InstaPay raises transfer limit to P500,000 for real-time business payments

MANILA, Philippines – Businesses can now use InstaPay to make real-time payments of up to P500,000 per transaction, opening the widely used fund transfer network to larger transactions such as B2B supplier payments, payroll, insurance claims, and loan disbursements.

InstaPay for Business raises the transaction ceiling tenfold from the regular P50,000 limit. The service is available 24 hours a day, seven days a week, and allows enterprises with corporate or business accounts to send money immediately to either individual or company accounts. 

There is also no limit to the number of transactions or aggregate daily value. The sending financial institution may nevertheless impose lower ceilings and set their own fees. 

So far, InstaPay for Business is available through the following participating institutions:

  • PNB
  • Wise Pilipinas
  • DCPay
  • GoTyme Bank
  • RCBC

Separately, industry officials said eight financial institutions had been onboarded for testing. Twelve more, which include the major players of the banking industry, had formally notified the group of their intention to participate.

“We’re confident that by 2027, everyone or almost every one of the Philippine Payments Management Inc. members will be there – big banks, small banks, and even electronic money issuers,” said Chinabank head of retail banking innovations group Manuel Tagaza, who also sits as the InstaPay steering commitee chairperson.

The service seeks to fill a longstanding gap in corporate payments, where checks and transfers subject to banking cutoffs remain common for transactions exceeding the previous P50,000 InstaPay limit.

“Till this day, check cutting is still a major business in servicing corporate payments. We’re still on the checks,” said RCBC segment head for corporate cash management Enrique Buenaflor, who led the industry working group for InstaPay for Business.

While businesses already have digital transfer options, Buenaflor said these may involve processing cutoffs, may not operate around the clock, and may provide varying confirmation times depending on the receiving bank.

“That’s the gap that we’re trying to solve,” he said in a digital payments launch event at the Bangko Sentral ng Pilipinas.

For example, a small or medium enterprise ordering P100,000 worth of goods may pay its supplier immediately with InstaPay for Business through a participating bank. The supplier can confirm receipt in real time and begin processing the order without waiting for a check to clear or asking for a screenshot of the payment.

Businesses may also use the service for wholesale purchases, vendor payments, incentives, insurance claims, intercompany transfers, and loan releases.

Another potentially disruptive use case is payroll. Companies typically require workers to open accounts with a designated payroll bank, sometimes forcing employers to issue checks during the first salary cycle because accounts have not been activated or automated teller machine cards have yet to arrive.

With InstaPay for Business, an employer could instead ask a new employee for an existing bank account and send the salary directly.

He acknowledged that this may challenge banks that rely on signing entire companies and their workers as payroll clients. “Not such good news for banks who sort of wholesale their payroll, but it will make us at least more innovative,” he said. “The ultimate beneficiary is our clients.”

Total volume processed by pilot participants reached 10,808 transfers accounting for P734.32M in total value between April to June 2026.

“I’m pretty confident that InstaPay for Business will become as popular as our retail counterpart” by 2027, Buenaflor said. – Rappler.com

New indigenous gas reserves could help reduce reliance on imported energy resources, although the commercial scale and recoverable reserves associated with the discovery would depend on further evaluation and development work. PPL’s latest find also highlights the potential of relatively underexplored geological formations in the country. The identification of hydrocarbons in the Chiltan Formation could encourage exploration companies to reassess nearby acreage and investigate similar geological structures. The Dolphin discovery is therefore significant not only because of the gas encountered but also because it may establish a new exploration play in the Lower Indus Basin. Further appraisal and technical studies will be required to determine the size, quality, production potential and commercial viability of the discovery.     Pakistan’s oil refineries have agreed to move ahead with long-delayed agreements for upgrading their ageing plants, even as they continue to raise objections over a new financial penalty linked to the petroleum policy. Under the revised arrangement, refineries will be required to surrender 2.5 percent of the deemed duty retained on diesel for the period of delay. Industry representatives have termed the condition unfair, arguing that the delays were largely beyond their control and should not result in a financial burden on the refineries. Despite the disagreement over the penalty, refinery companies have indicated that they do not intend to hold up the signing of the agreements and are prepared to proceed with the modernization programme. The government’s Brownfield Refinery Policy, originally approved in August 2023, was introduced to encourage investment in the modernization and expansion of Pakistan’s existing refining capacity. The policy has subsequently been amended twice in an effort to address implementation issues and facilitate investment in the sector. Petroleum Minister Ali Pervaiz Malik has indicated that the long-pending agreements will be finalized shortly, while officials in the Petroleum Division are expecting the documents to be signed by the end of August. Agreements to Be Signed With ISGS A key change under the revised mechanism is that the upgrade agreements will now be executed with Interstate Gas Systems (ISGS), which operates under the Petroleum Division. Previously, the agreements were expected to be concluded through the Oil and Gas Regulatory Authority (Ogra). The change in the implementing entity is part of the government’s efforts to move the refinery-upgrade programme forward after delays in finalizing the contractual framework. Industry representatives, however, have maintained that refinery companies had already taken substantial steps to comply with the earlier arrangements and should not be penalized for delays that occurred afterward. Refineries Object to 2.5% Penalty Adil Khattak, Chief Executive Officer of Attock Refinery Limited and Chairperson of the Energy Committee of the Overseas Investors Chamber of Commerce and Industry, said Attock Refinery and National Refinery had completed several important formalities ahead of the previous deadline of October 22, 2024. According to Khattak, the companies had initialed agreements with Ogra, secured approval from their respective boards and arranged Rs1 billion bank guarantees each as part of the requirements. He said the companies were nevertheless being asked under the revised arrangement to surrender 2.5 percent of the deemed duty retained on diesel for the period between the previous deadline and the signing of the new agreements. The financial implications could be substantial. Khattak said Attock Refinery alone could face a penalty of around Rs7.5 million for every day of delay, increasing the industry’s concerns over the cost of the prolonged implementation process. Refineries argue that imposing the financial charge is inappropriate because they had already completed the required formalities within the earlier timeframe and were not responsible for subsequent delays in finalizing the agreements. Draft Agreements Circulated The Petroleum Division has now circulated draft upgrade agreements among the refineries, marking another step towards implementation of the long-delayed modernization programme. Officials are expected to hold further consultations with the Ministry of Finance, Controller of Accounts and ISGS before the agreements are finalized. Although refinery companies have reservations about the penalty clause, industry representatives have indicated that the disagreement will not prevent them from signing the agreements. The refineries are instead seeking a resolution of the financial issue separately while allowing the broader modernization programme to proceed. Upgrade Seen as Critical for Energy Security The modernization of Pakistan’s refining sector has gained greater importance as the country remains heavily dependent on imported petroleum products to meet domestic demand. Khattak estimated that delays in upgrading local refineries are costing Pakistan approximately $1.5 billion annually through additional fuel imports and the resulting foreign exchange outflows. Industry officials argue that upgrading domestic plants would allow refineries to produce a greater proportion of higher-value petroleum products while reducing dependence on imports. The issue has also acquired greater significance amid repeated disruptions and uncertainty in international energy markets. Greater domestic refining capacity and improved processing technology could provide Pakistan with an additional buffer against external supply shocks and volatile global fuel prices. Attock Refinery Moves Toward Financing Attock Refinery has already made considerable progress on the technical side of its proposed modernization project. The company has largely completed its front-end engineering and design work and has begun discussions with banks to arrange financing for the planned investment. The next stage will depend on the finalization of the government agreement and the completion of financing arrangements. For Pakistan, the successful implementation of the brownfield refinery upgrade programme could help improve domestic fuel production, reduce import dependence and ease pressure on foreign exchange reserves. However, industry stakeholders say timely decisions on the remaining contractual and financial issues will be essential if the government wants to avoid further delays in a programme that was originally launched several years ago.

    Petrol Price hits Rs320.73 after fresh hike

    The federal government on Tuesday announced a fresh increase in the prices of petrol and high-speed diesel (HSD), continuing its new policy of daily fuel price adjustments. According to a notification issued by the Ministry of Petroleum, the price of petrol has been increased by Rs4.93 per litre. The new price has been fixed at Rs320.73 per litre. The price of high-speed diesel has also been raised by Rs7.15 per litre. Consumers will now pay Rs367.21 per litre for HSD. The revised prices will come into effect from July 22. The increase follows the government’s recent decision to introduce a daily petroleum pricing mechanism. Previously, fuel prices were reviewed every two weeks. Under the new system, prices are revised every day based on changes in the international oil market. Officials said the daily pricing formula uses the average international oil prices recorded over the previous seven days. The policy is intended to ensure that fluctuations in global crude oil prices are reflected more quickly in domestic fuel rates. The government had also revised fuel prices a day earlier. At that time, the price of high-speed diesel was increased, while petrol received a slight reduction for only one day. The Oil and Gas Regulatory Authority (OGRA) will continue updating petroleum prices on a daily basis. The authority says the new system will improve transparency and allow consumers to see immediate changes linked to global oil prices. Officials said international crude oil prices have become highly volatile due to renewed tensions in the Middle East. Fresh conflict in the region has increased fears of disruptions to global energy supplies and pushed oil prices higher. Concerns over possible supply disruptions through key international shipping routes have also added pressure on global oil markets. Pakistan, which imports a large portion of its petroleum requirements, remains vulnerable to these fluctuations. Earlier, international oil prices had declined after hopes of easing regional tensions. However, the latest developments reversed that trend, forcing another increase in domestic fuel prices. High-speed diesel is mainly used by heavy transport vehicles, agricultural machinery and industries. Any increase in its price usually raises transportation costs and farming expenses, which can contribute to higher prices of essential goods. Petrol is the primary fuel for motorcycles, cars and other private vehicles. Officials said petrol consumption has also increased after restrictions were imposed on the use of indigenous gas in Punjab, leading more consumers to rely on petrol-powered transport.
