245 technical institutes affiliated by FBISE face …

Islamabad: Questions have been raised over the affiliation process of hundreds of technical institutes after an audit revealed that 245 technical institutions were affiliated with the Federal Board of Intermediate and Secondary Education (FBISE) before concerns over legal authority and inspection procedures were fully addressed.

The issue came up during the 47th meeting of the Public Accounts Committee, held under the acting chairmanship of Syed Naveed Qamar, where lawmakers reviewed audit objections related to FBISE’s affiliation procedures.

According to audit findings, FBISE affiliated 245 technical institutes during 2022 and 2023 and collected Rs. 26.750 million in affiliation fees. The audit questioned the process, stating that the original FBISE Act of 1975 mainly covered intermediate and secondary education and did not clearly mention technical institute affiliations.

Officials informed the committee that the matter was reviewed by the Law and Justice Division, which issued a legal opinion on 15 June 2026. The opinion stated that FBISE has legal authority under relevant sections of the FBISE Act 1975 to conduct examinations, provide affiliations and issue certificates for technical education programmes including Matric Tech and Inter Tech programmes at secondary and higher secondary levels.

During the discussion, PAC members stressed that clear policies and official notifications should be issued so that all concerned institutions have proper guidance regarding technical education affiliations.

The committee questioned whether the legal position and policy framework were clearly communicated before allowing affiliations. Officials were directed to ensure that proper procedures and documentation are completed before moving forward.

The audit also highlighted another issue related to the registration process of technical institutes. Audit observations indicated that provisional registrations were issued to technical institutes before physical inspections were completed. The audit noted that registrations were granted without complete details of teaching staff.

Officials informed the committee that inspections were being carried out and most institutions had already been reviewed, while only a limited number of uninspected institutions remained pending as of March 2026. Officials also informed the committee about steps being taken to improve technical and modern education in schools.

The Federal Directorate of Education has introduced coding, robotics and artificial intelligence programmes to encourage students towards technology fields. Officials said coding fellows were engaged through support from NUST, while additional technology fellows were also working to support IT education.

The committee was also informed about the Matric Tech programme, which was introduced to provide practical skills to students who may not continue traditional education after matriculation and want to enter professional careers. Officials said the aim of the programme is to provide students with useful skills that can help them find employment and participate in modern industries.

The meeting also discussed the shortage of teaching resources, especially in areas where educational facilities face staff challenges. Officials informed the committee that 1,699 teaching and non teaching fellows, including technology fellows, were engaged to support educational needs.

The committee emphasized that technical education is important for preparing young people for future jobs but stressed that proper monitoring, legal clarity and transparent procedures must remain part of the system.

    KARACHI: Pakistan Rangers (Sindh), in coordination with the Counter Terrorism Department (CTD), have arrested a suspected militant allegedly affiliated with the Tehreek-e-Taliban Pakistan (TTP) during an intelligence-based operation in Karachi, according to the Rangers spokesperson. The security agencies also recovered weapons and explosives from the suspect, who was allegedly involved in collecting funds for a TTP-linked faction and transferring money to its leadership, the spokesperson said on Sunday. The suspect was identified as Shahzad alias Dunger and was taken into custody during a joint operation conducted in the Jacob Lines area of Jamshed Town. Suspect allegedly joined TTP-linked group in 2025 According to the Rangers, Shahzad became associated with the Mansoor group of the TTP in 2025 after allegedly being influenced by the group’s leader, Mansoor. Investigators believe that the suspect was subsequently assigned the task of generating financial resources for the organisation in Karachi. The Rangers spokesperson said Shahzad allegedly approached individuals in the Manghopir area and persuaded them to make regular monthly payments to the militant group. The collected funds were then allegedly transferred to Waziristan through Easypaisa accounts provided by Din Muhammad, an alleged associate of Mansoor who was based in Tank. During interrogation, Shahzad reportedly told investigators that the money was ultimately transferred to Mansoor and used to support the group’s militant activities. Alleged meetings with militant leader The Rangers said the suspect had travelled to Waziristan several times and held clandestine meetings with Mansoor. According to the investigation, Shahzad allegedly met Mansoor in Birmal in June 2026, where he was instructed to expand and strengthen the group’s network in Karachi. The alleged objectives included carrying out terrorist activities and raising money through extortion, the Rangers said. Following the meeting, Mansoor allegedly arranged for weapons and explosives to be delivered to Shahzad through another unidentified associate. Security officials said the recovered material was allegedly intended for use in planned attacks against sensitive installations and locations in Karachi. Raids launched to trace other suspects The Rangers said further investigations were underway and raids were being conducted at different locations to identify and arrest other members of the suspected network. The operation comes amid continued efforts by law-enforcement and security agencies to disrupt militant financing, recruitment and operational networks in Karachi. Officials have increasingly focused on financial channels used by militant organisations, as investigators seek to prevent funds from reaching groups involved in terrorism. Karachi has witnessed several major security incidents The latest arrest comes against the backdrop of a series of major terrorist and militant attacks in Karachi in recent years. On June 28, security forces foiled an attempted attack on a Pakistan Rangers (Sindh) camp in the city. Three Rangers personnel were killed and four others were injured in the incident. According to the military’s media wing, the assault was carried out by militants described as “Khwarij belonging to Indian proxy, Jamaat-ul-Ahrar”. The attackers reportedly detonated an explosive at the main gate of the Rangers camp before attempting to penetrate the security perimeter. Security personnel resisted the assault, killing three attackers and capturing another militant in an injured condition. The captured suspect was identified as an Afghan national. The incident was described as one of the most serious attacks targeting security personnel in Karachi in recent years. Previous attacks raised security concerns Karachi has experienced several significant security incidents over the past few years, highlighting the continuing challenges faced by law-enforcement agencies in the country’s largest city. In April 2022, a suicide bombing outside Karachi University’s Confucius Institute killed several people, including Chinese nationals. The attack was claimed by the Baloch Liberation Army (BLA). In February 2023, militants launched an assault on the Karachi Police Office, leading to a prolonged security operation before the attackers were neutralised. Another major incident occurred in October 2024, when a bombing near Karachi Airport targeted a convoy and killed several people, including Chinese engineers. The incident further intensified concerns over the security of foreign nationals and critical infrastructure in the city. Against this backdrop, security agencies have continued intelligence-based operations aimed at dismantling militant networks before they can carry out attacks.

    Thousands of students across the Gaza Strip achieved success in this year’s Tawjihi high school examinations despite months of conflict, displacement and severe disruptions to daily life, demonstrating remarkable determination to continue their education under extraordinary circumstances. The annual Tawjihi examinations, which play a decisive role in determining admission to universities and future careers, were completed by thousands of Palestinian students who prepared for the tests while living through prolonged instability, damaged infrastructure and limited access to educational resources. Among the success stories were three siblings from Khan Younis who earned outstanding grades after months of dedicated study. Despite facing repeated challenges during the academic year, the family celebrated their achievements, describing education as a source of hope and resilience. The students said the difficult conditions often made it emotionally exhausting to continue studying. However, they remained focused on their academic goals and credited their family for providing encouragement throughout the year. They said their success represented not only personal achievement but also a reward for months of perseverance. The family’s journey was particularly challenging because two of the siblings have physical disabilities, making regular attendance at private tuition difficult. Their parents arranged for teachers to conduct lessons at home, ensuring they could continue their studies despite mobility challenges and the difficult security situation. Their mother said years of continuous support, confidence and determination helped her children overcome obstacles. She expressed pride in their achievements, saying their success proved that dedication and family support can help students overcome even the most difficult circumstances. Education officials said nearly 89,000 students from the occupied Palestinian territories took the Tawjihi examinations this year, while thousands of Palestinian students living abroad also participated. Authorities added that more than 36,000 students from Gaza alone sat for the examinations despite the ongoing humanitarian crisis. Officials also noted the heavy impact of the conflict on the education sector. Hundreds of schools have reportedly been damaged, while many educational institutions remain unusable because of destruction. In many areas, students attended lessons inside temporary shelters, tents or partially damaged buildings where classrooms lacked desks, chairs and basic learning facilities. Teachers continued providing instruction despite the challenging conditions. Many educators said they had to support students emotionally as well as academically because many had lost family members or been forced to leave their homes during the conflict. One mathematics teacher said students often arrived carrying emotional trauma, making psychological support just as important as classroom instruction. She explained that teachers tried to encourage students, helping them remain focused on their studies despite the hardships surrounding them. Several students also shared deeply personal stories of loss. One student who lost multiple close family members during the conflict said completing her examinations became both an emotional struggle and a tribute to her loved ones. Although she celebrated passing the exams, she said the moment was bittersweet because many family members were no longer alive to witness her achievement.

    MULTAN: Preparations are in full swing in Multan for the second phase of the Azad Jammu and Kashmir (AJK) elections, with authorities establishing two polling stations to facilitate voters registered in the constituency. According to election officials, the polling stations have been set up for LA-42 Valley-III, where a total of 966 registered voters are expected to cast their ballots. Polling for the second phase of the AJK elections is scheduled to take place on August 2. Police said comprehensive security arrangements have been finalised to ensure a peaceful voting process. A total of 295 police personnel have been deployed at the two polling stations to maintain law and order and provide security for voters, polling staff and election materials. Election authorities said all necessary arrangements are being completed ahead of polling day. Officials confirmed that ballot papers, ballot boxes and other election materials will be delivered to the polling stations before voting begins. The contest in the constituency is expected to be closely watched, with four candidates in the race. The main competition is anticipated between Pakistan Muslim League-Nawaz (PML-N) candidate Syed Wajid Ali and Pakistan Peoples Party (PPP) candidate Asim Sharif Butt. The second phase of the AJK elections will cover three districts of Muzaffarabad Division as well as 12 refugee seats, making it a key stage in the electoral process. On this occasion, Provincial Minister and Chairman Cabinet Committee for Disaster Management Khawaja Salman Rafique said that the protection of human life and property is the top priority of the Punjab government, all institutions are on full alert. To prevent floods and other natural disasters, modern machinery and rescue equipment worth billions of rupees have been provided to Rescue 1122 and other related departments.
