Monsoon death toll rises to 107 as Punjab, K-P fac…

LAHORE: Pakistan’s monsoon death toll has risen to 107 after 10 more people were killed in rain-related incidents across Punjab and Khyber-Pakhtunkhwa during the past 24 hours.

According to the latest figures released by the National Disaster Management Authority (NDMA), seven people died in Punjab while three lost their lives in K-P. The deaths were reported between the previous afternoon and 1pm on Sunday.

Punjab recorded fatalities in several districts. Gujrat and Okara reported two deaths each, while Sargodha, Narowal and Sialkot each reported one death.

In K-P, two people died in Hangu and another was killed in Shangla.

Officials said the latest casualties were caused by incidents including house collapses, electrocution and drowning as heavy rainfall continued to affect several parts of the country.

The recent rains also injured 50 people. Punjab accounted for 47 of the injured, while three people were injured in Hangu.

K-P has recorded the highest number of deaths since the beginning of the current monsoon season, with 55 fatalities. Punjab follows with 36 deaths. Seven people have died in Azad Jammu and Kashmir, six in Balochistan, two in Sindh and one in Gilgit-Baltistan.

Overall, the monsoon has injured 297 people and damaged 447 houses across the country. At least 269 livestock have also been killed.

Rescue authorities have carried out 130 operations since the start of the rainy season. These efforts have helped rescue 3,841 people from flooded and other dangerous areas.

The rains have also caused significant damage to roads and other infrastructure. Landslides, flash floods and rising water levels have disrupted transportation in parts of K-P and Gilgit-Baltistan.

The mountainous region has suffered particularly heavy damage. The Gilgit-Baltistan Disaster Management Authority said 184 houses have been damaged, while nine bridges have been destroyed. Nearly eight kilometres of roads have also been washed away.

Astore has reported the highest number of damaged homes, while Diamer has suffered major destruction from several weather-related incidents. Skardu has recorded the greatest number of damaged bridges.

Relief activities are continuing in affected communities. Authorities are distributing food, tents and other essential supplies, while road crews are working to reopen important routes.

Saudi Arabia has introduced several reforms in recent years to modernize Umrah and Hajj services through digital platforms and standardized procedures. The latest measure is part of those broader efforts to enhance the overall experience for pilgrims while improving the management of religious tourism.

The court further directed the authorities to record the statement of the petitioner and collect all available evidence related to the case. The inquiry officer has been instructed to examine the facts thoroughly and ensure that no relevant piece of evidence is overlooked during the investigation. The Peshawar High Court ordered that the inquiry be completed within one month and that a detailed report be submitted to the court after its conclusion. The written order stated that the petitioner and his brother were present at a private petrol pump when the incident allegedly occurred. According to the petitioner’s account, his brother was taken to an unknown location on May 15. Since then, his whereabouts have reportedly remained unknown, prompting the petitioner to approach the high court seeking his recovery. The court also took note of the position presented by the police during the proceedings. According to the written order, the Station House Officer (SHO) of Chamkani Police Station rejected the allegations concerning the disappearance of the petitioner’s brother. Despite the SHO’s denial, the high court considered it necessary to order a formal inquiry and directed senior police authorities to investigate the matter independently. The court’s directions include examining CCTV footage, recording statements and gathering all relevant evidence to determine what happened to the missing citizen. The inquiry is expected to establish the circumstances surrounding the disappearance and determine whether further legal action is required. By directing the CCPO to appoint an officer of inspector rank or above, the court has emphasized the need for a serious and transparent investigation. The authorities have been given one month to complete the inquiry and submit their findings before the court. The case will proceed based on the report and evidence collected during the investigation.

    LAHORE: The Punjab Procurement Regulatory Authority (PPRA) has questioned the procurement practices of the Specialized Healthcare and Medical Education Department (SHC&MED) after allegations that tender specifications for cardiac consumables unfairly restricted competition and significantly increased procurement costs for the financial year 2026–27. The matter came before the PPRA after M/s 4S International filed a representation challenging the department’s decision to make United States Food and Drug Administration (US FDA) approval mandatory for several high-volume cardiac consumables. The company argued that the exclusion of European CE Mark-certified products, which had previously been accepted, created discriminatory conditions and led to an unjustified increase in prices. According to an order issued by PPRA Managing Director Sahibzadi Wasimah Umer, the complainant stated that balloon catheters (Item C3) bearing European CE certification had been procured during FY 2025–26 at a unit price of Rs6,985. Under the revised tender conditions requiring US FDA approval, the estimated unit price for the same item increased to Rs9,800. The company further alleged that the department selectively applied the US FDA requirement to certain high-volume items, including C3, C4, C7, C19 and C20, while continuing to accept European CE Mark-certified products for other comparable items such as C5, C6 and C8. The representation also claimed that objections to the revised tender conditions were formally raised during a pre-bid meeting held on June 30, 2026, but the official minutes did not reflect or address the concerns raised by prospective bidders. The complainant maintained that its CE Mark-certified products are registered with the Drug Regulatory Authority of Pakistan (DRAP) and are widely used in leading cardiology centres across Punjab with an established performance record. During a hearing before the PPRA on July 8, 2026, SHC&MED Contract Manager Shafique Hussain stated that the US FDA requirement had been introduced on the advice of medical experts to ensure higher quality standards. However, after the proceedings, the department’s representative requested that the matter be referred back for reconsideration by the department. In its ruling, the PPRA observed that public procurement laws require fairness, transparency and value for money, and noted that the distinction between accepted certifications warranted careful examination to determine whether it was based on clinical necessity, patient safety or other objective criteria, or whether it unnecessarily restricted competition without adequate justification. The authority directed the health department to constitute an independent technical committee comprising impartial experts and departmental officials to conduct an evidence-based review of whether restricting procurement exclusively to US FDA-approved products is clinically essential. The committee has also been asked to assess whether DRAP-registered products carrying European CE certification meet the required safety and performance standards and to provide M/s 4S International with an opportunity to present its case before a final decision is taken. The PPRA also ordered the immediate refund of the Rs50,000 security deposit submitted by M/s 4S International.
