ISLAMABAD: National Assembly Opposition Leader Mahmood Khan Achakzai has urged Prime Minister Shehbaz Sharif to initiate the process of appointing a new Chief Election Commissioner (CEC) and fill the vacant positions of two Election Commission of Pakistan (ECP) members from Sindh and Balochistan.

Achakzai made the request in a letter addressed to Prime Minister Shehbaz Sharif on August 10. The opposition leader, who also heads the Tehreek Tahafuz Ayeen-i-Pakistan (TTAP) and serves as chairman of the Pakhtunkhwa Milli Awami Party, asked the premier to give immediate attention to what he described as an important constitutional responsibility concerning the composition of the country’s electoral watchdog.

According to Achakzai, the official terms of the Chief Election Commissioner and the ECP members representing Sindh and Balochistan expired on January 26, 2025. He stressed that the vacant positions should be filled without further delay to ensure the commission continues to function effectively.

The opposition leader argued that the timely appointment of officials to these constitutional positions was essential for maintaining the ECP’s operational continuity, institutional independence and credibility.

In his communication, Achakzai referred to relevant provisions of the Constitution that outline the procedure for appointing the Chief Election Commissioner and members of the Election Commission.

He cited Article 213(2A) under which the prime minister is required to consult the leader of the opposition in the National Assembly before forwarding three candidates for the post of CEC to a parliamentary committee. The committee then considers the proposed names before making the appointment through the constitutional process.

Achakzai also referred to Article 218(2)(b), arguing that the appointment of ECP members from the provinces is subject to the same constitutional principle of consultation between the prime minister and the opposition leader.

The opposition leader consequently called on Prime Minister Shehbaz to hold a formal meeting with him so that both sides could consult and agree on suitable candidates for the vacant constitutional positions.

The demand comes against the backdrop of a prolonged delay in completing the composition of the electoral body.

It is worth recalling that Prime Minister Shehbaz Sharif had previously invited former National Assembly Opposition Leader Omar Ayub for consultations regarding the appointment of a new Chief Election Commissioner. The invitation was extended in June last year as part of the constitutional process for filling the position.

However, the parliamentary situation subsequently changed after the National Assembly removed Omar Ayub and several other Pakistan Tehreek-e-Insaf (PTI)-backed leaders from important parliamentary positions. The move followed their disqualification by the Election Commission of Pakistan in connection with the May 9 cases in August last year.

As a result, the consultation process concerning appointments to key positions within the ECP remained stalled.

Achakzai’s latest letter has brought renewed attention to the issue, with the opposition leader emphasising that the vacant positions should be filled through the constitutional procedure and without further delay.

The appointment of a CEC and provincial ECP members is considered crucial for ensuring the electoral watchdog remains fully functional and retains public confidence. Achakzai has therefore sought an immediate consultation process with the prime minister to resolve the matter and complete the appointments in accordance with the Constitution.

However, the forensic findings are expected to be assessed alongside other evidence before investigators reach any final conclusion. Police are also examining other aspects of the case to establish what happened. Meanwhile, further shortcomings in the investigation have reportedly emerged. Investigative officials said several important steps had not been completed despite days having passed since the incident. According to officials, geofencing of the crime scene has not yet been carried out. Geofencing could help investigators identify mobile devices that were present in or around the area at the relevant time. Officials also said that Mir Raza’s mobile phone data had not been obtained. The phone record could potentially help investigators establish his movements and identify contacts or activities around the time of the incident. Another issue raised by investigators concerns Mir Raza’s smartwatch. Officials said its forensic examination had also not been conducted. Such devices can sometimes contain information about movement, activity and other data that may assist an investigation. The latest findings have added new elements to the case. Investigators are now expected to examine the forensic report along with other available evidence. The police are also facing questions over why some investigative procedures were not carried out earlier. The family has previously called for a thorough investigation and answers about what happened to Mir Raza.

    Paris scout tied to Epstein network found dead

    A modelling scout with ties to the late convicted sex offender Jeffrey Epstein has been found dead at his home in France. Authorities discovered Daniel Siad, 69, on Monday in Colombes, a suburb northwest of Paris, according to confirmation from the Nanterre prosecutor’s office. The office said it opened an investigation Monday evening to determine the cause of death and confirmed that a post mortem examination would be conducted. Siad’s name appeared thousands of times across documents released by the US government related to Epstein. He had denied any awareness of the threat Epstein posed to the women and girls around him. His lawyer, Menya Arab Tigrine, stressed that Siad had faced several complaints in France, including allegations of rape, but had never been prosecuted. She said in a statement that he had died and that he was innocent. A woman identified only as Anya, an Epstein victim who spoke previously to reporters, said Siad had introduced her to Epstein and described the arrangement as a complete set up, calling Siad essentially a professional trafficker. In one email to Epstein released among the files, Siad wrote in broken English that in this business he sometimes catches fish quickly and other times catches none, a comment referencing his work finding models. Ahead of a recent investigative report examining the allegations, Arab Tigrine had said her client was unavailable for comment. However, in an earlier television interview, Siad said he had not known that women were being abused by Epstein, adding that he trusted Epstein and believed he was a professional person. The first complaints against Siad in France were filed in February. He denied any wrongdoing in multiple recent media appearances, telling one French broadcaster in May that he had never raped anyone in his life. Lawyers representing the former model who filed the first complaint against Siad said they were stunned by news of his death, saying they struggled to find words for the anger and sadness they felt, with alleged victims now denied the chance for a criminal trial. The lawyers expressed strong frustration toward the Paris prosecutor’s office, which had announced in February that it was opening an investigation into Epstein’s French associates. They accused the office of what they called scandalous inaction, arguing it reflected contempt from public authorities toward victims of sexual crimes connected to the trafficking network Epstein and his associates built. Another former model who gave a police deposition in June as part of the investigation into Siad told reporters that his death means any information he might have held about Epstein has now been lost. She said an important link in the chain had vanished before authorities had any chance to recover what he might have known, since he was never formally questioned. She said too much time had already been lost in the investigation and expressed hope that authorities would not wait years longer before searching his home, though she suggested it might already be too late. Anne Claire Le Jeune, a lawyer representing six women who filed complaints against Siad, said her clients had been denied justice. She said her clients found the strength to break a heavy silence surrounding Siad’s ties to Epstein and faced every stage of the legal process with remarkable courage. She called it deeply regrettable that the slow pace of the investigation allowed Siad to die before he could be questioned or detained, depriving the victims of a crucial step in their pursuit of truth and accountability. Another Epstein associate, French modelling agent Jean Luc Brunel, was found hanged in his Paris prison cell in 2022. Brunel, 76 at the time, had spent more than a year in custody while under investigation on suspicion of raping minors and trafficking minors for sexual exploitation, allegations he denied. Brunel founded the modelling agency MC2 Model Management with funding from Epstein and was suspected of helping transport and house young women and girls on Epstein’s behalf. Epstein, who was 66, died by suicide in a New York jail cell in 2019 while awaiting federal trial on sex trafficking charges. The alert comes as Punjab faces an evolving monsoon and river-flood situation. According to the latest official update, moderate flooding has been recorded in the River Chenab at Khanki, Qadirabad and Chiniot Bridge. Low-level flooding has also been reported at Trimmu on the Chenab and at Balloki and Sidhnai on the River Ravi. The Deputy Commissioner visited Head Sidhnai, the Mai Safura Bund Breaching Section, Kund Sargana and Fazil Shah Bund, where she inspected flood-protection infrastructure and reviewed emergency response arrangements. Officials of the Irrigation Department briefed her on the prevailing water situation in the Ravi and Chenab rivers, the structural strength of protective embankments, vulnerable riverine areas, evacuation planning and precautionary measures being taken to minimise possible losses. Additional Deputy Commissioner Revenue Fazal Abbas, Assistant Commissioner Kabirwala Muhammad Haroon and officers representing the Irrigation Department, Rescue 1122, Revenue Department and other concerned agencies accompanied the Deputy Commissioner during the inspection. At Head Sidhnai, Hena Arshad inspected the Mai Safura Bund Breaching Section, surrounding flood embankments and the railway bridge. She reviewed the condition of the protective infrastructure and the safety measures being implemented around vulnerable locations. The Deputy Commissioner directed the Irrigation Department, Kabirwala tehsil administration, Rescue 1122, Revenue Department and other agencies to remain fully alert and maintain uninterrupted coordination. She stressed that machinery, rescue boats, emergency equipment, personnel and transportation resources must remain available for immediate deployment. Any weakness detected in an embankment or protective structure should be repaired without delay, she added. Earlier, while chairing a flood-preparedness meeting at Head Sidhnai, the Deputy Commissioner said that the district administration had completed the necessary arrangements to respond effectively to a possible emergency. She ordered the immediate strengthening of flood embankments, removal of encroachments from waterways and vulnerable locations, and implementation of all remaining precautionary measures. During her visits to Kund Sargana and Fazil Shah Bund, Hena Arshad instructed officials to prepare for the timely and safe evacuation of residents from low-lying riverine settlements whenever water conditions require such action. She directed the administration to identify vulnerable populations in advance, maintain updated evacuation lists and ensure the availability of transport for families, livestock and essential belongings. The Deputy Commissioner also ordered that flood-relief camps and facilities established by the Health and Livestock departments remain fully operational. These camps must be prepared to provide shelter, medicines, drinking water, food, veterinary assistance and other essential services immediately after an emergency is declared. Punjab authorities have intensified flood monitoring across rivers, headworks and barrages. Drone surveillance has also been conducted at Head Sidhnai and other strategic locations to monitor water flows, riverbank erosion and possible incoming flood waves. The wider provincial situation remains sensitive. More than 4,300 residents have already been evacuated from vulnerable settlements along the Chenab in Chiniot district following an increase in water levels, illustrating the speed with which river conditions can affect downstream communities. The National Disaster Management Authority has also issued a weather advisory covering July 25 to July 30, warning of further monsoon activity and associated flooding hazards. Hena Arshad said water levels and river conditions across Khanewal district were being monitored continuously. She instructed all departments to remain vigilant and respond immediately to any rise in water levels, weakening of embankments or other emergency situation. “The protection of citizens’ lives, property and livestock is the district administration’s foremost priority,” the Deputy Commissioner said, reaffirming that negligence or delays in flood-preparedness measures would not be tolerated. Residents of low-lying areas near the Ravi, Head Sidhnai and adjoining riverine belts have been advised to remain attentive to official announcements, avoid approaching rivers and flood channels, and cooperate with the administration if precautionary evacuation becomes necessary. Under the new arrangement deputy commissioners will supervise commercial, agricultural and religious properties located within their districts. They will also be responsible for ensuring the proper management protection and regulation of these properties. The move is aimed at strengthening the administrative oversight of evacuee trust properties and ensuring that such assets are properly managed at the district level. The notification gives deputy commissioners specific powers to regulate and protect these properties. They will also be required to establish district-level committees to assist with the administration and management of evacuee trust properties. The Sindh government’s decision is expected to provide a more centralized administrative mechanism for dealing with properties under the relevant trust arrangements. District administrations will now have a greater role in monitoring these assets and addressing issues related to their management. The new powers cover different categories of properties including commercial agricultural and religious assets. Deputy commissioners will oversee these properties within their respective jurisdictions and take administrative measures under the authority granted by the provincial government. The notification further states that the new orders will take effect immediately. The decision comes as provincial authorities seek to strengthen the protection and regulation of properties that fall under the evacuee trust framework. By assigning these responsibilities to deputy commissioners the government has placed district administrations at the center of the property management process. The formation of district-level committees is also expected to help deputy commissioners carry out their new responsibilities and improve coordination between relevant departments. The Sindh government has not indicated that the new arrangement is temporary. With immediate effect deputy commissioners across the province will exercise their newly assigned administrator powers and oversee evacuee trust properties within their districts. The development represents a significant expansion of the administrative role of deputy commissioners in Sindh and gives district authorities greater responsibility for the protection regulation and management of evacuee trust properties
