Pattaya Advances Smart City Vision with GISTDA Through Digital Twin Platform Talks
PATTAYA, Thailand – On August 10th, 2026, at 9:00 a.m., Pattaya City Mayor Poramese Ngamphichet chaired a meeting to discuss cooperation on applying space technology and geo-informatics to support the city’s transformation into a Smart City. The discussions were held with the executive team from the Geo-Informatics and Space Technology Development Agency (GISTDA), a public organization.
The meeting took place in Meeting Room 131 at Pattaya City Hall. Participants included the mayor’s secretary team, the mayor’s working group, the deputy permanent secretary of Pattaya City, and heads of relevant government agencies.
GISTDA’s mission includes research on using space technology and geo-informatics to advance Pattaya as a Smart City. A key concept under discussion is the joint development of the Pattaya Twin City platform. This digital platform would integrate city management data with geo-informatics and Digital Twin technology to enable more efficient planning, administration, and data-driven decision-making.
The talks focused on aligning the Pattaya Twin City platform with Pattaya’s policies and development direction. Priority areas include enhancing urban management in safety and the environment, improving flood management systems, promoting smart driving, and advancing tourism, the economy, and residents’ quality of life in concrete ways. Officials also discussed data integration approaches, a framework for cooperation, and the preparation of a memorandum of understanding (MOU) to drive tangible results.
Digital Twin technology involves creating highly detailed, realistic 3D digital models of physical objects. It offers significant benefits for improving design, management, and problem-solving in urban settings. In urban planning, it can simulate issues related to buildings, roads, or utility systems to enable proactive solutions. For tourism promotion, it allows visitors to experience attractions virtually, making it easier to explore hotels, shopping centers, and tourist sites. In flood management, it can display real-time water levels in at-risk areas so agencies can respond promptly, while also simulating future flood scenarios for better preparedness. On the environmental front, it supports monitoring and managing urban pollution.
Mayor Poramese stated that Digital Twin technology represents an important step in applying advanced tools to improve residents’ quality of life. It aligns with the city’s strategy of three goals and 33 policies designed at transforming Pattaya into a modern Smart City and elevating urban management across all dimensions. He assigned the Strategy and Budget Office to serve as the main coordinator in defining appropriate operational guidelines ahead of a formal MOU signing.
