LAHORE: The Punjab Counter Narcotics Force (CNF) held a Command Changeover Ceremony in Lahore as Brigadier Muhammad Rizwan Khan assumed charge as the new Director General, succeeding Brigadier Mazhar Iqbal.

Brigadier Mazhar Iqbal completed his two-year tenure as the force’s first Director General and formally handed over command to Brigadier Muhammad Rizwan Khan during the ceremony.

Secretary Excise, Taxation and Narcotics Control Department Muhammad Masood Mukhtar attended the event along with senior officers, officials and personnel of Punjab CNF.

Officials praised Brigadier Mazhar Iqbal for his leadership and contributions to building and strengthening Punjab CNF. During his tenure, he helped develop the force’s operational structure, improve its professional capabilities and expand its efforts against drug trafficking and narcotics across the province.

Speaking at the ceremony, Muhammad Masood Mukhtar appreciated the outgoing DG’s services and expressed confidence in the new leadership.

Brigadier Muhammad Rizwan Khan pledged to continue the force’s mission and further improve its operational effectiveness. He stressed the importance of professionalism, discipline, teamwork and coordinated efforts to tackle the growing threat of narcotics.

He also reaffirmed his commitment to working towards a safer, healthier and drug-free Punjab.

The ceremony marked the leadership transition while reaffirming Punjab CNF’s commitment to professional enforcement and strengthening the province-wide fight against drugs.

It ordered the investigating officer to obtain CCTV footage from a private petrol station where the petitioner and his brother were present at the time of the incident. The footage is expected to help establish the circumstances surrounding the citizen’s disappearance and identify any individuals who may have been involved. The court further directed the authorities to record the statement of the petitioner and collect all available evidence related to the case. The inquiry officer has been instructed to examine the facts thoroughly and ensure that no relevant piece of evidence is overlooked during the investigation. According to the written order, the Station House Officer (SHO) of Chamkani Police Station rejected the allegations concerning the disappearance of the petitioner’s brother. Despite the SHO’s denial, the high court considered it necessary to order a formal inquiry and directed senior police authorities to investigate the matter independently. The court’s directions include examining CCTV footage, recording statements and gathering all relevant evidence to determine what happened to the missing citizen. The inquiry is expected to establish the circumstances surrounding the disappearance and determine whether further legal action is required. By directing the CCPO to appoint an officer of inspector rank or above, the court has emphasized the need for a serious and transparent investigation. The authorities have been given one month to complete the inquiry and submit their findings before the court. The case will proceed based on the report and evidence collected during the investigation.

Highlighting the importance of Balochistan, the army chief described the province as a vital part of Pakistan with enormous natural resources and a resilient, patriotic population. He said the people of Balochistan are the province’s greatest asset and play a key role in the country’s future.     PESHAWAR: The Khyber Pakhtunkhwa government has rejected a proposed deduction of Rs6.4 billion from the province’s federal financial transfers. Chief Minister Sohail Afridi said the federal government had sought an additional amount from Khyber Pakhtunkhwa before the provincial budget. The provincial government had linked the release of the additional funds to a meeting with PTI founder Imran Khan and his approval. Afridi said the KP government neither approved nor agreed to the proposed deduction of Rs6.4 billion. He said the additional federal grant had also not been included in the provincial budget for the 2026-27 financial year. The chief minister said the matter was not merely a political dispute but concerned the province’s constitutional and financial rights. He maintained that Article 164 of the Constitution does not give the federal government the authority to unilaterally deduct money payable to a province. According to Afridi, any such deduction requires a clear constitutional or legal basis as well as the consent of the provincial government. He said the Finance Department had clearly conveyed its disagreement with the proposed deduction in a letter issued on August 13. Written instructions were also issued that no deduction should be made without the province’s consent. Afridi said Finance Adviser Muzammil Aslam immediately met the relevant officials of the Accountant General KP. The Accountant General of Pakistan Revenues was also directed not to record or implement any transaction without the clear consent of the provincial government. The chief minister said the provincial government had decided to prepare a summary and ordinance under the 7th National Finance Commission (NFC) after the province did not receive its share for six months. He said the provincial government did not sign the memorandum of understanding concerning the additional amount because a meeting with the PTI founder was not arranged. Afridi said the KP government had already approached the Federal Constitutional Court to seek its constitutional rights under the National Finance Commission. He made it clear that the provincial government would not compromise on its NFC rights. The chief minister further said the federal government had no authority to unilaterally deduct money on the basis of an unapproved memorandum of understanding. He vowed that the provincial government would use every legal and constitutional avenue to protect its rights and defend every rupee of its financial share. Afridi also said that if the Federal Board of Revenue (FBR) achieved its Rs15.26 trillion tax collection target, Khyber Pakhtunkhwa’s share would amount to approximately Rs175 billion. He added that providing the merged districts with their rightful share under the 11th NFC was also one of the provincial government’s conditions.
