Punjab has taken a major step toward modernizing its livestock health system with the establishment of a new Animal Disease Reporting and Surveillance Directorate and a Provincial Response Unit.

Provincial Minister for Livestock and Agriculture Syed Ashiq Hussain Kirmani inaugurated the new building of the Directorate of Animal Disease Reporting and Surveillance on Tuesday, August 18.

Speaking at the inauguration, Kirmani said the Punjab Livestock Department has established the Animal Disease Reporting and Surveillance and Provincial Response Unit to strengthen disease monitoring and ensure a rapid response to emergencies involving animal diseases.

He said the Provincial Response Unit will remain prepared to respond quickly to disease outbreaks and other unexpected situations, helping protect livestock and support farmers.

Kirmani said Punjab has become the first province to establish a modern disease diagnosis and surveillance system for the livestock sector. Under the new system, the department’s divisional, district and tehsil-level formations will work in coordination with the provincial unit.

According to the minister, the upgraded system will bring livestock disease diagnosis and surveillance in line with modern requirements and improve the department’s ability to identify and respond to outbreaks at an early stage.

He said renovation and upgradation work on District Disease Investigation Laboratories in 27 districts is being completed within a short period. The laboratories are also receiving modern equipment, including X-ray and ultrasound machines, along with other essential diagnostic tools.

The department is also introducing 17 mobile veterinary laboratories to provide on-site disease diagnosis and surveillance in the field. These mobile units will carry the equipment and supplies required for diagnosing diseases and providing veterinary treatment, allowing departmental teams to reach affected farmers without unnecessary delays.

Kirmani said the modern laboratory network will help Punjab tackle major challenges in the livestock sector, particularly sudden outbreaks of infectious diseases among animals. He added that the government is working to bring disease surveillance and rapid-response mechanisms in line with international standards.

He further said that under the leadership of Chief Minister Maryam Nawaz, the provincial government has developed a system under which livestock department teams will reach farmers directly instead of requiring farmers to travel to departmental facilities for every issue.

The minister said Chief Minister Maryam Nawaz has provided the Livestock Department with funding and other necessary facilities to strengthen veterinary services across Punjab.

He added that the new mobile veterinary laboratories will also connect with a vehicle tracking and monitoring system similar to the system used by the Suthra Punjab Authority. The technology will help officials monitor the movement and deployment of mobile units and improve the department’s field response.

The initiative is expected to strengthen disease detection, improve emergency response, expand veterinary services in rural areas and provide farmers with faster access to livestock healthcare.

According to police, the recovered money has been taken into custody as evidence and will be returned to its rightful owner after the completion of legal formalities. Authorities described the operation as the result of timely investigation, evidence collection, and intelligence-based policing. The arrested suspect has been handed over to the investigation wing for further questioning. Police are now examining whether anyone else assisted in planning or carrying out the burglary. Investigators are also trying to determine how the suspect obtained detailed knowledge of the victim’s home and the cash stored inside. Police have advised residents to avoid keeping large amounts of cash at home whenever possible and to strengthen home security measures, especially when houses are left vacant. They also urged citizens to be cautious about sharing personal or financial information, even with close acquaintances. The case serves as a reminder that crimes can sometimes involve people known to the victim. Authorities say the investigation remains ongoing, and further legal action will be taken based on the findings.

    NDMA warns of rising river levels, flood risk

    The National Disaster Management Authority (NDMA) has warned that water levels in several major rivers across Pakistan could rise sharply from August 2 to 4 as monsoon rains intensify, raising the risk of flooding in various parts of the country. The NDMA urged citizens to avoid unnecessary travel to flood-prone areas and remain alert to changing weather and road conditions. According to the authority’s National Emergencies Operation Centre (NEOC), the Lehri River at Head Gogi has reached high flood levels, while Nullah Palkhu at Wazirabad is experiencing medium-level flooding. The Indus River continues to face low-level flooding at Kalabagh, Chashma, Guddu and Sukkur, while the Nari River is also reporting low-level flooding at Head Nari. The NDMA expects high flows in the Chenab River at Marala, with low to medium flows likely at Khanki and Qadirabad. The Jhelum, Ravi and Kabul rivers, along with their tributaries, may also see rising water levels. The NDMA warned that streams connected to the Jhelum, Chenab and Ravi could experience medium to high flows. Water levels in the Ravi and Sutlej rivers will also depend on water releases from reservoirs in India. The authority has also highlighted the threat of flash floods in hill torrents across Dera Ghazi Khan and Rajanpur, as well as seasonal streams in central and southern Khyber Pakhtunkhwa and northern Balochistan. Urban flooding and water accumulation could affect low-lying areas in Rawalpindi, Jhelum, Gujranwala, Lahore, Faisalabad, Peshawar, Mardan, Nowshera, Hyderabad, Badin, Thatta and other parts of Sindh. The NDMA advised people not to cross flooded areas on foot or in vehicles and to check weather forecasts and road conditions before travelling. It also asked residents to follow directions from local authorities and stay informed through the official Pak NDMA Disaster Alert mobile application. Meanwhile, the Emergency Response Committee (ERC), formed by the prime minister, held its 10th consecutive daily meeting on Sunday to review the country’s monsoon preparedness and response. The committee directed relevant authorities to maintain maximum preparedness and speed up relief and rehabilitation operations. The meeting also reviewed the forecast of further rainfall in northern and central Pakistan, with isolated showers expected in southeastern Sindh.

The Pakistan Meteorological Department (PMD) has predicted that this spell of wet weather will continue over the next two days, with additional rain and thunderstorms expected in different parts of the metropolis. Light showers and drizzle were recorded in several neighborhoods, including Surjani Town, Gulshan-e-Maymar, and various suburban areas. Residents enjoyed cooler conditions after the rainfall, while cloudy skies covered much of the city. According to the PMD, Karachi is expected to remain mostly cloudy, with chances of light to moderate rainfall accompanied by thunderstorms during the coming 48 hours. Earlier forecasts had also warned of windstorms and thunderstorm activity, particularly during the afternoon and evening. Meteorological officials explained that the weather pattern is being influenced by a low-pressure system that had previously developed into a depression but has now weakened into a low-pressure area. The system is currently located over southeastern Rajasthan in India. Although it has weakened, it continues to draw moisture-laden monsoon winds from both the Arabian Sea and the Bay of Bengal, resulting in widespread rainfall across different regions. At the same time, a separate westerly weather system is affecting northern parts of the country, further contributing to unstable weather conditions. The PMD warned that these combined weather systems are likely to trigger thunderstorms, gusty winds, and rainfall in several districts of Sindh. Authorities also cautioned that heavy downpours in some areas could lead to urban flooding, especially in low-lying localities where drainage systems may become overwhelmed. The department stated that rain accompanied by strong winds, thunderstorms, and windstorms was expected over the next three to six hours in several districts, including Tharparkar, Mithi, Umerkot, Mirpurkhas, Badin, Thatta, Sanghar, Tando Muhammad Khan, Tando Allahyar, Hyderabad, Matiari, Jamshoro, Shaheed Benazirabad, Ghotki, Khairpur, Jacobabad, Dadu, Larkana, Sukkur, and nearby areas. Residents in these regions have been advised to remain cautious and stay updated with official weather advisories. In response to the forecast, the Sindh government has placed all relevant departments on high alert to ensure preparedness for any weather-related emergencies. Adviser to the Chief Minister on Rehabilitation, Gyan Chand Essrani, directed the Provincial Disaster Management Authority (PDMA), Rescue 1122 teams, and mobile health units to maintain round-the-clock vigilance. He instructed all emergency response agencies to continuously monitor the situation and respond promptly to any incidents caused by heavy rainfall or flooding. To strengthen emergency preparedness, PDMA Sindh has deployed 50 specially equipped response vehicles fitted with dewatering pumps across the province. These vehicles are intended to quickly remove accumulated rainwater from flooded roads and residential areas. Of the total fleet, 10 vehicles have been stationed in Karachi, while 25 have been allocated to Hyderabad and Mirpurkhas divisions. The remaining 15 vehicles have been deployed in Sukkur and Larkana divisions to support emergency operations. Authorities have urged citizens to exercise caution during heavy rain, avoid unnecessary travel, and cooperate with emergency services to ensure public safety throughout the ongoing monsoon spell.

    Pakistan’s military has categorically ruled out any future negotiations with terrorist groups, declaring that security forces will continue operations until militancy is eliminated. The announcement was made by Director General of Inter-Services Public Relations (ISPR), Lieutenant General Ahmed Sharif Chaudhry, during a detailed media briefing on the country’s security situation and ongoing counterterrorism campaign. The military spokesperson said there was no possibility of holding talks with terrorists. He stressed that the state would not negotiate with those involved in violence against Pakistan. According to him, terrorists have only two choices: surrender before the law or face decisive action by the country’s security forces. Lt Gen Chaudhry said the armed forces would continue to engage directly with the people of Balochistan instead of individuals or groups involved in violence. He emphasized that the people of the province are the true stakeholders and that the military remains committed to protecting their lives and supporting their development. He also criticized certain influential elites and tribal leaders, claiming they had failed to promote the welfare of ordinary people. According to him, some powerful groups do not want children from poor families to progress through education and development. The military spokesperson further alleged that the Taliban administration in Afghanistan was providing support to terrorist groups carrying out attacks inside Pakistan. He said cross-border militancy remains one of the country’s major security challenges and continues to complicate efforts to maintain peace. Rejecting claims that the security situation in Balochistan is rapidly deteriorating, Lt Gen Chaudhry said a coordinated propaganda campaign was being carried out to create a false impression about conditions in the province. He maintained that while security challenges exist, the state is actively responding through intelligence-based operations and law enforcement measures. Speaking about Balochistan, he said the province’s unique geography presents operational challenges. Its vast territory, scattered population, and long distances between security posts require extensive coordination and resources. He added that security forces are dealing not only with terrorism but also with organized criminal activities, including drug trafficking, fuel smuggling, robbery, and other illegal networks that threaten stability. Addressing the issue of missing persons, the military spokesperson said the relevant commission had received hundreds of complaints. However, he noted that investigations had revealed that some individuals listed as missing were later found to have been killed during security operations, while others had joined militant organizations and were living in terrorist camps. Lt Gen Chaudhry presented detailed statistics on the country’s counterterrorism campaign. He said security forces have carried out 40,348 intelligence-based operations across Pakistan during the current year. These operations resulted in the killing of 2,084 confirmed terrorists, averaging approximately 10 militants eliminated every day. He added that security forces conduct nearly 194 operations daily as part of ongoing efforts to dismantle militant networks. Khyber Pakhtunkhwa remained the main focus of these operations, with 1,971 intelligence-based missions conducted in the province alone. The military also shared figures regarding casualties suffered during the ongoing campaign. According to Lt Gen Chaudhry, 819 people embraced martyrdom during the year. These included 303 personnel of the Pakistan Army, 194 members of law enforcement agencies, and 322 civilians who lost their lives in terrorist attacks and security-related incidents. The ISPR chief further revealed that 28 suicide attacks had been recorded across Pakistan during the current year. He claimed Afghan nationals were involved in the recent suicide attacks in Tank and Karachi, describing the incidents as evidence of continued cross-border terrorist involvement. Highlighting the importance of national unity, Lt Gen Chaudhry said Pakistan’s Constitution and legal system apply equally to every citizen. He stressed that loyalty to the state is a fundamental responsibility and said national peace, political stability, and economic development depend on a strong and secure Pakistan.
