    LAHORE: The Board of Directors of The Bank of Punjab (BOP) has approved a proposal for an equity injection of up to Rs30 billion by the Government of Punjab, a move aimed at strengthening the bank’s capital position and supporting its next phase of expansion. The decision was taken at a board meeting held on August 7, 2026. Under the proposal, the Punjab government will subscribe to ordinary shares to be issued by the bank through a mechanism other than a rights issue. The proposed transaction will not take effect immediately and remains conditional on obtaining all required statutory, corporate, shareholder and regulatory approvals. According to the bank, the planned capital injection is an important step in its broader transformation strategy and will provide additional financial capacity to support sustainable growth across its key business segments. Share issuance price The ordinary shares will initially be issued at Rs38.20 per share. However, if the market price of BOP shares is higher than this amount at the time of issuance, the shares will be issued at the prevailing market price plus a premium of 5 percent. As a result, Rs38.20 will serve as the minimum or floor price for the proposed share issuance. The transaction is expected to reinforce the bank’s capital base and provide greater flexibility to manage balance-sheet expansion while maintaining prudent financial and risk-management standards. BOP expands its market presence The Bank of Punjab has undergone significant changes in recent years, with the institution expanding its balance sheet, improving financial performance and strengthening its position across several sectors of Pakistan’s economy.     PML-N takes early lead in AJK Polls

    Polling in the first phase of the Azad Jammu and Kashmir Legislative Assembly elections ended on Monday after a day marked by political tensions, allegations of rigging and several security-related incidents across Mirpur Division. The election saw a close contest between the Pakistan Muslim League-Nawaz and Pakistan Peoples Party. The Istehkam-e-Pakistan Party also remained in the race in several constituencies. The most serious incident was reported in LA-9 Kotli-II, where PPP worker Mukhtar Younus was killed and two people, including his father, were injured in a firing incident. PPP Chairman Bilawal Bhutto Zardari blamed PML-N candidate Sardar Umair Naeem for the incident. He alleged that Younus was killed in firing linked to the PML-N candidate and questioned why authorities had not acted earlier against alleged threats. Bilawal said a video had reportedly surfaced two days before the incident showing Naeem and his associates allegedly firing weapons in public. He argued that timely action could have prevented the loss of life. PPP AJK Election Cell in-charge Sardar Abdul Shakoor demanded immediate arrests and called for stronger measures to protect voters and political workers. The PML-N rejected the PPP’s version of events. The party claimed that Younus had also been involved in its election campaign activities. The incident came against the backdrop of earlier violence in Kotli. A PML-N activist was killed and two others were injured in a firing incident on July 10 while they were returning from an election campaign. Polling disrupted at several stations Voting was also suspended for the remainder of the day at three polling stations in Kotli and two in Bhimber following election-related incidents. Officials said the possibility of re-polling would depend on whether the number of votes affected could change the final result. In Bhimber’s Samahni tehsil, supporters of IPP candidate Ali Shan Soni allegedly took ballot boxes away from a polling station. Videos showing the alleged incident also circulated online. Mirpur Commissioner Raja Tahir Mumtaz said a ballot box was later set on fire at another polling station. Police detained around 30 people in connection with the incident. The PPP and PML-N exchanged allegations of electoral interference in several constituencies. The PPP accused PML-N supporters of attempting to influence polling in LA-12 Kotli-V. It alleged that PML-N candidate Raja Riasat Khan entered polling stations with armed men. The party also raised objections over alleged interference at polling stations in LA-8 Kotli-I and called on the Election Commission to investigate. The PPP further complained that slow mobile phone services were affecting communication for voters, journalists and emergency responders. PML-N, PPP trade rigging allegations The PML-N also raised allegations of pre-poll and polling-day irregularities. PML-N leader Rana Sanaullah alleged interference in LA-10 Kotli-III and claimed that PPP AJK President Chaudhry Muhammad Yasin was involved in alleged manipulation of the electoral process. He demanded an investigation and said his party would not accept the constituency’s results until the allegations were examined. The Election Commission separately confirmed that two presiding officers in Kotli had been arrested and suspended after reportedly failing to reach their assigned polling stations. According to officials, the presiding officers had collected election material but went to a private residence instead of reporting to their designated polling stations. An FIR was registered in connection with the matter, while replacement presiding officers were appointed and the election material was taken into official custody. PPP leader Nadeem Afzal Chan rejected the PML-N’s allegations and instead accused the federal government of influencing the elections. He claimed that government resources and development announcements were being used during the election period. He called for the federal administration to stay away from the electoral process and urged all parties to allow voters to make their choice freely. Security tightened across Mirpur Division Authorities deployed a large security force to maintain order during polling. A total of 288 candidates contested the 13 constituencies. The Election Commission established 2,316 polling stations, including 1,241 classified as highly sensitive and 724 as sensitive. More than 18,500 police and other law-enforcement personnel were deployed under a three-tier security arrangement. Police formed the first security layer, while Rangers and the Federal Constabulary formed the second. The Pakistan Army provided the third layer and remained prepared to respond to emergencies. Around 2,100 army personnel were also deployed, while Quick Response Force teams remained on standby. AJK Inspector General of Police retired Captain Liaquat Ali Malik said the election remained largely peaceful despite a few incidents. He described minor arguments and scuffles as common during closely contested elections but warned that anyone attempting to disrupt polling would face legal action regardless of political affiliation. The AJK chief election commissioner had also warned before polling that strict action would be taken against anyone attempting to interfere with the electoral process. Preliminary results show close race Unofficial results indicated a competitive contest between the PML-N and PPP. The PML-N was leading in LA-1 Dadyal with 8,271 votes and was also ahead in LA-7 Bhimber with 14,560 votes. The party was also leading in LA-5 Bhimber with 2,545 votes in the preliminary figures available at the time. The PPP was leading in LA-2 Mirpur with 3,103 votes. The results remained preliminary and unofficial, with counting and compilation continuing after polling ended. The first phase is part of a three-stage election schedule adopted due to security concerns. The second phase is scheduled for August 2 and will cover nine constituencies of Muzaffarabad Division and 12 refugee constituencies. The third phase will be held on August 10 in 11 constituencies of Poonch Division. Bilawal and Nawaz clash over election campaign The AJK election has also become a political contest between senior leaders of the PPP and PML-N.     ISLAMABAD: The National Assembly Standing Committee on Rules of Procedure and Privileges has summoned Metropolitan Corporation Lahore’s Metropolitan Officer (Regulation), Jawad-ul-Hassan, to appear in person before the committee on September 1. The summons were issued on the direction of committee chairman Afzal Khokhar after the officer failed to attend an earlier committee meeting despite being served a notice. According to the National Assembly Secretariat, Jawad-ul-Hassan has been directed to appear at 2pm on September 1 in the Constitution Room of Parliament House, Islamabad. The committee took notice of his absence from its August 12 meeting and decided that his personal appearance should be ensured at the next proceedings. The summons were issued under Rule 227(3) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The provision allows the committee to take steps to secure attendance when required in connection with parliamentary proceedings. The official notice also warned that failure to comply could lead to further action under the powers available to the committee. These powers include authority similar to that of a civil court for enforcing attendance and requiring the production of relevant documents. To ensure that the summons are properly served and implemented, the National Assembly Secretariat has sought assistance from the Punjab chief secretary. The inspector general of police Punjab has also been asked to provide necessary assistance, within the law, to facilitate the officer’s attendance before the parliamentary committee. Meanwhile, the chief officer of the Metropolitan Corporation Lahore has been directed to ensure that Jawad-ul-Hassan is informed about the summons and appears before the committee personally. The latest development represents an escalation following the officer’s earlier failure to attend the proceedings. The committee is now seeking his direct appearance rather than allowing the matter to proceed in his absence. The September 1 hearing is expected to provide the committee an opportunity to question the officer directly and examine the circumstances surrounding his previous non-appearance.

    PM to decide fate of refinery upgrade policy

It aims to encourage investment in the modernisation of existing refineries. The proposed changes could affect billions of dollars in planned refinery investments.The main dispute is over deemed duty protection. The government has proposed reducing it from 7.5 per cent to 5 per cent. Refinery companies have opposed the proposed cut. They say it could weaken the financial benefits offered under the policy.The industry also disputes the government’s position on delays in signing Upgrade Agreements. Officials say refineries failed to sign the agreements within the required period.Refinery representatives reject the claim. They say they had already accepted the draft agreements in 2024. According to industry officials, the companies were waiting for the government to arrange the formal signing process.They say the industry repeatedly contacted the Petroleum Division and other authorities to complete the process. The companies argue that the delay was caused by administrative issues on the government side.They therefore believe the incentives should not be reduced because of delays beyond their control. Deemed duty protection is a key part of the refinery upgrade package.The incentive is designed to encourage companies to invest in modernisation. The planned upgrades are aimed at increasing production of Euro-V compliant fuels.They are also expected to reduce furnace oil production. The projects could help improve Pakistan’s overall fuel mix.The refining sector has also faced additional financial pressure from changes in the tax system. The Finance Act 2024 moved several petroleum products from the zero-rated sales tax regime to the exempt category.The change affected the ability of refineries to adjust input sales tax. It also increased their unrecoverable tax costs.The Petroleum Division has acknowledged that the tax changes affected the financial viability of refinery upgrade projects. Officials said the prime minister is expected to review the major issues that have delayed the implementation of the policy since August 2023.The Petroleum Division has proposed limited amendments to make the policy operational. It has also recommended a committee to finalise the Upgrade Agreement.The committee would include senior officials from the Petroleum Division, Law Division and OGRA. A representative of the Special Investment Facilitation Council would also be included.OGRA, however, has reservations about signing the agreements. OGRA Chairman Masroor Khan has argued that the regulator should focus on its regulatory role.He believes OGRA should not become a party to commercial agreements. The refinery industry is now hoping for a decision that removes the remaining hurdles.Companies want the government to maintain the existing incentive structure. They say policy consistency is important for attracting investment.They also warn that changes to agreed incentives could discourage investors. A clear decision by the CCoE could help restart delayed refinery upgrade projects.The decision could also influence Pakistan’s fuel supply and long-term energy security.

    FIA arrests 15 passport agents in crackdown outside regional passport offices

    GUJRANWALA: The Federal Investigation Agency (FIA) Gujranwala Zone has arrested 15 alleged agents during a coordinated crackdown on individuals operating outside passport offices in Gujranwala, Gujrat and Sialkot, accusing them of illegally charging citizens by promising expedited passport processing. The operation was launched on the directions of FIA Director General Dr Usman Anwar and the Director FIA Gujranwala Zone, according to an FIA spokesperson. The spokesperson said the suspects allegedly lured applicants by claiming they could secure passports quickly in exchange for money. Preliminary investigations have also indicated the alleged involvement of some passport office officials, and further inquiries are underway to determine their role. According to the FIA, seven suspects were arrested by the Gujranwala Circle, three by the Gujrat Circle and five by the Sialkot Circle. Those arrested in Gujranwala were identified as Hafiz Ayub, Muhammad Afzal, Muhammad Tariq, Ali Hassan, Muhammad Asad, Jamshed Ali and Sajjad Ali. An FIR (No. 578/2026), dated July 22, 2026, has been registered against them under Section 6 of the Passport Act, 1974, along with Sections 419, 420 and 34 of the Pakistan Penal Code. In Gujrat, FIA officials conducted a raid outside the Passport Office in Mandi Bahauddin and arrested Zahid Iqbal, Zubair Aslam and Shahroz Ali. An FIR (No. 03/2026 ACC), dated July 22, 2026, has been registered against them under Sections 419 and 420 of the Pakistan Penal Code. The FIA said five more suspects were arrested by the Sialkot Circle, where separate cases have also been registered under relevant legal provisions. Their identities were not disclosed in the press release. The agency said investigations are continuing to identify other members of the network and examine the alleged involvement of officials who may have facilitated the illegal activities. The FIA urged the public not to approach unauthorized agents for passports or other government services. Citizens have been advised to deal directly with the relevant government offices and report anyone demanding money or offering illegal facilitation so that legal action can be taken. An FIA spokesperson said the agency would continue its crackdown against agents exploiting citizens and those involved in corruption related to public services.
