ML-1 project review to be completed by October 30

An important meeting regarding the ML-1 project was held under the chairmanship of Chairman Pakistan Railways Syed Mazhar Ali Shah. International design consultants, review consultants, and senior officers of Pakistan Railways attended the meeting.

The meeting reviewed in detail various matters related to the upgradation of the Karachi-Rohri section. Discussions were also held on the project’s preparation, progress, and future course of action.

Chairman Pakistan Railways directed that the review phase of the ML-1 project be completed by October 30, 2026. He also directed that the progress of the project be continuously monitored and reviewed on a weekly basis.

It was decided that the second phase of market consultation for the ML-1 project will commence on September 8, 2026. The second phase will include detailed consultations with market experts and relevant stakeholders on project preparation, technical matters, and the way forward.

Pakistan Railways will benefit from market proposals, international experience, and expert opinions to make the ML-1 project more effective, modern, and viable. The principles of merit, transparency, and competitiveness will be ensured at every stage of the project’s preparation and implementation.

Federal Minister for Railways Muhammad Hanif Abbasi expressed satisfaction over the progress on the ML-1 project and said that ML-1 is the foundation for the development and modernization of Pakistan Railways and for meeting future requirements. The upgradation of the project will significantly improve train speeds, passenger facilities, and the overall performance of Pakistan Railways.

The Federal Minister said that the ML-1 project would be further strengthened and made more effective in light of the best proposals and expert opinions. He emphasized that merit, transparency, and competitiveness are of fundamental importance to the project and that there would be no compromise on these principles.

Muhammad Hanif Abbasi said that Prime Minister Muhammad Shehbaz Sharif is taking a keen interest in the ML-1 project and has directed that it be completed within the stipulated timeframe. The Prime Minister is also continuously monitoring progress on the project.

The Federal Minister for Railways said that, in view of the progress made so far, the prospects for the commencement of Pakistan Railways’ flagship ML-1 project this year are bright. The government is taking all necessary measures to make ML-1 the foundation of a modern, safe, high-speed, and efficient railway system in the country.

    Karachi -The Pakistan Meteorological Department (PMD) has forecast rain in Sindh beginning this evening. According to the PMD, the intense low-pressure system that developed over the Bay of Bengal has started to weaken.     DI Khan/TANK: At least 15 security personnel were martyred and more than 20 others injured after terrorists carried out a devastating suicide attack on the Manjhi Khel Joint Check Post in Tank district on Thursday night, followed by a prolonged gun battle with security forces. According to security and police sources, the attackers rammed an explosives-laden Datsun/Mazda vehicle into the check post at around 9:30 p.m., triggering a massive explosion that caused extensive destruction. The blast was so powerful that several nearby houses were also damaged. Sources said the suicide bombing was immediately followed by an intense exchange of fire between the attackers and security personnel, which continued for several hours. The martyred personnel included two police constables, 12 Pakistan Army soldiers, and one Forest Guard. More than 20 personnel sustained injuries, including six police officials and over two dozen security personnel, who were shifted to the District Headquarters Hospital in Tank for treatment. Police identified the martyred policemen as Constable Bilal Khan and Driver Constable Tala Muhammad. The injured police personnel include Constable Ismatullah Akbari, Constable Jasim Khan, Constable Muhammad Daud, and Constable Pir Ghulam. The explosion completely destroyed seven to eight rooms of the joint check post, causing severe structural damage. Security forces immediately cordoned off the area and launched a comprehensive search and clearance operation. According to security sources, all 15 terrorists involved in the attack were killed during the operation. Sources further claimed that two of the attackers were wearing Pakistan Army-style uniforms. Investigators are collecting evidence to determine the planning and execution of the assault. Initial investigations indicate that the suicide vehicle was carrying approximately 1,500 kilograms of explosives. Sources also revealed that a white Toyota Corolla GLI was allegedly used by the attackers to facilitate movement during the operation. Meanwhile, the funeral prayers of Constable Bilal Khan, Constable Tala Muhammad, and Forest Guard Noor Azam were offered with full state honours at the Tank Police Lines. The funeral was attended by Inspector General of Police Khyber Pakhtunkhwa Zulfiqar Hameed, Chief Secretary Khyber Pakhtunkhwa Shahab Ali Shah, Special Assistant to the Chief Minister on Home and Tribal Affairs Tariq Saeed Marwat, Additional IG CTD Jawad Qamar, RPO Dera Ismail Khan Ghulam Mubashir Mekan, Commissioner Dera Ismail Khan Daud Khan, DPO Tank Abdul Samad Khan, Deputy Commissioner Tank Jamshed Khan, senior civil and police officials, relatives of the martyrs, and local elders. Floral wreaths were laid on the coffins, while a smartly turned-out police contingent presented a guard of honour. Special prayers were offered for the departed souls, the speedy recovery of the injured, and lasting peace in the country. Later, the IGP and Chief Secretary visited the injured police personnel at the hospital, appreciated their bravery, and announced financial assistance for the wounded officers. The officials assured them that their concerns would be addressed on a priority basis. Following the attack, the district administration imposed curfew across Tank district due to security concerns, with all entry and exit routes remaining closed. Later, during a joint press conference in Dera Ismail Khan, Special Assistant Tariq Saeed Marwat, Chief Secretary Shahab Ali Shah, and IGP Zulfiqar Hameed stressed that terrorism could only be defeated through close cooperation between the government, security institutions, the media, and the public. Tariq Saeed Marwat said the provincial government was utilizing all available resources to eliminate terrorism and restore peace across Khyber Pakhtunkhwa, particularly in the southern districts. He stated that anti state elements would never succeed in their objectives and urged citizens to remain united against terrorism. Chief Secretary Shahab Ali Shah described the recent terrorist incidents in Tank and other southern districts as a serious challenge but reaffirmed that security agencies were conducting coordinated and intelligence based operations. He emphasized that counter-terrorism is a national responsibility and urged the public to report suspicious activities promptly while refraining from providing any form of support or shelter to terrorists. He also called on the media to practice responsible journalism by avoiding the spread of unverified information and contributing to strengthening the national narrative against terrorism. Inspector General of Police Zulfiqar Hameed said close coordination existed among the police, security forces, and intelligence agencies, adding that intelligence based operations were being further strengthened. He announced that the police force was being equipped with modern weapons and enhanced capabilities to effectively counter terrorist threats. The senior officials reiterated their commitment to continue the fight against terrorism until its complete eradication and emphasized that the government, law enforcement agencies, media, and the public must remain united to ensure lasting peace in Khyber Pakhtunkhwa, particularly in the southern districts.

    Govt decreases petrol by Re1, raises diesel by Rs3…

    The government on Monday decreased the price of petrol by Re1 while increasing high-speed diesel (HSD) by Rs3.37 per litre, passing on the impact of fluctuating global oil prices amid renewed hostilities in the Persian Gulf . Following the changes, the price of petrol now stands at Rs334.18 per litre, while HSD is priced at Rs386.83 per litre . The government is currently charging a total of Rs110 per litre in taxes and duties on petrol and Rs96 on diesel, according to official notifications . The new prices took effect on July 28 (Tuesday) . The diesel price had previously peaked at Rs520.35 on April 3 after beginning its upward trajectory from Rs266 in the first week of March . Earlier, Petroleum Minister Ali Pervaiz Malik announced that fuel prices would now be fixed on a daily basis due to fluctuations in international market prices following renewed hostilities between Iran and the US . The government had been announcing weekly revisions since early March, alongside conservation measures amid possible oil supply disruptions due to the ongoing conflict in the Middle East . In April, the federal government also announced targeted relief measures to provide subsidised fuel . The petroleum minister stated that the cabinet and prime minister had decided to give the Oil and Gas Regulatory Authority (OGRA) the responsibility of deciding fuel prices daily based on international market trends . The daily pricing decision was rejected by the All Pakistan Dealers Association, which said it would consider a protest plan this week .

    ISLAMABAD: The federal government has taken a major step toward raising at least $2 billion from international capital markets during the 2026-27 fiscal year by appointing leading global financial institutions to manage its upcoming sovereign bond issuances. After completing a competitive selection process under the Requests for Proposals (RFPs), the government finalized three separate banking consortiums to advise and arrange conventional Eurobonds, International Sukuk, and Pakistani rupee-denominated, US dollar-settled bonds. The move is part of Pakistan’s broader strategy to diversify external financing sources and strengthen long-term access to global capital markets. For the Eurobond programme, the selected consortium comprises Standard Chartered Bank, Citibank, Deutsche Bank AG, Emirates NBD Capital, and MUFG Securities Asia Limited. The International Sukuk consortium includes Standard Chartered Bank, Dubai Islamic Bank PJSC, Citibank, Emirates NBD Capital, and Mashreq Bank PSC. Meanwhile, Standard Chartered Bank, Citibank, and Deutsche Bank AG will oversee the issuance of PKR-denominated bonds settled in US dollars. Finance Minister Senator Muhammad Aurangzeb formally launched the government’s partnership with the selected institutions during a virtual meeting held from Washington, D.C. The discussions focused on implementing Pakistan’s Global Medium-Term Note (GMTN) Programme and International Sukuk Programme, which are expected to support the country’s future borrowing plans. According to the Finance Ministry, the sovereign capital market programme will include both conventional and Islamic financing instruments. Once all regulatory requirements and documentation are completed, Pakistan plans to make regular international bond issuances whenever financing needs arise, rather than treating the initiative as a one-time exercise. Officials said the strategy is designed to establish a more stable, diversified, and sustainable external financing framework. The inclusion of MUFG Securities Asia Limited and Mashreq Bank in the banking consortiums is also expected to expand Pakistan’s engagement with a wider network of leading international financial institutions, enhancing investor confidence and broadening access to global markets.

    RAWALPINDI: Kuwait’s Minister of Foreign Affairs, Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, met Field Marshal Syed Asim Munir, Chief of Army Staff and Chief of Defence Forces, at the General Headquarters (GHQ) in Rawalpindi on Tuesday to discuss regional security and ways to strengthen cooperation between the two countries. The Kuwaiti foreign minister was accompanied by Kuwait’s Ambassador to Pakistan, Nassar Abdul Rahman J. Al-Mutairi. According to the Inter-Services Public Relations (ISPR), the two sides exchanged views on matters of mutual interest, the regional security environment, and opportunities to further deepen bilateral cooperation.
