CM Murad decides to transform Sindh PPP Unit into private limited company

KARACHI : Sindh Chief Minister Syed Murad Ali Shah has decided to restructure the Public-Private Partnership (PPP) Unit into a private limited company to build a more autonomous, commercially agile and investment-oriented PPP ecosystem for the next phase of development in the province.

The decision was taken at a meeting chaired by the chief minister at the CM House on Wednesday. The meeting was attended by Special Assistant to the CM on Investment Syed Qasim Naveed, Chief Secretary Asif Hyder Shah, Principal Secretary to CM Agha Wasif, Planning and Development Board Chairman Najam Shah, Finance Secretary Fayaz Jatoi, Transport Secretary Asad Zamin and other senior officials.
The chief minister was informed that Sindh’s PPP programme has emerged as Pakistan’s leading sub-national PPP initiative, with a growing portfolio of projects in roads and bridges, transport, economic zones, information technology, energy, water, livestock, education, health and environmental sectors.
The programme has received international recognition at platforms including the UNECE PPP Forum and The Asset Infrastructure Awards. Sindh’s PPP programme was also ranked sixth in Asia by The Economist in 2018. The PPP Unit has additionally provided technical and legal support to other provinces for strengthening their PPP frameworks and project structuring.
The meeting noted that the Unit’s transition into a private limited company would enable it to promote and facilitate PPP projects more effectively, assist procuring agencies, strengthen departmental PPP nodes, formulate and implement policies and guidelines, build capacity and monitor portfolio performance.
The chief minister directed that the proposed institutional transformation be pursued to remove operational bottlenecks, retain specialised professionals and ensure continuity in PPP project development and implementation. He emphasised the need for a strong institutional structure capable of providing timely technical, financial and legal support to departments and implementing agencies.
Mr Shah was informed that the existing PPP Unit faced challenges in retaining skilled staff because of limited competitive compensation and incentives. The absence of dedicated project implementation units and project directors in certain departments was also affecting the pace and quality of project delivery.
The proposed PPP Private Limited Company will have greater commercial flexibility to undertake strategic activities, make equity investments where required, mobilise capital through financial instruments and support project financing. It will also be able to develop diversified revenue streams beyond government funding, subject to the approval and oversight of its board.
The chief minister underscored that the company must operate with robust governance, transparent performance review mechanisms and clear statutory oversight. He directed that the new structure should strengthen PPP nodes in provincial departments, empower competent officers and ensure that projects are processed efficiently without compromising accountability.
The meeting concluded that the restructuring would help improve administrative efficiency, facilitate innovative financing, enhance investor confidence and accelerate the delivery of development projects. The chief minister said the objective was to establish a capable, sustainable and responsive PPP institution that could contribute meaningfully to Sindh’s progress and prosperity.

    Mir Raza’s exhumation set for Saturday

    The exhumation of Karachi youth Mir Raza will be conducted on Saturday to determine the cause of his death after authorities reinstated the previous medical board for his second post-mortem examination. Police and other relevant authorities have been directed to make arrangements for the exhumation. The post-mortem is scheduled to begin at 11am on Saturday. The medical board, which had earlier been reduced to five members, has now been restored to its previous eight-member composition. According to the notification, Dr Samia Syed will serve as the board’s convener. Dow University Professor Dr Naseem Ahmed will perform duties as a pathologist, while Dr Farah Wasim has been included as a forensic expert. CPLC officer Amir Hassan Khan will serve as a forensic identification expert. Dr Kamran, Dr Sri Chand and Dr Daniyal Mirza will also continue as members of the board. The decision came after Mir Raza’s father, Mir Hussain, expressed serious reservations over changes to the medical board. The exhumation had initially been scheduled for Friday but was postponed following the dispute over the board’s composition. Mir Hussain had said he would not allow the exhumation until the previous medical board was restored. His lawyer, Jibran Nasir, also rejected the newly formed board and sent notices to the police and health secretary. He alleged that political interference was affecting the case. Nasir demanded that the exhumation and post-mortem be conducted by the same eight-member board that had originally been constituted by the Karachi police surgeon on court orders. Case background Mir Raza Ali Khan went missing from the Pakistan Employees Housing Society (PECHS) area on July 28. His body was recovered from Gulistan-e-Johar two days later. According to police, Raza had left home at around 4:09am in an online taxi. His body was later found in a severely damaged condition, with a gunshot wound to his chest. Police said all of Raza’s social media accounts had been shut down a day before his body was recovered. Investigators have sought his phone records and information about people who had been in contact with him from the relevant telecommunications company. The driver of the online taxi Raza had used has also been questioned. According to his statement, he dropped Raza at his destination in Gulistan-e-Johar. Raza’s father previously said his son was due to marry on August 30 at Bait-ul-Mukarram Mosque in Gulshan-e-Iqbal. He said Raza had been extremely happy about starting a new chapter of his life.

The visiting delegation, including Sinn Féin TD Mairéad Farrell and representatives from Fine Gael, Labour, People Before Profit–Solidarity, and the Social Democrats, voiced alarm over Tatlow-Devally being confined to a 5×2-metre cell for 23 hours a day with only one hour of monthly visitation. They also highlighted courtroom barriers, such as holding the defendants behind glass panels that restrict direct legal communication. Farrell urged Irish Prime Minister Micheál Martin to press German Chancellor Friedrich Merz on human rights and legal access concerns during his upcoming visit to Dublin.

    Islamabad: Leader of the Opposition in the Senate, Raja Nasir Abbas, has accused the government of lacking genuine commitment to political engagement, saying it is not serious about holding meaningful talks to resolve the country’s ongoing political challenges. Yousafzai maintained that successful negotiations require a positive political environment, alleging that government actions have instead deepened tensions.     Wheat straw crisis hits Karachi dairy farmers

    Karachi is experiencing an acute wheat straw crisis following a three-day supply suspension, sparking protests among local dairy farmers and raising concerns over a potential milk shortage across the metropolis. Media reports indicate that trucks carrying wheat straw have ceased arriving in the city, impacting hundreds of local dairy farms. In response, farm owners gathered in Cattle Colony to demonstrate against alleged police extortion, claiming officers at entry points and checkpoints are demanding illegal payments from transporters and halting deliveries. The supply disruption, coupled with recent increases in petroleum and diesel prices that have driven up transport costs, has pushed wheat straw prices from 1,200 rupees to 2,000 rupees per maund. Because wheat straw serves as primary feed for cattle, stakeholders warn that the ongoing shortage threatens Karachi’s milk supply. Dairy farmers have called on the Sindh government, the Inspector General of Sindh Police, and the Commissioner Karachi to eliminate police extortion, ensure uninterrupted transport, and stabilise feed prices.
