PARCO, Cnergyico lead $1bn refinery exports

Pakistan’s oil refining sector has achieved a major milestone. The country’s five major refineries exported petroleum products worth around $1.046 billion during the fiscal year 2025-26.

This is the first time that the refinery sector has crossed the $1 billion export mark. The development has also strengthened the sector’s role as a source of foreign exchange for Pakistan.

The achievement comes as the country continues to face pressure from a large trade deficit. Pakistan’s trade deficit is estimated at around $40 billion, increasing the importance of exports and import savings.

The five major refineries made a significant contribution to the overall export earnings.

Pakistan Arab Refinery Company (PARCO) recorded exports of around $277 million. Cnergyico Pakistan Limited exported petroleum products worth approximately $258 million.

National Refinery Limited (NRL) recorded exports of around $238 million. Pakistan Refinery Limited (PRL) exported products worth approximately $200 million.

Meanwhile, Attock Refinery Limited (ARL) exported petroleum products worth nearly $73 million.

PARCO and Cnergyico remained the biggest contributors. Their combined exports reached approximately $535 million. This accounts for more than half of the total exports recorded by the five refineries.

The development is particularly significant because the refining sector has traditionally been viewed mainly as a means of reducing Pakistan’s dependence on imported petroleum products.

The latest figures show that the industry is increasingly contributing to both sides of the equation. It is helping reduce the import burden while also generating foreign exchange through exports.

Cnergyico has also entered the global marine fuel market. The move could provide the company with new export opportunities and help expand Pakistan’s presence in the international fuel market.

Industry modernization is expected to further improve the sector’s performance. Upgraded refinery facilities can increase production efficiency and enable companies to produce products that meet international market requirements.

Further investment in refinery upgrades could therefore lead to higher exports in the coming years. It could also increase savings on petroleum imports.

The latest performance highlights the growing importance of Pakistan’s refining industry. With continued modernization, better efficiency and access to international markets, the sector could become an increasingly important source of foreign exchange for the country.

The development also comes at a critical time for Pakistan’s economy. Higher exports and lower import dependence are essential for reducing pressure on the country’s external account.

    Islamabad: The Senate Sub Committee on Petroleum has expressed serious concern over a delay of more than 20 years in providing gas to localities within five kilometers of Pakistan’s gas fields, highlighting administrative lapses despite directives from the Prime Minister and the Supreme Court. The Sub Committee, chaired by Senator Jam Saifullah Khan Dharejo, called for accountability of the authorities responsible for failing to implement these binding instructions, particularly in Ghotki, one of the country’s major gas producing and densely populated districts. During the session, MNA and subcommittee members reviewed the progress of gasification projects, noting that out of 57 villages identified in Ghotki, only 42 fall within the five kilometer radius of gas fields. Despite being included in earlier phases of the project in 2021, several schemes remain incomplete. Senator Haji Hidayatullah also raised concerns about ungasified localities in Khyber Pakhtunkhwa, emphasizing that many eligible areas were still awaiting service. Officials informed the committee that approximately Rs670 million is required to complete gasification in Ghotki, while around Rs1 billion may be made available in phases. The funding will be released as a grant and not through the PSDP, with the Petroleum Ministry responsible for preparing a phased implementation mechanism. The committee instructed the Ministry to present a comprehensive plan within a week, detailing timelines, responsibilities, and funding strategies to ensure full compliance with Supreme Court orders. The Sub Committee criticized inconsistent and potentially misleading information previously provided by the Director General (Gas), Petroleum Division. The matter has been referred to the Senate Committee on Privileges to ensure future information is accurate, complete, and supported by official records. Additionally, the absence of the OGRA Chairman, despite prior directions to attend, was strongly noted. The committee decided to inform the Cabinet Division and request his presence at the next meeting to provide viable solutions. The Managing Director of SSGC briefed the committee that Rs480 million had been used in accordance with existing subsidy and tariff provisions, but emphasized the need for a structured, transparent mechanism to ensure funds reach the intended localities. The Sub Committee also requested the Attorney General for Pakistan to attend the next meeting to explain the legal implications of Supreme Court judgments on gas provision. Senator Abro underscored that the directions of both the Prime Minister and the Supreme Court must be implemented “in letter and spirit,” warning that no further undue delay would be tolerated. The Sub Committee emphasized the importance of a fully funded, transparent, and time bound strategy to ensure that all eligible villages in Ghotki, Khyber Pakhtunkhwa, and other regions within the five kilometer radius of gas fields receive gas access without further postponement. The next meeting date and time will be announced separately, with expectations that all relevant stakeholders, including the OGRA Chairman, SNGPL representatives, and the Attorney General, will be present to finalize implementation plans.

    RAWALPINDI/ISLAMABAD: Torrential rainfall for the second consecutive day has inundated several low-lying areas of Rawalpindi and Islamabad, disrupting normal life and prompting authorities to step up emergency measures. According to the Managing Director of the Water and Sanitation Agency (WASA), Shamsabad received the highest rainfall, with 116 millimetres recorded in the area. WASA has declared a rain emergency and cancelled the leave of field staff to ensure an immediate response to any emergency. Heavy machinery has been positioned at vulnerable locations, including Liaquat Bagh, Committee Chowk Underpass, Murree Road, Dhok Khuba, Circular Road and Sadiqabad, to accelerate drainage operations. The agency said the water level in Nala Lai had reached 10.5 feet at Katarian and 8.5 feet at Gowalmandi. Authorities are closely monitoring the situation as further rainfall could increase the risk of urban flooding in vulnerable areas. Moreover, Lahore is experiencing hot and humid weather, with the current temperature recorded at 31°C and the maximum expected to reach 35°C. The minimum temperature is likely to remain at 28°C, while humidity stands at 75 percent and winds are blowing at 6 kilometres per hour. The Meteorological Department has forecast heavy rainfall in Lahore from August 17 to 20 as part of the sixth monsoon spell, with rain expected across Lahore and other districts of Punjab until August 21. Authorities have warned of possible water accumulation in low-lying areas and urban flooding. In view of the forecast, WASA Lahore has been placed on high alert on the special directives of Punjab Chief Minister Maryam Nawaz Sharif. WASA Vice Chairman Chaudhry Shahbaz Ahmed, DG WASA Punjab Tayyab Fareed, and MD WASA Lahore Ghufran Ahmed have directed officials to ensure that all major roads and underpasses remain clear and drainage operations continue without interruption. DG WASA Punjab directed all field teams to remain fully mobilised, while MD WASA Lahore instructed officials to operate disposal stations on generators in areas facing power outages to ensure uninterrupted drainage operations. The WASA Vice Chairman directed officials to keep pumps at all disposal stations operational and ensure that screens are regularly cleaned to prevent blockages. MD WASA Lahore also directed all Town Directors to closely monitor their respective areas and take immediate action wherever necessary. Meanwhile, WASA Lahore has released the latest rainfall record, with 21mm recorded at the Nishtar Town Director Office, 2.2mm in Kahna and 25.4mm at the Nishtar Town Disposal Station. The Nishtar Town Disposal Station recorded the highest rainfall among the reported locations. Under the directives of MD WASA Lahore Ghufran Ahmed, continuous monitoring of drainage operations is underway, with field officers and staff remaining fully mobilised to ensure the timely disposal of rainwater. The Meteorological Department has also advised citizens to take precautionary measures during rainfall and avoid unnecessary travel. Relevant authorities have been directed to remain alert and take all necessary measures to deal with any emergency situation.

A major intelligence-based operation was conducted in the mountainous area between Ziarat and Harnai. Security forces surrounded a suspected terrorist hideout after receiving credible intelligence. The operation resulted in the killing of eight terrorists. Their hideout was also destroyed during the action. Security forces also conducted an operation in Hajika village in Surab district. One terrorist was killed in the operation. According to security sources, the movement of terrorists between Dasht-e-Katai and Hajika had been detected before the operation. Security forces tracked their movement and launched the action after confirming their presence. Weapons and other equipment were recovered from the possession of the killed terrorists. The recovered items included ammunition, magazines, hand grenades, a walkie-talkie, a motorcycle and other material. Security sources said operations against terrorist groups would continue across Balochistan. They said security forces remained determined to eliminate terrorism and establish lasting peace in the province. The latest operations are part of continued efforts to prevent terrorist activities and disrupt militant networks. Security forces have intensified intelligence-based actions to target terrorist hideouts and movements. Federal Interior Minister Mohsin Naqvi praised the security forces for the successful operations. He said the personnel who foiled the terrorists’ plans deserved the nation’s appreciation. Naqvi said the operations reflected the security forces’ commitment to protecting national security. He added that the nation stood firmly with the security forces in the fight against terrorism. The interior minister said operations against Fitna al-Hindustan and Fitna al-Khawarij were continuing. He made it clear that such actions would continue until the threat of terrorism was eliminated.
