MANSEHRA: Young people were encouraged to expand their perspectives, develop stronger social networks and turn their ideas into practical actions at the ninth annual Qalb Conference, held on August 8 and 9 at Sirin Resort in Naran.

The two-day event was organised by the District Youth Office Mansehra in partnership with the Qalb Welfare Foundation under the Directorate of Youth Affairs, Government of Khyber Pakhtunkhwa. The conference brought together young people, volunteers, social workers and tourism enthusiasts from different parts of Pakistan to discuss youth leadership, community participation, volunteerism and the role of young people in the country’s social development.

The conference was held under the theme “Explore, Connect, Change,” which encouraged participants to discover new opportunities, establish meaningful connections and contribute towards positive change in their communities.

Adviser to the Chief Minister of Khyber Pakhtunkhwa for Sports and Youth Affairs, Taj Muhammad Khan Tarand, attended the event as the chief guest. Chairman of the District Development Advisory Committee (D-DAC) Mansehra Ikramullah Ghazi, along with other officials and guests, also participated in the gathering.

Speaking at the conference, Mr Tarand highlighted the importance of young people in the social and economic development of the province. He said youth represented a valuable part of Khyber Pakhtunkhwa’s social capital and needed greater opportunities to improve their skills, exchange ideas and participate in productive activities.

He also stressed that young people should be actively involved in community-based initiatives. According to him, meaningful participation could help youth transform their abilities, creativity and ideas into practical contributions that benefit society.

Director Youth Affairs Khyber Pakhtunkhwa Abbas Khan Afridi said the Directorate was working to provide young people with platforms where they could strengthen leadership abilities, meet people from different backgrounds and discuss challenges faced by their communities.

He emphasised that youth development should not be limited to occasional conferences or events. Instead, young people should have continuous opportunities for learning, collaboration, skill development and practical involvement in social activities.

The conference took place in the scenic surroundings of Naran, providing participants with an environment that combined learning and interaction with personal development. Various activities focused on teamwork, leadership, communication and learning. Participants also shared their experiences in areas including social welfare, voluntary blood donation and tourism promotion.

The presence of participants from different regions of Pakistan added diversity to the discussions and allowed attendees to exchange experiences and perspectives. Speakers and participants highlighted the potential of Pakistani youth to contribute to community welfare, promote volunteerism and create a more positive image of the country.

The organisers said the main purpose of the conference was not only to encourage discussion but also to motivate young people to take practical steps towards bringing positive change to their communities.

The two-day conference concluded on August 9 with participants reaffirming the message of “Explore, Connect, Change.” The event emphasised the importance of discovering new possibilities, building meaningful networks and empowering young people to play an active role in shaping a better future for Pakistan.

    Fake govt representative arrested in Lahore, NCCIA…

    LAHORE: The National Cyber Crime Investigation Agency (NCCIA) Lahore has arrested a man accused of impersonating government institutions and senior officials to influence officers and collect money through fraudulent promises. The suspect, identified as Faiz Ali Syed, was arrested on the special directions of NCCIA Punjab Director Muhammad Ali Wasim. Investigators said the suspect allegedly used fake identities and documents to approach officials and private individuals, claiming he could arrange government-related work and facilitate appointments in public departments in exchange for money. According to FIR No. 171/2026, Syed allegedly contacted officers through multiple WhatsApp numbers while presenting himself as a representative of prominent government institutions. Investigators also found that he used a fake green registration plate on a private vehicle to create an impression of official authority. A man dressed in a police uniform was also allegedly kept with him to reinforce the appearance of influence and official status. Three mobile phones were recovered from the suspect. Their preliminary examination reportedly uncovered WhatsApp conversations, official-looking correspondence and evidence of financial transactions linked to the alleged fraud. One of the WhatsApp accounts was reportedly labelled “Apex Court,” while conversations showed the suspect allegedly portraying himself as a member of an important state institution. Investigators also recovered several letters issued in the suspect’s name that contained claims regarding appointments to senior government positions. Further analysis of the mobile devices revealed communications suggesting that money was allegedly collected from individuals on the promise of getting their work done or securing favours through government departments. The NCCIA is investigating the case from several angles, including electronic fraud, forgery, impersonation of government institutions and financial deception. A detailed forensic examination of the recovered phones and other evidence is continuing, with investigators expecting further revelations as the probe progresses.

    Zardari, Shehbaz among officials depositing gifts …

    President Asif Ali Zardari, Prime Minister Shehbaz Sharif and other senior officials have deposited numerous gifts received from foreign dignitaries in the Toshakhana. The government has released details of gifts received by senior officeholders during the recent period. The Cabinet Division has also made records of gifts received by public officials since 2002 available on its official website. Information Minister Attaullah Tarar said details of deposited gifts are published periodically. He said the records cover gifts received by the president, prime minister, deputy prime minister, federal ministers and other government officials. However, the names of the foreign dignitaries who presented the gifts have not been made public. The Cabinet Division has stated that the valuation of some of the newly listed gifts is still being completed. It has also clarified that the published information is based on records and declarations submitted by individuals and departments. The records show that President Zardari received several valuable and ceremonial items. These included a tea set, sword, golden desert model, woollen overcoat and a Vacheron Constantin Geneve wristwatch. Other gifts listed for the president included a decorative piece, ceremonial sabre set, chessboard, serving bowl and an oil painting. First Lady Assefa Bhutto-Zardari and Bakhtawar Bhutto-Zardari also received jewellery. The records show that both received necklaces. Jewellery sets were also listed among their gifts. Assefa Bhutto-Zardari additionally received a Kumis set. Prime Minister Shehbaz Sharif also received a wide range of gifts. The items included shields, souvenirs, portraits, ties, frames and swords. Some jewellery items were also listed among the gifts received by the prime minister. The records further show several watches, including Rolex and Patek Philippe models. Other items included a coin, traditional dress, clock, sugar bowl and car model. Cups, pens and cufflinks were also among the listed gifts. Deputy Prime Minister Ishaq Dar received several items as well. His gifts included a decorative piece and a traditional Chinese stamp. The records also mention a Burmese string puppet, a Myanmar cultural frame, a Rolex watch, vase, medal and Chinese leather belt. Dar also received an Egyptian statue, pen and cufflink set. Several other federal officials were also listed in the records. Economic Affairs Minister Ahad Khan Cheema received a book about Uzbekistan and a T-shirt. Economic Affairs Secretary M. Humair Karim received a ballpoint pen. Information Minister Tarar was listed as having received a Rolex watch. Several members of the president’s staff also received watches. These included the military secretary, chief security officer, Air ADC, principal staff officer and presidential spokesperson. National Assembly Speaker Ayaz Sadiq received a large ceramic jar. Senator Saleem Mandviwalla received a Bvlgari watch. Former NAB chairman retired Lt Gen Nazir Ahmed received a wristwatch and an INTERPOL commemorative book. Deputy Chief of State Protocol Hafeezullah received a Tag Heuer watch. Special Assistant to the Prime Minister on Foreign Affairs Tariq Fatemi received a Rolex watch and a hand-chased tea set. Prime Minister’s spokesperson for foreign media Mosharraf Ali Zaidi received a Tag Heuer watch. Special Assistant to the Prime Minister for Industries and Production Haroon Akhter received a hand-chased tea set with 24-karat gold plating. The government has said the details of Toshakhana gifts will continue to be uploaded periodically. The Cabinet Division has also placed a disclaimer on the records. It said the information is based on available records and declarations made by officials and departments under the rules applicable at the time.

    Fake hiring of 6 teachers uncovered in Mirpurkhas

    MIRPURKHAS: Authorities in Mirpurkhas have uncovered the alleged fraudulent recruitment of six secondary school teachers, prompting action by the Sindh Education Department. District Education Officer Mir Fazal Talpur said a formal request had been sent to the District Accounts Officer to suspend the salaries of the six individuals. The department has also approached the IT Data Center to remove their biometric records from the system. A departmental inquiry has been launched against the Director of Education, the district education officer and two taluka education officers to determine how the alleged irregular appointments were processed. Talpur said he had never met or even seen the individuals involved and alleged that his signature and official seal, along with those of other education officials, had been forged to facilitate their appointments. The DEO said the department acted promptly after receiving a complaint from taluka officials. The salaries were stopped and the officials concerned were directed to submit their responses before the inquiry committee. The investigation is expected to establish how the fraudulent appointments were made and identify those responsible for the alleged forgery and irregular recruitment.

    Angolan court jails two Russian nationals for terrorism and espionage

    An Angolan court has sentenced two Russian men, Lev Lakshtanov and Igor Ratchin, to eight and 11 years in prison respectively after convicting them of terrorism and espionage charges. Prosecutors alleged that the pair planned a coup and helped organise violent fuel price demonstrations in July 2025, which resulted in 22 deaths and more than 1,600 arrests. The court heard that the men sought to manipulate upcoming presidential elections by funding the main opposition party, UNITA, or instigating a leadership change within the ruling MPLA party. Prosecutors linked Lakshtanov and Ratchin to Africa Politology, a Russian disinformation network formerly tied to the Wagner mercenary group and now managed by Russia’s Foreign Intelligence Service. Two Angolan co-defendants were tried alongside the Russians, resulting in a two-year suspended sentence for a local journalist and an acquittal for an opposition youth leader. Both Russian nationals denied the allegations, claiming their presence in Angola was purely for business and cultural activities, and remain in detention while appealing against their sentences.
