Billions at stake: Senate questions NHA delays in …

Islamabad: The National Highway Authority (NHA) is under pressure after a Senate committee expressed serious concerns over delays in project restructuring, slow progress on major road schemes and the need for better management of billions of rupees invested in national highways.

The Senate Standing Committee on Planning, Development and Special Initiatives questioned why important decisions regarding NHA projects had not been completed on time and directed authorities to speed up work to prevent further delays.

The committee, chaired by Senator Quratulain Marri, reviewed the progress of NHA projects and examined issues related to projects financed through the Cash Development Loan system.

Officials informed the committee that NHA was preparing a complete debt restructuring plan in coordination with the Ministry of Communications and Finance Division.

The committee expressed concern over delays in implementing earlier decisions of the Economic Coordination Committee regarding the review and separation of NHA projects under the Public Sector Development Programme.

Senator Quratulain Marri said the review process should have been completed much earlier and questioned why important decisions were still pending.

NHA officials informed the committee that the review of projects was currently underway and assured members that the process would be completed as soon as possible.

The committee also reviewed progress on major highway projects, including the M6 Motorway and N55 Highway.

Officials informed the committee that the groundbreaking ceremony for the M6 Motorway Project is expected later this year.

Regarding the N5 Highway, NHA officials said rehabilitation work on different sections was currently continuing with financial support from the Asian Infrastructure Investment Bank.

Officials told the committee that NHA conducts yearly surveys of highways to check their condition and classify roads as poor, fair or good.

They said these surveys help authorities identify damaged sections and plan repair and maintenance work before conditions become worse.

The committee also examined progress on the foreign funded portion of the N55 project.

Officials informed members that the project was divided into different sections and progress varied across each part.

They said one section from Shikarpur to Kandhkot had achieved 34 percent physical progress, with only eight months remaining before the completion deadline.

The committee stressed that the remaining work must be completed within the planned time because delays increase costs and affect public convenience.

Officials also informed the committee that another section from Kandhkot to Kashmore had achieved 22 percent progress and may face difficulties in meeting the original completion schedule.

However, officials said other sections of the project were expected to be completed on time.

The committee warned that delays in road projects not only waste public resources but also slow economic growth, trade activities and travel facilities for citizens.

Senator Quratulain Marri emphasized that government departments should focus on completing existing projects before starting new development schemes.

She said limited public funds must be used carefully and ongoing projects should receive priority until they are substantially completed.

The committee directed NHA and relevant departments to improve coordination, complete pending reviews and ensure that important highway projects move forward without unnecessary delays.

    Hamza Shehbaz set for key coordination role at PM …

    Hamza Shehbaz, son of Prime Minister Shehbaz Sharif and a former chief minister of Punjab, is expected to assume a more active political role at the federal level, according to informed sources. Sources said an office has been allocated to Hamza Shehbaz at the Prime Minister’s Office. Although he has not yet been given any formal government position, he is likely to play an important role in coordinating between the prime minister and ruling party lawmakers. His main responsibility will be to engage with members of the National Assembly (MNAs) and address issues related to their constituencies. He will work to ensure that development projects, administrative matters and public concerns raised by lawmakers are communicated to the relevant authorities for timely resolution. Government legislators often seek meetings with the prime minister to discuss problems faced by their constituencies. However, due to Prime Minister Shehbaz Sharif’s busy official schedule, it is not always possible for him to meet every lawmaker. Hamza Shehbaz is expected to help manage this coordination process and facilitate communication between the government and parliamentary members. Sources said his office is located on the sixth floor of the Prime Minister’s Office. A meeting room has also been allocated alongside his office, where he is expected to hold meetings with lawmakers, party representatives and visiting delegations. Hamza Shehbaz is currently an MNA from Lahore’s NA-118 constituency. He has previous experience in coordinating with elected representatives, having performed a similar role during Shehbaz Sharif’s tenure as Punjab chief minister. Sources further said that office staff has also been assigned to assist him in carrying out his responsibilities. There is currently one vacant adviser position in the Prime Minister’s team. Under the Constitution, the prime minister can appoint up to five advisers. At present, four adviser positions are occupied. However, sources indicated that Hamza Shehbaz may not immediately receive the status of adviser or special assistant. Instead, the government is considering assigning him the title of coordinator to avoid political criticism over his appointment. If approved, he is expected to perform his responsibilities from behind the scenes while assisting the government in maintaining close coordination with lawmakers and resolving constituency-related matters.

      FAISALABAD: Police in Faisalabad have arrested a suspect accused of killing a 10-year-old boy after allegedly attempting to sexually assault him and attacking him when the child resisted. According to police, the suspect was identified as Saqib, who reportedly lived in the same neighbourhood as the victim. He was taken into custody during questioning of several suspects as part of the investigation into the child’s murder. Police said the suspect eventually confessed during interrogation to killing the boy by cutting his throat with a sharp-edged weapon. Further legal proceedings against the accused are currently underway. According to a police spokesperson, the victim, identified as 10-year-old Bilal, was a resident of Rehmanpura in Faisalabad. The child had reportedly left his home five days earlier to buy ice when the suspect allegedly approached him and took him to an isolated location on the pretext of going somewhere with him. Police said the suspect then allegedly attempted to sexually assault the child. When Bilal resisted, the suspect attacked him with a sharp-edged weapon, cutting his throat and killing him before fleeing the scene. The child’s body was later recovered, prompting his father to approach the police and lodge a case against unidentified individuals. Police subsequently launched an investigation and began searching for those involved in the killing. As part of the investigation, police questioned several individuals who were considered suspects or persons of interest. During questioning, investigators reportedly found Saqib’s statements suspicious and took him into custody for further interrogation. Police said that during the subsequent investigation, the suspect confessed to killing Bilal. Investigators are now carrying out further legal proceedings against him. The incident has caused concern in the area, with the killing of the child prompting demands for swift action against those responsible. Police officials said the investigation would continue and that further evidence would be collected as part of the case. The disturbing act reportedly occurred while the concert was underway, turning what should have been an enjoyable family outing into an upsetting experience. Authorities continued their investigation after the incident and eventually identified Reed as the person allegedly responsible. His arrest in North Carolina demonstrates that investigators continued pursuing the case even after the suspect had left Maryland.     DI Khan/TANK: At least 15 security personnel were martyred and more than 20 others injured after terrorists carried out a devastating suicide attack on the Manjhi Khel Joint Check Post in Tank district on Thursday night, followed by a prolonged gun battle with security forces. According to security and police sources, the attackers rammed an explosives-laden Datsun/Mazda vehicle into the check post at around 9:30 p.m., triggering a massive explosion that caused extensive destruction. The blast was so powerful that several nearby houses were also damaged. Sources said the suicide bombing was immediately followed by an intense exchange of fire between the attackers and security personnel, which continued for several hours. The martyred personnel included two police constables, 12 Pakistan Army soldiers, and one Forest Guard. More than 20 personnel sustained injuries, including six police officials and over two dozen security personnel, who were shifted to the District Headquarters Hospital in Tank for treatment. Police identified the martyred policemen as Constable Bilal Khan and Driver Constable Tala Muhammad. The injured police personnel include Constable Ismatullah Akbari, Constable Jasim Khan, Constable Muhammad Daud, and Constable Pir Ghulam. The explosion completely destroyed seven to eight rooms of the joint check post, causing severe structural damage. Security forces immediately cordoned off the area and launched a comprehensive search and clearance operation. According to security sources, all 15 terrorists involved in the attack were killed during the operation. Sources further claimed that two of the attackers were wearing Pakistan Army-style uniforms. Investigators are collecting evidence to determine the planning and execution of the assault. Initial investigations indicate that the suicide vehicle was carrying approximately 1,500 kilograms of explosives. Sources also revealed that a white Toyota Corolla GLI was allegedly used by the attackers to facilitate movement during the operation. Meanwhile, the funeral prayers of Constable Bilal Khan, Constable Tala Muhammad, and Forest Guard Noor Azam were offered with full state honours at the Tank Police Lines. The funeral was attended by Inspector General of Police Khyber Pakhtunkhwa Zulfiqar Hameed, Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah, Special Assistant to the Chief Minister on Home and Tribal Affairs Tariq Saeed Marwat, Additional IG CTD Jawad Qamar, RPO Dera Ismail Khan Ghulam Mubashir Mekan, Commissioner Dera Ismail Khan Daud Khan, DPO Tank Abdul Samad Khan, Deputy Commissioner Tank Jamshed Khan, senior civil and police officials, relatives of the martyrs, and local elders. Floral wreaths were laid on the coffins, while a smartly turned-out police contingent presented a guard of honour. Special prayers were offered for the departed souls, the speedy recovery of the injured, and lasting peace in the country. Later, the IGP and Chief Secretary visited the injured police personnel at the hospital, appreciated their bravery, and announced financial assistance for the wounded officers. The officials assured them that their concerns would be addressed on a priority basis. Following the attack, the district administration imposed curfew across Tank district due to security concerns, with all entry and exit routes remaining closed. Later, during a joint press conference in Dera Ismail Khan, Special Assistant Tariq Saeed Marwat, Chief Secretary Shahab Ali Shah, and IGP Zulfiqar Hameed stressed that terrorism could only be defeated through close cooperation between the government, security institutions, the media, and the public. Tariq Saeed Marwat said the provincial government was utilizing all available resources to eliminate terrorism and restore peace across Khyber Pakhtunkhwa, particularly in the southern districts. He stated that anti state elements would never succeed in their objectives and urged citizens to remain united against terrorism. Chief Secretary Shahab Ali Shah described the recent terrorist incidents in Tank and other southern districts as a serious challenge but reaffirmed that security agencies were conducting coordinated and intelligence based operations. He emphasized that counter-terrorism is a national responsibility and urged the public to report suspicious activities promptly while refraining from providing any form of support or shelter to terrorists. He also called on the media to practice responsible journalism by avoiding the spread of unverified information and contributing to strengthening the national narrative against terrorism. Inspector General of Police Zulfiqar Hameed said close coordination existed among the police, security forces, and intelligence agencies, adding that intelligence based operations were being further strengthened. He announced that the police force was being equipped with modern weapons and enhanced capabilities to effectively counter terrorist threats. The senior officials reiterated their commitment to continue the fight against terrorism until its complete eradication and emphasized that the government, law enforcement agencies, media, and the public must remain united to ensure lasting peace in Khyber Pakhtunkhwa, particularly in the southern districts.
