Every Year, Same Old Fight

Every August, right on schedule, my phone starts buzzing. Friends send me lists. WhatsApp group start heated debates. Neighbours stop me at the corner shop. Someone always has an opinion about who made it onto Pakistan’s civil awards list this year, and someone always has an even louder opinion about who got left off. I have seen this happen so many times now that I could almost set my watch by it. The list comes out, the arguments start, and by the time the dust settles, nobody remembers what the fuss was even about.

The award list carries the names which we like the most, and unfortunately, it carries those names, which do not like.

I want to tell you something I have come to believe after watching this cycle play out year after year. This debate we keep having, about who deserved a medal and who did not, is about as useful as arguing over which cloud looks more like a rabbit. It never ends, and it never really goes anywhere either. People pick their favourites, defend them like family, and forget the whole point of what an award is supposed to mean in the first place.

Here is the real point, plain and simple. An award is not a popularity contest. It is not a reward for showing up. It is meant for something extraordinary. Something exceptional. A person who did work so far above the ordinary that the state felt it had to stand up and say thank you in front of everybody.

Now here is where the story gets interesting, and honestly, a little strange. An economist named Zehra Farooq sat down and did something most of us never bother to do. She pulled together every single civil award given out over nine years, all 2,209 of them, and looked at the pattern. What she found should stop us all in our tracks. Back in 2018, only 73 people received awards. By 2026, that number had climbed to 372. That is five times as many people being called extraordinary in less than a decade.

Think about what that actually means. If we are handing out that many more awards for exceptional service, it should follow that we have more and more exceptional people walking among us. Teachers going beyond the call. Officers solving problems nobody else could touch. Scientists, engineers, public servants, all rising to meet the moment. That is what a growing list of honourees is supposed to tell us.

But here is the part that keeps me up at night. If we truly have this many extraordinary minds working for the good of the country, why does the country not feel more extraordinary? Why do our institutions still creak and groan the way they always have? Why does public service still feel, for so many ordinary citizens, like an uphill climb rather than a smooth road paved by all this supposed excellence?

Something does not add up. Either the definition of extraordinary has quietly loosened over the years, or the excellence being honoured is not translating into the everyday experience of the people it is meant to serve. Farooq’s numbers also show something else worth sitting with. Women still make up only around ten to sixteen percent of recipients, a share that has barely moved in nine years, and their share shrinks even further at the highest levels of honour.

So the next time the list comes out and the arguments start flying, I hope we can steer the conversation somewhere more useful. Instead of fighting over names, let us ask why the growth in awards has not translated into a more exemplary, more ideal society. That is the debate worth having. That is the one that might actually change something.

    In August 2022, satellite images showed the Indus River in Pakistan swelling to more than ten times its normal width, submerging a third of the country. Less than two years later, in early 2024, the same river system was running far below its seasonal average in its upper reaches, triggering emergency irrigation cuts in Punjab. Flood and drought extremes that once defined different eras are now defining the same decade. For the nearly 40 percent of humanity that lives in river basins shared by two or more countries, this volatility is turning a development issue into a security issue.   Water has always been political, but climate change is making it less predictable and less abundant at the moments when it is most needed. Three basins the Indus, the Nile, and the Mekong illustrate how historical treaties, new infrastructure, and a warming climate are converging to test whether water can be managed as a shared resource or will become a source of sustained confrontation.   The Indus: A Treaty Under Strain   The Indus Waters Treaty, signed in 1960 and brokered by the World Bank, is often cited as one of the most durable water-sharing agreements in the world. It survived two wars and multiple crises between India and Pakistan. Under its terms, the three eastern rivers Ravi, Beas, and Sutlej were allocated to India, and the three western rivers Indus, Jhelum, and Chenab to Pakistan, with limited rights for India to develop run-of-the-river hydropower upstream.   The treaty was designed for a different hydrological and political reality. It divides water volumes based on historical flows, with no explicit mechanism for climate adaptation. It also established a complex dispute resolution process involving a Neutral Expert and a Court of Arbitration.   Tensions have centered on India’s hydropower projects in Jammu and Kashmir, such as Kishenganga and Ratle. Pakistan argues that the design of these projects particularly pondage capacity and spillway gates violates treaty restrictions and could give India control over the timing of flows that are critical for Pakistani agriculture, which supports more than 80 percent of the country’s irrigated agriculture and employs a large portion of its workforce. India argues that the projects are within treaty allowances, are necessary for its own energy security and development, and that it has never interfered with Pakistan’s share.   Both governments have sought recourse through the treaty’s mechanisms simultaneously in recent years, leading to parallel proceedings that have raised questions about the treaty’s procedural resilience. Experts note that the underlying driver is not just engineering, but scarcity: glacier retreat in the Hindu Kush-Himalaya, altered monsoon patterns, and rising demand from growing populations on both sides are reducing the margin for error that allowed the treaty to function for six decades.   The Nile: Sovereignty Versus Survival   No river illustrates the clash between national development and downstream vulnerability more starkly than the Nile.   Ethiopia, where about 85 percent of the Nile’s water reaching Egypt originates from the Blue Nile, began construction of the Grand Ethiopian Renaissance Dam, GERD, in 2011. With a capacity of over 5,000 megawatts, the dam is central to Ethiopia’s plan to expand electricity access still below 50 percent in rural areas at the start of construction and to become a regional power exporter. For Addis Ababa, the dam is a matter of sovereignty and economic transformation, financed domestically and built without external funding.   For Egypt, which depends on the Nile for approximately 90 percent of its freshwater, the dam is viewed as an existential risk. A reduction in flow during the multi-year filling period, or during future droughts if filling and operating rules are not agreed, could directly affect agriculture in the Nile Delta and drinking water for over 100 million people. Egypt has therefore insisted on a legally binding agreement on filling and long-term operation, including drought mitigation mechanisms.   Sudan sits between the two, potentially benefiting from regulated flows and cheap electricity, but also concerned about dam safety and its own water needs.   More than a decade of negotiations mediated by the African Union, the United States, and others have failed to produce a binding deal. Ethiopia has proceeded with filling the reservoir, arguing that this is a natural consequence of exercising its right to develop resources within its borders under the principle of equitable and reasonable utilization. Egypt has argued for the principle of no significant harm and historical rights. International water law, primarily the 1997 UN Watercourses Convention, contains both principles, but leaves their balancing to negotiation.   The dispute has remained diplomatic rather than military, despite inflammatory rhetoric at times, and has spurred renewed discussion about benefit-sharing for example, linking power trade to water security rather than zero-sum volume allocation.   The Mekong: Upstream Control   In Southeast Asia, the Mekong River supports the food security of more than 60 million people. Its annual flood pulse drives one of the world’s most productive inland fisheries in the Tonle Sap lake in Cambodia and sustains rice cultivation in Vietnam’s Mekong Delta, which produces roughly half of Vietnam’s rice.   The construction of eleven large hydropower dams on the mainstream of the upper Mekong in China where the river is called Lancang and more than 100 tributary dams downstream, principally in Laos, has fundamentally altered that pulse. Data from the Mekong River Commission, an intergovernmental body of Cambodia, Laos, Thailand, and Vietnam, shows changes in seasonal water levels, sediment transport, and fisheries.   China, which is not a full member of the Commission but a dialogue partner, argues that its dams provide flood control and dry-season flow augmentation, and are essential for its clean energy transition. Data sharing has improved in recent years, with Beijing providing year-round water level and rainfall data.   Downstream countries offer a different perspective. Thailand and Cambodia have raised concerns about unpredictable releases affecting navigation and farming.     The picture of today’s Chinese factories is very different from the one we used to see in the past few decades. In present-day Chinese factories, alongside workers, there are robots, automated production lines, engineers and software systems. This image makes one realize that China’s role is not limited to being the world’s factory anymore. It is undergoing significant transformation that tells a story of a forward-looking vision. Now, China is moving from simply manufacturing products designed elsewhere to developing the technologies, brands and ideas behind tomorrow’s global economy.  There was a time when the words “Made in China” were associated with China’s role as the world’s manufacturing powerhouse. At that time, “Made in China” also represented a shift of China from merely a developing economy to a country widely known for mass production, affordable products and competitive prices. Whether it be clothes, toys, household goods or electronics, Chinese factories became an essential part of global supply chains. But China didn’t stop there. China considered going through a new transition after realizing that the world’s economic patterns were shifting and that new innovations and technologies were taking center stage. It was a change from merely producing goods for other people to developing its own technologies, brands, and business strategies. It was not a small change. It made sure that future should not only be defined by “Made in China”, but increasingly by “Innovated in China”.  China’s journey of becoming the world trading powerhouse began in 2001 when it joined the World Trade Organization (WTO). Within just eight years, China became the world’s largest exporter of goods. By 2013, it had taken the top position in total trade. Today, China’s total imports and exports are worth more than $6 trillion. Its manufacturing strength has given companies around the world access to competitive products and has helped make global trade faster and more affordable. But the more interesting story today is what China is producing through its own innovation. Electric vehicles (EV) industry is the best example that reflects this shift towards “Innovated in China”. In 1951, BYD was established as a domestic manufacturer. Over the years, BYD developed into a Chinese multinational company and the leader of the global EV industry. It is not just a manufacturer anymore but a company that makes its own ideas, develops its own technology and makes its own electric vehicles and batteries. It has created its footprint in global markets like South Asia, South East Asia, Europe, Latin America and other regions. Chinese electric cars are now being recognized more for their battery tech, design, software and performance, and not just their price. China has also built a huge domestic market for electric vehicles, giving its companies an environment in which they can improve rapidly. A similar change can be seen in renewable energy. China produces large number of solar panels, batteries, and other green technologies. All these steps make China a major driving force in clean energy industry. According to the International Energy Agency (IEA), China controls over 80% to 90% of every single key stage of the global solar supply chain, that makes it an undisputed global leader in solar photovoltaic (PV) manufacturing. This matters far beyond China. Lower-cost solar equipment has helped countries around the world expand renewable energy and pursue their climate goals. China’s strength in batteries is particularly important. Batteries are the beating heart of electric vehicles, energy storage and, increasingly, modern electricity systems. The Chinese companies have poured money into research on batteries and into increasing production. Companies such as CATL have become key suppliers to international automobile manufacturers. In this sense, Chinese innovation is no longer simply about producing a finished product; it is increasingly about supplying the technology that makes the next generation of global industries possible. Another important example is high-speed rail. China has developed the world’s largest high-speed railway network, connecting major cities across the country. Now, China’s experience and expertise can be used internationally. Chinese companies have participated in railway projects and infrastructure development in different parts of the world. Under the Belt and Road Initiative, China has also increased economic connections through investment and infrastructure cooperation. Digital technology is another area where China has moved from follower to innovator. Chinese companies have developed globally competitive platforms in e-commerce, digital payments, logistics and telecommunications. The widespread use of mobile payments in Chinese cities is a real-life example. Consumers can pay for food, transport and everyday purchases using their phones, while businesses can reach customers through sophisticated digital platforms. This innovation is supported by a huge domestic market. With more than 1.4 billion people, China provides its companies with an enormous testing ground. A new product or service can reach millions of users quickly. Companies that succeed at home can then adapt their products for international markets. This combination of scale, manufacturing capacity, engineering talent and growing research investment gives China a unique position in global trade. China’s investment in research and development also reflects this shift. Data from the World Bank show that China’s research and development spending has risen substantially over the past two decades. China is also among the world’s leading countries in patent applications. The sheer number of patents is not a measure of quality of innovation, but of the scale of China’s technological activity. This could be a very significant change for international trade. Globalization, in future, will not only be dependent on large factories producing inexpensive goods. It will increasingly be about technology, clean energy, AI, advance manufacturing, digital services and sophisticated supply chains. China is already very well positioned in many of these areas.  This does not mean China will replace every other manufacturing or technology center. International trade works best when countries specialize, compete and cooperate at the same time. China will continue to import raw materials, energy, technology and components while exporting finished products, machinery and increasingly sophisticated technologies. Its success will also create opportunities for businesses in developing countries that become part of Chinese-linked supply

  • Cheating Today, Corruption Tomorrow

    By Tuba Khan  Cheating in the education sector is an issue of great concern. It is not merely an academic breakdown, but the foundation upon which corrupt values are built. Unfortunately, cheating culture has become a defining feature of Pakistan’s education system and is considered a normal practice instead of a moral failure. This dysfunctional culture has led to the production of highly qualified people with unproductive minds, weak analytical abilities and limited potential to play a transformative role in society. Academic cheating is a conscious effort to use unfair means during exams to gain educational credit. Common cheating practices include, paper leaks, copied material in exams, using AI chatbots and technological devices such as mobile phones, smartwatches and other digital gadgets, receiving help from others during examination and hiring another person to sit in exams on behalf of the original candidate. Shockingly, in some cases, invigilators themselves facilitate cheating in the exam hall. Pakistan clearly lags behind other countries worldwide in the research field because of its corrupt education system that discourages creativity and problem-solving skills and is based on rote learning. International reports highlight the declining quality of education in Pakistan. According to the World Top 20 (WT20) International Education Database 2026, Pakistan is ranked 136th out of 164 countries globally in terms of the quality of education. Culture of cheating reflects the education crisis in Pakistan. This menace is prevalent in all four provinces of Pakistan. Sindh and Balochistan have recorded the highest number of cheating cases. As per the reports released by the Board of Secondary Education Karachi in 2022, around 100 students were caught cheating during exams and 400 cell phones were confiscated in the course of just two days (May 21-22). Later it was discovered that 18 people had appeared in exams on behalf of original candidates. KPK and Punjab also depict a pathetic picture. Earlier this year, candidates at the Khurrianwala Government Girls High School were found cheating and copying from paper slips with the connivance of invigilation staff. Even the provincial capitals, Lahore and Peshawar, having well-known educational institutes have the same culture. Not only schools and colleges, but the universities are also prone to it. Many factors contribute to this toxic culture, including staff shortage, overcrowded examination centers, weak institutional policies, poor performance of teachers, habitual laziness among students and staff, low level of students’ interest in studies and a lack of awareness about moral values. Consequences of cheating are not limited to examination centers only, but extend to the whole society. Academic institutes are meant to produce ethical, responsible and intellectual citizens, but the cheating culture is eroding the very essence of education. In most of Pakistan’s educational institutes, students learn that success is determined not by merit, knowledge and hard work, but by shortcuts and dishonest practices. They learn how to undermine the rights of the honest ones for the sake of their personal interests. This mindset is leading towards the moral decay of society. Learners who develop the habit of achieving success through unfair means during academic years may apply the same tactics to gain influence when they come into power, fostering corruption in the country. Students don’t even realize the damage they are causing to themselves by cheating. For the short-term happiness of success, they often expose themselves to long-term consequences as cheating sabotages their self-confidence, ability to think critically and form independent opinions. Such students score high and even secure top positions in their educational institutes, but often fail to compete in the global job market, where analytical ability and practical skills are valued more than the high scores. When dishonesty is tolerated in classrooms, it puts the future of students at stake and the entire society suffers the consequences. Education sector needs comprehensive reforms. The Government of Pakistan should allocate enough financial resources to the educational institutions, recruit competent staff, strengthen surveillance in exam halls, introduce teacher training programmes, hold the students and staff accountable for their involvement in the debacle of cheating. Examination halls should be monitored and students should be thoroughly checked before entering examination centers so that they cannot carry any digital device or cheating material with them. Exams should be conceptual promoting effective learning and fair assessment. Schools, colleges and universities should educate their students about the importance of intellectual growth and honesty. Cheating must be met with strict actions. A nation cannot expect honest leaders unless the education system is fair. If Pakistan really needs a corruption-free system, the struggle must begin within the classrooms. In a nutshell, by eliminating the culture of cheating, Pakistan will be able to nurture a generation that values meritocracy, thus paving the way for a more just and progressive future.

    By Ali Hiader A certain segment in Pakistan has been gaining momentum in arguing that had dictator General Pervez Musharraf—like Imran Khan—said “Absolutely Not” to Washington, Pakistan might have been spared the scourge of terrorism and the subsequent economic hardships. However, such an argument attempts to view the decision made in 2001 through the lens of circumstances that emerged years later. The terrorist attacks of September 11, 2001, shook the United States and sent shockwaves through the global order; approximately 3,000 people lost their lives, and institutions regarded globally as symbols of American economic and military might were targeted. These attacks challenged the security of the world’s sole superpower and generated intense public pressure on the President George W. Bush’s administration to take retaliatory action. For the United States, inaction had become politically almost impossible. Responsibility for these attacks was attributed to Al-Qaeda and its leader, Osama bin Laden—a Saudi national who was living in Afghanistan under Taliban protection. Initially, Bin Laden denied responsibility for the attacks, but his later statements increasingly portrayed as a retaliatory response to American policies. Regardless of how these statements were interpreted politically, by the end of 2001, it was clear to Washington that Al-Qaeda was the primary enemy and that Afghanistan was the hub of its operations. This context holds particular significance for Pakistan because the Taliban government was harboring Osama bin Laden. Pakistan was not merely a distant spectator to this crisis; it shared a long border with Afghanistan and had spent two decades during the Cold War establishing an extensive political and intelligence network there. Consequently, the United States had no better option than Pakistan. Therefore, the fundamental question is: Did Pakistan truly have the option to simply say “absolutely not,” instead of joining the American war? Pakistan was already grappling with severe economic and diplomatic vulnerabilities during the post-9/11 crisis, as the United States and other Western nations had imposed harsh economic sanctions following the 1998 nuclear tests. These sanctions slowed the pace of development, hampered foreign investment, and strained relations with global financial institutions, leaving the country already burdened by heavy debt. The situation became further complicated when General Pervez Musharraf seized power in October 1999, overthrowing an elected government. The military coup added fuel to the fire, further damaging Pakistan’s global reputation and leaving the country diplomatically weakened at a time when it needed international support the most. Following the September 11 attacks, Washington made its expectations absolutely clear. According to Musharraf’s own account, US Deputy Secretary of State Richard Armitage delivered a stern message to Pakistan: it had to stand either with the United States or against it. Another remark widely attributed to the US position was that if Pakistan refused to cooperate, it could be sent “back to the Stone Age.” Although the exact wording of that phrase was never officially substantiated, the intensity of US pressure was undeniable. Did the United States have the capability to inflict devastating damage on Pakistan, despite Pakistan being a nuclear power? The answer to this is “yes.” Pakistan’s nuclear capability was primarily developed to deter India. Pakistan’s nuclear arsenal provided Islamabad with a strategic deterrent against its key regional rival, but this did not mean Pakistan was immune to American economic, diplomatic, or technological pressure. Pakistan lacked the long-range military capabilities to directly strike the U.S. mainland—located 7,000 miles away—whereas the United States held an overwhelming advantage in air power, naval strength, intelligence, technology, financial resources, and global diplomatic influence. Therefore, nuclear weapons were not synonymous with strategic parity with the United States. Pakistan could deter certain types of aggression from India, but realistically, it lacked the capability to inflict the same level of damage upon the United States. Another major reason for Pakistan’s importance to the United States was the intelligence network present in Afghanistan. During the Cold War, Pakistan was one of the United States’ key regional partners in supporting the Afghan resistance against the Soviet occupation. Pakistani intelligence agencies established extensive networks among Afghan groups, while the United States and Saudi Arabia provided arms and financial support for the resistance. Pakistan served as a crucial conduit for channeling this aid to the Afghan resistance. This historical relationship gave the United States a unique strategic advantage after 9/11. Pakistan possessed a combination of geography, intelligence networks, logistical routes, and institutional experience—assets that would have been extremely difficult to replace. Its cooperation could significantly facilitate U.S. operations in Afghanistan. Consequently, Islamabad chose the path it deemed relatively less damaging. Pakistan provided assistance through logistical support, access to airspace and facilities, intelligence cooperation, and other means, but did not directly join the war; in return for this strategic support, US sanctions were eased, economic aid increased, and Pakistan regained special diplomatic significance in Washington. This does not mean that the decision was without negative consequences. Pakistan itself became a major target of terrorism, resulting in the deaths of nearly 70,000 civilian and military personnels and economic losses of approximately $150 billion; Pakistan paid a very heavy price for this war. Furthermore, the repercussions of the strategic policies adopted during the 1980s and 1990s later manifested as problems for Pakistan—issues that perhaps could not have been fully foreseen in 2001. However, there is an important distinction here: criticizing the consequences of a decision and claiming that a different realistic course of action existed at the time are two separate things. A major irony of the Afghan war is that U.S. officials and analysts have repeatedly cited Pakistan as one of the primary reason for the failure to achieve American objectives in Afghanistan. When the question arises as to why the world’s most powerful military failed to achieve its objectives in Afghanistan, the answer is sometimes given in a single word: Pakistan. This should not necessarily be viewed as a badge of honor; rather, it reflects a complex relationship in which Washington needed Pakistan yet lacked trust in it, while simultaneously accusing certain Pakistani elements of supporting forces that were undermining

  • Beyond Riba: Reconstruction of Just Financial Orde…

    The first part of this series concluded with a question that goes deeper than the contractual forms employed by conventional or Islamic banks: who should possess the power to create money—society through its sovereign monetary authority, or commercial banks through the expansion of credit? It is impossible to reconstruct a financial order without answering this question. Popular understanding of banking remains surprisingly detached from the way modern money actually comes into existence. The conventional explanation suggests that people first deposit their savings with banks and banks subsequently lend part of those deposits to borrowers. Banks thus appear principally as intermediaries between savers and investors. Modern banking does not operate quite like this. The Bank of England, explaining the process in unusually clear terms, acknowledges that most money in a modern economy is created by commercial banks when they make loans. A bank granting financing normally credits the borrower’s account and simultaneously records a corresponding asset on its own balance sheet.  The deposit is created through the act of lending rather than necessarily representing money previously deposited by another saver. When the loan principal is repaid, the corresponding bank-created money is extinguished. This requires an important correction to the familiar expression “fractional-reserve banking”.  Banks are certainly required to maintain reserves, liquidity and regulatory capital, but contemporary money creation cannot accurately be understood as a mechanical process in which every rupee of reserves is successively multiplied into a predetermined number of rupees of loans.  Lending is constrained by capital requirements, liquidity, creditworthiness, profitability, regulation, settlement requirements and ultimately monetary policy. It nevertheless remains true that deposit-taking commercial banks create a substantial part of the money used by society. Pakistan is no exception. State Bank of Pakistan’s monetary data show that at end-June 2026 broad money was about Rs. 46.46 trillion. Currency in circulation was about Rs. 11.94 trillion, while deposits with banks were approximately Rs. 34.47 trillion. The greater part of what Pakistanis use as money does not consist of notes issued by the State Bank. It consists of claims recorded in the banking system. This distinction has profound consequences for our discussion of riba. Commercial-bank creation of deposit money should not automatically be declared riba. The Quran does not prescribe a reserve ratio, a central-bank structure or a particular technique for creating currency.  To equate fractional-reserve banking itself with riba would unnecessarily turn a question of monetary system into a theological declaration. The real objection is different. A society must ask whether the privilege of creating generally accepted purchasing power should be exercised primarily through private debt contracts; who receives the initial benefit of newly created purchasing power; towards which activities the new credit is directed; who absorbs the losses when excessive credit creation produces instability; and whether private institutions can earn a predetermined return from money whose creation depends ultimately upon the sovereign monetary and payment system. These are questions of political economy and distributive justice. Pakistan provides an especially revealing example. SBP’s provisional monetary aggregates at end-June 2026 recorded net government-sector borrowing of more than Rs. 37 trillion.  Net borrowing from scheduled banks was overwhelmingly larger than direct borrowing from SBP, while credit to the private sector stood at around Rs. 11.4 trillion. The precise categories require care in interpretation, but the broad structural message is difficult to miss: the banking system has become deeply intertwined with financing the State itself. Banks operate within an extraordinary circle. The State confers the banking licence, provides the settlement infrastructure, regulates deposits, maintains monetary stability and acts ultimately as guardian of systemic stability. Banks create deposit money through their financing operations and then deploy enormous resources in government securities carrying returns ultimately serviced through public revenues. The citizen appears at both ends of the transaction by providing deposits to the banking system and later pays taxes from which sovereign financial obligations are serviced. The arrangement may be perfectly lawful under the existing system, but a project seeking elimination of riba cannot ignore its structural implications. Conversion of conventional banks into Islamic banks does not, by itself, answer this problem. An Islamic deposit-taking institution can participate in the same process of deposit creation when it extends financing. If its balance sheet remains concentrated in sovereign instruments and if its returns remain indirectly anchored to the prevailing interest-rate structure, conversion of contractual terminology leaves the underlying monetary structure substantially intact. This is one reason why the proposal recently advanced by Muhammad Munir Ahmad for an alternative riba-free system deserves serious consideration. It correctly asks whether money creation and commercial financing should be separated. Its criticism of the privileges inherent in the existing banking structure identifies a problem much larger than the replacement of an interest-bearing loan with murabaha or ijarah. The proposed solution, however, requires considerable refinement. One possibility is a system under which transaction money is fully backed by sovereign money.  Current accounts used for salaries, business payments and ordinary transactions would represent money held for payment and safekeeping. Banks would not be permitted to use these balances to create additional financing. Investment would take place through an entirely different window. A person seeking a return would knowingly place funds in an investment account. Those funds could be employed in mudarabah, musharakah, leasing, trade finance and other genuine commercial arrangements. Return would arise from investment, ownership, enterprise or service rather than merely from allowing a bank to create a debt against a transaction deposit. This idea is neither historically unprecedented nor uniquely associated with Islamic economics. During the Great Depression, economists associated with what became known as the Chicago Plan proposed 100 per cent reserve backing for transaction deposits, expressly separating the monetary function of banks from their credit function. Irving Fisher became one of its prominent advocates.  Decades later, an International Monetary Fund (IMF) working paper by Jaromir Benes and Michael Kumhof revisited the proposal and modelled potential effects including greater control over credit cycles and reductions in private and public debt.   • When the Rains Come, Lahore’s Governance Washes …

    “By failing to prepare you are preparing to fail”—Benjamin Franklin Every monsoon, Lahore receives heavy rainfall. Every monsoon, the city appears surprised. Roads become rivers, underpasses become lakes, vehicles remain stranded for hours, businesses suspend operations, electricity fails in several localities and thousands of citizens find themselves trapped in their homes. Public officials then appear before cameras to assure the public that “all machinery has been mobilised” and “field staff are working round the clock”. The question, however, is not whether officials worked after the city was submerged. The real question is why a city that has witnessed identical scenes for decades still lacks the institutional capacity to manage a predictable annual event. Rain is not the problem. It is governance. The latest spell of heavy rainfall has once again exposed the widening gap between Lahore’s physical expansion and its institutional preparedness. It has demonstrated that despite billions of rupees spent on roads, flyovers, underpasses, signal-free corridors and housing developments, the city’s drainage infrastructure has remained dangerously inadequate. Nature merely revealed what administrative complacency had concealed. Lahore today is managed by a bewildering network of public institutions—the Lahore Development Authority (LDA), Traffic Engineering and Planning Agency (TEPA), Water and Sanitation Agency (WASA), Metropolitan Corporation Lahore, district administration, Punjab Housing and Town Planning Agency, Parks and Horticulture Authority and several cantonment boards. Each possesses defined statutory functions, separate budgets, independent administrative structures and overlapping jurisdictions. Yet when rain falls, responsibility becomes everyone’s—and therefore no one’s. The ordinary citizen neither understands nor cares which agency is legally responsible for a flooded road, a blocked drain or an inundated underpass. Citizens judge governments by outcomes, not organisational charts. If roads remain submerged for hours, traffic collapses across the city and commercial activity comes to a standstill, institutional fragmentation cannot become an excuse for collective failure. LDA deserves particular scrutiny because it has shaped Lahore’s urban landscape over the past several decades. Successive development plans have emphasised visible infrastructure and horizontal urban expansion. New housing societies continue to receive approvals while commercial activity spreads rapidly beyond the city’s traditional limits. However, sustainable urban development involves much more than constructing roads and approving layouts. It requires integrated planning for drainage, groundwater recharge, storm-water management, environmental protection and climate resilience. These objectives have too often been subordinated to short-term development priorities. The consequences are now visible across Lahore. Natural water channels have disappeared under concrete. Green areas have steadily declined. Impervious surfaces have multiplied. Urban sprawl has accelerated. Rainwater that once infiltrated open land now accumulates almost instantly on concrete roads and paved surfaces, overwhelming drainage systems that were designed for a much smaller city. The engineering challenge has fundamentally changed but not institutional thinking. TEPA has undoubtedly transformed Lahore’s transport infrastructure through extensive investment in roads, bridges and underpasses. Yet transport engineering cannot be separated from storm-water engineering. Every major road project should answer a simple question before construction begins: Where will the rainwater go? Unfortunately, repeated flooding of important roads and underpasses suggests that drainage considerations have often received less attention than traffic movement. Infrastructure cannot be described as successful merely because vehicles move efficiently during dry weather. Infrastructure succeeds only when it continues functioning under adverse conditions. Modern cities are designed not for ideal weather but for extreme weather. That is precisely where Lahore repeatedly fails. WASA occupies the frontline whenever urban flooding occurs. Its officers and field staff frequently work under extraordinarily difficult circumstances and deserve recognition for their commitment. Yet institutional performance cannot be evaluated solely by emergency response. Pumping millions of gallons of water after roads have flooded does not represent successful urban management. It merely demonstrates that preventive systems were insufficient. Effective drainage begins months before the monsoon through systematic desilting of drains, cleaning of disposal stations, maintenance of pumping equipment, removal of encroachments on natural waterways and continuous monitoring of vulnerable locations. Emergency pumping should remain the exception. In Lahore, it has become the annual strategy. The larger issue extends beyond engineering. It concerns public administration itself. Urban governance in Lahore suffers from fragmentation without coordination. One agency constructs roads. Another manages drainage. A third approves housing schemes. A fourth regulates utilities. A fifth removes encroachments. Each agency performs its own function with limited institutional integration. The result is predictable. Roads are constructed without adequate drainage capacity. Housing schemes are approved without corresponding investment in trunk infrastructure. Natural drainage channels disappear beneath commercial development. Freshly constructed roads are repeatedly excavated by utility agencies. Responsibility becomes divided while accountability disappears. Climate change has unquestionably intensified rainfall patterns across South Asia. Extreme precipitation events are becoming more frequent. However, climate change cannot become an administrative defence. If rainfall patterns have changed, engineering standards must also change. If cities are expanding, drainage systems must expand accordingly. If scientific forecasts predict greater climate volatility, development planning must incorporate those projections rather than relying upon obsolete assumptions. Unfortunately, Lahore continues to respond to twenty-first-century climate realities with twentieth-century infrastructure. The economic costs of this governance failure are substantial. Businesses lose valuable operating hours. Industrial production is disrupted. Supply chains are interrupted. Thousands of daily wage earners lose income. Motor vehicles suffer avoidable damage. Insurance costs increase. Property values decline in repeatedly flooded neighbourhoods. Public health deteriorates as stagnant water increases the risk of waterborne diseases. Collectively, these recurring economic losses almost certainly exceed the annual cost of maintaining a modern storm-water management system raising an uncomfortable question. If billions of rupees can be allocated annually for visible infrastructure projects, why does preventive maintenance remain persistently underfunded? Public finance should not reward ribbon-cutting ceremonies while neglecting maintenance. Maintenance rarely attracts political attention but its absence always attracts public suffering. The constitutional dimension is equally significant. Article 9 of the Constitution guarantees the right to life, a concept repeatedly interpreted by superior courts to include living with dignity, safety and a healthy environment. Article 14 protects human dignity, while Article 38 obliges the State to promote the social and economic well-being of the people.
