ECC approves emergency import of 1 million tonnes …

ISLAMABAD: In a move aimed at easing mounting pressure on wheat supplies and soaring flour prices, the Economic Coordination Committee (ECC) has conditionally approved the emergency import of up to one million metric tonnes of wheat, with the estimated import bill standing at $340 million.

The decision was taken during an emergency meeting of the ECC chaired by Finance Minister Muhammad Aurangzeb. However, officials said the final quantity of wheat to be imported will depend on the requirements of the provinces and their willingness to arrange payments before shipments are ordered.

According to the Ministry of Finance, a high-level steering committee led by Deputy Prime Minister Ishaq Dar will oversee the import process, assess the country’s wheat requirements and develop an operational framework to ensure transparency and financial discipline.

Federal Minister for National Food Security Rana Tanveer Hussain said the imported wheat would cost approximately $340 million, while transportation costs within Pakistan would be borne by the provinces requesting the grain.

Officials said the federal government had linked wheat imports to the opening of letters of credit (LCs) by provincial governments to avoid financial complications experienced during previous commodity imports. Provinces seeking wheat supplies will also participate in decisions regarding import quantity, quality standards and procurement procedures.

Government sources indicated that the actual import volume could range between 500,000 and one million metric tonnes, depending on the final assessment by provincial authorities.

The approval comes as Pakistan faces a sharp increase in wheat flour prices. According to the Pakistan Bureau of Statistics, the average national price of wheat flour has surged by 74% over the past year, reaching around Rs129 per kilogram, while prices in some cities, including Peshawar, have climbed as high as Rs150 per kilogram.

Officials said the provinces had collectively requested around 2.2 million metric tonnes of wheat to stabilise supplies and curb rising prices. The ECC’s approval for up to one million tonnes represents nearly 45% of that total demand.

The steering committee will now finalise procurement timelines, import mechanisms and financial arrangements in coordination with provincial governments. Authorities hope the emergency imports will help improve market availability, ease pressure on flour prices and provide relief to consumers struggling with the rising cost of essential food items.

    Supreme Court reserves verdict on diyat amount

    The Supreme Court of Pakistan has reserved its decision on an important legal question concerning the determination of diyat, or blood money, in murder cases. A bench of the apex court reserved the verdict while hearing an appeal filed by convict Nadeem Khan. The case focuses on the amount of diyat payable and the point in time that should be used to determine its value. During the hearing, the convict’s lawyer argued that his client had already completed his prison sentence for the murder conviction and was now serving additional imprisonment because he had not paid the required diyat. Prosecutor Arshad Hussain told the court that the case was the first of its kind and that a High Court judgment already exists regarding the determination of the amount. He informed the court that the current diyat amount stands at around Rs197 million (Rs19.7 million). Justice Hashim Kakar asked whether the diyat should be calculated according to its value at the time of the offence, the accused’s arrest, or the time of conviction and sentencing. Justice Salahuddin remarked that making the financial consequences of murder more serious might discourage people from committing such offences. He also noted that Saudi Arabia continues to use 100 camels as the traditional basis for diyat. Justice Ishtiaq Ibrahim observed that delays in deciding cases reflect shortcomings in the justice system and said an accused should not suffer because of institutional delays. In response, Prosecutor Arshad Hussain argued that certain legal matters, such as determining a person’s age, are assessed from the time of arrest, suggesting that a similar principle could apply in determining the relevant period for diyat. The Supreme Court directed all prosecutors concerned to submit their written arguments on the matter. After receiving the submissions, the court will issue its decision on how and when the amount of diyat should be determined.

He issued strict instructions to target aerial firing, brandishing of weapons and the so-called “Dalla culture” , reiterating a zero-tolerance policy against anyone disrupting public peace. “Protecting the lives and property of citizens remains the foremost duty of the police force. Field officers must personally oversee field operations to eradicate crime,” he said, directing officials to accelerate action against proclaimed offenders and habitual criminals using all available resources. Underscoring procedural compliance, the CCPO stated that the timely registration of First Information Reports (FIRs) is a fundamental right of every citizen and must be ensured without exception. He warned that negligence or delay in addressing public grievances would not be tolerated, directing supervisory officers to rigorously monitor cases to raise investigation standards.     RAWALPINDI: Awareness seminar was held in Rawalpindi on women’s rights and protection of women at the workplace. Provincial Women Ombudsman Punjab Dr. Najma Afzal Khan attended the seminar as the chief guest. Law Officer Raja Adnan Azhar provided awareness to the participants regarding the Anti-Harassment Act 2010 amended 2012. The participants were also provided awareness regarding the protection of women at the workplace. Addressing the seminar, Punjab Provincial Ombudsman Dr. Najma Afzal Khan said that it is the vision of Punjab Chief Minister Maryam Nawaz Sharif that women should get their rights at their doorsteps. Harassment of women is a crime. The institution is working for the protection of women. The Provincial Ombudsman was established in 2013. Harassment of women at the workplace is a punishable crime. The Provincial Ombudsman Punjab said that it is mandatory to form an anti-harassment committee, whether it is a government institution or a private institution. A harassment committee is formed in every institution, each committee consists of three people. Women are provided immediate relief from this institution. Men or women can approach this institution against harassment. Women should be provided with a conducive and safe environment so that they can work easily. Code of Conduct and Inquiry Committees are being ensured in the institutions where women work. Our people go to the institutions and train these committees. The Code of Conduct must be displayed where women work. She said that it is the responsibility of our organization to check the places where women work. Harassment is not just our problem but a global problem and such problems should be prevented. Awareness seminars are being organized across the province. Staff Officer Hafiz Farooq Anwar informed the participants that it is necessary to display the code of conduct where women work.

    Suicide bombing at Kabal Police Station kills 14, injures 20 in Swat

    SWAT: At least 14 people, including five police personnel and nine civilians, were killed and 20 others injured in a suicide bombing at the main gate of Kabal Police Station in Swat district on Sunday. According to Malakand Regional Police Officer (RPO) Syed Fida Hassan Shah, the attacker attempted to enter the police compound but was intercepted by security personnel stationed at the entrance. Prevented from gaining access, the suicide bomber detonated his explosive vest at the main gate. Police said the 20 injured include 14 police personnel and six civilians. The wounded were shifted to nearby hospitals, where several are reported to be in critical condition. The RPO said the police compound houses Kabal Police Station, Kabal Police Lines, a public facilitation center, and several other government offices. He noted that the casualties could have been significantly higher had the attacker succeeded in entering the compound. Following the blast, police and other law enforcement agencies cordoned off the area and launched a search operation, while investigators began collecting forensic evidence from the scene. Police officials said the severed head of the suspected suicide bomber has been recovered, and investigators are working to establish his identity and determine the circumstances surrounding the attack. Local sources said a public demonstration calling for peace was underway at nearby Kabal Chowk when the explosion occurred. Authorities have not yet confirmed whether the protest was linked to or affected by the attack. An investigation into the incident is ongoing. An emergency has been declared at the Saidu Group of Teaching Hospitals following the suicide blast in Kabal, Swat. All doctors, nursing staff, and paramedics have been placed on high alert to ensure the timely treatment of those injured in the attack. Hospital authorities said every effort is being made to provide the best possible medical care to the victims. Medical Superintendent Dr. Muhammad Saleem Khan, along with other senior officials, is personally overseeing the emergency response and monitoring the situation. The Saidu Hospital administration has appealed to the public to donate blood to help meet the urgent needs of the injured. Citizens have also been requested to avoid unnecessary visits to the hospital during the emergency to prevent overcrowding and allow medical teams to carry out their work efficiently. Hospital officials said the situation is being closely monitored, and emergency medical services remain fully operational.
