Aviation bodies to shift headquarters to Islamabad

The federal government has decided to relocate the headquarters of two key aviation institutions — the Pakistan Civil Aviation Authority (PCAA) and the Pakistan Airports Authority (PAA) — from Karachi to Islamabad.

According to sources, both organisations will initially establish temporary headquarters at Islamabad International Airport. The move aims to bring the two aviation bodies closer to the federal government and other key administrative institutions in the capital.

A seven-member joint committee, comprising officials from the PCAA and PAA, has been formed to oversee the arrangements for the relocation. Deputy Director General Airports Authority Sadiq Rehman will head the committee.

The committee will identify suitable space at Islamabad International Airport for the construction of temporary headquarters and will also examine the logistical requirements involved in shifting the two organisations.

Sources said the PCAA is expected to move its headquarters to Islamabad by November, while the PAA will follow by December. The authorities will make necessary arrangements to ensure that the transition does not disrupt the organisations’ routine operations.

The headquarters of both aviation bodies are currently located in Karachi, which has traditionally served as an important centre for Pakistan’s aviation sector. However, the government plans to retain their regional offices in Karachi and other parts of the country.

The relocation will therefore affect the central administrative setup rather than the wider network of regional operations. Offices and field formations across the country will continue to perform their existing functions.

The decision marks a significant administrative shift for Pakistan’s aviation sector and is expected to reshape the way the two authorities coordinate their operations with federal institutions based in Islamabad.

    GUJRANWALA: Punjab Police’s Gujranwala division has a public relations setup in place, but journalists covering the region say the system is failing at the most basic task providing timely and accessible official information. Journalists covering police affairs across Gujranwala division say contacting the concerned PRO for the police version of an incident has become a frustrating exercise, with calls and messages frequently going unanswered. The problem becomes more serious when reporters are working on developing stories involving arrests, FIRs, police encounters, alleged misconduct or other sensitive matters where the police version is essential before publication. According to journalists, the issue is not simply about the availability of press releases. The police communication mechanism largely revolves around a WhatsApp group where official information is circulated, but there is little effective two-way communication when journalists need clarification or an immediate response. “Information is posted in the group, but when a journalist needs to ask a question or verify an incident, getting a response is often difficult,” said a journalist covering police affairs in the division. Another journalist said the communication gap had become particularly noticeable during breaking incidents, when reporters need the official version within minutes rather than hours. The frequent changes of PRO officials have further complicated the situation, journalists say. According to them, PROs are changed so frequently that journalists are often left uncertain about whom to approach for official comments. “By the time a working relationship develops with one PRO, another officer is assigned the responsibility,” a journalist said. The situation raises questions about the effectiveness of the PRO system itself. A police public relations officer is not merely responsible for forwarding press releases; the position also serves as a communication bridge between the police department and the media. When that bridge fails to function, journalists can be left with incomplete information while the police department risks losing an opportunity to present its official position. The problem is particularly important in a region where police operations regularly generate public interest. Arrests, encounters, recoveries, FIRs and allegations against police personnel all require timely verification and an official response. Journalists say the regional police command should establish a stable and clearly accessible media contact mechanism instead of relying primarily on a WhatsApp group for communication. The Punjab Police authorities and senior officers of Gujranwala division should also review the frequent changes in PRO assignments and assess whether the existing arrangement is delivering the level of media coordination expected from a major regional police formation. Without timely communication, the PRO system risks becoming a one-way information desk rather than the professional media liaison mechanism it is supposed to be.

    Court awards Ahsan Iqbal Rs2.5m in defamation case

    An Islamabad District and Sessions Court has ruled in favour of Federal Minister Ahsan Iqbal in a long-running defamation case against PTI leader Murad Saeed. The court ordered Murad Saeed to pay Rs2.5 million in damages for making allegations that were not proven during the proceedings. Additional Sessions Judge Hakim Khan announced the verdict after hearing the case. The court held that Murad Saeed’s statements had damaged Ahsan Iqbal’s reputation and public image. It directed the PTI leader to compensate the federal minister with Rs2.5 million. According to the judgment, Murad Saeed accused Ahsan Iqbal of being involved in corruption worth Rs70 billion. However, the court found that he failed to provide any evidence to support the allegations. The court ruled that the accusations of corruption, misuse of authority, and receiving illegal commissions were defamatory because they remained unsubstantiated. The judgment stated that Ahsan Iqbal had initially sought Rs10 billion in damages for the alleged harm caused to his reputation. However, the court observed that the amount claimed was excessive in view of the evidence presented during the trial. It therefore awarded Rs2.5 million as reasonable compensation. The court further observed that Murad Saeed’s controversial statements had harmed Ahsan Iqbal’s reputation, dignity, and credibility. It said the allegations created a negative impression of the minister among the public and directly targeted his honesty, integrity, and professional standing. The judgment also noted that Murad Saeed neither appeared before the court during the proceedings nor submitted evidence to substantiate the corruption claims. The absence of supporting material, the court said, weakened his defence and left the allegations unproven. The case originated from statements made by Murad Saeed in 2019 regarding the Multan-Sukkur Motorway project. At the time, he alleged that Ahsan Iqbal had committed corruption in connection with the project. After reviewing the evidence and hearing the arguments, the court concluded that the accusations were not established and therefore amounted to defamation. The verdict marks the conclusion of the defamation proceedings, with the court reaffirming that public allegations of corruption must be backed by credible evidence.

    PSX closes higher despite volatile trading

      The Pakistan Stock Exchange (PSX) witnessed a positive trading session on Tuesday, with the benchmark KSE-100 Index gaining 1,116 points to close at 177,083 points.     Pakistan’s petroleum levy collection reached a record Rs1.567 trillion during the fiscal year 2025-26, exceeding both the government’s target and the International Monetary Fund’s (IMF) projection, according to sources. The government also collected an additional Rs50.16 billion as Climate Support Levy during the fiscal year, adding further revenue from petroleum products. Sources said petroleum levy collections increased by Rs347.24 billion compared with the previous fiscal year. The total collection stood nearly Rs100 billion above the government’s target of Rs1.468 trillion for FY2025-26. The collection also surpassed the IMF’s estimate. The global lender had projected petroleum levy revenues of around Rs1.546 trillion for the fiscal year, meaning the actual collection exceeded the projection by approximately Rs21 billion. Petroleum levy revenues have continued to rise sharply in recent years. The government collected Rs1.220 trillion in FY2024-25, compared with Rs1.019 trillion in FY2023-24. In FY2022-23, petroleum levy collection stood at around Rs580 billion. The latest figures reflect the government’s growing reliance on petroleum-related revenues to strengthen its fiscal position and meet revenue requirements under its economic programme. At present, the government charges a petroleum levy of Rs80 per litre on petrol, while high-speed diesel carries a levy of Rs77.28 per litre. In addition, the government imposes a separate Climate Support Levy of Rs5 per litre each on petrol and diesel. The record collection comes as the government continues to seek higher revenues while managing fiscal pressures and meeting commitments under its agreement with the IMF. The increased levy revenue provides additional funds for the federal budget but also adds to the overall cost burden on consumers through petroleum prices.
