Thailand to Raise International Passenger Fee by More Than 50% Starting June 2026

BANGKOK — Airports of Thailand (AOT) announced on Friday that the passenger service charge (PSC) for outbound international travelers will increase to 1,120 baht per person from the current 730 baht, effective June 20, 2026. The 53 percent hike will apply across all six airports operated by the company: Suvarnabhumi, Don Mueang, Phuket, Hat Yai, Chiang Mai, and Chiang Rai. The domestic passenger fee will remain unchanged at 130 baht, AOT confirmed.

Fees for airlines to be lifted at 5 airports

The Civil Aviation Board approved the adjustment on December 3, 2025, according to AOT president Paweena Jariyathitipong, who addressed the media on Friday to outline the rationale behind the decision. Studies used to support the increase indicate that the PSC, which is included in the final price of flight tickets, accounts for only a small proportion compared with airfare and other travel expenses. As such, the fee adjustment is not expected to significantly affect passengers’ overall travel decisions, she said.

AOT projects that the increase will generate approximately 13 billion baht in additional revenue for fiscal year 2027. These funds will be allocated as investment capital for future infrastructure projects, with a key focus on the development of a new South Terminal at Suvarnabhumi Airport, a massive undertaking valued at more than 200 billion baht.

The company stressed that revenue from the higher PSC is intended to help improve its cost structure, reduce reliance on borrowing and interest burdens, and strengthen financial resilience rather than maximize profit. AOT also noted that more than 90 percent of airports worldwide levy fees on both departing and transit or transfer passengers, while Thailand remains among a small minority of approximately five percent that charges only departing passengers, thus limiting long-term revenue potential.

Critics Question Value for Money

Although AOT maintains that the PSC increase aligns with international practice, the announcement has drawn sharp criticism from industry observers who question whether passengers will receive commensurate value for the higher fee.

Former Democrat Party deputy leader Samart Ratchapolsitte publicly questioned the rise, arguing that the key issue is not the size of the increase but what passengers would receive in return. He pointed out that after the adjustment, the fee at Suvarnabhumi would exceed that at many of the world’s top-rated hubs, despite Suvarnabhumi ranking only 39th in the latest Skytrax airport ratings.

Samart cited indicative PSC levels at leading international airports for comparison: Singapore’s Changi Airport charges approximately 1,600 baht, Doha’s Hamad International and Tokyo Haneda charge around 600 baht, Seoul Incheon charges 370 baht, Tokyo Narita charges 640 baht, and Hong Kong International charges 800 baht.

“If travelers pay at global levels, what service level will they get?” he asked, highlighting the discrepancy between fees and service quality rankings.

The former deputy leader warned that the hike could push up airfares on low-cost routes by seven to ten percent on typical four- to five-hour flights priced between 4,000 and 5,000 baht. This increase could potentially erode Thailand’s price competitiveness as a tourist destination and divert visitors to cheaper alternatives in the region. The broader concern, he suggested, is the long-term impact on Thailand’s tourism-dependent economy.

Samart argued that PSC revenue should be transparently channelled into tangible service upgrades that passengers can clearly see and experience. He listed specific improvements that travelers would expect in return for higher fees: shorter queues at immigration and security checkpoints, faster baggage handling systems, adequate seating and restroom facilities throughout terminals, reliable high-speed Wi-Fi connectivity, and fully functional self check-in kiosks and biometric systems. These should be accompanied by enhanced security measures and expanded infrastructure to relieve persistent congestion at peak travel times.

“If passengers can clearly see improvements, I believe most are willing to pay,” Samart concluded. “In short, higher prices are not the problem, provided they deliver value for passengers.”

AOT has indicated that it will proceed with the implementation as planned, with the new fee structure taking effect in June 2026, giving airlines and passengers more than one year to prepare for the adjustment.

    The Federal Investigation Agency (FIA) Peshawar Zone has arrested five suspects during raids against alleged illegal foreign currency exchange and Hawala/Hundi operations in Timargara Bazaar, Lower Dir. According to FIA officials, the suspects were allegedly operating unauthorized currency exchange and money transfer businesses without the required licences. Separate cases have been registered against the arrested individuals under the Foreign Exchange Regulation Act (FERA). During the raids, investigators recovered Pakistani and foreign currency worth millions of rupees. The seized cash included Rs49.336 million in Pakistani currency, 158 million Iranian rials, 20,521 Saudi riyals, 3,000 UAE dirhams and 700 Polish zloty. The FIA said the suspects were allegedly involved in unauthorized foreign exchange dealings and illegal transfer of funds through Hawala/Hundi networks. Such activities violate Pakistan’s laws governing foreign exchange and financial transactions. The latest action forms part of the FIA Peshawar Zone’s ongoing crackdown on unauthorized currency dealers and illegal money-transfer networks in Khyber Pakhtunkhwa. Officials said such operations are aimed at curbing activities linked to money laundering, currency smuggling and other financial crimes. The agency has launched further investigations to determine the source and intended destination of the recovered funds. Investigators are also working to identify other people who may be connected with the alleged illegal operations.

    Pakistan may soon allow ordinary citizens to legally install tinted car windows under a proposed revision to the Tinted Glass Permit Policy 2025. According to the draft policy private vehicle owners would be able to obtain a tinted glass permit by paying an annual fee of Rs. 15,000. Current and former members of parliament would receive permits free of charge while only accredited diplomats would be eligible among foreign applicants. Officials say the revised policy is still under consultation with relevant stakeholders and final approval has not yet been granted. If approved the new rules will introduce updated eligibility criteria permit fees and application procedures for tinted vehicle windows across Pakistan.

    FIA launches unit to hunt dark web criminals

    The Federal Investigation Agency (FIA) has established a dedicated unit to investigate criminals operating through the dark web. The move is aimed at strengthening Pakistan’s ability to deal with hidden online criminal networks. The new unit has been set up at the FIA’s National Command and Control Centre (NC3) in Islamabad. It will use advanced technology and digital investigation techniques to identify suspects who use encrypted platforms to conceal their identities. FIA Director General Dr Usman Anwar said the unit would focus on criminal networks involved in activities that fall under the agency’s jurisdiction. Investigators will also examine suspicious digital transactions, including those involving cryptocurrencies. A major focus will be networks involved in producing fake documents. Such documents can be used to facilitate human trafficking and illegal migrant smuggling. The unit will also investigate other forms of cyber-enabled crime linked to the dark web. The dark web is a hidden part of the internet. Its websites are not normally indexed by standard search engines. Access often requires specialised software and knowledge. Criminals can use these systems to hide their identities and locations. The technology has also been misused for illegal trade, cybercrime and other criminal activities. Authorities face additional challenges because many dark web networks operate across national borders. Criminals can also use cryptocurrency to make financial transactions more difficult to trace. The FIA plans to address these challenges through modern digital investigation tools and greater coordination between specialised teams. The new unit will work closely with the FIA’s cryptocurrency investigation unit. Both units will operate under the same facility and share technical expertise. Investigators will use blockchain forensic techniques to examine cryptocurrency transactions. These techniques can help authorities analyse transactions and potentially connect anonymous or pseudonymous digital addresses with real-world identities. Open-source intelligence will also be used to support investigations. Officials said digital evidence gathered from different sources could help strengthen criminal cases. Investigators will track aliases, usernames and pseudonyms used by suspected criminals across online marketplaces, forums and other hidden platforms. The information will be used to build detailed profiles of suspected offenders. Authorities can then use the evidence to identify suspects and pursue legal action. NC3 Director Dr Athar Waheed explained the basic structure of the internet. He said it is commonly divided into three broad layers: the surface web, deep web and dark web. The surface web includes websites that can be found through regular search engines. News websites, social media platforms, blogs and online shopping sites are examples. The deep web contains online material that search engines do not index. This includes private databases, email accounts, banking systems, academic resources and internal organisational networks. Much of the deep web is legitimate. Users normally need passwords, subscriptions or specific permissions to access such content. The dark web is a smaller and deliberately hidden section of the deep web. It uses technologies designed to provide greater anonymity. Tor is one of the technologies commonly associated with accessing dark web services. It routes internet traffic through multiple volunteer-operated relays, making it more difficult to identify the original source. The FIA’s new unit will seek to overcome these anonymity measures through digital forensics, intelligence gathering and technological investigation.

    AJK polling extended amid disruptions and security…

    Polling in the first phase of the Azad Jammu and Kashmir (AJK) Legislative Assembly elections was extended by one hour on Monday. Voting in Bhimber, Mirpur and Kotli continued until 6pm. The extension was announced as several polling stations faced disruptions and complaints. Political parties also raised concerns about alleged interference and security issues during the voting process. The first phase of the AJK elections covers all 13 constituencies of Mirpur Division. The division includes four seats in Mirpur, three in Bhimber and six in Kotli. More than 1.4 million registered voters are eligible to cast their votes in the first phase. Election authorities established 2,454 polling stations and 3,701 polling booths across the division. Around 22,000 election officials were assigned duties to manage the polling process. Security was also increased at polling stations across the region. The Pakistan Peoples Party (PPP) raised several complaints during the day. PPP AJK Election Cell in-charge Sardar Abdul Shakoor called on the Election Commission to take immediate notice of disruptions at polling stations. Polling at Station 108 in LA-13 Kotli-VI was reportedly suspended for around two hours. Shakoor said the interruption was affecting voters and preventing them from exercising their right to vote. He demanded that polling be restored immediately. He also called for an investigation into the reasons behind the suspension. The PPP also alleged interference at several polling stations in LA-8 Raj Mahal and LA-12 Charhoi. The party claimed that some PML-N supporters were attempting to influence the polling process. The allegations included the presence of armed individuals near some polling stations. The PPP demanded stronger security arrangements to protect voters, polling staff and election material. Another serious incident was reported in LA-9 Nikyal. A PPP worker was killed during an incident that the party linked to alleged intimidation and the display of weapons. PPP officials identified the deceased as 35-year-old Mukhtar Younus. The party demanded the immediate arrest of those responsible for the incident. Shakoor alleged that weapons had been displayed in the area before polling day. He claimed that timely action by the authorities could have prevented the situation from worsening. The PPP also accused the federal government of interfering in the AJK elections. PPP Secretary General Nadeem Afzal Chan demanded that federal officials and government machinery remain neutral during the electoral process. He said political parties should be allowed to compete without outside interference. Chan also raised concerns over alleged use of state resources during the election campaign. He called for development announcements and other government activities that could influence voters to be stopped during the election period. The PPP has established an election monitoring cell in Islamabad. Senior party leaders are monitoring polling-related complaints through the cell. The monitoring team is also maintaining contact with election officials, district administrations, candidates and party representatives. The PPP said the purpose of the cell was to monitor the election process and report any violations. Meanwhile, the Election Commission took action against two presiding officers in Kotli. The officials were accused of failing to report to their assigned polling stations. They allegedly went to a private residence instead. An FIR was registered against both officials. They were arrested and later suspended from service. Election authorities said strict action would be taken against officials who violate election rules. They also warned that negligence and irregularities in the polling process would not be tolerated. Security remained a major focus during polling. Authorities declared 1,965 polling stations sensitive or highly sensitive. More than 19,000 security personnel were deployed across Mirpur Division. The force included around 17,000 police personnel. Around 2,100 Army personnel were also kept on standby. They could be deployed as a backup force if the security situation deteriorated. Despite the complaints and isolated incidents, polling continued at most stations. In LA-1 Dadyal, voting began in a peaceful atmosphere. Security arrangements were strengthened around all polling stations in the constituency. More than 105,000 voters are registered in Dadyal. The constituency has 139 polling stations and 234 polling booths. The first phase of the elections is being held under a revised schedule. Polling in Muzaffarabad Division and the 12 refugee constituencies is scheduled for August 2. The final phase will be held in Poonch Division on August 10. A total of 288 candidates are contesting the 13 seats in Mirpur Division. Election authorities have urged candidates, workers and voters to maintain peace and follow the electoral code of conduct.

    President Asif Ali Zardari, Prime Minister Shehbaz Sharif and Pakistan’s armed forces have paid tribute to Captain Muhammad Sarwar Shaheed, the first recipient of the Nishan-e-Haider, on his 78th martyrdom anniversary. According to the Inter-Services Public Relations (ISPR), Captain Sarwar embraced martyrdom on July 27, 1948, during the first Kashmir war while fighting in the Tilpatra area of Azad Kashmir. His bravery earned him the distinction of becoming Pakistan’s first Nishan-e-Haider recipient. ISPR said Captain Sarwar led his troops with exceptional courage, strong military strategy and an unwavering sense of duty. The people of Pakistan and the armed forces continue to honour his enduring legacy, which inspires present and future generations to uphold the values of duty, honour and patriotism. President Zardari said Captain Sarwar sacrificed his life for the cause of Kashmir’s freedom, describing his sacrifice as a timeless example of courage, duty and patriotism. He added that the nation’s martyrs remain a precious national asset and that Captain Sarwar’s name will always be remembered. Prime Minister Shehbaz Sharif also paid tribute to the national hero, saying the entire nation honours his sacrifice for the defence of Pakistan. He said Captain Sarwar fought the enemy with remarkable courage and became the first Pakistani to receive the Nishan-e-Haider for his ultimate sacrifice in the service of the country.
