Thousands of former Pak PWD employees still await salaries as Committee slams bureaucratic delay

Islamabad: The Senate Standing Committee on Housing and Works erupted in frustration over massive delays in salary payments to former Pakistan Public Works Department (Pak PWD) employees, exposing systemic inefficiencies and administrative apathy across federal ministries. Despite being adjusted in various departments, thousands of workers remain unpaid, sparking fears of widespread exploitation and financial insecurity.

Chairman Senator Nasir Mehmood openly criticized ministries for misleading assurances, stating that the Committee would not tolerate empty promises. Officials revealed that out of 20,024 former Pak PWD employees, only 3,094 had received salaries, while around 30 cases remained pending, including employees in the Ministry of Planning and Ministry of Religious Affairs. “These delays are unacceptable,” Senator Mehmood said, stressing that commitments made to the Committee must be implemented without further excuses.

The Committee also took up the plight of contractual employees, highlighting that existing rules deny them pensions. While the Ministry of Housing and Works had submitted proposals for special consideration, no concrete action has been taken yet, leaving many workers in limbo. Senator Naseema Ehsan highlighted the plight of widows and families of deceased employees, urging immediate resolution to their pending cases.

Beyond employee issues, the Committee reviewed stalled development projects, including the Green Enclave I Housing Project, which has faced prolonged delays due to litigation, NAB inquiries, land disputes, bank guarantees, COVID-19 impacts, and contractual complications. Despite partial resumption of work, allottees continue to suffer from financial and operational setbacks. Chairman Mehmood warned, “Thousands of citizens invested in good faith; they deserve timely delivery, not excuses.”

The Committee directed contractor Dr. Hafeez Abbasi to appear in the next session to explain persistent delays and emphasized that all stakeholders must cooperate to complete projects promptly. Officials confirmed that new housing schemes are on hold until ongoing projects are completed, highlighting a major bottleneck in government housing delivery.

Other projects under scrutiny included lift replacements at Shaheed-e-Millat Secretariat, which remain incomplete, and the Model Jail project, where only Phase-I is near completion, while Phase-II, including women’s facilities, is still pending. The Committee demanded an on-site inspection in August to ensure accountability and prevent further slippage.

In a stern warning, Senator Mehmood urged all ministries and departments to implement recommendations immediately and submit detailed progress reports in the next meeting, signaling zero tolerance for bureaucratic inaction.

One of the lines reportedly heard in the leaked track reads, “Oh Celeste, the girl with my name tattooed on her chest.” The appearance of the song during the ongoing court proceedings further fuelled online discussion surrounding the case. The reported hack came as d4vd, whose real name is David Anthony Burke, attended preliminary hearings in Los Angeles Superior Court. Prosecutors are presenting evidence in a case accusing Burke of murdering 13-year-old Celeste Rivas Hernandez, who was found dead in 2025. He has denied the allegations, and the legal proceedings remain ongoing. During the fourth day of hearings on July 24, prosecutors presented text messages exchanged between Burke and Rivas Hernandez in January 2024. The messages reportedly discussed a pregnancy and abortion. According to court records, Rivas Hernandez wrote, “Both of us aren’t able to take care of it.” Burke allegedly replied, “I know but still.” Prosecutors displayed the messages as part of the evidence supporting the case against the singer. Authorities allege that Rivas Hernandez was killed in April 2025 at Burke’s Hollywood Hills home. Her remains were discovered several months later, in September 2025, inside a Tesla registered to the singer. Following an investigation, officials ruled her death a homicide. Burke was arrested on April 17, 2026, nearly a year after investigators concluded that the teenager had been killed on April 23, 2025. He now faces murder charges, and the case continues to move through the court system. The unauthorised upload on his Apple Music profile has added another layer of public attention to an already high-profile legal case, though there is no indication that the singer was connected to the apparent hack.

    PSX retreats as profit-taking, oil prices hit sent…

    The Pakistan Stock Exchange (PSX) came under pressure on Friday as investors opted to book profits after the market’s recent gains. The benchmark KSE-100 Index fell sharply during early trading, reflecting cautious investor sentiment amid rising global oil prices and uncertainty over developments surrounding the Strait of Hormuz. The index dropped 771.05 points, or 0.42%, to 181,005.54 by 9:39am. Selling was reported across several major sectors, putting pressure on the overall market. By noon, the KSE-100 had recovered some of its losses and was trading at 181,326.54 points, down 450.05 points, or 0.25%, from Thursday’s close of 181,776.59. During the session, the index moved between an intraday high of 181,647.27 and a low of 180,620.08 points. Trading activity remained moderate, with around 146.05 million shares changing hands. The total value of traded shares stood at approximately Rs10.06 billion. Selling was visible in several heavyweight sectors, including automobile assemblers, cement companies, commercial banks, fertiliser firms, oil and gas exploration companies and oil marketing companies. Market sentiment was also affected by the continued rise in international crude prices. Investors remained cautious over possible disruptions to energy supplies amid tensions surrounding the Strait of Hormuz. Analysts attributed the decline largely to profit-taking following the market’s recent strong performance. Investors appeared reluctant to make fresh aggressive positions while global oil prices and geopolitical risks remained elevated. Despite Friday’s decline, the KSE-100 remained above the 181,000-point level, indicating that the broader market continued to retain much of its recent gains.

    Independent experts confirm pellet-gun injuries among protesters in Delhi

    Independent ballistic and forensic experts have confirmed to the BBC that injuries sustained by protesters during the 20 July demonstrations in Delhi were caused by birdshot from 12-gauge pellet guns. The protests, led by the Cockroach Janta Party over repeated exam paper leaks, faced a heavy police and paramilitary crackdown near parliament. While government ministers and Delhi Police have denied deploying pellet guns, insisting only batons and tear gas were used, hospital records, X-rays, and multiple victims verify dozens of small metal pellets embedded in bodies. Among the injured is 19-year-old student Sahil Lochab, who risks losing an eye, and a journalist who documented 30 pellet wounds. If officially verified, this represents the first instance of Indian security forces using pellet guns for crowd control within the capital.

    Greek investigators say they are prioritizing toxicology testing in hopes of determining within days how a Scottish woman died after her body was discovered inside a suitcase in Athens. Elisabeth-Jane Ross, 38, was found in an abandoned building in the Kypseli district of the Greek capital on July 18, reportedly by a homeless man who came across the body. Known to family as Lisa, she is believed to have traveled to Greece from Edinburgh in late June and was reported missing on July 15. Greek authorities are also working to locate American friends of Lisa’s who they say were staying in the same Kypseli area at the time she disappeared. Police have not yet determined whether her death is being treated as a homicide. A post mortem examination is currently underway, and investigators say toxicology results could help establish whether foul play was involved in her death. Such tests typically take anywhere from several weeks to a few months to complete, depending on case complexity and the workload of forensic laboratories. However, police spokesperson Konstantina Dimoglidou told a Scottish broadcaster on Saturday that authorities have made the case a priority and expect results within days, saying investigators need answers on how she died without further delay. According to police accounts, Lisa initially stayed in the Keratsini area, located roughly six miles west of central Athens, with Greek friends. She told them that on July 15 she planned to travel to Kypseli to meet American friends or acquaintances. Investigators are now trying to identify those individuals. Officials also noted that her mobile phone continued transmitting a signal and sending messages for several days after her death is believed to have occurred. The UK’s Foreign, Commonwealth and Development Office confirmed Wednesday that it is providing consular support to Lisa’s family and remains in contact with Greek authorities. Scotland’s First Minister John Swinney described the case as absolutely appalling and said the Scottish government and the FCDO would continue supporting her family. Police Scotland said it is also providing assistance to the family as the investigation continues.
