EU plans sweeping new sanctions on Russia

The European Union is preparing its most extensive round of sanctions against Russia since the war in Ukraine began, with the proposed measures aimed primarily at Moscow’s military-industrial complex.

EU foreign policy chief Kaja Kallas told German newspaper Die Welt that the new sanctions would significantly increase pressure on Russia and could raise the number of sanctioned Russian individuals and entities by about one-third. EU diplomatic sources said the European External Action Service is expected to propose sanctions against around 1,600 people and entities linked to Russia’s defence sector.

The proposed measures would include asset freezes as well as travel and transaction restrictions. The EU has already sanctioned nearly 3,000 Russian individuals and companies.

According to EU diplomatic sources, the new list could be presented to member states in early September, with formal adoption targeted for October. Unlike broader sanctions packages, the proposed designations are not expected to include new sector-wide restrictions, a move intended to speed up approval.

Kallas said the EU would continue increasing economic pressure until Moscow ends its war in Ukraine. However, EU sanctions require unanimous approval from all member states, and previous measures have faced delays because of disagreements among countries.

The latest move comes as the EU seeks to strengthen its pressure on Russia while avoiding the lengthy disputes that have complicated previous sanctions packages.

A Major Milestone Towards Strengthening Weather Forecasting, Hill Torrent Monitoring and Community Resilience in Dera Ghazi Khan Ghazi University, Dera Ghazi Khan, has taken a significant step towards strengthening weather monitoring, disaster preparedness and climate resilience in the region through the establishment of a state-of-the-art Automatic Weather Station (AWS) under the World Bank-supported Modernization of Hydromet Services of PMD in Pakistan Project (MHSP). The initiative, being implemented by the Pakistan Meteorological Department (PMD) with support from the World Bank, aims to modernize Pakistan’s hydrometeorological observation network, enhance forecasting capabilities and improve climate service delivery. The project is expected to play a vital role in strengthening early warning systems and disaster preparedness, particularly in areas vulnerable to extreme weather events and climate-related hazards. The proposed Automatic Weather Station at Ghazi University will provide real-time, high-resolution meteorological data, significantly contributing to weather forecasting and the monitoring of weather conditions associated with hill torrents in Dera Ghazi Khan. Given the region’s vulnerability to flash floods and hill torrents, the installation represents an important step towards improving early warning capabilities and protecting communities, livelihoods and infrastructure. Under Phase-I of the MHSP, a total of 110 Automatic Weather Stations are being installed across Pakistan, including 25 stations in Punjab. These stations will expand the country’s real-time weather observation network and provide reliable meteorological data to support forecasting, research, disaster risk reduction and climate-resilience planning. A project team recently visited Ghazi University, Dera Ghazi Khan, where it held a meeting with the Vice Chancellor, Prof. Dr. Ashfaq Ahmad. During the visit, the team conducted a comprehensive assessment of the proposed site, finalized the location for installation of the Automatic Weather Station, and signed a Memorandum of Understanding (MoU), formally designating Ghazi University as an AWS installation site. The visiting delegation comprised Mr. Hassan Shafiq, Environment & Social Safeguards Consultant, World Bank; Dr. M. Yasir, Hydrology Consultant; Mr. Abdul Aziz, Director, Regional Meteorological Centre Lahore, Pakistan Meteorological Department; and Mr. Sajid Hussain, Meteorologist, PMD. The delegation was accompanied by Dr. Sagheer Atta, Director ORIC, Ghazi University. Speaking on the occasion, Vice Chancellor Prof. Dr. Ashfaq Ahmad expressed the university’s strong commitment to supporting the initiative and emphasized the importance of establishing an Automatic Weather Station at Ghazi University. He stated that the facility would not only strengthen real-time weather monitoring and forecasting in Dera Ghazi Khan but would also significantly enhance the monitoring and early warning of hill torrents, helping improve disaster preparedness and protect local communities from potential hazards. He described this contribution as an important form of community service, particularly for vulnerable populations in the hill-torrent-prone areas of the region. The station will also create valuable opportunities for research, academic collaboration, student training and practical learning in meteorology, hydrology, climate science and related disciplines.

    Lucas Digne returns to PSG in three-year deal

    Paris Saint-Germain have completed the signing of France international left-back Lucas Digne from Aston Villa, bringing the experienced defender back to the club more than a decade after his first spell in Paris. The 33-year-old has signed a three-year contract with the French champions. PSG activated Digne’s release clause, with reports putting the transfer fee at around £8.5 million ($11.5m). Digne’s return marks an intriguing new chapter in a career that has taken him across some of Europe’s biggest clubs. He initially joined PSG in 2013 and made 44 appearances before moving on.     Coach hails Fatima’s bronze, urges women’s boxing support

    Veteran Pakistani boxing coach and former international boxer Arshad Hussain has praised Fatima Zehra for securing a rare bronze medal at the Commonwealth Games in Glasgow, saying her achievement reflects the untapped potential of Pakistan’s female boxers. Arshad, who has himself competed at the Commonwealth Games, said winning a medal at the prestigious event was a major accomplishment, particularly in women’s boxing. Speaking about Fatima’s performance, he said she had to overcome strong international competition and win two bouts to secure the bronze medal. He stressed that athletes competing at the Commonwealth level face opponents from countries against whom Pakistani boxers often have limited experience. Arshad also called for greater attention to women’s boxing in Pakistan. He said the country has several promising female fighters who could achieve significant success if provided with proper coaching, international exposure and regular training opportunities. He identified Fatima Zehra, Malaika and Maria among the boxers with considerable potential. According to him, these athletes should be given opportunities to train abroad for several months so they can improve their technical skills and gain valuable international experience. The veteran coach also expressed disappointment over boxer Qudratullah’s decision to leave Pakistan after participating in the Commonwealth Games. He described him as a talented fighter and questioned the circumstances that led to his disappearance from the national setup. While assessing the performance of Pakistan’s male boxers at the Games, Arshad said they produced competitive performances but lacked the required technical and physical sharpness. He maintained that better preparation could help them compete more effectively at the international level. Arshad further highlighted the need for sustained government support for boxing. He recalled Pakistan’s strong history in the sport and argued that short training camps were insufficient to prepare athletes for major international competitions. He questioned how Pakistan could expect medals when boxers were given only a 20-day camp before the Commonwealth Games, saying even much longer preparation does not guarantee success at that level. Looking ahead to the Asian Games, Arshad remained cautious about Pakistan’s medal chances. He said the competition would be significantly tougher, with major boxing nations including Uzbekistan, Kazakhstan, Thailand, Japan, China and the Philippines expected to compete.

    Gaza oxygen stations face shutdown

    At least 22 of Gaza’s 34 oxygen stations have stopped operating, the Palestinian Health Ministry said Saturday, warning that the remaining facilities could also shut down because of the Israeli blockade and a critical shortage of spare parts. The ministry said the 12 functioning stations are operating under severe technical and mechanical strain. Frequent breakdowns and a lack of maintenance have pushed the facilities beyond their normal capacity, making it increasingly difficult to supply oxygen to hospitals and other healthcare providers. Only four of the 30 machines used to refill oxygen cylinders remain operational, according to the ministry. It warned that these machines could fail at any time because engineering teams lack the parts and equipment needed for emergency repairs. The ministry stressed that oxygen supplies are essential for life-saving hospital departments and patients receiving treatment at home. It urged the immediate opening of channels to allow spare parts, technical equipment and new oxygen stations to enter Gaza. The warning follows a statement by Doctors Without Borders (MSF) on August 12, which said Israeli authorities continued to restrict the entry of engine oil and spare parts needed for hospital generators, ambulances and other critical services. The UN Office for the Coordination of Humanitarian Affairs said in its latest report that Kerem Shalom remains the only operational crossing for goods entering Gaza, while restrictions remain on several essential supplies and types of equipment. The World Health Organisation, in data published on August 11 covering the period through July 31, also reported severe shortages of healthcare resources and services across Gaza’s medical facilities.

    Modi proposes fast-track courts to quell rising ‘cockroach’ youth protests

    Indian Prime Minister Narendra Modi has pledged to establish fast-track courts to swiftly punish officials involved in examination paper leaks, attempting to contain a widespread youth-led protest movement that has rocked New Delhi and disrupted Parliament. Posting on X in his first public remarks on the crisis, Modi declared that “those who try to harm the future of our youth will not be spared”. The satirical “Cockroach Janta Party” (CJP), coined after India’s top judge reportedly likened unemployed youths to “cockroaches”, promptly rejected Modi’s proposal as a superficial “Band-aid” measure. The CJP continues to demand  educational reforms and the immediate resignation of Education Minister Dharmendra Pradhan, who has faced intense pressure following 152 recorded paper leaks over the past decade. The movement has escalated rapidly across India, drawing tens of thousands of demonstrators to New Delhi’s Jantar Mantar and prompting solidarity marches in cities including Mumbai, Chennai, and Hyderabad. Opposition parties, led by Rahul Gandhi, have forced shutdowns in Parliament while demanding that Modi apologise and dismiss Pradhan, as government officials accuse the opposition of exploiting student grievances for political leverage.
