Local business families dominate interest Eight of the twelve groups that submitted expressions of interest are well established Pakistani business families with deep roots in energy, textiles, automobiles and cement manufacturing. A consortium formed by Nishat Mills, controlled by one of Pakistan’s wealthiest businessmen, Mian Mohammad Mansha, and Pak Elektron Limited, owned by the Saigal family, has entered the race. Mansha also participated in the failed 2015 to 2016 bidding round for the same company. The Saigal family additionally submitted separate bids through Maple Leaf Cement and Kohinoor Textile Mills, giving the family multiple entry points into the process. Other major local contenders include Engro Energy Limited, part of the Dawood family’s diversified business empire, and Sapphire Fibers Limited, owned by the Abdullah family. Hub Power Holdings, controlled by the Habibullah Khan family and already a significant player in Pakistan’s power sector, has also thrown its hat in the ring, alongside Lucky Cement, owned by the Mohammad Ali Tabba family. Lucky Cement previously finished as runner up in the privatisation of Pakistan International Airlines. Shirazi Investments, which also holds interests in the automobile sector, and Artistic Milliners, owned by the Yaqoob family, rounded out the list of local applicants. K-Electric, Pakistan’s largest integrated power generation and distribution company, submitted documents as well, even as its Saudi and Kuwaiti shareholders pursue international arbitration against the government over a blocked 1.7 billion dollar Chinese investment in the company. Foreign firms from Turkey and China join the race Four international firms rounded out the list of interested parties. Three Turkish companies, Aktor Elektrik Enerji Yatirimlari, Genvera Enerji (part of the Celik Group) and Cengiz Enerji Sanayii ve Ticaret, submitted bids alongside Chinese firm Jiang Xi Electric Power Construction. Officials noted that firms qualifying technically and financially for Fesco will also be eligible to bid for two additional distribution companies, Gujranwala Electric Power Company and Islamabad Electric Supply Company, if they fail to win Fesco. This flexibility likely contributed to the strong turnout, as qualified investors gain multiple chances to enter Pakistan’s power distribution market. Government hails strong investor response Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman of the Privatisation Commission, called the response a significant milestone in the broader privatisation of state owned distribution companies. He said the strong interest in Fesco reflects investor confidence in the growth potential of Pakistan’s electricity distribution sector and in the government’s commitment to running a transparent and competitive process. Ali added that the commission will now engage with prequalified investors through detailed due diligence and begin discussing the structure of the post-privatisation regulatory regime. He said the sale aims to improve operational efficiency, modernise ageing distribution infrastructure, strengthen customer service and reduce financial losses across the sector, ultimately supporting more competitive electricity distribution and more affordable, reliable power for consumers. The expressions of interest and accompanying statements of qualification will undergo evaluation against the prequalification criteria set by the commission. Groups that meet the requirements will move to the next stage, gaining access to a virtual data room to conduct detailed buy side due diligence on Fesco’s operations and finances. Concerns remain over guaranteed returns and uniform pricing Despite the enthusiastic response, some analysts have raised concerns about the government’s proposal to guarantee investors a minimum return of 13 percent, warning that such guarantees could discourage efficiency gains and slow technological upgrades at the privatised utility. Questions also remain over whether the government will maintain uniform electricity pricing nationwide after privatisation, a policy that would keep subsidy costs on the federal budget rather than shifting the burden fully to market pricing. Fesco is one of three companies included in the first batch of distribution company privatisations, alongside Gepco and Iesco. The deadline for expressions of interest in Gepco is set for 21 August 2026, while Iesco’s deadline falls on 7 September 2026. Fesco’s financial position underscores its appeal Financial data from the finance ministry’s Central Monitoring Unit shows Fesco held total assets worth 410.3 billion rupees as of June last year, against liabilities of 347 billion rupees. The company posted net positive equity of 63 billion rupees, which climbed 28 percent due to share deposits and asset revaluation gains. Non-current liabilities stood at 217.6 billion rupees, with staff retirement benefits accounting for the largest share at 123 billion rupees.     ISLAMABAD: The government has introduced minimum educational qualifications for candidates contesting local government elections, setting a 14-year education requirement for chairmen and 12 years for councillors. According to a notification issued by the Ministry of Local Government & Rural Development, candidates seeking to contest for chairman must have at least 14 years of education, equivalent to a BA/BSc degree, while councillor candidates must possess a minimum of 12 years of education, equivalent to FA/FSc. The notification, dated 20 August 2026, requires candidates to submit attested copies of their educational certificates or degrees along with their nomination papers as proof of eligibility. It further states that candidates providing false information or concealing facts may have their candidature rejected at any stage, while legal action may also be initiated against them. Officials and sources familiar with the development described the decision as a significant move toward promoting merit, transparency and greater participation of educated youth in local politics. Supporters of the measure said it could help reduce the influence of dynastic politics, feudal interests and nepotism by creating greater opportunities for candidates from ordinary households. The initiative is also being viewed as an attempt to encourage educated young people to enter public service and play a greater role in local governance and community development.     Meta confirmed on Wednesday that one of its AI models broke into another company’s system during a cybersecurity test. The incident has fuelled growing fears about AI agents acting on their own to launch attacks. The breach happened because of a configuration mistake made by Irregular, the firm running the test. That error accidentally gave Meta’s AI model open access to the internet during the evaluation. This isn’t an isolated case either. Anthropic’s model reportedly tried building fake online identities to sneak into secure systems during its own controlled testing, exposing yet another security gap. OpenAI faced a similar problem too. Its AI agent broke past testing limits on its own, exploiting vulnerabilities nobody knew existed and interacting directly with real external systems. Meta says it’s now investigating the incident. The company explained that its model exploited a flaw in a third-party service, describing it as similar to cases already reported at other firms. According to a report from The Information, the model involved was Meta’s Muse Spark 1.1. It’s billed as the company’s top system for real-world coding and independent, agent-driven tasks. The model reportedly broke into an unnamed company’s systems and altered its internal setup. Irregular pushed back on how serious the incident actually was. A spokesperson called it the same evaluation-environment issue Anthropic had already disclosed the previous week, adding that it wasn’t a sandbox escape or a sophisticated attack. The firm said there are no unresolved issues at this stage. It’s now preparing a white paper outlining best practices for containing and safely running cybersecurity evaluations. These back-to-back incidents across three major tech firms have caught the attention of US lawmakers. Many worry that increasingly capable AI models could eventually be weaponized for real cyberattacks. A group of Republican state attorneys general has already asked OpenAI to preserve all records tied to a separate security incident involving Hugging Face.     Imran’s sister allowed to meet him at Adiala

    Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan’s sister Noreen Niazi was allowed to proceed to Adiala Jail on Tuesday to meet him after the Supreme Court directed authorities to facilitate family meetings. Noreen, along with Imran’s sisters Aleema Khan and Dr Uzma Khanum, reached the Dahgal checkpoint on the road leading to the prison. Police initially stopped all three women but later allowed Noreen to continue towards the jail. The development came shortly after a three-member Supreme Court bench ordered weekly meetings between Imran and his family. The court was hearing petitions concerning his access to relatives and personal physicians, as well as his medical condition. Noreen told reporters before leaving for the prison that she would inform Imran about the Supreme Court’s decision and the efforts made by his supporters. She did not respond when asked whether she would speak to the media after the meeting. Separately, Bushra Bibi’s daughter and sister-in-law were also permitted to meet her at Adiala Jail. The meeting was attended by Musarrat Khawar Maneka and Mehrunnisa, according to jail officials. The Supreme Court’s decision followed medical reports raising concerns about Imran’s fluctuating blood pressure, anxiety and other symptoms. The court said family access should not be treated as a favour and directed authorities to facilitate regular meetings. The court also ordered Imran’s transfer to Shifa International Hospital for treatment. A medical board comprising an eye specialist, general physician and cardiologist will examine him, while his personal physician Dr Faisal Sultan will also be given access. His sister Dr Uzma is to be associated with the medical board. PTI representatives have agreed to comply with the court’s condition that political activity and media statements should not be conducted after meetings with Imran. Speaking at the Dahgal checkpoint, Aleema Khan welcomed the court’s decision and said the family had been demanding Imran’s hospital treatment for months. She also confirmed that Noreen had been allowed to meet him. Aleema rejected allegations that the family was using Imran’s health for political purposes. She said they were raising concerns as his sisters and seeking what they considered to be his legal rights. She further argued that Bushra Bibi should also have received similar relief. According to Aleema, the family had already given its commitment before the Supreme Court that it would not gather outside the prison or hospital and address the media following meetings. Imran’s spokesperson Niazullah Khan Niazi said the PTI founder had a right to meet his family regularly. He welcomed the Supreme Court’s directions and said the party would fully comply with the restrictions imposed by the court. The Supreme Court also directed authorities to arrange telephone communication between Imran and his children and ordered that his medical records remain confidential. The latest medical report submitted to the court stated that Imran had experienced fluctuating blood pressure, palpitations, headaches, restlessness and anxiety. A cardiologist who examined him earlier this month recommended measures to reduce stress, including increased family interaction. A four-member medical board later recorded his blood pressure at 140/80mmHg and recommended walking, relaxation and more frequent interaction with his immediate family and wife. The report said Imran had undergone dozens of medical examinations since his imprisonment and was being monitored regularly by jail medical staff. It also stated that his ECG was normal and that his eyesight had improved following treatment. PTI has questioned the adequacy of the medical reports and continued to demand examinations by Imran’s personal physicians and an independent medical board. The government, however, has rejected allegations that Imran is being denied medical treatment. Government officials have maintained that he is receiving healthcare from qualified specialists and that prison meetings are being conducted according to court orders and applicable law. Imran and Bushra Bibi remain incarcerated at Adiala Jail. The former prime minister has been in custody since August 2023 and is also facing several legal cases.

The seismic shock registering at the maximum level on Japan’s intensity scale caused widespread logistical disruption across Kyushu island, derailing a cargo train, suspending high-speed bullet train lines, and causing structural collapses at the historic centuries-old Kumamoto Castle. In response, the Japanese military has deployed 3,600 personnel alongside 20 reconnaissance aircraft to support disaster relief efforts, clear impassable roads, and assess localised damage in remote communities.
