Thailand Rejects Cambodian Bid to Relocate Border Talks to Kuala Lumpur

BANGKOK — Thailand has formally rejected a proposal from Cambodia to change the venue of a critical border committee meeting from Chanthaburi province to Kuala Lumpur, Malaysia. The General Border Committee (GBC) meeting is scheduled for tomorrow as part of ongoing efforts to de-escalate hostilities along the shared frontier.

Thailand and Cambodia to Hold Ceasefire Talks This Wednesday

Cambodia’s request, conveyed in a letter from Defence Minister Tea Seiha to the Thai GBC, cited safety concerns as the reason for seeking to move the talks abroad. Thai Foreign Minister Sihasak Phuangketkeow confirmed today that the meeting will proceed as originally planned in Chanthaburi.

Minister Sihasak noted that Cambodia has not yet presented any preconditions for the talks but stated Thailand is open to discussing any such conditions if raised during the meeting. Thailand has, however, outlined three key principles for any ceasefire agreement: Cambodia must declare a ceasefire first; the ceasefire must be genuine, sustained, and observed; and Cambodia must cooperate in good faith on joint mine-clearance efforts. Thailand also insists that the border conflict be resolved bilaterally between the two nations.

The diplomatic standoff continues amid ongoing military clashes. The Second Army Region reported that two Thai soldiers were injured yesterday in fighting near the Ta Kwai and Ta Muen Thom ancient temple ruins in Surin province. The skirmishes mark the sixteenth consecutive day of conflict along the Thai-Cambodian border.

The seminar was attended by Lord Qurban Hussain, Baroness Nosheena Mobarik, Afzal Khan MP and Adnan Hussain MP, alongside prominent community figures including Councillor Yasmine Dar, UK-Pakistan Kashmiri Councillors Forum Chairman Liaqat Ali MBE, Jammu Kashmir Self Determination Movement International Chairman Raja Najabat Hussain and former Deputy Mayor of Peterborough Mohammad Nadeem. Speakers strongly criticised India’s constitutional changes of August 2019, describing them as illegal and unconstitutional. They expressed concern over the human rights situation in IIOJK and called for an immediate end to alleged rights violations. Participants stressed that the Kashmir dispute remains an internationally recognised issue that should be resolved through dialogue and in line with UN Security Council resolutions. The seminar also proposed a strategic roadmap to enhance engagement with policymakers, parliamentarians and international stakeholders to build support for a just and lasting resolution of the Kashmir dispute. Messages from the President of Pakistan, the Prime Minister and the Deputy Prime Minister and Foreign Minister were read out during the event, reiterating Pakistan’s continued diplomatic, political and moral support for the people of Jammu and Kashmir. Justice Irfan Saadat Khan authored the judgment. The dispute originated from a construction contract awarded in December 1993 for the Hayatabad Medical Complex in Peshawar. During the project, the contractor sought additional payments, citing delays and funding shortages. According to the judgment, the company later accepted Rs88.555 million as final payment and signed a No Demand Certificate, formally giving up its right to pursue further financial claims under the contract. Despite the settlement, the contractor subsequently approached the courts seeking arbitration over additional demands. The trial court and the Peshawar High Court rejected the request, and the Supreme Court has now upheld those decisions. The apex court clarified that once a party willingly accepts final payment and signs a No Demand Certificate, it cannot reopen financial claims or invoke arbitration unless it can establish that the settlement was secured through fraud, coercion or undue influence. The court stressed that voluntarily concluded agreements must remain enforceable, particularly in public-sector development projects where contractual certainty is essential. It warned that allowing settled disputes to be reopened without evidence of wrongdoing could weaken confidence in contracts and create uncertainty in commercial dealings.

Earlier, he served as a senator from 2006 to 2012 and played an active role in several parliamentary standing committees. His committee work covered key sectors, including finance, economic affairs, revenue, statistics, planning and development, commerce, industries and production, petroleum, natural resources and minerals, as well as sports, culture and tourism. Haroon Akhtar also has a strong professional background in actuarial science and business administration. He earned Master of Science degrees in Actuarial Science and Business Administration from the University of Manitoba in Canada. He is a fellow of the Society of Actuaries in the United States and the Canadian Institute of Actuaries. He also achieved recognition in the actuarial profession at a young age, becoming one of the youngest qualified actuaries at the time. His professional career has remained closely connected with Pakistan’s business and industrial community for more than three decades. Over the years, he has developed strong links with investors, industrialists, business leaders and government institutions, giving him a broad understanding of the challenges facing the private sector and the regulatory environment. Haroon Akhtar has also worked to strengthen coordination between businesses and government institutions. His experience includes bringing investors, industrialists and regulators together to improve communication, facilitate investment and address issues affecting businesses and industry. His appointment comes at a time when Pakistan continues to focus on strengthening industrial growth, attracting investment, improving the business environment and expanding economic activity. With his background in business, taxation, economic affairs and parliamentary work, Haroon Akhtar is expected to play a key role in shaping policies related to the country’s industrial and production sectors.
