Death toll in Kabal suicide bombing rises to 17; Chief Minister, IGP visit Swat, JIT announced

SWAT: The death toll from the suicide bombing at the main gate of Kabal Police Station in Pakistan’s northwestern Swat district has risen to 17 after two more injured victims succumbed to their wounds, officials said on Monday.

The deceased include seven police personnel and 10 civilians, while more than 23 injured people remain under treatment at various hospitals. Funeral prayers for the victims were offered before they were laid to rest in their native villages. Markets across Kabal remained completely shut as residents observed a day of mourning.

Police have registered a First Information Report (FIR) against unidentified terrorists at the Counter Terrorism Department (CTD) Police Station in Kabal. The case includes charges of murder, attempted murder, and terrorism-related offences under Pakistan’s Anti-Terrorism Act.

Preliminary investigations indicate that the suicide bomber used between six and eight kilograms of explosives.

Inspector General of Police (IGP) Khyber Pakhtunkhwa Zulfiqar Hameed paid an emergency visit to Swat following the attack. He visited the injured police personnel and civilians receiving treatment at Saidu Sharif Teaching Hospital, inquired about their condition, praised their courage, and wished them a speedy recovery.

The IGP also directed doctors and medical staff to ensure the best possible treatment for the injured. Additional Inspector General CTD, Regional Police Officer Malakand, and District Police Officer Swat accompanied him during the visit.

Later, the IGP chaired a high-level security meeting at the Regional Police Office Malakand to review the overall law and order situation in the region and assess the progress of the investigation into the attack, including efforts to identify the perpetrators and their facilitators.

Officials informed the meeting that the suicide bomber had been identified and that investigators were using modern forensic and technological methods to expedite the probe. The IGP instructed authorities to ensure the swift arrest of everyone involved and bring them to justice.

Speaking to reporters, Zulfiqar Hameed announced that a Joint Investigation Team (JIT) would be constituted to investigate the bombing. He said the families of the fallen police personnel would receive the full martyrs compensation package.

He added that stringent security arrangements had already been in place due to potential threats and that police officers displayed exceptional bravery by preventing the suicide bomber from reaching the main target, thereby averting even greater casualties. He reaffirmed that terrorists would not be allowed to regroup and said police continue to receive modern weapons, equipment, and operational support.

Meanwhile, Khyber Pakhtunkhwa Chief Minister Muhammad Suhail Khan Afridi arrived in Swat along with Special Assistant for Home Tariq Saeed, Chief Secretary Shahab Ali Shah, and the provincial police chief. The chief minister met the families of the victims, offered condolences, and prayed for the departed. He also visited the injured at Saidu Sharif Teaching Hospital and directed hospital authorities to ensure they receive the best available medical care.

The chief minister later chaired a high-level meeting on the security situation in Swat, where he was briefed on the bombing, the region’s overall security environment, and the ongoing counterterrorism operations.

Addressing the meeting, Afridi said the people and police of Khyber Pakhtunkhwa were paying the price for what he described as the federal government’s flawed security policies. However, he stressed that the sacrifices made by police personnel and innocent civilians in the fight against terrorism would not go in vain.

He called for unity among the public, police, and all political and religious stakeholders to defeat terrorism, describing the current campaign as a decisive phase in eliminating the threat. The chief minister said the provincial government was providing all necessary resources to the Khyber Pakhtunkhwa Police and the Counter Terrorism Department (CTD), including a Rs20 billion allocation to strengthen the police force’s operational capacity.

Reaffirming his government’s commitment to restoring peace, Afridi expressed confidence that Khyber Pakhtunkhwa would overcome the security challenge and declared that the 2026–27 fiscal year would be a year of peace, development, and prosperity for the province.

Additionally, the Lahore High Court recommended that the Punjab government and the Law and Justice Commission of Pakistan update relevant family laws to ensure clear determinations of fault in dower disputes.

    PCB warns former cricketers over participation

In an official statement, the PCB emphasized that all current and former Pakistani cricketers must obtain an NOC before taking part in any cricket event or league outside Pakistan. The PCB warned that any former cricketer found participating in the unauthorized league without receiving an NOC will face strict consequences.     ISLAMABAD: Pakistan’s Federal Board of Revenue (FBR) kicked off the new fiscal year on a positive note by surpassing its July tax collection target, although a shortfall in income tax receipts and the government’s decision to reject a key enforcement proposal highlighted the challenges that lie ahead. According to provisional figures, the FBR collected Rs810 billion in July, exceeding its monthly target by Rs30 billion. The collection also marked a 7% increase compared to Rs757 billion collected during the same month last year. The strong performance was largely driven by robust sales tax collections, which reached Rs358 billion, surpassing the target by Rs53 billion and recording an 18% year-on-year increase. A significant 78% of total sales tax, amounting to Rs275 billion, was collected at the import stage, where tax compliance is generally higher. However, income tax collection remained below expectations. The FBR collected more than Rs300 billion in income tax, falling Rs23 billion short of the target. Analysts attributed the shortfall to advance tax collections made in June to meet last fiscal year’s revised revenue goals, along with reduced withholding tax rates for salaried individuals and property transactions introduced in the latest federal budget. Meanwhile, customs duty collection stood at Rs105 billion, matching the target, while federal excise duty generated Rs48 billion, slightly exceeding expectations. The July performance marks the beginning of a crucial fiscal year in which the government has committed to collecting Rs15.263 trillion in taxes under an agreement with the International Monetary Fund (IMF). Meeting the annual target is considered essential for securing future IMF loan disbursements and creating fiscal space for development, defence and water resource projects. The FBR also reported encouraging progress in tax compliance, receiving around 227,000 income tax returns during July after updated tax return forms became available. Additionally, the authority issued Rs98 billion in tax refunds, approximately Rs13 billion more than in the same period last year. Despite the positive revenue performance, the federal cabinet declined an FBR proposal to activate restrictions on high-value purchases by individuals with insufficient declared assets. Had the proposal been approved, it would have limited the purchase of luxury vehicles, expensive properties, large stock investments and major cash withdrawals by non-compliant taxpayers. Economic observers say the government’s ability to sustain monthly revenue growth will be closely watched, as consistent tax collection remains critical to maintaining fiscal stability and meeting commitments under Pakistan’s economic reform programme.

The latest development comes three days after another major security operation in Balochistan in which at least eight terrorists affiliated with Fitna al-Hindustan were killed following the premature detonation of a vehicle-borne improvised explosive device (VBIED). According to security officials, the explosive device detonated while the militants were reportedly preparing it in Surab district. The premature blast killed several terrorists and disrupted what was believed to be an attempt to prepare an attack. Security forces subsequently launched an operation in the area. During the operation, personnel detected the movement of terrorists who were attempting to flee from the area. The security forces pursued the militants and killed 10 of them, according to officials. The incidents highlight the continuing security challenges faced by Balochistan, which has witnessed repeated militant attacks and counterterrorism operations in recent years. Pakistan has experienced a significant increase in terrorist activity, particularly in Khyber Pakhtunkhwa (KP) and Balochistan, since 2021, when the Afghan Taliban returned to power in Afghanistan. Both provinces have remained major areas of concern for Pakistani security authorities because of the frequency and intensity of militant attacks. According to a report published by the Centre for Research and Security Studies (CRSS), KP and Balochistan continued to be the country’s primary hotspots for violence during the second quarter of 2026. The report identified Khyber Pakhtunkhwa as the worst-affected region during the period. It said the two provinces together accounted for nearly 96% of all violence-related fatalities recorded across Pakistan during the quarter. Of the total number of deaths reported, more than 61%, or 475 fatalities, occurred in KP. Balochistan recorded 265 deaths, accounting for approximately 34% of the total. Khyber Pakhtunkhwa also registered the highest number of violent incidents during the quarter. According to the CRSS report, the province recorded 151 incidents, representing 57% of all such incidents reported nationwide. Balochistan followed with 94 violent incidents, making up around 35% of the national total. The figures underline the concentration of militant activity and violence in the two provinces. Security forces have continued conducting operations in both regions to disrupt militant networks, prevent planned attacks and target individuals involved in terrorism. The latest operation in Khuzdar is part of these continuing counterterrorism efforts.
