Senate seeks review of IPP deals over rising power costs

Islamabad: Independent Power Producers (IPPs) faced strong criticism in the Senate after lawmakers raised serious concerns over billions of rupees paid as capacity payments to power plants that are not fully operational, calling the practice an unnecessary burden on electricity consumers.

The issue was discussed during a meeting of the Senate Standing Committee on Cabinet Secretariat, where members questioned the impact of IPP agreements on electricity prices and demanded a complete review of power generation contracts.

The committee expressed concern that consumers are paying for electricity capacity even when some power plants are not producing electricity according to expectations.

Members said such payments increase the cost of electricity and place additional pressure on ordinary citizens already facing high power bills.

The committee directed the National Electric Power Regulatory Authority (NEPRA) to provide complete details of all Independent Power Producers, including their electricity tariffs, generation capacity, installation costs and rate analysis.

The committee chairman stressed that electricity prices must be reviewed and unnecessary costs should be removed to provide relief to consumers. The committee also discussed whether some IPPs had affected the government’s solar energy policy.

Members observed that certain power producers had, apparently, created difficulties for the promotion of solar energy initiatives and questioned whether existing agreements were supporting or limiting cheaper energy options.

The committee demanded transparency in tariff decisions and questioned why NEPRA had not provided complete tariff determination details despite repeated directions. Lawmakers said clear information was necessary to understand how electricity prices are decided and why consumers continue to face expensive power bills.

The committee also discussed imported coal and RLNG based power plants installed in Punjab instead of coastal areas. Officials explained that these plants were established near major electricity demand areas to improve supply efficiency.

However, the committee directed NEPRA to provide a detailed comparison of all power projects so that lawmakers could examine costs, benefits and long term impact. The chairman said the government should consider renegotiating IPP agreements where necessary and review contracts of projects that are no longer useful.

He said reducing electricity prices requires serious decisions and better management of power sector agreements.

The meeting was chaired by Senator Rana Mahmood Ul Hassan and attended by Senators Mohammed Abdul Qadir and Aimal Wali Khan, while other members participated in person and online.

The committee also reviewed issues related to circular debt, which remains one of the biggest challenges facing Pakistan’s power sector. Members said increasing electricity costs and financial problems in the energy sector require immediate attention because they directly affect households, businesses and the national economy.

The committee’s discussion highlighted concerns over the relationship between power generation costs, IPP agreements and electricity bills paid by consumers.

Members called for accountability, transparency and a detailed examination of agreements to ensure that the electricity system works in the public interest. The committee will continue reviewing IPP agreements and related energy sector issues in upcoming

    Second phase of AJK elections kicks off

    The second phase of the Azad Jammu and Kashmir (AJK) general elections began on Sunday with polling underway in Muzaffarabad division and all 12 refugee constituencies located across Pakistan. Polling started at 8am and will continue until 5pm without any break. Election officials opened polling stations early in the morning, while voters began arriving to cast their ballots. Security personnel were deployed across sensitive areas to ensure a peaceful voting process. This phase of the elections covers nine constituencies in Muzaffarabad division. These include five constituencies in Muzaffarabad district and two each in Neelum and Jhelum Valley districts. At the same time, polling is also being held for 12 refugee constituencies representing refugees from the Kashmir Valley and Jammu region. More than 340 candidates are contesting the elections in this phase. According to election authorities, 207 candidates are in the race for the nine seats in Muzaffarabad division, while another 137 candidates are contesting the refugee constituencies. More than 809,000 registered voters are eligible to vote in Muzaffarabad division. The refugee constituencies have over 438,000 registered voters. Thousands of election staff have been deployed to conduct polling and oversee the voting process. Authorities have established 1,483 polling stations across Muzaffarabad division. Among them, 533 have been declared highly sensitive, 741 sensitive and 209 normal. In addition, 1,057 polling stations have been set up for refugee constituencies in different provinces. The refugee constituencies are spread across Punjab, Khyber Pakhtunkhwa, Sindh, Balochistan and Islamabad. Polling arrangements have been completed in all regions where registered refugee voters are residing. In Rawalpindi and Islamabad, around 27,000 registered voters are casting their votes for three refugee seats. Election officials have established 175 polling stations, while enhanced security has been provided at sensitive locations. In Gujrat, Wazirabad and Mandi Bahauddin, nearly 2,000 police personnel have been deployed to maintain law and order during polling. More than 50,000 registered voters are expected to elect their representative in the constituency. Polling is also taking place in Karachi and several districts of Sindh for two refugee constituencies. Election officials have made arrangements to facilitate voters across the province. In Balochistan, polling stations have been established in Quetta, Pishin, Qila Saifullah, Hub, Loralai, Sibi, Mastung, Zhob and Barkhan for refugee voters. Similar arrangements have been made in Khyber Pakhtunkhwa, particularly in Swat and Mansehra, where polling is being held for another refugee seat. The second phase of the elections is taking place amid heightened political tensions between the Pakistan Peoples Party (PPP) and the Pakistan Muslim League-Nawaz (PML-N). Relations between the coalition partners have remained strained since the first phase of polling, with both parties accusing each other of electoral irregularities in several constituencies. Senior leaders from both sides held multiple meetings in recent days in an effort to resolve the dispute. However, the talks failed to produce an agreement before the second phase of voting. The PPP has demanded legal action and re-polling in selected constituencies, while the PML-N has rejected allegations of organized rigging and maintained that the election results reflect the will of the voters. Meanwhile, Prime Minister Shehbaz Sharif met PML-N President Nawaz Sharif to review the political situation and discuss developments related to the AJK elections. Senior party leaders also attended the meeting and discussed the coalition’s future strategy.

    LAHORE – Chief Minister Maryam Nawaz Sharif on Thursday attended the passing-out ceremony of Lady Recruit Class Course-18 at the Police Training College, Chung. The chief minister arrived at the parade ground under the protection of the Lady Pilots Squad and was accorded a warm welcome with a flower shower. Parents of the lady recruits also welcomed her on the occasion. A smartly turned-out contingent of women police recruits presented the general salute to the chief minister, who later inspected the passing-out parade. A total of 1,156 women recruits of the Punjab Police and Punjab Highway Patrol graduated under Lady Recruit Class Course-18. The chief minister distributed awards among the recruits who demonstrated outstanding performance during the training. She also witnessed the march-past by the graduating recruits. During the ceremony, Commandant of the Police Training College Captain Sohail presented a painting to the chief minister. Lady commandos also saluted her through various formations. For the first time in the history of the Punjab Police, women commandos formed the abbreviation “CMP” (Chief Minister Punjab) through parade formations as a mark of salute. Punjab Police bands performed national and patriotic tunes during the ceremony.

    RIYADH: Abrar Hussain Tanoli, a Pakistani financial professional based in Saudi Arabia and a native of Mansehra district in Khyber Pakhtunkhwa, has been honoured with the prestigious Tamgha-e-Imtiaz in recognition of his decade-long services to Pakistani pilgrims and the wider Pakistani community in the Kingdom. Tanoli was among the Pakistani nationals honoured with the prestigious civil award for outstanding social and community services in Saudi Arabia. The award was presented at a special ceremony organised by the Embassy of Pakistan in Riyadh. Pakistan’s Ambassador to Saudi Arabia, Ahmed Farooq, presented the award on behalf of President Asif Ali Zardari, recognising Tanoli’s sustained contribution to Hajj volunteerism, community welfare, healthcare initiatives and emergency assistance. Tanoli is a founding member and Riyadh Coordinator of the Pakistan Hajj Volunteers Group (PHVG), an organisation that has been assisting pilgrims during Hajj since 2011. Over the years, he has played a key role in mobilising, coordinating and training Pakistani volunteers from different parts of Saudi Arabia to facilitate pilgrims during the annual pilgrimage. The volunteers provide assistance to pilgrims in a range of situations, including guiding them to their designated tents, helping wheelchair users, facilitating movement around Hajj facilities and assisting sick and injured pilgrims in performing Tawaaf-e-Ziyarah while receiving treatment at Pakistan Medical Mission facilities. PHVG works in coordination with the Pakistani Hajj Mission, Embassy of Pakistan and relevant Saudi authorities. In 2024, the organisation mobilised and trained more than 1,500 volunteers to serve pilgrims, with their services also receiving recognition from Saudi authorities. Speaking at the ceremony, Ambassador Ahmed Farooq highlighted the demanding nature of the volunteers’ responsibilities during Hajj. He said the volunteers remain engaged around the clock during the five days of Hajj and continue serving pilgrims despite the challenging weather and extreme heat. He said volunteers assist pilgrims who require medical attention, become separated from their groups or need wheelchairs and other support. Their services, he noted, are not limited to Pakistani pilgrims and are available to anyone who requires assistance. The ambassador said the Saudi Ministry of Hajj and Umrah also facilitates the volunteers by providing information about pilgrims requiring assistance, reflecting the importance attached to their services during Hajj. “We are very proud of all three of you for the work that you have done and for the good way that you have carried out these services,” Ambassador Farooq said. For Abrar Tanoli, the Tamgha-e-Imtiaz represents recognition not only of his Hajj volunteerism but also of a broader record of community service spanning more than a decade. Alongside his Hajj-related activities, Tanoli has been involved in organising free medical camps for the Pakistani community in Saudi Arabia in collaboration with the Pakistan Doctors Group and the Embassy of Pakistan. These initiatives have helped provide healthcare services to members of the community, particularly those requiring support. He is also a founding member of the Al-Bir Group, which provides assistance to Pakistanis facing financial difficulties and other social challenges. Tanoli’s community welfare activities became particularly significant during the COVID-19 pandemic. Through PHVG, he participated in efforts to support Pakistani families stranded or facing difficulties during the crisis. Volunteers helped arrange and distribute food, medicines and other essential supplies to families struggling to meet their basic needs. His welfare work has also extended to Pakistan, where he continues to support underprivileged families, deserving individuals and communities facing financial hardship. The recognition has been warmly welcomed by members of the Pakistani community, who described the award as an honour for Tanoli, his family and his native area in Mansehra. Messages of congratulations have highlighted his services to Pakistani pilgrims and the wider community in Saudi Arabia. The award is also being seen as recognition of the spirit of volunteerism among overseas Pakistanis who devote their time and resources to serving fellow citizens and pilgrims.   • Punjab launches 77 electric buses in seven more districts

    LAHORE – Chief Minister Punjab Maryam Nawaz on Thursday inaugurated 77 electric buses on 17 routes in seven more districts — Vehari, Lodhran, Kasur, Gujrat, Narowal, Sheikhupura and Nankana Sahib — expanding the province’s green public transport network. According to an official handout, women, students, senior citizens and persons with disabilities will travel free of charge, while the fare for all other passengers has been fixed at Rs20. The buses are equipped with wheelchair ramps, air conditioning, Wi-Fi, CCTV monitoring and charging ports. The handout said that 511 electric buses were already operational in 29 districts and one tehsil. With the latest addition, the number of operational electric buses has increased to 588 across 36 districts. Another 101 electric buses have already reached nine districts, while the remaining 488 buses are expected to arrive by the end of August 2026. It added that 1,500 more electric buses would be introduced across every tehsil of Punjab after the completion of the ongoing district-level project. Funds worth billions of rupees have been allocated for the initiative under the Annual Development Programme. Addressing the inauguration ceremony, the chief minister said the seven districts had received government-operated public transport for the first time. She described the Green Bus Service as a popular initiative that had made daily commuting easier for people travelling to educational institutions, hospitals and workplaces. CM Punjab said that during her visit to Azad Jammu and Kashmir, she realised the importance of the Green Bus Service, adding that demand for the facility there was higher than anywhere else she had seen. She expressed confidence that the number of electric buses in Punjab would reach 1,100 by the end of August. The handout further stated that 11 electric buses had been allocated to each of the seven districts. In Gujrat, the buses will operate on routes from the General Bus Stand to Mangowal and Daulat Nagar. In Narowal, services will run from the General Bus Stand to Manga Pull, Shakargarh, Pasrur Chowk, Zafarwal and on the circular route. In Kasur, buses will ply between the General Bus Stand and Kacha Paka, and between the General Bus Stand and Gajju Matta Stop. In Sheikhupura, services will operate from the e-bus depot to Shahdara Metro Station and Khanqah Dogran. In Nankana Sahib, the buses will run from the General Bus Stand to Mor Khunda and Warburton. In Lodhran, the routes will connect Shaheed Islam Hospital with Kehror Pacca and Dunyapur. In Vehari, the buses will operate from Government Graduate College to Fawara, and from Pir Mahal to Tibba Sultanpur.

    Four killed as heavy rain causes roof collapse in …

    UPPER SOUTH WAZIRISTAN: Four members of a family lost their lives after the roof of a room collapsed due to heavy rainfall in the Bangiwala area of Upper South Waziristan. According to police, the incident occurred amid intense rain in the region, which caused the structure to give way and trap the family members underneath the debris. Police said the victims included a husband, his wife, their son, and their daughter. The tragic incident has left the local community in mourning. Authorities are assessing the situation in the area and monitoring the impact of the ongoing rainfall. Residents have also been urged to remain cautious as further rain could increase the risk of structural damage and other weather-related incidents.
