KP launches complaint cell for youth services across province

PESHAWAR: The Directorate of Youth Affairs, Government of Khyber Pakhtunkhwa, has launched the “Ikhtiyar Awam Ka” Complaint Cell across all districts of the province, providing citizens with a dedicated platform to register complaints, submit suggestions and seek information regarding youth-related services through their respective District Youth Offices.

The initiative has been introduced to promote transparency, accountability and effective public engagement while ensuring timely redressal of complaints related to youth affairs and government services.

Director Youth Affairs Khyber Pakhtunkhwa Abbas Khan Afridi said the establishment of the complaint cell reflects the government’s commitment to responsive governance and citizen-centric service delivery.

“The Directorate of Youth Affairs is committed to ensuring that every citizen has direct access to our services. The ‘Ikhtiyar Awam Ka’ Complaint Cell will strengthen communication between the public and the Directorate, enabling us to address complaints promptly and improve the quality of services through public feedback,” Mr Afridi said.

He said citizens from every district of Khyber Pakhtunkhwa could contact their respective District Youth Offices through the designated helpline numbers to register complaints, report issues, share recommendations and obtain information about youth development programmes.

Mr Afridi added that every complaint received through the complaint cell would be handled with transparency, responsibility and within a defined timeframe to ensure accountability and public confidence.

The complaint cell has been established in all district youth offices across Peshawar, Charsadda, Nowshera, Mardan, Swabi, Swat, Buner, Shangla, Lower Dir, Upper Dir, Malakand, Chitral Upper, Chitral Lower, Bajaur, Mohmand, Khyber, Orakzai, Kurram, North Waziristan, South Waziristan Upper, South Waziristan Lower, Lakki Marwat, Bannu, Karak, Kohat, Hangu, Dera Ismail Khan, Tank, Haripur, Abbottabad, Mansehra, Battagram, Torghar, Upper Kohistan, Lower Kohistan and Kolai-Palas Kohistan, where citizens can connect through the officially designated helplines.

Officials said the initiative would strengthen public trust, improve institutional accountability and ensure efficient delivery of youth-related services across Khyber Pakhtunkhwa.

    ECP begins Islamabad local polls preparations

    The Election Commission of Pakistan (ECP) has started the delimitation process for holding local government elections in Islamabad. The commission said the formal process will begin on August 1, 2026, and will continue until October 13, 2026. The delimitation of constituencies is a major step before announcing the election schedule. An ECP spokesperson said that after the completion of the delimitation process and publication of the final constituencies, the commission will consult the federal government regarding the date for Islamabad’s local government elections. The spokesperson also shared updates about local government elections in Punjab and Khyber Pakhtunkhwa. In Punjab, delimitation authorities have been directed to submit their decisions to the relevant committees by August 7. The final delimitation list for the province will be published on August 17. The ECP said it is fully prepared to conduct local government elections in Punjab after completing all necessary legal requirements and consultations. Regarding Khyber Pakhtunkhwa, the commission said delimitation has been completed in 23 districts, while work is continuing in seven more districts. The spokesperson said the ECP held discussions with the Khyber Pakhtunkhwa chief secretary and local government secretary on July 14 about the election schedule. Provincial authorities were given additional time after requesting support for completing arrangements. The commission said recent amendments to the Khyber Pakhtunkhwa Local Government Act created legal issues that affected the delimitation process. The ECP informed the provincial government about these concerns and sought cooperation to resolve the matter. The spokesperson said the commission has faced delays in local government elections because federal and provincial governments often change local government laws close to election dates. He said the ECP has repeatedly completed delimitation exercises and prepared election schedules, but changes in legal frameworks affect the process. The commission recommended that major changes to local government laws and boundaries should be completed at least one year before elections. It said this would help ensure a smooth and timely electoral process.

    Norwegian foreign minister to visit Pakistan after…

    Norwegian Foreign Minister Espen Barth Eide will arrive in Pakistan on August 13 for a two-day official visit aimed at strengthening bilateral relations and expanding cooperation between Islamabad and Oslo. The visit will continue through August 14 and will be Eide’s first trip to Pakistan by a Norwegian foreign minister in a decade. Eide is visiting Pakistan at the invitation of Deputy Prime Minister and Foreign Minister Ishaq Dar. During his stay, the Norwegian minister will hold delegation-level talks with Dar. The discussions are expected to cover a wide range of bilateral and international issues. According to Pakistan’s Foreign Office, the two sides will examine opportunities to increase cooperation in trade and investment, climate change, renewable energy, education and people-to-people contacts. Regional and global developments are also expected to feature prominently in the talks. The visit comes as Pakistan and Norway have maintained diplomatic engagement through senior-level contacts in recent months. Dar and Eide held telephone discussions in March and April, while Norwegian State Secretary Andreas Motzfeldt Kravik visited Islamabad in May. Officials expect the latest visit to provide an opportunity to build on these contacts and identify new areas of cooperation that could benefit both countries.       MIRPUR KHAS:Police have asked a local court for additional time to submit the final challan in the case involving the alleged suicide of a female student at a private medical college in Mirpur Khas. The request came during a hearing before the Judicial Magistrate, where the investigation team sought more time to complete the remaining legal formalities. Investigation team head and SSP Suhai Aziz told the court that police were still waiting for the forensic examination report of the deceased student’s mobile phone. Police say the phone’s forensic findings could provide important evidence for the investigation, particularly regarding the circumstances surrounding the student’s death and the allegations of harassment. The court accepted the police request and adjourned the hearing until August 15, when investigators are expected to provide an update on the progress of the case and the submission of the final challan. The student died by suicide on April 10, allegedly after facing harassment at the private medical college. Following the incident, police registered a case against five people, including the college principal and a lecturer. The lecturer remains in police custody in connection with the case, while the other suspects have secured bail from the court. The case has drawn attention because of allegations that harassment contributed to the student’s death. Investigators are now waiting for the forensic report before finalising the challan and presenting the complete findings before the court. The court’s next hearing on August 15 is expected to clarify whether police will submit the final challan or seek further time to complete the investigation.

    TTP-linked suspect arrested in Karachi joint operation, weapons and explosives recovered

    KARACHI: Pakistan Rangers (Sindh), in coordination with the Counter Terrorism Department (CTD), have arrested a suspected militant allegedly affiliated with the Tehreek-e-Taliban Pakistan (TTP) during an intelligence-based operation in Karachi, according to the Rangers spokesperson. The security agencies also recovered weapons and explosives from the suspect, who was allegedly involved in collecting funds for a TTP-linked faction and transferring money to its leadership, the spokesperson said on Sunday. The suspect was identified as Shahzad alias Dunger and was taken into custody during a joint operation conducted in the Jacob Lines area of Jamshed Town. Suspect allegedly joined TTP-linked group in 2025 According to the Rangers, Shahzad became associated with the Mansoor group of the TTP in 2025 after allegedly being influenced by the group’s leader, Mansoor. Investigators believe that the suspect was subsequently assigned the task of generating financial resources for the organisation in Karachi. The Rangers spokesperson said Shahzad allegedly approached individuals in the Manghopir area and persuaded them to make regular monthly payments to the militant group. The collected funds were then allegedly transferred to Waziristan through Easypaisa accounts provided by Din Muhammad, an alleged associate of Mansoor who was based in Tank. During interrogation, Shahzad reportedly told investigators that the money was ultimately transferred to Mansoor and used to support the group’s militant activities. Alleged meetings with militant leader The Rangers said the suspect had travelled to Waziristan several times and held clandestine meetings with Mansoor. According to the investigation, Shahzad allegedly met Mansoor in Birmal in June 2026, where he was instructed to expand and strengthen the group’s network in Karachi. The alleged objectives included carrying out terrorist activities and raising money through extortion, the Rangers said. Following the meeting, Mansoor allegedly arranged for weapons and explosives to be delivered to Shahzad through another unidentified associate. Security officials said the recovered material was allegedly intended for use in planned attacks against sensitive installations and locations in Karachi. Raids launched to trace other suspects The Rangers said further investigations were underway and raids were being conducted at different locations to identify and arrest other members of the suspected network. The operation comes amid continued efforts by law-enforcement and security agencies to disrupt militant financing, recruitment and operational networks in Karachi. Officials have increasingly focused on financial channels used by militant organisations, as investigators seek to prevent funds from reaching groups involved in terrorism. Karachi has witnessed several major security incidents The latest arrest comes against the backdrop of a series of major terrorist and militant attacks in Karachi in recent years. On June 28, security forces foiled an attempted attack on a Pakistan Rangers (Sindh) camp in the city. Three Rangers personnel were killed and four others were injured in the incident. According to the military’s media wing, the assault was carried out by militants described as “Khwarij belonging to Indian proxy, Jamaat-ul-Ahrar”. The attackers reportedly detonated an explosive at the main gate of the Rangers camp before attempting to penetrate the security perimeter. Security personnel resisted the assault, killing three attackers and capturing another militant in an injured condition. The captured suspect was identified as an Afghan national. The incident was described as one of the most serious attacks targeting security personnel in Karachi in recent years. Previous attacks raised security concerns Karachi has experienced several significant security incidents over the past few years, highlighting the continuing challenges faced by law-enforcement agencies in the country’s largest city. In April 2022, a suicide bombing outside Karachi University’s Confucius Institute killed several people, including Chinese nationals. The attack was claimed by the Baloch Liberation Army (BLA). In February 2023, militants launched an assault on the Karachi Police Office, leading to a prolonged security operation before the attackers were neutralised. Another major incident occurred in October 2024, when a bombing near Karachi Airport targeted a convoy and killed several people, including Chinese engineers. The incident further intensified concerns over the security of foreign nationals and critical infrastructure in the city. Against this backdrop, security agencies have continued intelligence-based operations aimed at dismantling militant networks before they can carry out attacks.
