BANGKOK, Thailand – The second autopsy of popular Thai travel vlogger Bowornthat Pengsuk, widely known online as Hlun Solo, suggests heart failure as a potential cause of death, though forensic experts have not ruled out poisoning due to severe limitations caused by the initial examination in Georgia. The Central Institute of Forensic Science conducted the domestic examination on Thursday morning, shortly after the 27-year-old content creator’s remains were repatriated to Thailand.

Forensic physicians noted that while a computed tomography scan and physical examination revealed no signs of physical assault, broken bones, or fatal violence, a slight cardiac abnormality was detected that could have triggered heart failure. Determining the precise cause of death, however, is complicated by the prior autopsy performed overseas. Georgian authorities had removed the coronary arteries for their own examination and extracted all available blood samples. Furthermore, the remains were treated with formalin prior to repatriation, a chemical preservation process that can significantly interfere with secondary toxicology screenings and obscure the presence of certain substances.

To circumvent the lack of available blood, the Thai institute has formally requested the original toxicology results, vital organ findings, and detailed conditions of the death scene from Georgian authorities. Domestically, investigators have collected tissue samples from the digestive tract to test for poisonous substances and are conducting an in-depth hair analysis to screen for narcotics, with comprehensive results expected in the coming weeks. Medical examiners are also performing genetic testing to investigate whether the vlogger suffered from Sudden Unexplained Nocturnal Death Syndrome, a hereditary condition known to trigger unexpected fatal cardiac events during sleep.

In the wake of the domestic autopsy, the family has reportedly expressed satisfaction with the thoroughness of the Thai examination, even as they await the final, consolidated forensic conclusions from both nations.

Despite the settlement, the contractor subsequently approached the courts seeking arbitration over additional demands. The trial court and the Peshawar High Court rejected the request, and the Supreme Court has now upheld those decisions. The apex court clarified that once a party willingly accepts final payment and signs a No Demand Certificate, it cannot reopen financial claims or invoke arbitration unless it can establish that the settlement was secured through fraud, coercion or undue influence. The court stressed that voluntarily concluded agreements must remain enforceable, particularly in public-sector development projects where contractual certainty is essential. It warned that allowing settled disputes to be reopened without evidence of wrongdoing could weaken confidence in contracts and create uncertainty in commercial dealings.

    Federal government freezes ad hoc relief allowance…

    The federal government has decided to keep the 2023 and 2024 ad hoc relief allowances unchanged for its employees, maintaining the existing rates while also outlining the allowance structure for newly appointed staff. According to a notification issued by the Ministry of Finance, the Ad Hoc Relief Allowance-2023 will remain frozen at the level applicable on June 30, 2023, and will not be revised until further instructions are issued. Under the current arrangement, employees in Grades 1 to 16 will continue to receive an allowance equal to 35% of their basic pay, while officers in Grades 17 to 22 will receive 30% of their basic pay under the 2023 relief allowance. The ministry has also announced that the Ad Hoc Relief Allowance-2024 will remain frozen at the rates applicable on June 30, 2026. Employees in Grades 1 to 16 will continue to receive 25% of their basic pay, whereas those in Grades 17 to 22 will receive 20% of their basic pay. The decision means there will be no increase in these allowances until further notice, although eligible employees will continue receiving them at the existing rates. The notification also provides guidance on the applicable allowance rates for newly recruited federal government employees, ensuring uniform implementation across government departments. The Finance Ministry said the revised pay and allowance framework will remain effective unless amended through a future government notification.

    Karachi police have registered a case under the Anti-Terrorism Act following a violent clash between rival groups at the Muttahida Qaumi Movement-Pakistan (MQM-P) headquarters in Bahadurabad that left several people injured and spread panic in the surrounding area. According to the First Information Report (FIR), the case has been registered by the state at New Town Police Station under multiple sections of the Pakistan Penal Code, including rioting, attempted murder, causing injuries and unlawful assembly, along with Section 7 of the Anti-Terrorism Act. Police have nominated two suspects, identified as Azhar alias Lumba and Zeeshan Habib, while 20 to 25 unidentified individuals have also been named in the case. Investigators said police received reports on the evening of August 2 that two groups had clashed near Choti Market in Bahadurabad. During the violence, a man identified as Amir sustained a bullet injury to his arm, while two others, Asad and Kashir Ali, were also injured. All three were shifted to Abbasi Shaheed Hospital for treatment. The FIR states that both groups allegedly exchanged gunfire and fired into the air, creating fear among residents and disrupting public order. Authorities also noted that Section 144 was in force at the time, prohibiting the display of weapons and public disorder. Police said the suspects fled the scene before law enforcement personnel arrived. The incident reportedly occurred during a party meeting at MQM-P’s central office. According to police, tensions escalated after the meeting ended, leading to a confrontation between supporters of different party factions. Officials said workers belonging to one faction allegedly assaulted members of the rival group and forced them out of the party headquarters. Heavy gunfire was also reported from inside the premises, causing alarm among nearby residents.

Reports said three children and two women were among the victims, while several others were wounded. One of the strikes reportedly hit a home in the village of Ansar, where members of the same family were killed. The latest violence comes despite a ceasefire intended to prevent a renewed escalation between Israel and Hezbollah. The continued strikes have raised fresh fears that the fragile truce could unravel. Lebanon’s leadership has condemned the attacks, warning that continued military action could undermine efforts to restore stability along the border. The escalation also comes amid unresolved disputes over Hezbollah’s weapons and Israel’s military presence in southern Lebanon. With tensions still high, residents in affected communities remain fearful that another cycle of violence could begin.
