduled to hear a variety of petitions and appeals filed by individuals, government departments and private parties. The hearings are part of the Supreme Court’s regular judicial work aimed at ensuring timely disposal of pending cases across the country. Lawyers and litigants are expected to appear before the respective benches according to the published cause list. The two-day sitting will provide an opportunity for the court to hear several pending matters and issue rulings in accordance with the law.     LAHORE: The National Cyber Crime Investigation Agency (NCCIA) Lahore has arrested three suspected members of a honey-trap and cyber blackmailing network during a raid in Multan, officials said. According to an NCCIA spokesperson, the suspects allegedly used fake identities on social media to establish contact with unsuspecting citizens before moving conversations to WhatsApp. They would then use video calls to obtain private pictures and videos, which were allegedly used to threaten victims and extort money from them. The operation was carried out on the special directions of NCCIA Punjab Director Muhammad Ali Waseem. Acting on intelligence, an NCCIA Lahore team raided a house in Basti Saleh Mahaye, near Nawabpur Road in Multan, and arrested Dil Hassan, Umar Saeed and Umair Hassan. Initial investigations suggest that the suspects had allegedly collected millions of rupees from victims through the same method. Investigators have also secured evidence relating to financial transactions and money transfers as part of the probe. Three mobile phones were recovered during the raid. The agency said an initial forensic examination revealed several WhatsApp accounts, photographs, videos and other potentially significant digital evidence. A detailed forensic analysis is now under way. During questioning, investigators also came across the names of Muhammad Farhan, Sohail alias Loli, Zahid Haraj and Shahid Haraj, along with several other individuals. Their alleged involvement and possible links to the network are being examined. The NCCIA is now working to identify additional members of the suspected network, trace the social media accounts allegedly used in the scheme, follow the money trail and identify other potential victims. NCCIA Punjab Director Muhammad Ali Waseem said operations against individuals involved in honey-trapping and cyber blackmailing would be intensified, stressing that those found involved would face legal action under the law.

    Polling continued on Sunday in the second phase of the Azad Jammu and Kashmir (AJK) elections, with voters casting ballots in eight of the nine constituencies in the Muzaffarabad division and all 12 refugee constituencies. The polling process began at 8am and was initially scheduled to conclude at 5pm. However, an AJK Election Commission spokesperson announced a one-hour extension, allowing voters to cast their ballots until 6pm. Heavy rainfall forced authorities to postpone polling in LA-27 (Muzaffarabad-I), AJK Chief Election Commissioner Ghulam Mustafa Mughal said. More than 300 candidates are contesting the seats in the Muzaffarabad division and the 12 constituencies reserved for refugees settled in various parts of Pakistan. Meanwhile, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto-Zardari renewed his allegations of electoral irregularities, accusing the Pakistan Muslim League-Nawaz (PML-N) of attempting to influence the voting process during the second phase as well. In a post on X, Bilawal condemned what he described as an attack on PPP’s regional president Chaudhry Latif Akbar, who is also contesting from LA-31 (Muzaffarabad-V). He alleged that elements linked to the PML-N were responsible for the incident and claimed that PPP worker Mushtaq Shah was killed in the same constituency. Bilawal accused the PML-N of using intimidation and violence to interfere with the electoral process and called for the immediate arrest of those responsible for the alleged attack on Akbar and the killing of the party worker. In another statement, the PPP chairman alleged that attacks had targeted his party’s voters as well as the AJK president. He said the contest in Muzaffarabad had turned into a struggle between the PPP’s political principles and what he described as the PML-N’s use of threats, coercion and alleged rigging. The PPP also submitted a formal complaint to the AJK Election Commission, alleging that Akbar faced a physical assault while participating in election-related activities on polling day. The party named three individuals in connection with the incident and said it had initiated the process of registering a first information report (FIR). The PPP urged the Election Commission to investigate the alleged security failure and determine how the incident occurred despite security arrangements at the polling site. AJK Prime Minister Faisal Mumtaz Rathore, who belongs to the PPP, also took notice of the incident. He directed the chief secretary and inspector general of police to investigate the matter and ensure that those responsible face legal action.

    Child’s refusal to buckle up leads to flight cancellation in Canada

    A Porter Airlines flight from Victoria to Toronto was cancelled after a young child refused to sit in the assigned seat and fasten the seat belt. The incident happened on flight PD444 at Victoria International Airport in British Columbia. The aircraft had already left the terminal. It was preparing for takeoff when crew members noticed the child standing on the seat. Flight attendants tried to resolve the situation. The child’s parents also attempted to convince the youngster to sit down. However, the child continued to resist. The crew could not proceed with the flight while the safety issue remained unresolved. Aviation safety rules require passengers to remain seated and use seat belts when instructed. The aircraft therefore had to return to the terminal. The family was removed from the plane. Their baggage also had to be taken off the aircraft. Airport and airline staff then had to complete the required travel and security procedures. The process took considerable time. The procedures continued beyond 12:30am. Victoria International Airport closes its main runway at 12:30am every night. Because the runway had already closed, the aircraft could not take off again that night. The cancellation caused further inconvenience for the other passengers. They were forced to spend the night in Victoria. Porter Airlines apologised to the affected passengers for the disruption. The airline arranged alternative flights for them the following day. The incident highlights how even a seemingly minor safety issue can cause major delays when an aircraft is preparing for departure.
